A Basic Study on Green Building Certification in China (중국의 녹색건축인증 현황에 대한 기초조사 연구)

  • This study investigates and analyzes the current status of green building certification (ESGB) in China, which is experiencing serious environmental pollution due to rapid economic development as an international pending issue for green growth, It is a basic research. This will be used as a resource to contribute to the reduction of carbon emissions in the future construction sector. The research method is to investigate the status of green building certification and the types of facilities in the whole of China, and to examine the evaluation criteria and items of ESGB 2014 and analyze the differences with ESGB 2006. Most of the research methods are based on the literature review and refer to the website of China Green Building Evaluation and the data of China Urban Science Institute.

  • In the past 70 years, various policies for Promotion of green modes (PPGMS) have introduced in Korea as a sustainable transportation system. However, so many problems are expected that PPGMS are to become fixed as successful transportation Policies. Thus, this study argues that the PPGMS must be executed in its systematic short-, mid- and long-term strategies for it to be an effective catalyst toward bringing about sustainable cities for the future.

  • "저탄소 녹색성장 기본법" 제정('10.1)을 계기로 녹색산업의 민간참여 확대 및 기술 시장 산업의 빠른 성장 유인을 위하여 녹색분야 금융 지원 방안을 목적으로 하는 '녹색인증제'가 지난 4월부터 본격 시작되었다. 녹색인증제는 정부가 녹색기술 또는 녹색사업에 대하여 인증을 해주거나 인증받은 녹색기술을 활용하여 일정 비율 이상의 매출실적이 있는 기업에 대하여 녹색전문기업으로 확인해 주는 새로운 제도이다. 녹색기술 보유 기업을 대상으로 자금 R&D 수출 마케팅 등 지원을 강화하고 정책자금 융자, 기술평가 보증 우대를 해주며, 녹색펀드 등에 투자하는 기업 또는 일반인에게 세제혜택을 주자는 취지다. 아직은 제도 시행 초기단계에 불과하지만 많은 녹색기술 보유 업체들로부터 관심이 커지고 있는 만큼 기존 인증제도와 변별력을 갖춘 차별화되고 실효성있는 추진을 기대한다.

  • This research is intended to propose future research directions by identifying differences between Korea and China's public facilities at the time of introduction and presenting improvement measures by comparing the criteria for green building certification. The study focuses on the comparison of Korea's G-SEED 2016 and China's ESGB 2014. For data related to green building certification in Korea, refer to the Construction Technology Research Institute Green Building Certification Criteria 2016 v1.2 Guide for New Housing. A study on the Green Building Certification System in China referred to the Green Building Assessment Standards. Comparisons were made between G-SEED 2016 general building certification review criteria and ESGB 2014 public facility certification criteria, and certification methods, essential items and specialties for each area.

  • 정부는 지난 달 6일 국무회와해서 "저탄소 녹색성장 기본법 시행령" 제정(안)을 의결하였다. 이번 시행령은 작년 12월 29일 국회를 통과한 "저탄소 녹색성장 기본법"에서 위임한 사항과 그 시행에 관하여 필요한 사항을 규정한 것으로 총 7개장, 44개 조문으로 구성되어 있다. 금번 시행형 제정은 저탄소 녹색성장을 위한 법령상의 체계를 정비하였다는 것뿐만 아니라, 법에서 규정한 각종 지원제도와 지난해 발표한 중기 감축목표의 이행을 뒷받침할 수 있는 제도적 틀을 마련하였다는 점에서 큰 의의가 있는 것으로 평가되고 있으며 이를 통해, 실행모드에 진입한 녹색성장이 더 큰 탄력을 받을수 있을 것으로 기대되고 있다. 본 고에서는 주요 내용과 함께 시행령에 대해 살펴보도록 한다.

  • The purpose of this study was the development of green technology education program for elementary school creative activities. The result of this study were follow. Basically this program was developed through three steps of preparation, development and improvement. First, in the preparation step, Need analysis were analyzed by investigation the needs of the society. Then the themes of this program were determined by thestages based on the National and social issues. Second, in the development step, the following was included. 1) Begin with Setting up education goals of this program. 2) selecting of learning object and content. 3) structuring educational program. How do they Make Libraries Green?: A Case Based Study on Building Green Libraries (녹색도서관 사례분석을 기반으로 한 국내 녹색도서관 구축방향에 관한 연구)

  • Since the 1990s, discussions regarding green libraries started in the U.S.A, in the name of 'library and the environment', 'Green librarians', 'constructing of environmental sources', 'noise and library', 'building libraries as an environmental alternative' and etc. Currently, green libraries certified by an evaluation system are more than 50. This study proposes a direction to build a green library. The study analyzes national and international green libraries certified by the evaluation system. The cases are analyzed based on the six evaluation factors in the LEED certification system; Sustainable Site, Water Efficiency, Energy and Atmosphere, Material and Resources, Indoor Environmental Quality, Innovation and Design Process. Since the evaluation system focuses mainly on the architectural aspects, there was a need of expanding the concept of eco-friendly in this research. The newly expanded eco-friendly concept includes services, content, and supplies of libraries.

  • As the global concerns focus on the sustainable growth, the green growth has been one of key words for the Korean government's policy trajectory. This study measures the green index for OECD countries in order to gauge and diagnose the current status of the green growth policy for Korea. The empirical results tell us that Korea's green index is relatively small and it needs to benchmark UK for improving her green policy. The contributions of the current study are to use a large set of data for green growth and to result in quantitative empirical results.

The Evaluation of Effectiveness of Green Management Accreditation for Hospitals (의료기관의 녹색경영인증기준에 대한 유효성 평가)

  • We sought to derive an overall strategy for green business certification of medical institutions and to propose the improvement directions for green management evaluation systems through applying the criteria to medical institutions. A self-assessment survey was conducted at 44 targeted hospitals across the country, and the 2012 green management evaluation criteria for healthcare services were used as assessment tools. As a result, only 11 of the 44 hospitals were eligible for green business certification. By type, hospitals with more than 400 beds, hospitals in Seoul and the Gyeonggi area (${\geq}$ 400 beds) and private hospitals (${\geq}$ 400 beds) received relatively high scores. In an analysis of the mean score, only the difference between the hospitals with ${\geq}$ 400 beds and < 400 beds was statistically significant. When we analyzed the interviews of the hospitals with lower scores, it is important to change the awareness of executives and employees, to establish vision/strategy/objective, to promote relatively small-scale activities, and to establish long-term plans. To improve green management evaluation systems, it is necessary to reset the assessment area, to control scoring and weights, to create certification grades, and to adjust additional points.

A Study on the Evaluation of Greening Level of Domestic Public Libraries (국내 공공도서관의 녹색화 수준 평가 연구)

  • This study measured greening level on the 978 public libraries nationwide, making and distributing questionnaires based on green library evaluation indicators developed to measure the greening level of public libraries. As a result of analyzing the averages by evaluation area, among the green library evaluation areas, the whole average of the library resources was the highest by 1.93, and followed by land use and traffic 1.81, indoor environment 1.30, management of water circulation 1.20, etc. The greening evaluation area which shows the best strength in the surveyed public libraries, was the area of the library resource, and it turned out that it use spaces effectively like effective use of the entire area, effectiveness of conservation of books, use and management of eco-friendly products etc., or use the equipments in eco-friendly way which are purchased or used frequently in the libraries, and, as for the land use and traffic area, most of the libraries had bicycle racks, and chose the location of the libraries, considering accessibility to public transportation and a distance between central urban area and libraries. Also, it turns out that, in the area of materials and resources, most of the libraries were equipped with hand dryers and rolling towels and maintained the eco-friendly view.
