The purpose of this study is to derive the operation strategies for establishing the mid-to-long-term comprehensive library development plans considering the identity and specificity of Anyang City. For this purpose, this study proceeded as follows. First, to understand the internal and external environment and regional characteristics of Anyang City, various literature and statistical data related to Anyang City were collected, analyzed, and organized. Second, the operation status of Anyang municipal libraries was analyzed with data such as 「National Library Statistics System」, 「Gyeonggido Public Library Yearbook」, and various library-related laws. Third, a survey with open-ended questions was conducted for twenty-six librarians working in Anyang municipal libraries to collect opinions on the identity of Anyang and the overall operations of the libraries. Lastly, by reflecting the current status analysis, the latest library trends, policies, and sociocultural environments, detailed operation strategies that can serve as a basis for establishing mid-to long term development plans for Anyang municipal libraries in the future were proposed. The above operating strategies were proposed by dividing into six areas such as (1) the plans for organizational system and manpower composition, (2) the facility plans for balanced regional development, (3) the collection development and preservation direction, (4) the special subject materials service plans, (5) the for establishing cooperation system, and (6) the public relations plans.

As the library and information environment advanced, librarians should participate in continuing education programs for the improvement of services to satisfy users' need. To develop a curriculum model of continuing education for academic librarians, we reviewed related previous studies and continuing education programs performed both in Korea and overseas. Then. a survey was done to the academic librarians sampled systematically to identify the subject need for education. Based on the analysis, 2 sets of comprehensive curriculum were devised for the middle managers and working librarians respectively. The curriculum for the middle managers is consisted of 27 courses in 9 subject fields. and the curriculum far the working librarians is consisted of 25 courses in 7 subject fields. We selected one highly demanding subject from each curriculum, and developed specific educational program models. 'Library marketing' for middle managers and 'building and management of digital information resources' for working librarians. Program models include educational goal, content, teaching/learning strategies. duration time, teaching methods/tools, and instructor qualifications in detail. Finally, recommendations are suggested for the promotion and settlement of the continuing education.

In this study, we aimed to examine the level of implementation of the second comprehensive plan for promoting academic libraries (2019-2023) by analyzing key statistics of academic libraries and gathering perceptions from library staff. We analyzed the changes in major statistical indicators of libraries over the past five years. Additionally, we surveyed library staff to understand their overall perceptions of the plan and their attitudes towards the 17 sub-tasks outlined in it. The analysis of 369 survey responses revealed several key findings. Firstly, most respondents comprehended the plan well and frequently utilized it for developing their libraries' development and implementation plans. Secondly, the IPA results indicated that regardless of the type of university, there should be a continuous focus on facility improvement, teaching-learning support, and expanding access to academic resources. Efforts to develop library policies and strengthen human and financial resources were identified as crucial. Thirdly, four-year universities particularly emphasized the importance of expanding access to international academic resources compared to junior colleges. Conversely, junior colleges perceived foundational skill-building programs and inclusive services as more significant than four-year universities. The application of the IPA diagonal model revealed that the performance levels of all sub-tasks were lower than their perceived importance levels, suggesting the need for strategies to enhance effectiveness in future comprehensive plan formulation.

Evaluation of an academic library is a key to its success. Library and Information Policy Bureau of the President of the Republic of Korea conducted a trial evaluation on academic libraries with a university evaluation index developed by KERIS in 2005. The committee decided to review its feasibility based on the feedbacks from the academic libraries after the trial. This study aims to address the indexing issues appeared during the trial and suggest a new evaluation index tailored to academic libraries. First, the evaluation field is condensed from 7 to 6 as "financing" and "infrastructure" are integrated into "budget and infrastructure." Secondly, both "user charter" and "planning" are removed from the "library management" field category. and "library self-assessment" is added instead. In "information resource" field, "non-books and etc." is added. Third, evaluation categories for "budget and infrastructure" field are altered to budget-related items and library equipment. Forth, "collection turnover rate" category is incorporated into "collection usage" in "information usage" field, and "library use rate" in "information service" field is moved to "information resource" field and renamed as "use rate."

The National Library for the Disabled was upgraded to a primary affiliated organization of the Ministry of Culture, Sports and Tourism on June 4, 2020, in accordance with Article 24 (1) of the Library Act (Law No. 16685). The National Library for the Disabled is currently preparing to build an independent library building. Now that the National Library for the Disabled has secured its independent legal status, it must become a specialized national library by comprehensively collecting not only alternative materials for the disabled, but also domestic and foreign materials useful to researchers related to the disabled. Accordingly, the purpose of this study is to conduct basic research for comprehensive and strategic collection of library materials for people with disabilities, which is an essential part of the statutory work of the National Library for the Disabled. To this end, the concept and category of library materials for the disabled that are expected to be useful for satisfying the intellectual needs of the disabled and for education and research related to the disabled were established targeting knowledge information resources produced and distributed domestically and internationally. Next, based on the current collection development policy of the National Library for the Disabled, an implementation strategy and mid to long term roadmap for comprehensively collecting library materials were presented.

The goal of this study was to evaluate vision, mission, strategies, and action plans from the long-term development plan for the B University's library, and specificity, measurability, achievability, relevance, and time-frame were measured and evaluated for each with SMART method. The results obtained through this study are as below : Firstly, SMART evaluation result for the B University's library was 3.80 for the vision, 3.97 for the mission, 3.74 for strategies, and 3.64 for action plans. Secondly, specificity of the long-term development plan for the B University's library was 4.06, measurability was 3.72, achievability was 3.68, relevance was 3.90, and time-frame was 3.58. Thirdly, the overall evaluation of the long-term development plan for the B University's library showed that among components from the development plan, the mission was the most superior while action plans had problems. Fourthly, in SMART evaluation factors, specificity was the most superior while time-frame had problems such that it should be supplemented in the future.

This study is a basic study for establishing a comprehensive operation plan for the Incheon Global Campus Library in preparation for the 4th Industrial Revolution and the post-corona era. Based on this, it was intended to propose a direction for establishing a comprehensive operation plan in the future. As a result of the study, in the case of the first collection, a mid- to long-term plan for continuous expansion of the collection is required, and in particular, it seems that the expansion of major-related collections is necessary. In the case of the second service, it is necessary to support users' research by providing information services customized for each stage of research by users, information services customized for researchers, and research support services for departments, and it is necessary to provide information utilization education programs. Third, in the case of space, IGC users have very high demands for learning and research space, so it is necessary to improve education and related spaces that users want through space reorganization in the future. It is also necessary to expand the creative collaboration space as a place closely related to the lives of students, such as rest, etc. Lastly, in order to activate the homepage in relation to the homepage and information system, it is necessary to first expand the various contents and up-to-date data that users want on the homepage. In addition, it seems that the domestic electronic journal and DB provision plan should be implemented.

The Result of this study (1)In the case of KDI school of public policy and management, since it makes up a very interesting and diversified racial environment that shapes the multinational global community, there must be careful considerations for foreign students together with wide publicity about Korea on the side of the school headquarters. (2)The library must become familiar with the ways to utilize outside organizations in order to provide user education to the foreign students. (3)In order to make it perfectly sure for them to provide not only the secondary materials such as bibliography, index, and abstract, but also the necessary full-text from the preparatory stage of the students' studies. (4)The library must grasp the students' needs through communication and must promote the efficiency of library operation by introducing an information service strategy measure similar to that of FISP so they can acknowledge and provide necessary information to fulfill the students' academic needs in advance.

In this study in order to verify the overall information seeking behavior of the Web-based OPAC users, it was analyzed transaction log file for 7 years. Regarding Web-based OPAC information seeking behavior, it was studied from the perspective of information seeking strategy and information seeking failure. In search strategy, it was analyzed search type, search options, Boolean operator, length of search text, number of uses of word, number of use Web-based OPAC, number of use by time, by week day. Also, in search failure, search failure ratio, search failure ratio by search options, search failure ratio by Boolean operator were analyzed. The result of this study is expected to be utilized for OPAC system and service improvement in the future.
