This study aims to develop standard indicators and methodology for college & university libraries' evaluation based on the agreement among various stake-holders, then suggests a new evaluation system. For the goal, we identify purposes and required conditions, then develop indicators for the evaluation through open-ended interviews, a questionnaire survey, and focus group for reaching an agreement on the included indicators among the stake-holders, finally we construct the overall evaluation structure and weighting system. The overall structure is developed based on process-centered approach, then both the internal and functional viewpoint and external and service-oriented viewpoint are considered. The weighting system is based on the balance among the process categories, such as resources, process, and output elements. Additionally, we suggest methodology for the evaluation and annual improvement process for ongoing improvement of the evaluation system. We expect that the results from this study will contribute not only to the evaluation activities but also to active discussions on library performance and its predictor factors.

In the mathematics curriculum that was revised in 2009, statistical literacy is explicitly addressed as a goal and specific objectives are included. However, statistical literacy has not been addressed in the studies on KSAT. This study aimed to draw implications on how to improve KSAT in a sense that statistical literacy could be evaluated instead of testing typical facts or skills by comparing KSAT with SAT. We used mathematical problem solving process and category of context of PISA framework (OECD, 2013) to administer the comparison of KSAT and SAT. Result shows that both KSAT and SAT use various context, but items in KSAT is limited in assessing critical understanding. We suggested several ways to develop context-based items for KSAT in which statistical literacy could be assessed.

The objective of this study was not only to evaluate different academic library homepages but to hit upon and suggest a reformation plan for their future improvement. For this purpose. academic library web pages of Korea were divided into three major groups -- those of national universities, private ones, and junior colleges. Their web pages were evaluated using a number of criteria. Also, their circumstances and problems were tried to grasp and the methods to be corrected were suggested in this thesis. Literature review were performed for this study and suggestions and advices from professional groups that is called Delphi method were used as a tool to achieve the objective of this study. For a basic analysis, frequency analysis and descriptive statistics were used for analysing data. Also, t-test, ANOVA, and chi-square analysis were used to examine whether there are any significant differences in each groups or not. and Pearson product-moment correlation coefficients were used to find out the correlation among several variables.

The purpose of this study was to identify the service factors of university libraries which aim to improve the educational welfare of the disabled, and to develop an evaluation indicator to evaluate these vital service factors. To proceed with this study, guidelines of public library services for people with disabilities, and previous research and job description of academy library analysed and developed indicators suited for evaluating academic library services for people with disabilities. A pilot survey and main survey about the evaluation factors and indicators conducted with librarians who work for university libraries, and the questions were refined by exploratory factor analysis of the data collected from the survey. As a result, through the process of identifying reliability and validity, it turned out that the evaluation factor and subordinate index of university library services for the disabled consisted of 8 factors and 33 indicators.

Recently, many universities in Korea have been faced with critical crisis such as the decrease in the number of freshmen, the pressure for tuition cuts, M&A between universities and so on. Nobody has expected that universities will have this kind of difficulties. The universities are making attempts to innovate the quality of education to secure high level of education and to meet social needs to overcome these internal and external environment of crisis. For this innovation, the universities have sought to reduce the budget as well as conducted the self-evaluation to figure out their relative positions annually. Innovations cannot have having the limitation without education funds. Budget spent in universities have influences directly or indirectly on the structural improvement of the finance and on the growth of universities. The purpose of this study is to explore the decision-making method to find the optimal budget allocation so as to minimize the execution budget and to maximize the management evaluation by taking the advantage to analyse the relationship between the evaluation and the budget. Therefore, in this paper, we implement the development of the mathematical model for the University Evaluation and Budget Allocation Optimization in the form of the linear programming.

The result of this study was to measure the relative efficiency of 133 colleges in south korea and to investigate the differences in the results of college basic competency evaluation. As a result of the study showed that the average difference of efficiency according to the background variables was no significant according to the scale, location, and college evaluation. but differences in the type of establishment were found to vary significantly in S.E model. In addition, it was analyzed that the efficiency of the college with limited funding for the efficiency distribution is highly distributed, which indicates that it is necessary to continuously improve the existing university methods and to assess whether they are being managed effectively. Finally, the limitations of this study are that it used only quantitative data and that additional indicators could result in different outcomes from the results of this study.

This study intends to understand deeply the higher education evaluation accreditation system in Taiwan. Taiwan established newly the Higher Education Evaluation & Accreditation Council in 2005, an independent organization with the exclusive responsibility to execute evaluation. Three kinds of evaluation have been accomplished, including University Program Evaluation which assesses whole university management, Academic Fields Evaluation and Performance Evaluation which compare the superiority and inferiority among universities. The Accreditation system is applied only to Academic Fields Evaluation. For evaluation, each university presents a self-evaluation report, undergoes an visiting evaluation, makes out an evaluation report and lastly is notified of the result. The evaluation is divided into three results : pass, waiting observation and non-pass. According to an announcement in June 2008, the rate of non-pass universities reached the 15.7%. The non-pass universities are supposed to receive the disadvantaged in the admission number limit and take the following evaluation in the following year. Debates still exists concerning the eliminatory nature of the system and the announcement of achievement rankings through evaluation results. Other problems include the improvement of quality of evaluation committee members and the irrational evaluation standards. These problems will be meaningful for the development of the korean higher evaluation system.
