Labor Market and Business Cycles in Korea: Bayesian Estimation of a Business Cycle Model with Labor Market Frictions (노동시장과 경기변동: 노동시장 마찰을 도입한 경기변동 모형의 베이지안 추정을 중심으로)

  • Typical business cycle models have difficulties in explaining key macroeconomic labor market variables, such as employment and unemployment, as they usually consider labor hour choices only. In this paper, we introduce labor market search and matching frictions into a New Keynesian nominal rigidity model and estimate it by Bayesian methods to examine the dynamics of the key labor market variables and business cycles in Korea. The results show that unemployment rates are largely explained by technology shocks, which affect the labor demand side, as well as labor supply shocks. In addition, wage bargaining shocks originating from the bargaining process between firms and workers have non-negligible negative effects on output and employment growth, and careful measures need to be taken to limit their adverse effects.

  • 세계 선진국들은 이미 고령화시대를 대비하는 많은 움직임을 보이고 있다. 우리나라도 이젠 점점 고령화의 진전에 따라 경제적으로 많은 영향을 주고 있음을 인식하고 있다. 특히 그 중 노동공급이 축소, 즉 생산 가능인구(15∼64세)의 감소는 기업차원에서 큰 문제가 되고 있다. 2000년 전체 인구 중 생산 가능인구(15∼64세) 비중은 71.7%이고, 고령사회로 전환되는 2030년에는 64.6%로 감소할 것으로 예상되고 있다.(중략)

  • 본 연구는 대구 섬유산업의 재구조화를 지역 내.외적 요인들의 관계적 관점에서 분석하고, 이에 기초하여 지역경제 발전전략의 정책적 함의를 도출하기 위해 수행되었다. 1970년대 이후 대구 섬유산업은 정부의 중화학공업 정책과 수출지향적 경제발전 정책에 힘입어 화학섬유 중심의 대량생산과 수출체제를 수립하였다. 노동력 공급의 부족현상이 나타남에 따라 노동력을 안정적으로 확보하기 위해 산업체 특별학급.부설학교와 섬유기술진흥원을 설립하였고 또한 기혼여성 노동력을 활용하기 시작하였다. 그리고 생산시설은 대구시 외곽지역에 집중적으로 입지하였다. 1980년대 중반 이후 대구 섬유산업은 국내.외 환경변화에 따라 구조전환을 시도하고 있다. 지역노동시장에서 저임금 노동력 확보가 어렵게 됨에 따라 자동섬유기계의 도입을 증대시키고 기혼여성과 외국인 노동력을 적극적으로 활용하고 있으며, 자본과 생산시설을 경북이나 해외로 이동시키고 있다. 대구 섬유산업의 재구조화 정책은 섬유업체간에 협력체제의 구축, 노.사공생의 노동제도 확립, 섬유업과 연관된 생산자 서비스업의 육성 등을 중심으로 추진되어야 할 것이다.

New Labour's Joined-Up Government and Social Service Reform (신노동당의 연계정부(joined-up government)와 사회서비스 개혁)

  • As policy areas are widened and more complicated, policy coordination becomes a challenge to the public administration. New Labour's promotion of the joined-up government was a holistic attempt to redress the fragmentation of the government in social policy. It promoted the joined-up activities by setting up joining-up units and agencies at the core of the government, the Prime-Minister's Office and the Cabinet office, and between the public, private and voluntary sectors. The joined-up government was criticised as being hierarchical and fragmented, and as confusing the line of accountability. Policy coordination has growing importance in Korea, and the experiences of the joined-up government will have implications on more coordinated promotion of social policy.

Cross-border Flow of Workers and Regulation of Border Labor Markets: Focus on EU's Grande R$\acute{e}$gion (월경취업 노동이동과 접경지역 노동시장 조절 -유럽연합 Grande R$\acute{e}$gion을 사례로-)

  • The cross-border flow of workers in EU having the freedom of labor mobility and residence plays a role in the border labor markets as a structural factor of regulation. The regulation role of the cross-border flow of workers on the Grand R$\acute{e}$gion, which is the border among the France-Belgium-Luxemburg-Germany, is as follows. First, the cross-border flow of workers regulates the regional surplus and lack of labor in quantity and quality. Second, the border labor markets are regulated by the regionally segmented supply and demand of labor and are modulated by the flexible employment like a part-time and temporary employment. Third, the residence of the cross-border workers concentrates on the adjacent regions to the border. And the atypical cross-border workers, who have their residence in the neighboring country but works in the existing country, are rising rapidly.

The Short-Hours Part-Time Jobs in Korea (한국의 초단시간 노동시장 분석)

  • This article is an exploratory study on the recent growth of short-hours part-time work in Korea. The short-hours part-time work has been rapidly growing among low-educated women over sixty, particularly among bereaved or divorced women, contrary to the expectation of the government that encouraged the part-time work by means of work-family balance for working mothers or middle-aged women who experienced career interruption. The short-hours part-time jobs are concentrated in social service industry, mostly elderly care service jobs, and their working conditions are extremely poor, mostly low-wage jobs with no social insurances except for health insurance. In this study, we discuss why the short-hours part-time work has grown so fast in Korea since the mid 2000s. Using various governmental statistics, we examine the effects of the labor demand and supply situations during the time period, the legal context that is related with the exempt clause of the labor law, and the institutional context related with the government's public job creation projects for the elderly. We suggest some public policies needed to slow down the growth of the short-hours part-time jobs and to elevate their working conditions.

Regional Difference of the Job Search, the Job Offer and the Taking a Job (구직과 구인, 취업참여의 지역간 차이)

  • The regional supply and demand for labor are different among the regions because of the regional disparity of the human capital and the industrial structure. Honam, Kangwon and Jeju province in particular has a more rapid change of the job search(labor supply), the job offer(labor supply) and the employed person according to the business fluctuations. The employed person of the capital region, Seoul in particular increased: though diminished the job offer and the job search grew. But the employed person of Youngnam and Honam province in particular decreased: though grew the job offer and the job search diminished. The employment rate and employment opportunity of all population group except the high-educated person are higher in the capital region than the province. The province has a low employment rate even in the managerial work and the professional work that the employment opportunity is high because of the lack of human capital.

Relative Effects of Income Transfer and Wage Subsidy (소득 이전과 임금 보조금 정책의 효과 비교)

  • This paper compares the effects of income transfer and wage subsidy in a simple general equilibrium model. The redistributive effects of both policies are smaller, the more intensive in low wage workers are the luxury goods production. Wage subsidy contributes more to employment and GDP relative to income subsidy, but its redistributive effects can be smaller depending on the elasticities of labor demand supply. More complete empirical analysis appears due on the effects of both policies in order to design an optimal mix of efficiency and equity.

  • The purposes of this article are to criticize social services, and to consider alternative caring policies and social economic regime to cope with caring blank, in the view point of A. Gorz. According to Gorz, in the value of growth of capitalism, people who are in charge of household affairs and caring work make inroads into the wage market. At this point, as caring blank is occured, social services are emerged. These new aspects are 'Commodification and Rationalization of Private Life'. This article suggests alternative ideas to these aspects. First, universal care giver·breadwinner model, second, the dominance of eco-reason and shorter working hours.

Wage Determination Process and Income Disparity in Korean Metropolitan Cities (우리나라 광역대도시 지역노동시장의 임금결정과정과 소득격차)

  • This study investigates the wage determination process of regional labor markets in order to understand the regional dimension of labor market processes in Korean metropolitan cities. Since the financial crisis in late 1997, the interplay between labor market restructuring such as unemployment and skill polarization and income disparity has been shaped by the labor market process in the metropolitan cities. This is also closely related to the fact that both industrial restructuring and expanding information technologies in the metropolitan region have reshaped the labor demand structure and finally resulted in structural unemployment due to skill mismatch and spatial mismatch and wage inequality across different occupations. In addition, since wage determination process clearly has a regional dimension, wage determination and its influence on income profile in a certain regional labor market need to be understood by investigating its labor market characteristics including labor supply and demand structure, industrial changes, changing unemployment, etc. This is why labor market policy as a regional policy needs to be redefined and it can be much enhanced by geographical investigation on regional labor market.
