Attitudes of Korean Workers towards Foreign Workers (외국인 노동자에 대한 한국인 노동자의 태도)

  • This study aims to examine attitudes of Korean workers towards foreign workers and predictors of their attitudes. The data for this study come from a survey conducted among 500 Korean workers employed at the companies which also hire foreign workers in Gyeonggi and Incheon areas. The findings reveal that a little more than half of Korean workers agree to give foreign workers the same labor rights as Korean workers and to allow them to bring their family members into Korea while a little less than half of them do not agree to grant residentship or citizenship to foreign workers. Attitudes towards foreign workers tend to be favorable with increase in perception of multiculturalism, period of working experience with foreign workers and education, and with decrease in feeling of threat from foreign workers.

노동자 문화정치와 파업: 방법론적 검토

  • 본 논문에서는 노동자문화정치의 관점에서 파업을 새롭게 정의하고, 파업을 비롯한 노동자 문화실천의 정치적 효과를 분석하기 위한 방법론적 요소들을 검토하였다. 여기서 파업은 참여주체들의 다양한 사고와 합리성들을 중심으로 형성되고 확장되는 내재적인 정치의 장인 동시에, 다양한 기표적 실천들이 전개되는 문화정치의 장으로 정의되었다. 파업의 발생과 전개의 각 과정과 국면에 대한 문화정치적 분석 요소로서 장소성, 공간, 시간, 정서, 기호자원, 담론이 고려되었고, 이 요소들에 초점을 두고 민주노조 파업에서 드러나는 문화정치적 제약들을 H사 노조 사례를 통해 검토하였다. 문화정치적 제약들은 노동자 문화의 생산과 수용에서의 제약으로 드러난다. 노동자문화 관련 텍스트들의 분석과 조사 자료를 통해서 볼 때, 그것들은 첫째로 노동자 문화 활동가들의 생산 실천 상의 제약과 관련있고, 둘째로, 노동자 대중의 노동자 문화 수용 혹은 소비에서의 도구성과 시 공간 상의 제약과 관련있는 것을 확인했다. 본 논문은 이러한 제약들이 70년대 이후에서 90년대 전반에 이르는 시기와는 달리, 현 시기 노동운동의 문화적 자원들이 신기술과 사회문화적 변화에 걸맞게 변화 확장되지 못하고 오히려 축소된 데 기인한다고 추론하였다. 따라서 지속적인 운동의 조건과 기반을 능동적으로 조성하기 위해서는, 파업을 비롯한 노동자 문화의 생산과 수용 전반에 걸쳐서 작용하는 재현체계 상의 제약, 특히 기호자원의 한계라는 근본적인 제약을 넘어서기 위한 노동자 문화정치의 필요성이 제안되었으며, 문화실천에 몸담고 있는 문화활동가나 노조활동가들이 파업과 일상 활동 속에서 문화정치적 주제들을 찾아 이론화하고 정책에 반영하는 문화활동 방안이 제안되었다.

Migrant Characteristics of Foreign Workers and Research Trends in Korea (외국인 노동자의 이주 특성과 연구동향)

  • The objective of this study is to examine the studies of foreign workers in Korea at a level of meta-analysis focusing on their subjects and methodology. Over the last 15 years, studies of foreign workers have diversified subjects and refined methodology reflecting major characteristics of migration patterns including a rapid increase in number, large populations of illegal sojourners, a majority low-skilled young male workers from less developed countries, and an active role of migrant-support NGOs. Nevertheless, the studies have shown problems such as a higher ratio of macroscopic discussions, overemphasis on social problematic issues and a tendency towards descriptive analysis. Methodologically, they have also revealed an inactive use of empirical and quantitative data, lack of representativeness of sample and disregard of an importance of language in the study of foreigners. Based on the analysis, this study proposes strategies to enhance researches of foreign workers in Korea.

  • The purpose of this study is to discuss the lives of foreign labor in S. Korea from the perspective of their information behavior. Special concern was on investigating both meaning and value of information in their everyday lives. Also discussed was information poverty which most of them have been faced with. To this end, a typical foreign labor sample, who were named as 'H', was carefully chosen, observed, and interviewed. Through the investigation this study found out there were many barriers that had negative influences on their active information seeking and use. Also found out is most of the barriers comes from the individual factors as well as socio-structural ones. In conclusion this study suggests the basic strategies to improve and promote their information welfare.

Path to Poverty of Sick Workers and Fictional Korean Social Security (아픈 노동자는 왜 가난해지는가? - 아픈 노동자의 빈곤화과정과 소득보장제의 경험)

  • This study analyzes how workers become impoverished and have their jobs less stabilized after they suffer from non-job-related sickness. Given that South Korea lacks sickness benefits, which most of OECD member states legislate and implement except US and Switzerland, this study examines its impact on laborers' job stability and povertization in Korea. The researchers have conducted in-depth interviews with nine former or present laborers who have the experiences and four experts on the issue in July-September, 2017 for the qualitative analysis. It is found that laborers, after becoming aware of their sickness, at first endure their pain without informing their employers not to lose their jobs. The attititude is observed especially among non-standard laborers, because sickness more often leads to job loss for them than for standard laborers. After workers have to leave their jobs due to their sickness in the end, they have no choice but to keep working in less stable jobs to compensate for income losses. They become gradually impoverished with their social capital like family bond declining. We observe laborers who are eligible for industrial accident insurance compensation could not benefit from the system because some employers refrain from the legal reporting duty. Due to this illegal practices, some industrial accident victims unduly lose their jobs due to "non-job-related sickness". Second, some employers report to the authority that their sick laborers have left their jobs 'voluntarily' even when they have quitted it without their volition, in which case the newly unemployed are not eligible for unemployment benefits. Large holes in Korea's safety nets for those suffering from multiple risks of sickness and unemployment.

Research on Non-Union Representation for Contingent Worker's Representation Mechanism : Focusing on CSO's Representation Mechanism in Civil Society (비정규 노동자 이해대표 기제로서 비노조 이해대표에 관한 연구 : 시민사회진영 내 CSO를 통한 이해대변 기제를 중심으로)

  • While the unionization of contingent workers is at a standstill, the newly emerging peripheral workers' representation mechanism is CSO(Civil Society Organization). Unlike trade union's representation based on coercive collective bargaining and agreements CSO represents the interests of marginal workers through counseling, advocacy, public relations, and education. In the case of Korea, since the 2000s, labor CSOs, called "contingent centers", have started to spread. As a result of the survey, contingent centers which are contracted out by local governments show the possibility that the representation activities are restricted, because most of their resources are covered from the local government. This is because CSOs have limitations due to a dilemma in the process of representing funders and the represented. Nevertheless, the contingent workers' CSO in Korea shows the possibility of supplementing and supporting the role of trade unions' representation. In this regard, through the solidarity of trade unions and CSOs, it will be possible to expand the representation of unorganized and contingent workers in Korean society.

Determinants of Wage for Web-based Platform Workers: In perspective of evaluation by previous employers (웹 기반형(Web-based) 플랫폼 노동자의 임금 결정요인: 이전 고용주에 의한 평가의 관점에서)

  • The purpose of this study was to find the wage determinants of web-based platform workers. For this purpose, a total of 3,575 web-based platform workers' information from Freelancer.com, a global platform labor market, in September 2018 were used and whether or not newly available indicators such as evaluations by previous employers had a significant effect on the wage increase of platform workers using OLS and QR methods. As an OLS estimation results, the number of reviews, as well as education and experience, affects the wages of platform workers. However, as a result of the QR estimation, experience rather than education, recommendation rather than a review has a more significant effect on the wage of web-based platform workers as the wage level rises.

Factors Influencing on the Turnover Intention of Female Care Workers (돌봄 여성 노동자의 노동특성이 이직의사에 미치는 영향)

  • The purpose of this study is to analyze and find the relative importance of the factors impacting on the intent to leave among the female care worker's the labor properties, Total 540 questionnaire were distributed and collected from 387 female care workers working at the area of Daegu and GyeongBuk. The logistic regression analysis was used to analyze the relative importance among the factors. The results of the study are the followings: Academic ability, lower subjective-evaluation of remuneration, non-business contracts, labor intensity, the relationship between the user, the relationship between the agency providing are factors influencing on the turnover intention. In other words, higher education, lower subjective-evaluation of remuneration, more work than the contract, higher labor intensity, the female care workers have higher probability of turnover intention. Based on the results of the study, this paper suggests some implications as policy and practice.

A Study on the Contingent Worker's Handwritings and Documentation of Labor (비정규노동 수기와 노동의 기록화)

  • The archives should not document the absence of labor records, but document the traces of workers' lives. In other words, it is the responsibility of the archive to reproduce the acts and sufferings of contingent workers with records, and to reveal the oppressive structure of capitalism based on them. Records representing the lives of contingent workers, such as labor manuals, should be at the core of records that symbolize the present, and archives should be documented. The archives should discard the illusion of neutrality.
