현재 노인복지회관은 1981년 제정된 노인복지법에 근거한 노인여가시설로 규정되어, 각 시도별로 건립되고 있지만, 각 시설 관에서 제공하는 다양한 서비스가 체계화되지 못하고 있는 실정이다. 더욱이 지방자치제의 전면적 실시로 인해 각 자치단체별로 건립이 급속히 증가하고 있다. 호남지역의 경우 2005년 36개소가 운영 중이며 노인복지회관의 건립 형태를 보면, 노인인구를 고려하여 건립되기보다는 지방자치단체별로 건져되고 있어 이용서비스프로그램 및 그에 대응하는 공간구성계획이나 면적구성계획들에 관한 세부계획이 전무한 실정이다. 따라서 본 연구는 호남지역의 노인복지회관을 조사대상으로 연면적분류에 따른 이용서비스프로그램 공간분류와 공간위치를 비교 분석하였으며, 각 이용공간으로 상담지도공간, 의료재활공간, 사회교육공간, 복리후생공간, 관리공간의 각 시설의 공간규모와 구성을 조사 분석하였다. 이를 기반으로 본 연구는 연면적에 따른 이용서비스공간구성과 규모를 분석하여 향후 노인복지회관의 공간구성계획 시 필요한 기초자료를 제시하는데 그 목적이 있다.

21세기 우리사회는 출산율 저하로 인한 인구감소와 노인의 고령화에 의해 노인 인구층이 급격하게 증가하고 있다. 그런 시대적인 요구에 따라 1997년 노인복지법이 전면 개정되면서 노인복지시설은 각 지역의 규모 및 수용인원의 차이와 사회 및 경제적인 특성에 따라 다르게 나타나고 있다. 이런 문제들의 대두로 인하여 노인들의 여가를 위한 복지시설의 필요에 따라 정부는 노인들을 위한 서비스 및 시설 확충에 대한 다양한 계획안을 마련하여 실행하고 있다. 그러나 이러한 정부의 시행은 질적인 측면보다는 양적 증가에만 치중하고 있어 수요자인 노인들을 고려한 수준 높은 노인복지시설은 아직도 부족한 실정이다. 이에 비하여 일본의 노인복지센터는 1960년대부터 건립하기 시작하여 1970년대부터 급격하게 증가하였으며, 1995년에 2,214개소가 운영되고 있어 양적, 질적으로 높은 수준을 유지하고 있다. 그러므로 본 연구는 일본의 지역 노인복지시설 서비스의 중심적 역할을 하는 노인복지센터의 시설기준과 면적구성, 층별 공간구성의 사례분석을 통하여 국내 노인복지시설의 공간구성 계획의 기준에 필요한 기초 자료를 제시하고자 한다.

The purpose of this study was to analyze the elderly welfare facilities in Germany, which already entered into the aging society. Especially, the multipurpose and large elderly welfare facilities, where more than 50 elderly people lived, were analyzed. For this purpose, a field study was conducted between January 13 and February 3, 2005. This study tried to find out the architectural characteristics and trends of elderly welfare facility. There are about 9200 elderly welfare facilities in Germany, and about 7% of the elderly people over 65 years old live there. As for the multipurpose elderly welfare facilities, there are about 5800 facilities, 64% of the total facilities. The elderly welfare facility carries out single function at the early stage, and adds up another functions step by step. In general, the facility is managed with focusing on two main functions (care function and residential function). In a small town, the care function is the major one of the facility. However, in the city, the major functions of the facilities are both care and residential function, which are elderly residence or safeguard house.

Facing the aging society in Korea, the supply of elderly care services has to be increased. Among these services short-stay care service is one of the alternative service connecting home and communities and this service is at the beginning stage in Korea. This paper aims to identify the current status and characteristics of short-stay care facilities in Korea. On the bases of survey and analysis the basic data for architectural planning and design of short-stay care facilities for elderly have been proposed.

노인들의 수명 연장에 따른 노인의 여가생활을 위하여 정부는 다양한 서비스 및 시설 확충에 대한 계획안을 마련하여 실행하고 있으나, 아직 노인들의 욕구를 충족시키지 못하고 있다. 이것은 단기간에 양적 증가에만 치중하고 있어 수요자인 노인들의 특성과 행태를 고려한 수준 높은 노인복지시설은 거의 전무한 실정이다. 본 연구는 현재 노인복지회관이 실내환경에서 노인의 행태와 특성을 반영하여 디자인하고 있는가를 실내공간체크리스트를 통해 현황을 파악하고자 한다. 실내공간체크리스트를 위한 이론적 기초는 노인환경심리와 행태에 따른 관련 문헌과 디자인 측면에서의 유니버설디자인 자료를 분석하여 기초자료를 7가지 분석 기준안을 토대로 실내공간체크리스트를 제시하였다. 공간분류로는 공동공간과 개별서비스공간으로 분류하여 각 회관별로 실내공간체크리스트를 통하여 조사 분석하여, 광주광역시 각 노인복지회관 적용하여 노인의 행태 관련된 디자인 특성내용들을 추출하였다. 분석된 결과를 기반으로 하여 광주지역 뿐만 아니라 전국에서 노인복지회관 건립 시, 노인복지와 여가의 질을 향상 시켜줄 수 있는 실내공간을 조성하는데 있어 기초자료를 제공하고자한다.

According to the increase of medical demand for aged, many of geriatric hospitals have been needed. But Korea has been short of them and has not prepared the planning guidelines. This paper aimes to identify the design concept of geriatric hospitals and provides the basic data for architectural planning of these hospitals.

With the unparalleled rate of aging and rapid modernization, Korean society faces the situation in which it has to increase the supply of elderly care services dramatically in the near future. Among these services, nursing homes are considered as an essential alternative provision because Korea can no longer rely on traditional familism nor medical facilities for the care of her older population. It is necessary, therefore, to prepare a future plan for the delivery of nursing homes in Korea. This paper has identified elderly care context and analyzed elderly care facilities of Korea in the point of supply and utilization rate of nursing homes according to the region and type of facilities. On the bases of this analysis, the delivery planning of nursing homes in Korea has been proposed in order to increase welfare status of older people and efficient utilization of health care resources.

As a result of rapid aging speed in our society, many problems related to elderly people have happened in many parts of our society. Among them, supply for elderly housing is one of the biggest problems. To solve these problems, 'long-term care insurance' has been put in operation from July 2008. By the time of the insurance operation, Ministry of Health and Welfare is increasing facilities every year according to '10-year expending plan of Care service infra' from 2002. As a result, the supply rate of elderly facilities has been raised. But the differences of facility supply rate between regions are very high in some cases. Therefore older people who need care sometimes cannot get proper care services in some areas. In that case, the frail older people have to use other care facilities of other regions. This is not a proper situation from the point of "Aging in Place". In order to prevent that case, it is necessary to set up proper 'Daily Living Spheres' and establish elderly care plan for it. Considering the points above, this study proposes the size of 'Daily Living Spheres' for the elderly, the kind and amount of elderly care facilities in it for the construction of Community Based Elderly Care System.

The purpose of this study is to suggest the architectural planning data on the senile dementia facilities. The elderly with senile dementia can be medically classified into many types. And their activity pattern is so different from each other. And so, the space for them is differently designed according to their activity. The method of space design for the elderly with alzheimer type and the elderly with cerebro vascular type is suggested in this thesis.

The purpose of this study is to provide the direction of facilities planning for the elderly regarding color planning and its general pattern. Color is an very important factor to provide the quality of living and induces an emotional response as environmental elements of facilities. At first, the general color theory was developed through the literature of review and it was applied to the facilities through the survey. Secondly, the collected data were analyzed and the results were derived.
