A study on Categorized type and range for the Aircraft and the LSA (우리나라 항공기 및 경량항공기의 종류 및 범위에 대한 법적 고찰)

  • By aircraft from Aviation regulations and institutional regulatory framework for ensuring the safety is secured. State-of-the-art aircraft, according to the type of development and diversification, modernization and new types of aircraft are operated. This study examined the differences between international rules and regulations of Korea about the classification of aircraft. The LSA are included in aircraft categories internationally, but LSA will not be included in the aircraft categories, which is one of a range of powered flight device exists in Korea Aviation Act. Limit for maximum continuous power speed in a LSA, it is a limit on the right of the people who want using the high-performance plane. Also it is an international trend does not fit in, and is consistent with the intent of LSA manufacturer. Delete the content from a range of future aviation law revisions and light aircraft-related provisions to limit the maximum continuous power speed is considered to be suitable for the purpose of introducing the light aircraft industry. The laws and regulations set up in order to ensure the safety of ultralight aircraft categories existing in ultralight aircraft that exceeds the purpose of the introduction of LSA technology development at home and abroad, and is intended to reflect. These standards complement of aircraft operation is not appropriate for the situation unless the country is difficult to ensure the safety of operations.   • In Germany, North Sea and East Sea possess significant meaning in many aspects. North coast has an important economical significance to North Sea Gulf States. There are a number of harbors and manufacturing facilities in this area. Agriculture is also developed. East sea, where sea water and river water mingle. has a problem that it can not control harmful substances as fast as the North Sea due to its geographical location of being connected with the North Sea as a narrow water. To protect from big and small ship accidents and pollution sources, East Sea and North Sea have enacted HELKOM Convention and OSPAR Convention, respectively. Moreover, Denmark and Germany have made cooperation on tugboats in the occurrence of shipment accidents through the LethGer-Plan and DenGer-Plan. In 1998, after the Pallas accident that occurred near Bremen, the need to improve cooperation among each states on usable resources for ocean security has been increased in Germany. Consequently, the federal government and gulf state governments associated and organized the so called, "Havarie-Kommanando Ship Accident Measure Unit". Haravarie-Kommanando is a federal-state associated organization that deals with affairs that controls national operation and mobilization of ship accident related organizations unitively when serious ship accidents occur. Moreover, federal and state participant organizations, each shipping agencies and Wiking-Helicopers-Services, a helicopter agency, are cooperating well. Also, mutual assistance with the most prominent passenger agency called Scandlines, ARGE Kuestenschutz(Germany-Denmark shipping agency) is making progress as well.

Fire Service Policy Theory for Establishing Fire Science (소방학의 학문적 정체성 확립을 위한 소방정책론 정립방안)

  • In Korea, about 80 academic departments related to fire science are in operation throughout the country, but fire science is not included as a branch science in the science classification system acknowledged by the Ministry of Education, Science and Technology and its position as a science is not solid yet. In response to this problem, research is being made actively to establish fire science recently. This study aims at composing the fire service policy theory which is one of sub areas of fire science. First, the concept of fire service policy should be established, and fire service policies should be divided into different types. In addition, it is necessary to examine the direction of the development of fire service policies in Korea, and the unique characteristics of fire service policies should be described. Next, we will mention fire service policy making and participants, theories on the determinants of fire service policies, the execution of fire service policies, and the evaluation of fire service policies. Particularly, based on the peculiarity of fire service, it is necessary to explain policies on fire prevention and precaution, fire investigation, rescue and first aid, public campaigns for safety and prevention, fire insurance, etc. Finally, we suggest the future directions of fire service policies according to the change of environment in the future.

Status and prospects of Knowledge Information Security Industry (지식정보보안 산업의 현황과 전망)

  • Korea is concerned with information security industry due to recent leak-out private information of 3 card companies. Executives are aware of damage from breach of security such as personal data spill, is more dangerous than any other financial risks. The information security industry, which was limited in physical security and network security formerly, is evolving into convergence security of public and facility security industry. The field of interest has also been changed into security of smart phone and intelligence image recently, from firewall or Anti-virus. The convergence security is originally about access control of facility, but recently its demand has been increased mostly by public institutions and major companies. The scope of the industry also varies from finance, education, distribution, national defense, medical care to automobile industry. The market of convergence security has been expanded and new various products and services of security of intelligent vehicle, 'U' healthcare, finance, smart grid and key industries are also developed. It is required to create and enhance of new curriculum and cultivate human resources for the development of knowledge information security industry. Raising standard of education and security consciousness of the nation is also necessary to strengthen the global competitiveness.

  • This study examines the actual operation and performance of the public participation platform by analyzing various public participation processes from 2018 to 2021, when 'Gwanghwamun 1st Street', a representative public participation platform operated by the Ministry of Public Administration and Security, was launched. Through this, the influencing factors that were able to successfully induce the process of policyization through public participation were derived as follows. First, online participation channels were diversified to encourage public participation. Second, it is also important that the public opinion contest and compensation for public review were implemented to encourage and expand public participation. Third, the participation of experts was encouraged to refine and refine the people's ideas. Through these research results, it is judged that the Korean government will be able to contribute to inducing the policyization process through continuous public participation. In deriving success factors for policyization through public participation in the future, how influencing factors such as the public participation process, communication through online channels, and collaboration with experts affect the public participation process using quantitative analysis techniques A study to prove it will have to be conducted subsequently.

  • With the advent of autonomous driving, personal mobility, drones, and smart roads, it is necessary to respond to changes in the road traffic environment in the road guidance system. However, the use of road signs to guide the road is decreasing compared to the past due to the advent of devices such as navigation and smartphones. Therefore, in this study, a large-scale survey was conducted to derive road sign issues and usage plans to respond to future changes. Based on this, this study presented a strategy to diversify road sign functions by analyzing the factors affecting the use of road signs by citizens. As a result, first, it is necessary to provide real-time variable road guidance information that reflects user needs such as traffic, weather, and local events. Second, it is necessary to informatize digital road signs such as reflecting maps with precision. Third, it is necessary to demonstrate road guidance in a virtual environment that reflects various future mobility and road environments.

Security Measures against Assembly and Demonstration during International Conference - the Case of the Nuclear Security Summit - (국제회의 시 집회시위에 관한 안전관리 방안 - 핵 안보정상회의 개최를 중심으로 -)

  • Our country successfully hosted the G20 summit in Seoul in November, 2010. Afterwards, however, the Yeonpyungdo shelling incident took place by the North, and the North Korean nuclear issue have strained interKorean relations. Our country is going to host the nuclear security summit, which is of great significance at this point of time. The nuclear security summit is to be attended by 47 countries. The participant countries of this summit is larger in number than those of the ASEM, APEC and the G20 summit that our country has ever hosted. That is a large-scale international conference that invites the UN, the IAEA and the EU, which are three major nuclear-related international organizations. A successful hosting of the nuclear security summit will serve as an opportunity to boost our country's national prestige, and is likely be beneficial to the settlement of the North Korean nuclear issue. Like other international submits in foreign countries, however, violent anti-globalization demonstrations are expected to occur when the nuclear security summit is held in April next year. The purpose of this study was to make a case analysis of demonstrations during multilateral international conferences hosted by foreign countries over ten years between 1999 and 2009, to examine the controversial points over the demonstrations, and ultimately to seek ways of ensuring safety against possible assemblies and demonstrations during the forthcoming nuclear security summit, which is scheduled to be held in April next year. The findings of the study on feasible security measures are as follows: First, information and intelligence gathering should be reinforced, and the inspection should be stepped up. Second, pacification among domestic NGOs and the supplementation of the existing legal devices are required. Third, publicity should be strengthened. Fourth, riot police officers should be selected as early as possible to bolster their education and training, and more reinforced emergency measures should be taken. It's needed to seek assistance from the military as one of emergency measures, and national defense readiness should be bolstered across the nation in collaboration with the Ministry of National Defense when the summit is near at hand. Finally, CBR countermeasures should be taken in preparation for CBR terrorism.

A Study on Reorganization of System of Assistant Police Officer (치안보조인력 제도의 개편에 관한 연구)

  • The mandatory police system, which plays a pivotal role in securing security and securing social safety as a security assistant, is expected to face difficulties in supplying the mandatory police manpower and securing absolute police manpower in the future according to the Ministry of Defense's abolition of the conversion service system. In this situation, this study intends to provide a concrete plan to replace the mandatory police officers as security assistants, recruiting contractors from civilians who are not military service resources or regular police officers, and using them for security assistance. More ultimately, this study goes beyond securing obligatory police to reduce or abolish mandatory police, which has been dealt with in previous studies. It aims to present the rescue and operation directions so that the police can provide quality public security services. In order to achieve the purpose of this study, this study 1) analyzes the current situation of police personnel, derives the necessity and justification of securing the police personnel or increasing the number of police personnel due to changes in security demand and security environment, and 2) After discussing the necessity and direction of reorganization, 3) deriving policy implications through analysis of foreign cases operating similar systems to derive specific plans for the introduction of security contractors for private contract workers in Korea. This study reviewed the specific operation plan and legal and institutional maintenance plan of private contract workers. In order to achieve these research objectives, this study 1) analyzes the current status of the police manpower and derives the necessity and justification of securing an absolute police manpower or increasing the manpower of the police in response to changes in security demand and security environment, and the current security aid system. 2) After discussing the necessity and orientation of reorganization of exinsting system of assistant police officer, 3) derive policy implications through analysis of foreign cases utilizing security aids similar to Korea, and 4) The specific operation plan and legal and institutional maintenance plan were presented. including security aids for private contract workers in Korea, from recruitment procedures to activities.
