The Press related Energy including nuclear energy has social responsibility that it should pass the scientific factors to the right. It is essential to ensure the accuracy and fairness. The general public, such as press releases and information obtained through indirect communication affects social acceptance of nuclear power, which is used to determine the direction of energy policy, the most important factor to be taken into account. Recent rapid increase coverage of NPP lose in balance of nuclear power plants. In this study the qualitative interviews were performed with the workers who stand directly in obtaining information about nuclear related organizations. By E-mail and FGI the data were collected from the workers' perception about domestic nuclear news. They perceived the NPP news that the negative aspects of nuclear power plants were too much dealt in nuclear news coverage, and risk of NPP is only exaggerated and distorted, the lack of expertise knowledge on nuclear power and recognize that the cause was a lack of understanding. The study aims to discuss issues on alternative materials for the disabled. For the purpose, it analyzed related policies and legislations. As a theoretical study, it explored definitions and types of altermative materials, and discussed a history of the information access rights for the disabled. Then, the study analyzed the disabled service part of the library development master plan. Futhermore, it discussed library act, disabled welfare act, and copyright act which define the rights and responsibilities of the interested groups. Based on the analysis, the study conducted interviews with members of the interested groups to explores their acknowledge and perspective. As a result, it argued the problems related to production and service of alternative materials, and provided five enhanced strategies.

In installing ballast water treatment system, the cost of the system is high and many technical aspects are to be considered and also it takes significant time to retro-fitting on the existing ships. In addition, in the current circumstance which the Ballast Water Management Convention has not been entered into force, the 28th IMO Assembly adopted a resolution to mediate the implementation schedule of the treatment systems. In the mean time, California State and New York State have declared more stringent discharge requirements of ballast water and are planning to implement them earlier than the schedule of the Convention. In these circumstances, the implication in the difference between ballast water treatment system manufacturers and ship owners need to be considered. In this study, through the review on the considerations when installing the system onboard, stringent requirements of United States of America, and determent or mediated implementation schedules of Convention and California and New York States, the author would like to suggest the strategy of concerned parties for anticipated entrry into force of the Convention and implementation of the stringent requirements of United States of America.

This study deals with the effective management system on the underground facilities by Geographic In-formation System (GIS). For this purpose,"Management System on the Water Supply Network by GIS in Kwangju" was analylized. Following results were obtained in this study. This system could be practically used for the inquiry of water supply and distribution pipes, check valves, pipe equipments and parcel identification numbers. Inquiry of addresses using the parcel identification numbers were effective for the database management system of the water supply facilities. The poits at issue for the performance of this study were the security and education of experts, the security of revenue source, the discord between GIS companies concerned. Establishments of GIS software technologies and database systems, and the settlement between GIS companies were required for the solution of these poits. Development of computer management systems on the water sup-ply network by GIS enabled the replacement of outworn pipes and the leakage inquiry techniques in pipes. in pipes.

The issues of environmental pollution and labor safety on ship recycling in the undeveloped countries such as India, Bangladesh, etc have been proclaimed. For this, IMO has been actively participated in resolving such problems since 1998 and then finally the International Convention for the Safe and Environmentally Sound Recycling of Ships is going to be adopted in this year. The convention provides the design, construction, operation and preparation of ships in order to facilitate safe and environmentally sound recycling as well as the safe and environmentally sound operation of ship recycling facilities. Therefore, the purposes of this study are to introduce the major contents of ship recycling convention and its time of entry into force and to analyse stakeholders' strategies toward it so that Korea will have a better position for the establishment of a mechanism regarding regulation stringency on environmentally sound ship recycling.

A use of Asbestos onboard was banned by the provisions of SOLAS since 1 January 2011. And this provision was also implemented by the Rule for Ship's Facilities in Korea. However, these provisions were only declaration and there were no detailed measures for detect, removal and confirmation. In this study, by reviewing the Ship Recycling Convention, IMO circulars and Asbestos Safe Management Act, the following strategies for each concerned parties were proposed. The administration and class society should establish the provisions for appointment of subject vessel which to be inspected for asbestos, criteria for asbestos management and appointment of handling expert. The shipbuilder and equipment manufacturer should make written confirmation that asbestos was not used in their product. And shipowner and ship manager should establish procedure for onboard control of asbestos in the ship's safe management system.

The concern and request of high-quality software has been increased according to the rapid transition of society to information-oriented era. Therefore activities of software quality management are regarded as serious as the activities of software development. Moreover, stakeholder of software may have various views of software quality. And some quality characteristics need to be managed with priorities in Software Development Life Cycle (SDLC). Hence we recognized that weights of quality characteristics might be useful to improve efficiency of quality management activities. However, this topic has not actively issued because its necessity and effectiveness has been ignored. This paper presents a technique to decide weights of software quality characteristics in SDLC. It is based on ISO/IEC 9126 which is the standard for software product quality. It is accomplished by questionnaires intended for stakeholder in software development and weight analysis through AHP (Analytic Hierarchical Process) method. Accordingly, it can select quality characteristics by weight in SDLC. And then it helps us to acquire high duality software through measuring software quality quantitatively and expecting the quality after completion of software development.

This study analyzed main causes of claims in EPC/Turnkey projects. For this purpose, this study referred to the FIDIC silver book, which lists the international standard contract conditions for EPC/Turnkey projects. The most frequent cause of claim was delay. A process was then proposed to determine whether the owner or contractor was the responsible party when the delay claim occurred. The proposed process was for damages for delay which is the conditions of contract for indemnities against delay claim. The process was based on conditions of the contract of two previous EPC/Turnkey projects that were constructed in 2010, the FIDIC silver book, as well as the obligations of owner and contactors. The proposed process is applicable depending on the conditions of the contract and the owner's meaning. Furthermore, by identifying the responsible party, this study will contribute in identifying the possible claim types before concluding a contract and writing the specific contract.

This study tried to analyze the social perception of news coverage on inclusive education by using big data analysis techniques. News articles were collected according to the 5-year policy period for the development of special education, and news big data was analyzed. As a result, the frequency of media reports during the five-year policy period of special education development from 1998 in the first year to 2022 in the fifth year was steadily increased. During this period, the top topic words in news coverage changed from words conceptualizing simple definitions to words expressing the active will of students with disabilities for the actual right to education. In addition, as a result of emotional analysis of the overall keywords in the inclusive education news coverage, it was found that the positive word ratio was high. Through this study, it can be seen that interest in news coverage on inclusive education is increasing quantitatively in accordance with changes in special education policies, and the demand for inclusive education is being concreted in the direction of guaranteeing the actual right to education of students with disabilities.

To have successful execution of a development project on large scale, it is the most important to improve communication problems between project stakeholder. In this study, we design and implement project integrated management tools that improve the problems. In order to design and implement the tools, we gathered and arranged requirements based on the ISP data from S corporation and the problems of 23 projects which was executed in recent 2 years in a communication perspective, and then we conceptually design and propose the tools. We defined major parts of the functions and the architecture related to communication among the proposed architecture model, and we proposed process and detail functions to execute major functions. This study shows the possibility through a qualitative valuation to improve validation of the architecture model and a quantitative analysis in a communication perspective.
