Analysis on Determinants of Acceptance Intention of New Agricultural Technology: Using Innovation Resistance Model (농업 신기술 도입의향에 대한 결정요인 분석: 혁신저항모델을 이용하여)

  • This study was conducted to expand the distribution of new technology efficiently by analyzing the structure relationship based on the innovation resistance model and partial least square structural equation model (PLS-SEM). This study selected innovative propensity, relative advantage, compatibility, complexity, trialability, risk, and extension service consisting of educational, technical, and funding services as factors affecting innovation resistance. This study constructed a questionnaire that measured 11 factors including acceptance intention of new technology using 33 indicators. Data was from April to October, 2017, targeting 180 farmers who did not join in projects to spread new technologies of the Rural Development Administration. Results showed the factors positively and significantly affecting innovation resistance include complexity and risk. Innovative propensity did not have any effect on innovation resistance. However, it positively affected acceptance intention of new technology. The service of the extension organizations had a negative effect on innovation resistance, but did not affect acceptance intention of new technology. This study suggests that extension services should promote activities such as education, consulting, publicity and pilot projects related with new technologies in order to minimize the antipathy toward new agricultural technologies.

A Study on the Effect of Designation of Agricultural Heritage for Rural Regeneration (농촌 재생을 위한 농업유산 지정 효과 측정 연구)

  • This study was aimed to derive the following regional characteristics and implications by reviewing the effects of local communities and overseas cases through agricultural heritage and related systems to prepare rural regeneration measures using agricultural and rural heritage. First, The study was examined to improve the awareness to improve awareness of the value and preservation of heritage through the designation of agricultural heritage. However, it was found that it was necessary to prepare for social problems such as the aging population in the future. Second, most of the residents' perceptions showed a positive perception of the designation of agricultural heritage, but they were somewhat less recognized in terms of economics, so it was found that regeneration measures were needed to compensate for this. Third, as a result of applying the effect measurement model, the preservation and management effect that meets the purpose of the system is high, and the effect varies depending on projects such as local governments and residents' councils. Fourth, as a result of examining rural regeneration measures through overseas cases, it was found that rather than large-scale development, various cultural and natural resources and activation measures were prepared by expanding the scope to surrounding areas. This study was conducted only on agricultural heritage areas, but it is meaningful that agricultural and rural heritage should be reviewed from various perspectives suitable for the current trend, and it is meaningful in that it considers not only local residents' perception but also regional effects and revitalization measures.

Directions for Improving Efficiency of National Agricultural R&D Programs Based on Their Performance Analyses (성과분석에 근거한 농업부문 연구개발사업의 개선방안)

  • Agricultural R&D Programs of the Ministry of Agriculture and Forest and the Rural Development Administration are important for improving agricultural technology in Korea. However, the roles of these two agencies have been overlapped as the research fields and funds are extended through educational-industrial-governmental-institutional cooperation programs. In this study, we analyzed the performances of two agencies. As a result, these programs of these agencies do not show much difference in the research area. A new direction for improving efficiency and solving problems of programs, with a variety of information about the role of two agencies and activation of agricultural R&D programs, will be provided by this performance analyses.

  • 본 연구의 목적은 농촌진흥청 국립원예특작과학원이 개발한 포도 저장용 유황패드 개발의 기술가치를 평가하는 것이다. 이는 농업 R&D사업의 효율성과 실용성 제고를 위하여 이용될 수 있을 것이다. 분석결과에 따르면, 장기저장용 살균패드 개발에 따른 기술가치평가액(할인율 7.3% 기준)은 최대 2,441.735억원, 최소 2,183.26억원 평균 2,312.498억원으로 추정된다. 내부수익율 IRR의 값은 가정했던 할인율(6%~10%)보다 훨씬 크고, 순현재가치(NPV)는 영보다 훨씬 크며, B/C 비율도 700 이상으로 나타나 장기저장용 유황패드개발사업의 경제적 타당성은 있는 것으로 판단된다.

  • 본 연구의 목적은 농촌진흥청 국립원예특작과학원 감귤시험장에서 개발된 감귤신품종인 하례조생의 개발의 기술가치를 평가하는 것이다. 이는 농업 R&D사업의 효율성과 실용성 제고를 위하여 이용될 수 있을 것이다. 분석결과에 따르면, 감귤신품종 개발에 따른 기술가치평가액은 할인율 수준에 따라 최소 638.7억 원 (할인율 10%)에서 최대 1,088.7억 원(할인율 6%), 평균 829.17억 원(할인율 8%)으로 추정되고, 내부수익율 IRR의 값은 가정했던 할인율(6%~10%)보다 훨씬 크고, 순현재가치(NPV)는 영보다 훨씬 크며, B/C 비율도 60 이상으로 나타나 신품종개발사업의 경제적 타당성은 있는 것으로 판단된다.

Effect of substrate composition on the growth of roses and hydrangeas in artificial ground (인공지반에서 식재지반의 구성이 장미와 수국의 생장에 미치는 영향)

  • The purpose of this study was to select a suitable planting substrate for multilayered plantings in an apartment landscape space. The experiment was conducted between May to October 2019, at the National Institute of Horticultural and Herbal Science. Planting substrate was prepared in six repetitions of eight treatment zones using mulching material, horticultural soil, bottom ash, and subgrade soil. Rosa hybrid 'Barkarole' and Hydrangea macrophylla 'Nikko Blue' were selected as the experimental plants. We investigated the monthly variation and effect of the substrate type on the growth (plant height, number of branches, leaf length, leaf width, and plant area of the substrates) of the plants. In R. hybrid 'Barkarole' grown in 20 cm of horticultural soil and 10 cm of bottom ash, the plants were taller(102.2±5.8 cm), had more branches (5.5±0.6 each), longer leaves (10.9±1.0 cm), and greater leaf width (6.2±0.5 cm) and plant area (4077.1±416.6 cm2)(p<0.05). H. macrophylla 'Nikko Blue' showed the best growth from 3cm of mulching, 20cm of horticultural topsoil, and 10cm of bottom ash, which resulted in taller plants (43.6±2.1 cm), more branches (4.9±0.8 each), longer leaves (7.2±0.5 cm), and greater leaf width(4.3±0.3 cm) and plant area (344.5±43.2 cm2). Through this study, it was possible to propose an optimal planting substrate for shrubs for multi-layered landscaping.

Assessment of the Utility of Remote Sensing Techniques for Monitoring Compliance with Direct Payment Programs (직불제 이행점검 모니터링을 위한 원격탐사 기법 활용성 평가)

  • The public-interest direct payment program involves providing direct payments to agricultural producers and rural residents through public funds, premised on performing public functions such as environmental conservation, stable food supply, and maintaining rural communities via agricultural activities. Scientific estimation of crop cultivation areas and production levels is crucial for formulating agricultural policies linked to regulating food supply, which increasingly impacts the national economy. Conducting comprehensive on-site inspections for compliance monitoring of direct payment programs has shown very low efficiency in relation to budget and time. The expansion of areas subject to compliance monitoring and various challenges in on-site inspections necessitate streamlining current monitoring methods and devising effective strategies. As a solution, the application of Remote Sensing technology and spatial information utilization, allowing swift acquisition of necessary information for policies without overall on-site visits, is being discussed as an efficient compliance monitoring method. Therefore, this study evaluated the potential use of remote sensing for improving operational efficiency in monitoring compliance with public-interest direct payment programs. Using satellite images during farming seasons in Gimje and Hapcheon, vegetation indices and spatial variations were utilized to identify cultivated areas, presence of mixed crops, validated against on-site inspection data.

The Effects and Implications of Africa ODA Projects on Agricultural Outputs: Application of KOPIA Practices (아프리카 농업분야 ODA 사업 성과분석 및 시사점: KOPIA 사례를 중심으로)

  • This study analyzed investment effects for Practical Field Studies conducted by the KOPIA (Korea Program on International Agriculture) centers, which are part of the ODA project operated by the Rural Development Administration. Focusing on the productivity and effectiveness factors of each project, a questionnaire survey was sent to each KOPIA center associated with each project. The results demonstrated the production and profitability of farms participating in the pilot project were significantly improved compared to those of farms that did not participate in the project. Also, in the satisfaction results of taste, nutrition, and freshness, the participating firms could significantly improve them when being compared to those of non-participating farms. It is highly expected to contribute to improving the operational effectiveness of Practical Field Projects conducted in Africa based on the results of each project's performance and economic feasibility. This study also can lead to a change in the social perception of ODA projects by raising people's awareness of ODA projects.

An analysis on the propriety of pilot project and the Management Performance in Korea's new technology adaptation Farming (신기술 수용농가의 시범사업 타당성 및 경영성과 분석)

  • The purpose of this study is to analyze the outcomes of experts' survey for Cultivation techniques of good seed bulb in garlics program, purpose of introduction, and performance analysis this program. As a result of survey on new technology adoption to be cultivated in cultivation techniques of good seed bulb in garlics, technique satisfaction scored the highest with 4.3 points whereas innovation scored 4.21 points. On the other hand, risk scored the lowest with 2.53 points. Also, using BMO model business attractiveness and business fit scored 44 points, 45points respectively. Thus, the project rate of success were analyzed by more than 80 per cent. Finally, the management performance is analyzed on the garlic farms by selecting the highest awareness collected. As a result of effects after new technology adoption, 43% of the surveyees stated that the relative management costs dramatically decreased, and increase in production.
