Participatory Budgeting's Types and Policy Implications by Participatory Institutions and Participatory Levels (참여기구와 참여수준에 따른 주민참여예산제도의 유형과 시사점)

  • Participatory budgeting has been introduced and proliferated with differentiated types by Local Finance Act which had been revised in 2011. This study aims to classify the types of Participatory Budgeting by participatory institutions and participatory levels and suggest the implications. We have reviewed the participatory budgeting operation ordinances, operating plans and operating systems of 243 local governments. And the participatory budgeting can be divided into five types. First, submission of opinion type found in 100 local governments is characterized by operating without participatory institutions. Second, commission type found in 85 local governments is characterized by having only participatory budgeting committee. Third, regional meeting type found in 21 local governments is characterized by having participatory budgeting committee and regional meeting or only regional committee. Fourth, public-private partnership type found in 30 local governments is characterized by having citizen-government meeting. Fifth, delegated power type found in 7 local governments is characterized by having policy fair or mobile voting, or both. Analysis showed that institutionalization levels of participatory budgeting is not high because many local governments(76.5%) are belong to submission of opinion type or commission type in South Korea. For developing participatory budgeting, participatory institutions, such as citizen-government meetings, policy fair or mobile voting, should be adopted and proliferated in more and more local governments.

2007년도 민간단체 금연클리닉 사업 평가

  • 한국건강관리협회는 1998년부터 국민건강증진기금의 지원으로 금연사업을 수행하고 있다. 본 연구에서는 협회에서 실시한 '07년 민간단체 금연클리닉 사업을 대상으로 사업의 효과성을 분석하여 사업의 과학적 근거 확보 및 향후 효과적인 사업 수행방안 마련 등 사업의 발전방안을 모색하고자 실시되었다. 대상은 2007년 민간단체 금연클리닉에 참여한 군 경, 중소업체 종사자, 운송업체 종사자, 국방부지정부대 참여자, 학교/공공기관 종사자 중 설문조사에 성실하게 응답한 3,170명이다. 민간단체 금연클리닉 사업 효과성 평가 설계는 구조화된 평가도구를 활용하여 금연클리닉에 참여한 집단만을 대상으로 참여 전(사전조사)과 금연클리닉 종료 후(사후조사)의 조사결과를 비교하는 단일 전후조사 설계(one-group pretest posttest design)방법을 사용하였다. 연구결과 민간단체 금연클리닉 참여자의 하루 평균 흡연량은 15.96개비, 평균 흡연시작연령은 18.59세, 평균 총 흡연기간은 146.39개월로 나타났으며, 참여자의 니코틴 의존도는 평균 3.81점으로 조사되었다. 또한 참여자의 84.5%가 의지로 금연 시도하였으나 실패한 것으로 나타나 이에 대한 개입이 필요함을 알 수 있다. 참여자들의 상황별 흡연욕구는 높은 수준이었으며, 특히 술자리, 스트레스상황 등 특정 상황에서 흡연욕구가 높게 나타났다. 금연관련 경험요인은 5점 기준 2.84점으로 조사되었으며, 인지적 과정이 행동적 과정에 비해 높게 나타났다. 마지막으로 민간단체 금연클리닉의 전반적인 만족도는 높았으나 상담환경에 대한 만족도가 상대적으로 낮았음을 감안할 때, 환경적인 부분에 대한 개선이 필요할 것으로 보인다. 더불어 금연클리닉의 효과나 만족도 부분에서 대상자의 특성에 따른 차이가 발생하므로 참여 대상자의 특성을 감안한 맞춤형 프로그램 개발이 필요할 것이다.

  • The primary purpose of this paper is to investigate the relationships of single party bargaining system on the cooperative and participative labour-management relations using the samples from several teachers' organizations. This study seeks to identify a reasonable single party bargaining scheme though empirical research as well. Results of empirical study are summarized. Finally suggestions, implications and limitations of the present study are also discussed.

  • 용접관련 국가규격(KS)를 보완하고 지원하는 단체규격을 제정하고 보완하는 단체규격의 정비가 필요하다. 이러한 단체규격은 외국의 유사단체의 규격과 상호인증이 가능하도록 정비되어져야 한다. 용접기술분야에서 단체규격의 주체는 외국의 경우는 용접협회인바 우리나라의 경우는 대한용접학회와 한국용접공업협동조합이 단체규격의 주체가 될 수 있다. 그러나 단체규격의 수준을 높이고 이용 효율을 높이기 위하여 관련 전문가가 적극 참여하여 규격을 정비할 수 있 도록 정부 또는 관련 사업계로부터 지원이 필요하다. 국내 용접관련 규격을 국제적 수준으로 정비하는 사업이 정부주도로 이루어져야 한다. 이러한 사업을 통해 용접관련 규격을 해석하고 산업체에 규격적용의 문제점을 자문할 수 있는 전문가가 양성되어 져야 한다. 이러한 전문가는 우리산업체가 해외에서의 규격관련 분쟁에서 유리한 입장을 지킬 수 있도록 훈련되어져야 한다. 또한 국제 규격 제정 활동에도 참여하여 국가이익을 대표할 수 있어야 한다.

Analysis on E-Participation Research Trend in Korea (전자참여 연구동향 분석)

  • The purpose of this research is to analyze research trend of e-participation in Korea which is highly recognized today. Sixty research papers on e-participation published from 2001 to 2013 are analyzed for this research. Main ideas and contents of each paper are reviewed and research subjects and methods of overall papers are analyzed. Mostly, actual state and promotion of e-participation is studied through the analysis of local government web sites, and other specific subjects on e-participation are also studied. Currently, research on e-participation is rather shrinking, and therefore, it is necessary to suggest valid ways to promote e-participation through research on influencing factors to e-participation and e-participation in central government.

Implementation agency effect on Self-Sufficiency of Participants in Self-Support Program (자활사업 집행기관이 자활사업 참여자의 자활효과에 미치는 영향 - 위계선형모형(HLM)의 적용을 중심으로 -)

  • This study set out to investigate implementation agency effect on participants' self-sufficiency in self-support program. Self-support program's implementation agency consist of civil groups and social welfare corporations. The final sample size was 602 program participants and 18 implementation agencies in Gwangju city, South Korea. Two-level hierarchical linear model was used for analysis. The major findings of this study are as follows. First, civil groups' participants were healthier, more often participated in business model, earned higher monthly income, participated shorter time rather than participants in social welfare corporation. Second, civil groups' participants showed low level of self-sufficiency than participants in social welfare corporations. These results means that self-support policy is not delivered uniformly because front-line implementation agencies develop work habits that influence the outcome of policy. And limitations and implications of this study were discussed with respect to further studies.

The Influence of Positive Thought about Social Capital on Social Participation of the Elderly Koreans (사회 자본에 대한 긍정적인 생각이 한국노인의 사회 참여에 미치는 영향)

  • We investigated the influences of positive thought about social capital on social participation of the elderly Koreans. The study design was cross-sectional analysis of the National Statistic Office Study of Korean Society Statistics Survey 2003. Participants were total of 8,586 representative samples. Two types of social participation were investigated: meeting attendance and volunteer obligations. The base model included five thoughts about social capital that must be settled as a priority in Korea, i.e., reducing the differences between the rich and the poor, reducing the crime rate, reducing regulations and corruption, improving the moral level, eliminating environmental pollution. Social participation was influenced by positive thoughts about social capital, and different kinds of thoughts had different influences on different types of social participation. The elderly who responded positively to 'reducing the differences between the rich and the poor' attended all two types of social participation more. Along with education and health status, positive thought about social capital is another important factor that influences increased social participation. It may also compensate for deteriorating health with increasing age by promoting social participation. Encouraging social participation is a good way to improve the health of the elderly, as are efforts to change thought about social capital positively.

The History and the Role of Citizens' Organizations in Science and Technology (과학기술 관련 시민사회운동의 역사와 그 역할)

  • The korean society confronts with social problems which are resulted from the rapid development of science and technology. While the governments politic has concentrated on the economic application of science and technology, various citizens groups have been organized to solve the social problems by themselves. Historically the so called citizens movement in the field of science and technology was formed with the influence of students movement in 1970s. The activities and the aim of the movement have changed in accordance with the state of the korean society. They pay more attention to the enhancement of citizens participation in the development of science and technology. This paper is intended to evaluate the role of the citizens organizations in terms of their participation in the policy-making, formation of alternative scientist and engineer. The practices of the organizations are classified in three periods which corresponds to the process of social movement in Korea. It is further attempted to suggest the future role of those organizations.
