농촌진흥청에서는 농촌어메니티 자원의 중요성을 널리 알리고 자원활용의 새로운 방향을 모색하고자 2003년부터 농촌어메니티 환경설계공모전(이하 어메니티공모전)을 개최하고 있으며 2008년까지 6회의 공모전에서 166개의 입상작이 배출되었다. 본 연구는 이와 같은 수상 작품들을 통해 농촌어메니티 콘텐츠를 분석함으로써 보다 효과적이고 실현가능한 농촌어메니티 환경계획의 대안을 제시하고자 한다. 본 연구는 6년간의 공모전 수상작품을 중심으로 농촌공간, 생산물 및 특산물, 프로그램 등의 농촌어메니티 자원을 활용한 콘텐츠를 분석하는 것을 목표로 이루어졌다. 연구 대상으로 제 1회부터 6회까지의 농촌어메니티 환경설계공모전 수상작품 166점 중에서 내용이 간략하게 요약되어 있어 분석에 부적합하다고 판단되는 입선작품을 제외하고 최우수상부터 특선까지 81개 수상작의 내용을 중심으로 이루어졌다. 수상작들은 대부분 한 지역을 대상으로 어메니티자원을 발굴하고 이를 활용한 계획을 수립하고 있었으며, 설계의 배경 및 목적, 지역 주요자원 분석, 기본 구상, 세부계획, 프로그램 계획의 내용 등이 포함되어 있었다. 그 중 작품의 경향을 파악할 수 있는 설계 목적별 작품 분석결과 우선 계획의 공간적 범위에 기존 농촌의 주거지 등 마을을 포함하여 마을계획이나 생활개선의 내용을 담고 있는 작품들이 69점으로 전체 작품 중 85%를 차지하였으며, 마을과 프로그램상으로 연계는 하였으나 물리적 대상이 마을로부터 독립된 공원조성 등의 내용을 담은 작품이 12점(15%)이었다. 어메니티 환경계획의 목적과 목표는 각 작품들이 대부분 하나 이상의 목표를 설정하고 있었으며 주요 목적만을 중심으로 분석하기 위해서 작품 패널 및 설명서의 초반에 명확하게 제시한 설계목적을 분석의 대상으로 살펴본 결과 67.9% 작품이 직접적으로 도시민 휴양 및 농촌관광을 목적으로 하고 있는 것으로 나타났으며 46.9%가 주민의 생활개선, 55.6%가 소득증대, 46.9%가 자연환경보전을 목적으로 설계된 것으로 나타났다. 또한 활용된 주요 어메니티 자원을 분석한 결과 자연경관 26, 농특산물 21, 지명 14, 전통자원 13, 동식물 13점 등으로 나타났다. 본 연구는 실제 농촌다움이 살아있는 농촌마을을 구현하고, 지속적인 농촌어메니티 자원의 활용체계를 수립하는데 이바지 할 수 있을 것이다.

This paper is a study of rural settlement and housing planning in North-Korea. All the housing facilities belong to the government in North-Korea. which leads to the system in which the North-Korea government controls all the housing problems. The North-Korea government actively engages in the settlement of housing problems have close relations with and effects on the urban housing ones. The government has designed to make the rural areas self-sufficient in matters of the rural housing arrangement. They try to make an axis in the middle of each village uniformly and heighten its symbolism of the rural. They place all the symbolic structures in the center to express the ideas of the ruler's. thus making the whole village a study hall where the villagers are forced to learn the ruler's ideas as a way of brainwashing the people.

The purpose of the study is to evaluate the Rural Settlement Development(RSD) driven by government in historical view, and its effects on the facilities and houses of rural village in the country. Through the study, we have come to the results that the major concerns of the RSD projects since 1950s has been transferred to as following. First, the reformation of inter-facility; dressing room, kitchen, bath-house, etc of rural houses, from that of outer facility; roof, fence and etc. Secondly, the substantial objects of the projects of village settlement improvement have been changed from partial reformation of individual houses, public facilities, etc early, to comprehensive reformation by master plan for village settlement recently. Lastly, those have been established that the process of planning village settlement available to carry out landuse division and the various program for village improvement, based on its inherent circumstances.

Recently the number of rural development plans are increased and projects supported by government are various. These makes rural plans important. But there are many gaps between proposed plan and implementation. These gaps were wasteful in terms of resource management. This study examines differences between plan and implementation and the reasons why they are occurred. For this purpose, we did a case study which is focused on the four-year implementation of 2004-2006 "Unique Experience Village Master Plan" of Seochon, Chungbuk. As a result, we verified facts of gaps and causes, and two major causes were detected : one is the absence of operating and managing body(such as promoter of project, village leader, residences), and the other is inadequate master plan.

The purpose of this study is to propose the principle of rural village planning process based on rural resources, differently space planning process(regional planning, village planning, urban planning etc). The importance of this planning process is resources planning, facility planning, program planning. So we planed rural villages - two rural traditional theme villages. The major findings of this planning were as follows; First, we have to consider economic value of rural resources. Second, resources were used differently, according to village conditions, though same it. It is important to apply value-added it. Third, in future we have to additional studies; environment planning factor, community participation, resources evaluation in this planning.

Recently, many of rural villages are pursuing rural tourism to attract citizens and increase nonfarm income. A key of rural village plan utilizing rural amenity resources is to make sustainable villages considering regional character and potential for development that will work for the residents. In this study, we analyzed Rural Amenity Design Competition winning works which will be possible solutions to make proper plans for rural village and applied these contents to study areas. Three villages were selected as study areas and more than two types of amenity utilization were settled for planning direction for each village to have specialized and unique plan. Through Rural Amenity Design Competition which is being held annually, we will be able to get more data throughout rural area and verify trend of rural village planning. By selecting theme of the competition reflects needs of the time, more detailed and original ideas on amenity village planning can be drawn and this will contribute to proper and stable village planning.

The purpose of this study is to verify and carry out action plan and issues on how local amenity can be revealed through rural village planning and design especially in the local resources such as nature, history, culture. Especially, this lead to macro view of the rural village plan i.e. related to rural identity and space planning via estimating the local resources. According to this study will plan of 4 phrase steps 1. Analyse nature, environment, human sociology environment, space etc., and comprehensive analysis 2. compare the results of estimation and find the planing factors after that set the planning process 3. plan and create to rural community i.e. considering harmony with space function, environmental circumstance, landscape etc, 4. suggest the rural community action plan by considering amenity attributes.

In spite of the government policies and incentives to revitalize rural areas, we still have a lot of problems such as the environmental degradation in rural areas, widening gap in living conditions between urban and rural areas, and decreasing rural populations. This paper aims to suggest a new planning model for ecotourism based rural villages and develop a village revitalization plan for Jangwha-ri in Gangwha Island. The new model emphasizes sustainable development based on local indigenous resources and resident initiatives.
