Evaluation of the Ship′s Navigational Safety Using Dangerousness on the Korean Coast (연안 여객선의 내항성능 위험도를 이용한 항해 안전성 평가에 관한 연구)

  • There are winds and waves in the sea, and they are changed frequently in accordance with the weather. By analyzing then which have the closest relation to the ship's safe voyage, evaluating the seakeeping performance and then taking a proper act on, navigators should carry out safe navigation on the sea A ship in seaways suffers continuous disturbances by irregular waves, and ship motions with irregular waves cannot be easily described as a system model which is adequate to a control system. But, in general, for seakeeping analysis, ship motions in irregular seas can be estimated by the superposition of the motion responses in regular wave components of the sea spectrum. After comparing and analyzing the winds and waves in major sea areas, this paper evaluates the navigational safety of ships on the Korean coast with potential dangerous seakeeping performance using the weather information provided by land The conclusion is as follows: (1) It is possible that the safety of ships could be secured more accurately by evaluating the seakeeping performance of ships. (2) When the weather is bad, the departure of ships could be controlled by evaluating the navigational safety of ships. (3) When a ship is placed in commission in any area, this evaluation could be used to decide the type and size of ship in use.

  • Through the Ministry of Trade, Industry, and Energy, South Korea is trying to support the "Building Project for Liquified Natural Gas (LNG) Bunkering Ship," centered on the Korea Gas Corporation, while the Ministry of Maritime Af airs and Fisheries is pushing to construct an LNG bunkering terminal at Busan New Port. LNG bunkering ships are essential for supplying LNG fuel from the terminal to the ships, resulting in the need for safety operation procedures. Therefore, in this study, the stability of a coastal LNG bunkering ship operating from Busan New Port to the anchorage in Busan Port was assessed to investigate the need for operational procedures for coastal LNG bunkering ships. Seakeeping analysis of the LNG bunkering ship was performed for each significant wave height by combining the response amplitude operator from the ship motion analysis under the potential flow theory with the actual observed sea data for five years and Texel, Marsen, and Arsloe (TMA) spectrum suitable for the Busan coast. The results showed that the roll and horizontal acceleration were the main risks that affected the navigation seakeeping performance above a significance wave height of 2 m. The operational periods of the LNG bunkering ship ranged from 83.3% to 99.9% of the total observation period.

  • For the purpose of technological analysis in the marine accidents and their prevention, IMO have made it obligatory to load VDR which is similar to the black box in aircraft. However, in case of body sinkage, capsizing, stranding and plunging which are almost 10% of marine accidents, it is difficult to take out the necessary data from the VDR in order to analyze the cause of them. Therefore, this paper apply the navigation dangerousness evaluation technology to the VDR to improve its performance. And we suggest that the vertical acceleration which is one of the factors for evaluating seakeeping performance of a ship is to be added in the existing VDR record data recommended by IMQ.

  • This study aims to develop the information service system of integrated seakeeping performance for seagoing vessels. It has been successful in developing the intended system which has made possible to provide the following functions and capabilities. o immediate computation of the dynamic motions of a ship against the present and future weather conditions; o evaluation of the integrated seakeeping performance of a ship on a real time basis and providing the navigators with the seakeeping informations on the spot enabling them to take the most appropriate countermeasures; and o supporting the navigators in the selection of a safe sailing route by providing the integrate seakeeping performance.

  • A model test for assessment of towing stability and seakeeping of a multi-purpose mobile base (MMB) was performed in calm water and wave conditions. Scale ratio of the MMB was 1/48. Tension of the towing line was measured during tests to estimate effective power to tow the full scale MMB. The tests were repeated with towing speed. In addition, an inertial measurement unit was used to measure six DOF motion of the model. Seakeeping performance was assessed through the captive model test.

  • Because of increasement on the transportation of goods by ship and the operation of coastal ships for leisure, the interest of marine parts is growing up lately and then the safe navigation of ships are essential. In these circumstances, it is necessary that it should be examined the regulation of vessel traffic control in effect. Therefore, the wave height is analyzed on korean coast, and then the seakeeping performance with the wave height and the various hull types on operating on the coast is evaluated. These results will be helpful to the improvement of the regulation of vessel traffic control and safe navigation of coastal passenger ships.

  • Only the sand carriers fitted with hopper doors can remove their hatch covers in current regulations. However, there is no sand carriers fitted with hopper doors in korea. Through the analysis of accidents, inspection of equipment installed on ships, and evaluation of stability and seakeeping performance concerning the sand carriers, it is expected that the current exemption requirement is modified for hatch covers for sand carriers. As the result, this paper proposed the removal of hatch covers and be fitted by tarpaulin instead to protect water ingress into the holds. This can be done by making the holds smaller designed to be filled full until the top of the hold without exceeding loadline. Also, the bilge pumps should have the sufficient capacity of pumping water out in the early stage of sand-water mixture to wetted condition in approximately 1 hour and be operationally ready in every voyage conditions.

Since early times. captain & officer have been sailing to select the optimum route considering the weather ana ship status condition empirically. However. it is rare to find digitalized onboard route support system whereas weather fax or wave and swell chart are utilized for the officer. based on officer's experience. In this paper, optimal route assessment system which is composed of voyage efficiency and safety component is introduced. Optimum route minimized ETA (estimated time of arrival) ana fuel consumption is evaluated for efficient voyage considering speed loss and power increase based on wave added resistance of ship. In the view point of safety, seakeeping prediction is performed based on 3 dimensional panel method. Basically. the weather forecast is assumed to be prepared previously in order to operate this system.
