Many countries have tried to reform financing systems toward UHC and paid attention to the function of strategic purchasing. This study was performed to examine theoretical foundations and the function of strategic purchasing. And we examined the functions of strategic purchasing in Korea based on the framework proposed by Preker(2005). For this purpose, we reviewed literature related to purchasing. we defined the strategic purchasing as strategic activities to provide health care services people need within a given budget, which is carried out by certain organizations, purchasing organizations. These activities include selecting appropriate providers, designing and operating the payment system, setting the price, and determining the target populations and their needs etc. The relationships among government, purchasers and healthcare providers can be explained by the principal-agent theory. In addition to Preker's framework, we emphasized the importance of the infrastructure such as decision making support systems, information systems, health care resource management systems, or expenditure monitoring systems. The National Health Insurance Service and the Health Insurance Review & Assessment Service play major roles in performing strategic purchasing.
Arbitration is fundamentally a matter of contract, whereby contractual parties may only be required to submit a dispute to arbitration pursuant to their formal agreement. However, there are several important exceptions to this rule that have developed under common law notions of implied consent. These doctrines may serve either to benefit or to harm a nonsignatory to an arbitral agreement because either (1) the nonsignatory may compel a signatory to the agreement to arbitrate a dispute or (2) the nonsignatory may be compelled to arbitrate a dispute despite never having signed an arbitration agreement. For example, a nonsignatory who voluntarily begins arbitrating the merits of a dispute before an arbitral tribunal may be bound by the arbitrator's ruling on that dispute even though the nonsignatory was not initially required to arbitrate the dispute. 3. agency A nonsignatory to an arbitration agreement may be bound to arbitrate a dispute stemming from that agreement under the traditional laws of agency. A principal may also be bound to arbitrate a claim based on an agreement containing an arbitration clause signed by the agent. The agent, however, does not generally become individually bound by executing such an agreement on behalf of a disclosed principal unless there is clear evidence that the agent intended to be bound. 4. veil piercing/alter ego In the corporate context, a nonsignatory corporation to an arbitration agreement may be bound by that agreement if the agreement is signed by its parent, subsidiary, or affiliate. 5. estoppel The doctrine of equitable estoppel is usually applied by nonsignatory defendants who wish to compel signatory plaintiffs to arbitrate a dispute. This will generally be permitted when (1) the signatory must rely on the terms of the contract in support of its claims against the nonsignatory, or (2) the signatory alleges that it and the nonsignatory engaged in interdependent misconduct that is intertwined with the obligations imposed by the contract. Therefore, this article analyzed these doctrines centering around case-law in America.
The process of obtaining third-party financing contacts was analyzed via a two-stage game model: a "signaling game" for the first stage,and a "principal-agent model" for the second stage. The two-stage game was solved by a process of backward induction. In the second stage game, the optimal effort level of the energy saving company (ESCO), the optimal compensation scheme of the energy user, and the optimal payoffs for both parties were derived for each subgame. The optimal solutions forthe different subgames were then compared with each other. Our main finding was that if there is some restriction on ESCO's revenue (e.g. a progressive sales tax) that causes ESCO's revenue toincrease at a decreasing rate, then the optimal sharing ratio is uniquely determined at a level of strictly less than one under a linear compensation scheme, i.e. a unique balance exists. Subgames have a unique equilibrium arrived at separately for each situation,. Within this equilibrium, energy users accept energy audit proposals from H-type ESCOs with high levels of technology, but reject proposals from L-type ESCOs with low levels of technology. While L-type ESCOs cannot attain profits in the third-party financing market, H-type ESCOS can pocket the price differential between L-type and H-type audit fees. Accordingly, revenues in an H-type ESCO equilibrium increase not only in line with the technology of the ESCO inquestion, but also faster than in an L-type equilibrium due to more advanced technology. At the same time, energy users receive some positive payoff by allowing ESCOs to perform third-party financing tasks within their existing energy system without incurring any extra costs.
In this paper, examined relationship between Earnings Management and Conservatism. For analysis of this purpose, we applied the Earnings Loss Avoidance Firms and Big-bath Firms. The results are as follows. First, conservative of Earnings Loss Avoidance Firms(sample I, II) is lower than the controlled companies. And Big-bath firms(sample III, IV) is higher than the controlled companies. This is a negative relationship between conservative and earning management. These results are consistent with previous research results. Second, When analyzing the Earnings Loss Avoidance Firms(sample I, II), Results are presented that conservative and earning management related to positive. These results reflect the company to Investors' demand for conservatism.

Water spider(Argyroneta aquatica) inhabits only a small size wetland in Eundae-ri, Yeoncheon-gun. In this study to investigate environmental factors influencing on population of A. aquatica, we analyzed the relationship between density of A. aquatica and various physicochemical and biological factors. Density of A. aquatica increased with small habitat area and high $NH_4$ and electric conductivity. The relationship between density of A. aquatica and prey or predator was low but the water spider decreased with density of Pomacea canaliculata. And density of A. aquatica was not related to the coverage of emergent plant. However density of A. aquatica decreased as the increase of floating plant and increased as the increase of submerged plant. These results indicated that aquatic plants are important in the habitat environment of A. aquatica. Therefore we suggest necessity of management strategies for the invasive species, P. canaliculata which is a notorious predator of aquatic plants.
When a person with diminished mental capacity refuses necessary medical care, normative judgments about when paternalistic intervention can be justified come into question. A typical example is involuntary hospitalization for people with mental disabilities, traditionally governed by mental health law. However, Korean civil law reform in 2011 introduced a new form of involuntary hospitalization through guardianship legislation, leading to a dualized system to involuntary hospitalization. Consequently, a conflict has arisen between the 'best interest and surrogate decision-making' paradigm of civil law and the 'social defense and preventive detention' paradigm of mental health law. Many countries have criticized this dualized system as not only inefficient but also unfair. Moreover, the requirement for the presence of 'mental illness' for involuntary hospitalization under mental health law has faced criticism for unfairly discriminating against people with mental disabilities. In response, attempts have been made to integrate guardianship legislation and mental health law based on mental capacity. This study examines the legislative process and framework of the Mental Capacity Act (Northern Ireland) 2016, which reorganized the mental health care system by fusing guardianship legislation with mental health law based on mental capacity. By analyzing the case of Northern Ireland, which has grappled with conflicts between guardianship legislation and mental health law since the 1990s and recently proposed mental capacity as a single, non-discriminatory standard, we aimed to offer insights for the Korean guardianship and mental health systems.

Recently Pinus thunbergiana Franco, Robinia pseudo-acasasia L. Amoroha fructicasia L. invaded and reserved inthe island. During a decade of the end of Japanes rule and after liberation about all of Pinus densiflora S. et Z. were cut downed, and after that, under the Forest Bureau, there have being sucessed to Pinus thunbergiana France. Camellia japonica L. other 20 species of evergreen broad-leaved trees are distributed in Island Wi, a tutelary shrine of Dae Ri, a mountain at the back of a village of Chi Do Ri and a mountain at the back of Jin Ri administrative office of a township. The special plants of the island are 1) state of Lycoris aurea Herb which of foun in a ridge between fields and forest around Jin Ri and 2) stock of Cmbidium virescens Lindly bloomed under the Pinus densiflora forest of Keun Tan Chi Do.
This study aims to examine the suggestions by studies that family predictors are related to developmental outcomes more strongly for children reared principally by their parents compared to those with extensive child care experience. Zero-order correlations between family predictors and developmental outcomes were conducted and the significance of differences in correlation coefficients between the two child care groups were examined. There was no evidence that there exist systematic differences between the two groups in predictive power of family factors except a few exceptions. At 2 years, social parenting style was more strongly associated with communication ability in the extensive child care group. At 3 years, some HOME subscales were related to a child's expressive and receptive vocabulary skills in significantly greater magnitudes in the mother care group. The findings also implied the potential contribution of child care environment on developmental outcomes for those who spend extensive hours in nonmaternal care.
The construction of composite indicators should be normalized and weighted to render them comparable and evaluable variables in the field, which undergoes absence of a distinct methodology and where the application of universally popular method is common. Constructing of indices does not compare and analyze applying various normalizing and weighting, but constructer generally use chosen method and develops indicators and indices in most research. In this study, indices are applied various normalization and weighting methods, thereby analyzing how much impact the index and identifying individual characteristics derive a more reasonable way to help other research in the future. 5 different methods of normalization and 4 different types of weights were compared and analyzed. There are different results depending applied normalized methods and Z-score method best reflects the characteristics of the variables. According to weighting methods, the calculated results show little difference, but the ranking results of indices did not changed significantly. It might be better to provide constructors with a set of normalization and weighting methods to reflect their characteristics in order to build flood indices through the result of this study.
The purpose of this study was to investigate the perceptions and practices of secondary science teachers who participated in an Earth science teachers' research roup about teaching geologic field trips. Four Earth science teachers participated in this study. Data included field trip observations, semi-structured interviews with teachers and students, and analysis of instructional materials and students' reports from the field trip. Field trip observations and interviews were video- and audio-taped and transcribed. Results indicated that teacher participants focused more on aesthetic objectives for geologic field trip. The participants' instruction tended to show rather teacher-centered explanation due to limited time at each field site though various teaching strategies were used at times to engage students in a scientific inquiry. This group of teachers strived to develop their professional ability to guide geologic field trip by working with a small study group with colleagues, participating geologic field trips, and enrolling graduate programs.
