The purpose of this study is to examine how the transformational leadership of university library managers affected the empowerment of university librarians and their organizational effectiveness. In this study, we examined the impact of transformational leadership on empowerment, and the impact of empowerment on organizational effectiveness. We then examined the mediating role of the empowerment between the transformational leadership and organizational effectiveness. Empirical results are as follows: empowerment and organizational effectiveness are significantly influenced by transformational leadership, organizational effectiveness is significantly influenced by empowerment, and the impact of transformational leadership on organizational effectiveness is mediated by empowerment.

The purpose of this study was to investigate the current practices of the customized bibliographic instructions (CBI) at four-year academic libraries in Korea. Among the entire 206 academic libraries, a total of 149 libraries participated in the survey. Study result shows that the libraries providing CBI was 63.1%. The findings of the study revealed the overall picture of the CBI operated in Korean academic libraries. The findings of the study suggested useful strategies to apply in adopting and operating the CBI in academic libraries in Korea.

This study is to analyze factors affecting the quantitative size of interlibrary loan service in 22 national and public university libraries of Korea in 1992-2006. The results of this study are summarized as follows: The factors related to interlibrary loan service showed a positive effect on the number of lending and borrowing cases, in addition to showing a highly positive correlation with them on the whole. And the most influential factors of them on the number of lending and borrowing cases showed as follows: On the number of lending cases, 'number of graduate students'; on the number of borrowing cases, 'volumes loaned' and 'number of undergraduate students'.

The research reports the results from an investigation of various measurement elements and techniques appropriate for the economic assessment of academic libraries, with a view to apply them in future evaluation of academic libraries in Korea. Two libraries participated in the pilot study. In one library, CVM (contingency valuation method) was applied to services ranging from circulation, electronic collection, reference, user education and facility. In the second library, three different methodologies--time value, alternative service value and CVM--were all applied to measure the value of electronic collection. The research provides analyses of measurement elements used, study procedures and measurement results. Based on these analyses, the study also makes suggestions in the areas of measurement goals, service, users and the calculation of B/C ratios that need to be taken into consideration in order to execute reliable and valid assessment of academic library's value.

This study is to analyze impacts that the transformational and transactional leadership of middle managers at university libraries affects the empowerment of university librarians and to suggest future directions of leadership development aimed at improving the empowerment of university librarians. The results of this study are summarized as follows: The transformational and transactional leadership showed a positive effect on empowerment in university librarians. The most influential factors of transformational leadership on the empowerment factors showed 'individualized consideration’ on the three empowerment factors except 'impact’ and 'individualized consideration’ and 'intellectual stimulation’ on the 'impact’ of empowerment. And the most influential factors of transactional leadership on the empowerment factors showed 'contingent reward’. The transformational leadership showed a greater relative impact on empowerment when compared with the transactional leadership.

The purpose of this study is to identify the factors that influence users' intention to use mobile services in academic libraries, based on the Davis' Technology Acceptance Model. This study employed both perceived usefulness and perceived ease of use, which were core variables in TAM, and added perceived playfulness that was recently applied to many researches on mobile system acceptance intention. As external variables, ubiquitous ability, context awareness, and mobile internet self-efficacy were employed. The data was collected from 325 surveys from two academic libraries and was analyzed with SPSS 18.0 and AMOS 21.0. As a result, perceived usefulness was the most significant factor in predicting users' acceptance intention and perceived ease of use was an indirect determinant of service usage. But perceived playfulness was not significantly correlated. Ubiquitous ability among external variables had a significant effect on perceived usefulness, context awareness did on both perceived playfulness and ease of use, and mobile internet self-efficacy did on perceived ease of use. Based on the findings, this study discussed theoretical and practical implications in academic library mobile service area.

The present study positively analyzed the hyperlinks of 32 web sites with the purpose of analyzing the hyperlink network structure of web sites for each domestic library type. After collecting the hyperlink data using the crawler, we analyzed the overall characteristics of the websites in the network based on the characteristics of the library. The results are as follows. 1) Among all analyzed libraries, Yonsei scored the highest in degree centrality, betweenness centrality, closeness centrality, and eigenvector centrality. 2) By library type, Sejong for national library, Seoul for public library, and Yonsei for college library appeared an influential a relatively. Based on these analysis results, the present study will be utilized as basic data for establishing an operation strategy that improves the efficiency and effectiveness of library web sites in the future.

The understanding and capability to utilize artificial intelligence (AI) incorporated technology has become a required basic skillset for the people living in today's information age, and various members of the university have also increasingly become aware of the need for AI education. Amidst such shifting societal demands, both domestic and international university libraries have recognized the users' need for educational content centered on AI, but a user-centered service that aims to provide personalized recommendations of digital AI educational content is yet to become available. It is critical while the demand for AI education amongst university students is progressively growing that university libraries acquire a clear understanding of user intention towards an AI educational content recommender system and the potential factors contributing to its success. This study intended to ascertain the factors affecting acceptance of such system, using the Extended Technology Acceptance Model with added variables - innovativeness, self-efficacy, social influence, system quality and task-technology fit - in addition to perceived usefulness, perceived ease of use, and intention to use. Quantitative research was conducted via online research surveys for university students, and quantitative research was conducted through written interviews of university librarians. Results show that all groups, regardless of gender, year, or major, have the intention to use the AI-related Educational Content Recommendation System, with the task suitability factor being the most dominant variant to affect use intention. University librarians have also expressed agreement about the necessity of the recommendation system, and presented budget and content quality issues as realistic restrictions of the aforementioned system.

It is essential to have adequate legal regulations to achieve the policy objectives in libraries. This study aims to analyze the structure and critical amendments of the Library Act (Law No. 18547), which was comprehensively revised on December 7, 2021 and has been in effect since December 8, 2022. This analysis examines the normative validity and effectiveness from a policy legislation perspective. As a fundamental law, we explore whether the Library Law possesses legal validity and can contribute to achieving policy objectives by elevating the societal value and qualitative improvement of libraries from an effectiveness standpoint. The analysis results suggest proposing enhancements to the content of objectives and fundamental principles, specifying the responsibilities of the state and local authorities, improving the library policy system, and enhancing the substantial influence of the National Library Commission.
