The Factors Affecting Rural Female Marriage Immigrants into the Professional Field (농촌 여성결혼이민자의 전문분야 진입 결정요인)

  • This study focused on the reality that the necessity to professionalize women marriage immigrants is increasing. The purpose of this study is to analyze the determinants of rural female marriage immigrants' entry into the specialized field. The factors are categorized into social and institutional factors. Based on the labor market segmentation theory, which finds the imbalance of the labor market in terms of institutional and structural factors, factors affecting rural female marriage immigrants entering managerial or professional occupations were set as social relation factors, cultural adaptation factors, and policy support experience factors. As a result of analysis, they are all found to have a statistically significant effect on rural female marriage immigrants entering managerial or professional occupations. The policy implications are that for rural immigrant women to grow into professionals, social relations and cultural learning capabilities, including language skills, need to be strengthened, as well as continued governmental support.

EU Rural Development Evaluation System and Implication for Rural Development in Korea (EU의 농촌개발사업 평가체계와 시사점 -농촌마을사업 선정·평가를 중심으로-)

  • There is an inescapable requirement in public policy to provide evidence. For the evaluation of the EU Rural Development Policy, the European Commission has designed a Common Monitoring and Evaluation Framework(CMEF). The principal objectives of evaluations are to improve decision-making, resource allocation and accountability. In Korea, howerver, the opinion-based policy by expert is still rural development evaluation system. It does not provide the objective quantitative indicators for impact of rural development project. According to this, the budget-making body (parliament, government, etc.) have questioned the effectiveness of rural development projects, rural development projects often reduced or changed. To improve the accountability of rural development policy, it is necessary to build a reliable monitoring and evaluation system based on the evidence. First, rural development evaluation indicators should be considered the multipul goal of rural development, namely economic development, social development. Second, the purpose of the evaluation is necessary to be designed for the learning rather than reward. Third, the participation by local residents should be strengthened in evaluation process. Finally, it is necessary to establish rural development monitoring and evaluation system, such as CMEF of the EU (CMEF).

Variation and Forecast of Rural Population in Korea: 1960-1985 (농촌인구(農村人口)의 변화(變化)와 예측(豫測))

  • This study investigated the relationship between the cutflow of rural population and agricultural policy by using time series method. For the analytical tools, decomposition time series methods and regression technique were employed in computing seasonal fluctuation and cyclical fluctuation of population migration. Also, this study predicted farmhouse, rural population till the 2000's by means of the mathematical methods. The analytical forms employed in forecasting farmhouse, rural population were Exponential curve, Gompertz curve and Transcendental form. The major findings of this study were identified as follows: 1) Rural population and farmhouse population began to decrease from 1965 and hastily went down since 1975. Rural population which accounted for 36.4 percent, 35.6 percent of national population respectively in 1960 diminished about two times: 17.5 percent, 17.1 percent respectively. 2) The rapid decreasing of the rural population was caused because of the outflow of rural people to the urban regions. Of course, that was also caused from the natural decreases but the main reason was heavily affected more the former than the latter. In the outflowing course shaped from rural to the urban regions, rural people concentrated on such metropolis as Seoul, Pusan, Keanggi. But these trends were diminishing slowly. On the other hand, compared with that of the 1970's the migration to Keanggi was still increasing in the 1980's. That is, people altered the way of migration from the migration to Seoul, Pusan to the migration to the out-skirts of Seoul. 3) The seasonal fluctuation index of population migration has gone down since the June which the request of agricultural labor force increases and has turned to be greatly wanted in the March as result of decomposition time series method. As result of cyclical analysis, the cyclical patterns of migration have greatly 7 cycle. 4) As result of forecasting the rural and farmhouse population, rural and farmhouse population in the 2000 will be about 9,655(thousand/people) and 4,429(thousand/people) respectively. Thus, it is important to analyze the probloms that rural and farmhouse population will decrease or increase by the degree. But fairly defining the agricultural into a industry that supply the food, this problem - how much our nation need the rural and farmhouse population - is greatly significant too. Therefore, the basic problems of the agricultural including the outflows of rural people are the earning differentials between rural and urban regions. And we should regard the problems of the gap of relative incomes between rural and urban regions as the main task of the agricultural policy and treat the agricultural policy in the viewpoint of developing economic equilibrium than efficiency by using actively the natural resources of the rural regions.

Another 'Rural' Recreated in The Movie <Yin Ru Chen Yan> (영화 <먼지 속으로 사라지다> 에 재현된 또 하나의 '농촌')

  • The movie <Yin Ru Chen Yan> is evaluated to reflect the rural reality of China's northwest region. Although the film also contained the farmer's unique sincerity and pure love, many problems were also raised. The specific issues raised are as follows. First, he accused young Chinese rural people who could not express their intention properly at the time of marriage.This can be said to be largely due to the lack of proper education, medical care, and welfare benefits for a long time. Second, he criticized the rural housing policy that deviated from reality. It warns that unilaterally providing apartments in the city without considering regional characteristics and farmers' situations could be counterproductive. In the movie, the main character abandoned livestock that he thought of and cared for with his family and did not move his residence to an apartment. Third, he criticized the materialism prevalent in rural areas. He criticized the phenomenon of not respecting a human being to solve everything with money and even to receive government housing compensation. In this sense, in order to solve the true Chinese Samnong problem, macro-promoted policies and micro-policies that can encompass some underdeveloped rural areas should also be implemented.

  • Since the global financial crisis, the employment rate of young people worldwide has been declining, and the situation in Korea has worsened. Recently, the employment rate has been restored to a small extent due to the implementation of various government policies on youth employment and entrepreneurship, and many young entrepreneurs have been produced. In addition, various types of youth farming enterprises are emerging as the system for encouraging home farmers and villagers and fostering young farmers has been expanded. In this regard, this study examines the influence of CEO's personal characteristics and government's support policies on corporate performance in starting and managing youth rural enterprises. The purpose of this study was to analyze the effect on the performance of rural enterprises. Through this study, it will be able to know what are the important factors for young people to achieve results in starting a rural enterprise. The results of this study suggest three implications. The first is that the personal characteristics of the CEO are important for the performance of youth start-up rural enterprises. Second, in support policy, educational support affects performance, but funding policy does not have a significant effect. Third, since ICT's environmental characteristics do not affect the CEO's personal characteristics and support policies and corporate performance, it is more important to find ways to utilize them directly in the field than to develop ICT's environmental characteristics.

  • The objectives of this study were 1) to explore the change features of rural development policy system, and 2) to get some policy counter measures for construction of desirable rural development policy system. First, the change features of rural development policy system are 1) to expand the rural development organization of local government, 2) to strengthen the finance basis for rural development policy, 3) to attempt building the cooperation network between the various local groups. And the policy counter measures derived from this study are 1) to convert the rural development policy system to that of local leading system, 2) to expand the actual rural inhabitant participation in policy making & performance process, 3) to prepare the effective governance system in local level.

  • This study investigated structural changes of the Korea's agriculture and proposed the new direction of rural and agricultural policy in Korea after economic opening. The major results may be summarized as follows: Firstly, the study identified structural changes of the country's peasantry under the economic opening system. Korean agriculture has been deteriorated in population structure, arable land size, and income composition. Secondly, according to above analysis on these changes it suggested that the traditional rural communities were exposed to collapse and this unwanted disaster could result in serious adversities to the national economy. Thirdly, this study proposed preservation policies for small scale farming households and also administrative preparations of multi-dimensional approaches leading to successful rural and agricultural planning.

The Impact of Regional Agricultural Extension Policy - Case of Herbal and Horticultural Farm Income - (도 단위 농촌지도정책이 농가 소득에 미치는 영향 - 원예·특작 농가지도사업을 중심으로 -)

  • There are two main types of agricultural extension projects in Korea, the impacts and routes of each type on farm income are different. This paper empirically studies the impact of agricultural extension to farms' income, using Multi-level production function considering time lag. It is found that direct type of extension has positive effect to farms' income. Also indirect type on income is significant only when the level of education is high. Due to the characteristics of Korean agricultural structure, the technical level of farm is greatly influenced by the government's R&D investment and technology guidance. The result implies that indirect type of extension that take into account the educational level of farms should be emphasized for long-term technological advances.

  • The purpose of this study was to investigate the effects of the rural migration factors, degree of preparation for migration, lifestyle conditions and support policies reflected against the family satisfaction of the migration. In this study family factors were used as control variables. Independent variables for this study will consist of the factors of rural migration, the degree of preparation for migration, living conditions of the farmers and the support policies, where as the dependent variable is the satisfaction of migration with an adjusting factor of the family satisfaction which will be further analysed to identify its effects on the dependent variable. For this study, a questionnaire survey was conducted for the residents and 237 valid questionnaires were collected. Multiple regression analysis was performed based on the collected data where demographic attributes being the controlling variable, and regression analysis was performed for the adjusting variable of the family. As the economic factor increases, the level of satisfaction generated to be higher in rural migration. As for the degree of preparation, living condition and support policies resulted, great quantity of green nature, safety and agriculture startup support, respectively, indicated a positive effect to the satisfaction level of migration. From the results, adjustment effect of the family factors on the economic, nature, convenience and satisfaction of the migration have appeared. The conclusion of this study is that policy support, regional stability, and economic gain are the most important factors to increase satisfaction and to reduce re-migration rate to city.
