Satisfaction Evaluation for the Pedestrian Improvement of Street Spaces - Focused on the Commercial and Residential Areas in the First District of Administrative-Centered City - (가로공간 보행증진을 위한 보행만족도 평가 - 행정중심복합도시 1지구 상업·주거지역을 대상으로 -)

  • A new urban paradigm that moves from a vehicle-centric to pedestrian-centric culture should be considered to improve the quality of the pedestrian environments for women, children, senior citizens, and disabled persons as well as to promote community unification by providing general movement rights to everyone. This study was implemented to provide decent alternatives to improve street spaces. The street spaces around the Commercial and Residential Area No.1 located in the Administrative-Centered City, Sejong Special Autonomic City, were selected to analyze and define the status of the walkways and the street spaces. Satellite imagery and numerical maps were used to collect geographic data. Practical and actual surveys for the selected sites were performed to analyze the street status and the pedestrian status. Based on the all collected data, analysis results, and literature reviews, the questionnaire was made, and 315 inquiries qualified for analysis. The physical status of all four study sites was the highest level, Grade A, and green open spaces were relatively sufficient. As a result, the factors obtained from the factor analysis have an impact on the satisfaction of the pedestrian streets in the commercial area. The factors are as followed Design > Convenience > Roadside trees and rest areas > Safety > Safety protective facilities > Transportation and information facilities > Continuity > Basic state of road surfaces > Comfortability, and in the residential area: Transportation and information facilities > Basic state of road surfaces > Comfort > Convenience > Continuity > Design > Illumination and crime prevention facilities > Safety > Roadside trees and rest areas.

A study on the ventilation control method of road tunnel for small vehicles (소형차 전용 도로터널의 환기기 제어방안에 대한 연구)

  • In recent years, in urban areas, underground of roads are being promoted in order to resolve traffic congestion and to secure green spaces, and due to the low ratio of large vehicles, they are planned or constructed as road tunnels for small cars only. In addition, the tunnels being built in the city is a tendency to be enlarged to play the role of main roads. Accordingly, the capacity of the ventilation system is increasing and various ventilation methods are required, and the importance of maintenance after the completion of the tunnel such as the operating cost of the ventilation system is emphasized. Therefore, the need for optimization of the operation stage for reducing the power consumption of the ventilation system and the study of the ventilation system operation control logic is increasing. In this study, the study on the necessity of the optimization of operation stage and control logic of the ventilation system was carried out to realize the energy-saving operation for the small car only passing through tunnels which is applied of ① jet fan and combination ventilation system (② jet fan + air purifying equipment, ③ jet fan + vertical shaft, ④ jet fan + supply air semi-transverse). As a result of this study, there can be various operating combinations in the case of the combined ventilation system, and even though the amount of ventilation air is the same, the operating power varies greatly according to the operating combinations. It was found that operating the axial fan first rather than the jet fan first operation method has an effect on power saving.

An Analysis of the Specialist's Preference for the Model of Park-Based Mixed-Use Districts in Securing Urban Parks and Green Spaces Via Private Development (민간개발 주도형 도시공원.녹지 확보를 위한 공원복합용도지구 모형에 대한 전문가 선호도 분석)

  • The research was aimed to verify the feasibility of the model of Park-Based Mixed-Use Districts(PBMUD) around urban large park to secure private-based urban parks through the revision of the urban zoning system. The PBMUD is a type of urban zoning district in which park-oriented land use is mixed with the urban land uses of residents, advertising, business, culture, education and research. The PBMUD, delineated from and based on a new paradigm of landscape urbanism, is a new urban strategy to secure urban parks and to cultivate urban regeneration around parks and green spaces to enhance the quality of the urban landscape and to ameliorate urban environmental disasters like climate change. This study performed a questionnaire survey and analysis after a review of literature related to PBMUD. The study looked for specialists in the fields of urban planning and landscape architecture such as officials, researchers and engineers to respond to the questionnaire, which asked about degree of preference. The conclusions of this study were as follows. Firstly, specialists prefer the PBMUD at 79.3% for to 20.7% against ratio, indicating the feasibility of the model of PBMUD. The second, the most preferable reasons for the model, were the possibility of securing park space around urban parks and green spaces that assures access to park and communication with each area. The third, the main reason for non-preference for the model, was a lack of understanding of PBMUD added to the problems of unprofitable laws and regulations related to urban planning and development. These proposed a revision of the related laws and regulations such as the laws for planning and use of national land, laws for architecture etc. The fourth, the most preferred type of PBMUD, was cultural use mixed with park use in every kind of mix of land use. The degree of preference was lower in the order of use of commercial, residential, business, and education(research) when mixed with park use. The number of mixed-use amenities with in the park was found to be an indicator determining preference. The greater the number, the lower was preference frequencies, especially when related to research and business use. The fifth, the preference frequencies of the more than 70% among the respondents to the mixed-use ratio between park use and the others, was in a ratio of 60% park use and 40% other urban use. These research results will help to launch new future research subjects on the revision of zoning regulations in the laws for the planning and uses of national land and architectural law as well as criteria and indicators of subdivision planning as related to a PBMUD model.

Analysis of Park Service Levels through Quantitative and Qualitative Evaluation of Urban Parks - Dong areas of Jeju Special Self-Governing Province - (도시공원의 양적·질적 평가를 통한 공원서비스 수준 분석 - 제주특별자치도 동지역을 중심으로 -)

  • Urban parks create the natural landscape of the city and offer a space for city residents to stay healthy and take a rest. They are also urban facilities designed to improve city dwellers' emotional aspects. Currently, urban parks need qualitative management as well as quantitative supply due to changes in the national land and urban policy paradigm, and a shift in perspective to consumer-centeredness is needed. In this study, the service levels of urban parks for citizen were evaluated: (1) quantitative supply adequacy was analyzed based on the urban population, and (2) the qualitative evaluation of the parks were conducted. Based on the evaluation, the appropriateness of the arrangement of urban parks is judged by comprehensively analyzing the quantitative and qualitative aspects. As a result of the evaluation of service levels of urban parks, the highest serviced urban parks were found in urban housing development sites and recently established parks. In addition, it was found that the recently created parks improved the qualities of the parks by installing various facilities. If the quantitative and qualitative aspects of urban park service supply are comprehensively analyzed and applied through this research method, it will be a more effective park and green space plan.

Study on the Planting Index of School Forest - The Case of Gyeonggido - (학교숲 조성지표에 관한 연구 - 경기도를 중심으로 -)

  • This study was carried out in order to propose a planning index for improved school forests in Gyeonggido. For the purpose of this study we selected 42 out of 75 school forests established during 2005 in Gyeonggido. All 42 school forests were surveyed and analyzed by frequency, cross tabulation, and group average analysis with SPSS 12.0 version. The present condition of the school forests was analyzed with in conjunction with items such as the surrounding environment, centralization, and locational characteristics as nominal points. Other items: trees, shrubs, pavement, fruit trees, transplantation, evergreen trees, and recreation facility content percentage were analyzed as a proportion point. After reviewing the literature and analyzing the present condition of school forests, we constructed a conceptual framework and formulated a hypothesis for this research. Data were obtained through a questionnaire, given to 98 students majoring in landscape architecture at Hankyong University in 2007. Results showed that the primary variables for tree health were soil compaction and the depth of soil filling. They were the most serious factors that deteriorate the health of trees. Based on the relationship between tree health and growing conditions, trees inside the school forest should be managed to provide more growing space and less abuse. The minimum area for trees inside the school forest for good growth conditions should be within the drip lines. We have found that the minimum percentage of tree content is 0.13, which means that more than 130 trees need to be planted over $1,000m^2$ green space. More than 3,580 shrubs need to be planted over $1,000m^2$ green space. The pavement area should be controlled to less than 19% of the total size of the school forest area. Finally, more than 39 trees out of 100 trees planted should be evergreen. The research results suggest that the construction planning index of Gyeonggido school forest be recommended in the planning and development process of the construction project carried out every year.

Simulation and Feasibility Analysis of Aging Urban Park Refurbishment Project through the Application of Japan's Park-PFI System (일본 공모설치관리제도(Park-PFI)의 적용을 통한 노후 도시공원 정비사업 시뮬레이션 및 타당성 분석)

  • Urban parks are social infrastructure supporting citizens' health, quality of life, and community formation. As the proportion of urban parks that have been established for more than 20 years is increasing, the need for refurbishment to improve the physical space environment and enhance the functions of aging urban parks is increasing. Since the government's refurbishment of aging urban parks has limitations in securing financial resources and promoting attractiveness, they must be promoted through public-private partnerships. Japan, which suffered from the problem of aging urban parks, has successfully promoted several park refurbishment projects by introducing the Park-PFI through the revision of the 「Urban Park Act」 in 2017. This study examines and analyzes the characteristics of the Japan Park-PFI as an alternative to improving the quality of aging domestic urban park services through public-private partnerships and the validity of the aging urban park refurbishment projects through Park-PFI. The main findings are as follows. First, it is necessary to start discussions on introducing Japan's Park-PFI according to the domestic conditions as a means of public-private partnership to improve the service quality and diversify the functions of aging urban parks. In order to introduce Park-PFI social discussions and follow-up studies on the deterioration of urban parks. Must be conducted. The installation of private capital and profit facilities and improvements of related regulations, such as the 「Parks and Green Spaces Act」 and the 「Public Property Act」, is required. Second, it is judged that the Park-PFI project is a policy alternative that can enhance the benefits to citizens, local governments, and private operators under the premise that the need to refurbish aging urban parks is high and the location is suitable for promoting the project. As a result of a pilot application of the Park-PFI project to Seyeong Park, an aging urban park located in Bupyeong-gu, Incheon, it was analyzed to be profitable in terms of the profitability index (PI), net present value (FNPV), and internal rate of return (FIRR). It is considered possible to participate in the business sector. At the local government level, private capital is used to improve the physical space environment of aging urban parks, as well as the refurbishment of the urban parks by utilizing financial resources generated by returning a portion of the facility usage fees and profits (0.5% of annual sales) of private operators. It was found that management budgets could be secured.

A study on the effect of air velocity through a damper on smoke extraction performance in case of fire in road tunnels (도로터널 화재 시 집중배기방식의 배기포트 통과풍속이 배연성능에 미치는 영향에 관한 연구)

  • In order to resolve traffic problems in urban areas and to increase the area of green spaces, tunnels in downtown areas are being increased. Additionally, the application of large port smoke extraction ventilation systems is increasing as a countermeasure to smoke extraction ventilation for tunnels with high potential for traffic congestion. It is known that the smoke extraction performance of the large port smoke extraction system is influenced not only by the amount of the extraction flow rate, but also by various factors such as the shape of the extraction port (damper) and the extraction air velocity through a damper. Therefore, in this study, the design standards and installation status of each country were investigated. When the extraction air flow rate was the same, the smoke extraction performance according to the size of the damper was numerically simulated in terms of smoke propagation distance, compared and evaluated, and the following results were obtained. As the cross-sectional area of the smoke damper increases, the extraction flow rate is concentrated in the damper close to the extraction fan, and the smoke extraction rate of the damper in downstream decreases, thereby increasing the smoke propagation distance on the downstream side. In order to prevent such a phenomenon, it is necessary to reduce the cross-sectional area of the smoke damper and increase the velocity of passing air through the damper so that the pressure loss passing through the damper increases, thereby reducing the non-uniformity of smoke extraction flow rate in the extraction section. In this analysis, it was found that when the interval distance of the extraction damper was 50 m, the air velocity passing through damper was 4.4 m/s or more, and when the interval distance of the extraction dampers was 100 m, the air velocity passing through damper was greater than 4.84 m/s, it was found to be advantageous to ensure smoke extraction performance.

Analysis of Budget Trends related to Creation of Urban Park in Seoul - Focusing on Budgetary Document - (서울시 도시공원조성예산 변동 추세 - 예산서를 중심으로 -)

  • Urban parks are important spaces of ecological and socio-cultural value to citizens who lead busy lives in increasingly complex and densely populated megalopolises. However, creating and maintaining city parks takes the will of the authorities to put it into practice and provide the attendant financial resources. That explains why we are focused on the budget aspects for the Seoul Metropolitan City in relation to creating park spaces. Our findings were as follows: 1) The overall city budget has steadily increased, but the budget allocated to Green Seoul Bureau and new park development has decreased since 2011. 2) As for elected officials, the budget grew during the time of the first, third, and fourth mayors as the creation of parks was considered to be a major priority, but after the sixth popularly elected mayor, the budget was sharply cut. 3) About 10% of the budget was allocated to the parks managed by the self-governing districts, compared to the ones under the direct management of the city. Furthermore, the analysis of the average annual budget for each park and how long (in terms of year) the budget for each park is invested showed that it was classified into three different types of category. Local governments adhere to the principle that their budget must be compiled and expended for a single year, which makes it hard to establish and push ahead with a long-term plan. However, as parks and green areas should not be approached from a short-term perspective for performance but from a long-term perspective, securing the consistent amount of budget is essential. This study has significance in that it attempted to analyze the budget issues related to parks, which has not been studied in depth so far, but the subject in this paper was limited to the budget for Green Seoul Bureau. Therefore, further research is needed because the parks managed by the self-governing districts were not considered.

Stability Analysis of Low Flow Revetments on External Forces (저수호안에 작용하는 외력에 의한 안정성분석)

  • Tractive forces by flowing water and ship generated waves are items that affect the stability of the low flow revetments among various external forces exerting on those revetments. Bank revetment stability by these external forces is analysed in this study. The study area is the section of the test construction area changing the artificial revetments to ecological revetments in Han river. Tractive forces are computed using the calculated flow velocity using RMA-2 model. The stability is analyzed comparing the calculated tractive forces with permissible tractive forces of the revetments in the study area. The calculated tractive forces at section number 93 is higher than permissible tractive forces in that section, so the section is estimated hydraulically unstable. The calculated tractive forces for the storm of 10th August 2007 are small compared to the permissible tractive forces in all sections. The sections are considered to be hydraulically stable, but have been eroded in some parts. The reason for the erosion is considered to have insufficient time for the plants taking root, and be exerted composite forces such as forces by ship generated waves. Ship generated waves by the excursion boats and small boats called river taxi was calculated. Wave forces by these calculated waves are computed and compared with the supporting forces of the revetment material. The external forces exerted by the ships in Han River on the revetments is very little compared with the permissible supporting forces of the revetments, so the revetments are estimated hydraulically stable. But considering the composite forces are exerted simultaneously, the stability consideration should include these composite forces.

A Study on the Hydraulic Properties of Aquifers in Bucheon Area (부천지역의 지하수 대수층의 수리적 특성에 관한 연구)

  • Bucheon city has been rapidly urbanized and steadily enlarged. Also, the city depends on groundwater as an alternative water resource. The objective of this study is to characterize the hydrogeology in this city including the recharge of groundwater and hydraulic property of an aquifer in order to investigate the chemical characteristics and contamination of groundwater in the Bucheon area. Eleven groundwater wells in the Bucheon area were selected for applying certain hydraulic tests, such as pumping and recovery tests. Theis method and Theis recovery method were used to obtain hydraulic parameters, such as hydraulic conductivity, transmissivity by applying recovery tests. The playground of school and uncovered areas layed a major function of recharging areas. The groundwater well in these areas showed high recharge, transmissivity, and hydraulic conductivity. In a downtown area, groundwaier wells showed low pumping capacity and hydraulic parameters. Groundwater samples were collected from 48 different locations in the Bucheon area and that showed very various chemical composition in groundwater Their electrical conductivity showed various ranges from 70.4 to $1,287{\mu}S/cm$. The composition more significantly affected the groundwater due to the land use and urbanization than that of the aquifer rock type.
