  • Balanced regional development' is rehabilitated as contemporary national agenda by Roh government. The regional equity policies has been justified as insuring more 'even development opportunity'. It is required further examination that the intrinsic relationships between spatial equity and 'the participatory democracy' of the government. The participatory democracy was estimated an important method to achieve 'the alternative development' of the new social movement. But the rapid evolution of transportation and electronic nudes of communication technology strengthened spatial concentration, especially concentration of authoritative resources. These concentrations have a tendency of participation exclusion in the symbolic social practice such as ideological and political decision-making. In order to realize participatory democracy, It is not sufficient to decentralize administration authorities. The reallocation and upbringing policies of symbolic practices such as cultural industries and education facilities is very important.

Second, the market concentration, measured in terms of assets, shows the trend of an inverted-U shape. The relatively small firms, measured in terms of assets, have on average gained in market share while the relatively large firm have lost. Third, market concentration, measured in terms of sales revenues, shows a U-shaped trend. the relatively small firms, measured in terms of sales revenues, have on average gained in market share while the relatively large firm have lost. The current conflict of interests on the Korean peninsula, such as the United States, China, and Russia, is leading to a conflict for the leadership of a new world order in cyberspace. Cyber attacks are accelerating and threats are rising. Cyber threats exhibit several characteristics. Above all, it is difficult to identify or track the subject of the threat. Also, with the development of information and communication technology, attack technology has become more intelligent, and it is not easy to prepare a means to respond. Therefore, it is necessary to improve continuous and preemptive response capacity for national cybersecurity, and to establish governance among various actors, such as international cooperation between countries or private experts.

  • This paper tries to introduce most recent trends of Korean family policies during Roh, Moo Hyun Government of March 2003-February 2008. Focusing on the gender perspectives, discussions are, for heuristic purposes, centered around three major family issues in S. Korea, one of the most dynamically changing societies in the world: 1) the abolishment of male-centered traditional Family Registry System('the hoju') and the launching of brand-new Family Record Book of five different versions for individual from January 2008; 2) the application of Framework Act On Healthy Homes, a first formal measure to step in various forms of family break-ups these days; and 3) the emergence of Multi-Cultural Family Protection Act, thanks to a massive volume of international marriage migrants from overseas. It can be said that all these family policies are the result of rapidly changing socio-demographic trends into an aging society since 1990s. These trends include late/no marriage with low birth rates, high divorce(and thus remarriage) rates, breakdown of male-breadwinner family model and increase of dual-income family, and a sudden increment of international marriage particularly in rural areas. All in all, overall trends of Korean family life these days that have been taking place so far would provide an excellent exemplary how to deal with an unprecedented societal challenges with the brand-new family policies.
