Presidential Archives Management in Crisis - An Archival Approach to the Solutions - (위기에 처한 대통령기록물관리, 문제의 인식과 해결을 위한 접근 방식)

  • This paper reviews recent records issues surrounding former president Roh Moo-Hyun's private possession of the copies of the presidential records in Korea. While the former president transferred his records to the National Archives of Korea, he copied his electronic presidential records and kept them in his house after the term. His retention of the "records copies" arouse critical records issues and criminal charges. In this paper, I examined the definition of presidential records and legal status of records copies, authenticity of electronic copies of public records in public and private records systems, nature and scope of presidential privilege of access to his records, and most importantly, political neutrality of national archives. I examined these issues comparing with foreign experience, especially that of the United States which has the Presidential Records Act like Korea. All issues are examined in the professional spirit of archives principles and archives ethics. Legal status of the electronic copies of presidential records is not firmly established and the criminal charge seems groundless. However, it is against public archives principles and ethics that private former president privately possesses and manages private information and national security information held in the electronic copies of the presidential records. Presidential Records Act of Korea provides an effective tool to protect the presidential records for 15 years and it should be respected. It is time to consolidate the public records management institutions in Korea, not to disintegrate them.

  • This study is to examine "President Records Management Law" as tool for Systematic management of president records and Transparency of national operation. It is significant related law of the president records of United States of America after observe "President Records Management Act" in 2007 as a method for seeking efficient management Process of president records. This study suggest an efficient administration of the president records as protect and utilization of them and plans in law that supports the operation of president archives through making a comparative study of a related law of the president records between Korea and United States of America.

  • How should the value of presidential records be evaluated and discarded? Currently, the evaluation of presidential records is operated in a dual system that evaluates the value of 7 types based on the characteristics of presidential records as public records while considering the uniqueness of presidential records. Once again, we have to think about 'where does the value of presidential records come from, and how can we evaluate this value'. In this paper, I would like to examine the value and evaluation of presidential records by understanding the characteristics of the domestic presidential archives evaluation system and organizing the problems and issues of the current evaluation system. In addition, the purpose of this study is to examine the evaluation system of presidential records stipulated in the Presidential Records Management Act of the United States and to analyze its implications for the domestic presidential records evaluation system.

Some Thoughts on Reestablishing Appraisal System of Presidential Records (대통령기록물 평가제도 재정립을 위한 몇 가지 단상)

  • In our country, which has a strong presidential system, the power and responsibilities of the president are truly enormous. He is the head of state and diplomatic representative, and at the same time exercises authority over all areas of the country, including the legislature, judiciary, and constitutional institutions, along with his responsibilities as head of the executive branch. Considering these aspects, it can be said that presidential records created during the president's rule have a high level of national and historical significance and value compared to other public records. Considering these importance of presidential records, the Presidential Records Management Act was enacted in 2007 to establish an institutional mechanism to systematically manage presidential records. However, the current institutional basis for appraisal of presidential records is very weak. In this regard, there is a need to begin discussions on the appraisal of presidential records in earnest. Considering the national importance and symbolism of presidential records, it is necessary to establish a new direction for appraisal of presidential records that is different from general public records. Accordingly, in this paper, as part of reestablishing Korea's presidential records appraisal system, this article analyzed the status and problems of the current presidential records appraisal system and presented directions needed to find future improvement measures. To this end, as a premise for discussing the importance and value of presidential records, it examined the powers and responsibilities of the presidency as defined in our country's Constitution.Next, we looked at the appraisal system and method for presidential records that are currently in operation, and then analyzed the problems that emerged here in connection with the characteristics of presidential records. Based on this, it presented five perspectives on issues that need to be discussed publicly in the records management community in order to reestablish Korea's presidential records appraisal system in the future.

  • The purpose of this study is to examine the management status of domestic presidential SNS records and to propose a management plan. Thus, the researchers examined cases of SNS records management in foreign countries, interviewed records officers in Presidential Archives, as well as conducted a status analysis of the presidential SNS records management status and the SNS accounts of former and current presidents. Based on the analysis, the current state of the domestic and international situations was analyzed. The researchers subsequently interviewed the staff in charge and found out what the problems in the current presidential SNS records management were. To solve the problems reflecting the characteristics of SNS records, a collection, management, and service plan was thus proposed. This study is meaningful in that it tried to discuss the management of the presidential SNS records and could be used as basic research of presidential SNS records.

A Study on Designing the Metadata for Integrated Management of Individually Managed Presidential Records (개별관리 대통령기록물의 연계관리를 위한 통합 메타데이터 설계 방안 연구)

  • Metadata standardization of resources, having a heterogeneous metadata structure for each presidential archive and presidential library and museum is preferentially required for utilizing and sharing presidential records. An integrated operation model of metadata to manage various types of presidential records is then needed. The purpose of this study is to create a design principle of integrated metadata, and to suggest relationships and attributes of metadata, needed for developing integrated metadata operation system on presidential records. The design principle includes "creation of relationship among presidential records", "design of each entity, applicable multiple entity data model", "design to describe various types of presidential records", "design to reflect lifelong management on records of holding institutes", and "designing hybrid metadata for long term preservation". Metadata element set consists of elements for common attributes with all types of presidential records for a unique attribute for a specific presidential record and for reference information among different records related to the production of presidential records.

  • The president of the country has a very significant political role, but the study of the history about the presidency has not really been emphasized. This study is to examine how to apply the online contents about presidential history to elementary education. The documentaries presented in elementary social studies have a great effect on elementary students because their cognitive development is accelerated by understanding modern Korean history along with the presidential history and political issues through historical records. Therefore, this study focuses on investigating the method of application of the presidential history by having the presidential historian build online contents and provide this information to teachers and students.

  • This study is a basic study for the comparison and analysis of the current status and service of the Unified Presidential Archives and the civilian memorial hall, which manages the country's presidential records. For this purpose, the Presidential Archives and individual private memorial halls were surveyed on the current status of records, online and off-line services, and legal and institutional records. Based on this, the study analyzed the characteristics and differences of the Unified Presidential Archives and individual private memorial halls. This study is meaningful in that it attempted to compare and analyze the characteristics of the Unified Presidential Archives and individual private memorial halls and that the two agencies sought basic research to develop cooperative relations.

A Study on Research Services of Presidential Archives in Korea (대통령기록관의 검색, 열람 및 연구지원 서비스에 관한 연구)

  • This study aims to investigate services of presidential archives in Korea for users who utilize holdings of the archives for scholarly purposes, as well as to examine users' perception of the services. For these purposes, the study analyzed the content of 13 U.S. presidential libraries' Web sites in terms of their research services. In addition, it examined the content of a Korean presidential archives' Web site regarding its research services. Telephone interviews of three staff members of the presidential archives were conducted to better understand the services. With this, three users who have written research papers by using presidential records were interviewed by telephone. It was found that federated search services, access by subjects, and related records of search results were considered necessary by users. A variety of digitized records should be provided online and the services needed should be changed from mere processing of FOIA requests to archival reference services to meet users' needs. Congruently, the presidential archives should provide specialized services to offer records relevant to users' research interests and to provide the compilation of selected records crucial for research.

A Study of the Transition Process in Presidential Electronic Records Transfer and Improvement Measures : Focused on the Electronic Records of the 19th President Moon Jae-in's Administration (대통령 전자기록물의 이관방식 변천과 개선방안 연구 19대 문재인 정부 대통령 전자기록물을 중심으로 )

  • Since the enactment of the Act on the Management of Presidential Archives in 2007, the cases of electronic records transfer in the 16th President Roh Moo-hyun's administration have played the role of an advance guard in managing public records and served as a test bed for new electronic records management. When transferring the electronic records of the 19th President Moon Jae-in's administration, the electronic records transfer method of President Roh's administration was inherited, while several innovative attempts were made. For instance, the Presidential Archives have for the first time converted the electronic documents from institutions advising the President into a long-term preservation package and transferred them online. In addition, considering the characteristics of the data, the administrative information dataset of the Presidential record creation institutions was transferred to the SIARD standard. Furthermore, the Presidential Archives had websites transferred in the form of OVF as a pilot test and collected social media directly through the API. Thus this study investigated the transition process of the presidential electronic records transfers from the 16th President Roh Moo-hyun's administration to the 19th President Moon Jae-in's. In addition, major achievements and issues were analyzed centering on the transfer method by type of electronic records during President Moon Jae-in's administration, and future improvement plans were presented.
