The Presidential Archives preserve and manage the president's records and archives, which accounts for the social and governmental operations during the president's term of office. However, search systems and online contents provided by the Presidential Archives are difficult to use. This study proposed an LOD-based archival information service for the comfort of users. The proposed service has a better extension of archival information service contents from President Roh's term. The provision of details is divided into three steps: first step sets up the establishment methods, second step creates ontological design, and third step converts it to RDF and connects to other institutions. Through the process, this study suggests an extension of archival information service in the Presidential Archives.

The objective of this study was to reveal the educational meanings of candlelight rallies for the impeachment of President Park Geun-hye. For this, the origin and history of Korean candlelight rallies were divided. The researcher divided Korean candlelight rallies into four stages such as rallies for cherishing Hyosun & Miseon for Stage1, rallies for opposing the import of US beef for Stage2, rallies for the impeachment of President Roh Moo-hyun for Stage3, and rallies for the impeachment of President Park Geun-hye for Stage4. After that, the researcher revealed five educational meanings of the candlelight rallies for the impeachment of President Park Geun-hye. First, it is the change of educational structure. Second, it is the appearance of new subject. Third, it is the place for democratic communication and expression. Fourth, it is the equality and solidarity. Fifth, it is the establishment of an opportunity to have rational growth.

The purpose of this study is to analyze that ordinary housing stability policy determines the impact on housing prices. I got a conclusion such as the result next which carried out proof analysis for this. First, as a result of the Granger Causality Test, the house market of all areas appeared by affecting ordinary housing stability policy. Second, the shock reaction shows the reaction of the department (-) in all areas and ordinary housing stability policy appeared to be contributed to some extent house market stability. Third, as a result of having analyzed Logit Regression Analysis, ordinary housing stability policy appeared to considerable effects house market stability except Kangnam area of the Roh Moo-hyun government.

한국과 인도 간 관계(이후 한국-인도 관계)는 오랜 역사를 통해 정치, 사회, 경제 및 전략적 측면에서 지속적으로 발전되었다. 특히 인도의 "동방정책(Look East Policy)" 채택과 한국의 "중견국 외교(Middle-power diplomacy)" 선언 간 동질성을 모색하는 차원에서 최근에 더욱 긴밀히 발전되고 있다. 즉 최근에 이르러 갑자기 발전된 관계가 아니라는 논지이다. 이에 본 논문에서는 한국과 인도 간 관계를 역사적 시각, 탈냉전 이후 시각, 경제적 시각 및 교육 및 문화적 그리고 지정학적 시각에서 평가하고자 한다. 특히 역내 중견국(middle power) 대표적 국가를 활용한 긴밀한 전략적 협력을 강조하고자 한다. 이를 위해 2004년 노무현 대통령의 인도 공식 방문 이후 2015년 1월 박근혜 대통령의 방문까지의 양국 간 전략적 협력 관계를 조명해 본다. 이에 따라 양국 관계는 이미 공개된 바와 같이 이는 사이버, 방산, 군사협력 및 정보교환 등의 분야로 구체화되고 있다. 일부는 이를 중국을 견제하는 양국 간의 협력이라고 평가하나, 본 논문은 특정 국가를 지목하기보다, 역내 중견국으로서의 전략적 관계 증진을 통한 역내 이익 보호에 있다고 평가한다. 특히 양국 간을 지리적으로 연결하는 해양을 통한 해양협력에 대한 논의를 추가한다. 예를 들면 역내 자연재난 구조작전(DR operation) 및 인도주의 지원작전(HA operation) 해양협력과 현재 진행되고 있는 아덴만 해적퇴치작전(Anti-piracy naval operation)이다.

Balanced regional development' is rehabilitated as contemporary national agenda by Roh government. The regional equity policies has been justified as insuring more 'even development opportunity'. It is required further examination that the intrinsic relationships between spatial equity and 'the participatory democracy' of the government. The participatory democracy was estimated an important method to achieve 'the alternative development' of the new social movement. But the rapid evolution of transportation and electronic nudes of communication technology strengthened spatial concentration, especially concentration of authoritative resources. These concentrations have a tendency of participation exclusion in the symbolic social practice such as ideological and political decision-making. In order to realize participatory democracy, It is not sufficient to decentralize administration authorities. The reallocation and upbringing policies of symbolic practices such as cultural industries and education facilities is very important.

Sixty years have passed since the police system was established in Korea. So far, there have been consistent discussions on independence of police investigational rights. Political powers have mentioned its independence as one of their public commitments and specifically, it has been a big issue in respect to establishment of the current participation government. The issues involved in investigational rights were derived from the regulations as follows: 'Prosecutors shall manage investigation(No. 195. the Criminal Procedure Act) and 'The police shall be guided by prosecutors in respect to investigation'(No. 195. the Criminal Procedure Act). President No Mu-hyun proposed he would take care of the issues involved in investigational rights at an interview. This study speculates investigational right systems of countries that follow continental law system and English law system and more valid investigational right system based on the guaranty of human rights and the principle of power division to find reasonable suggestions on independence issue.

This study investigates changes of market structure from 2001 to 2015 in the Korean daily newspaper industry using concentration and mobility measures. The main empirical results are as follows. First, the industry's total asset shows a U-shaped trend, despite the downward trend of the industry's total sales revenue. Second, the market concentration, measured in terms of assets, shows the trend of an inverted-U shape. The relatively small firms, measured in terms of assets, have on average gained in market share while the relatively large firm have lost. Third, market concentration, measured in terms of sales revenues, shows a U-shaped trend. the relatively small firms, measured in terms of sales revenues, have on average gained in market share while the relatively large firm have lost. My central argument has been that it is desirable to supplement traditional concentration measures with mobility statistics and trend analyses in investigating and regulating market structure.

It was announced that 'making a better wellbeing city program' is a new core quality of life policy of Roh Mu-Hyun government. The policy is comprehended as a sign of regional policy changeover, that give empathize to human ware oriented governance from hard ware oriented physical elements input policies. To be effective, It is important to introduce a institutionalization of dynamic social relations in regional community such as participations of civil society. In the case study of Jinju city, a medium scale city located in southern part of Korean peninsular, Invitation of the innovation city, initiated by the alliance of city government and growth coalition, was making progress. Through alliance of labor unions and citizen associations, the public management of public bus companies were succeeded. But the restoration of historical places were suffered a setback by conflicts of interests with development profits. In these contexts, it is insisted that the core of 'making a better welling being city program is introducing of human ware oriented regional policies, such as institutionalization of citizen associations participation.

This study applies Policy Streams and Expert Group Standing Change Framework (PSECF) proposed by SangJung Park and Chan KOH to analyze the Roh's Participatory government's decision making process on the wartime Operational Control (OPCON) transition. PSECF case study's results are as follows: Strong commitments of the former president Roh Moohyun and the progressive National Security Committee (NSC) were primary drivers in the policy developing process. But military expert groups such as the Ministry of National Defense (MND) and the Joint Chiefs of Staffs (JCS) were thoroughly excluded due to their passive role against the wartime OPCON transition. After the policy resolution, the standing of expert groups changed: the standing of advocate effects, the former progressive NSC who led the wartime OPCON transition in the Roh's Participatory government, went down but the conservatives such as ROK MND and JCS improve their standing because the conservative government kicks off 8 months later from the policy decision. In conclusion, the proposed PSECF through the Roh's Participatory government's case-study is worthy as an explanatory framework for high level national policies.

This study seeks to use the law sociological system model, to define the internal and external environmental changes that influence decisions of teacher appeals, and to analyze time-series trends of teacher appeals. This study analyzed appeal cases for 21 years from 1991 to examine number of lawsuits and relief rates by year. As a result, overall, in the case of the 1990s, the relief rates changed irregularly. However, after 2000, overall relief rates declined. This result was discussed to come from the societal request for responsibility of teachers and schools. It was suggested that, to achieve the original objective of appeal system for teachers, there should be a change toward the legal stability.
