Chinese construction corporations take more market shares in the global construction market. The performance of Chinese construction corporations need to be reviewed from the capability and qualification system of the engineers including supervision engineer. The purpose of this study is to analyze the characteristics of professional qualifications for supervision engineer in China. The research methodology is to investigate the qualification exam system, process and examination subjects for searching the fundamental body of knowledge about supervision engineer qualification. The results shows that the qualification system in supervision engineer are classified in detail for the body of knowledge and operated by the government. The qualification examination requires broad and defied knowledge structure together with practical experiences. The research results may lead further research subjects of Chinese construction related qualifications and education system in the ways of more specificity, expertise, and practicality. The mutual understanding of qualification system becomes major issue to build better collaboration in global market.

나라마다 기술사 자격을 인정하는 제도에 약간의 차이가 있다. 미국은 주로 각주 기술사회에서 기술사 자격시험을 관장하나 출제문제 및 채점은 국가기술 및 측량시험 평의회 NCEES (National Council of Examiners for Engineering and Surveying)의 소관이다. 물론 면허등록은 주정부가 관장하고 있다. 그런가 하면 Singapore, Malaysia, 태국은 정부가 자격인과 등록을 실시하고 있다. 이에 반하여 Australia는 호주 공학회 연합 IE Aust(The Institution of Engineers, Australia)가 독자기준에 따라 기술사의 자격인 및 면허등록도 해주고 있다. 공학회 연합이 인정한 기술자격은 정부도 인정하고 필요한 Engineering Service는 정부의 사업에 채택되는 실정이다. 따라서 자유무역 촉진을 위해서는 기술자격, 인 제도 등의 정합화가 적극적으로 시도되어야 하며 이는 인재개발과 육성의 관점에서도 Program화 되어야 하는 단계이다. 앞으로 기술사의 해외 업무확대를 원활히 전개하기 위해서는 각국의 기술사 제도의 실태조사를 통해서 우리 나라의 기술사 자격의 국제 정합화와 상호인 추진의 기초자료를 만드는데 있다. 제일부를 환태 평양국가, 제2부를 구주편으로 양분하여 기술하고자 한다.

최근 이슈화되고 있는 국가직무능력표준(NCS)에서 "방송통신직종"의 직무분석과 "국가기술자격검정"의 자격시험제도에 관한 실행방안을 알아본다. 국가직무능력표준은 학벌 중심의 사회에서 능력 중심의 사회로 전환하기 위한 정부의 정책방향에 따라 표준을 구성하였고, 표준에 기반 하여 학교교육 직업훈련 및 자격제도 개편을 하고자 시행되고 있다. 방송통신직종은 대분류가 정보통신이고, 중분류가 방송기술, 소분류가 방송제작기술, 방송플랫폼기술, 방송서비스로 분류되고 있다. 방송통신 직종의 각 세 분류 내에 능력단위를 보고 "국가기술자격검정"의 연관성을 검토하였다. 결과적으로 국가직무능력표준의 직무 능력단위의 수준을 검토함으로서 국가기술자격검정의 자격등급별로 타당성을 비교하였으나 능력단위 수준 및 능력단위의 내용이 가지고 있는 다양한 직업군을 자격검정으로 맞추지 못 할 것으로 판단이 되고, 자격제도의 올바른 시행을 위해서는 세부 항목을 검토하여 세분화하거나 자격검정을 새롭게 분류하여 제도화를 하거나 정비가 필요할 것으로 판단이 된다.

In order to promote software industry, it is essential to train and utilize specialized software human resources in the industry. It is required to establish an appropriate qualification system for the industry in order to train and utilize the qualified human resources. The current national qualification system in the IT area cannot cope with the development of software industry and does not provide various qualifications required to the software workers. We analyze the problems of the current national qualification system for the software industry and propose a framework for improving the qualification system. Based on the review of the software skill standard and a range of technology levels, we suggest a new integrated qualification system that provides a variety of qualifications for various software skills at various levels. Also we propose policy alternatives for institutionalizing the new qualification system.

Chinese construction companies take major roles gradually in the global construction market. Chinese construction companies performs well-organized project execution by the construction related professionals based on the domestic education and qualification system. The purpose of this study is to analysis the characteristics of professional qualifications for constructor and quantity surveyor in China. The result shows that qualification systems of constructor and quantity surveyor are well classified in detail and operated by government. Each qualifications require broad and defined knowledge structure together with practical experiences. The research result will open the further research of Chinese construction related qualifications in the ways of more specificity, expertise, and practicality.

전자상거래 보안은 전자상거래의 성공여부를 결정할 수 있는 신뢰성 확보를 위한 기반기술로서 인식되고 있다. 이러한 보안 서비스의 문제는 전자상거래 활성화의 가장 큰 요소 중의 하나로서 정보기술과 인터넷 기술의 발전과 함께 꾸준히 연구 및 보완되어야 할 중대한 이슈가 되었다. 특히 전자상거래의 급성장과 함께 보안사고가 잇따르고 있는 상황에서 이를 대처하기 위한 전문인력이 절대적으로 부족함에도 불구하고 이런 상황을 타개하기 위한 전문인력 양성제도나 기관은 극히 취약한 실정이다. 이와 같은 상황에서 보안 전문인력의 양성을 위한 자격인증 제도의 도입이 절실히 요구되고 있다. 따라서 본 연구는 전자상거래 보안 전문가를 양성하기 위한 연구로서 자격증 인증제도의 도입에 관하여 실무적으로 접근한다는 점에서 그 의의를 갖는다. 즉 본 연구는 전자상거래 보안전문가 자격제도의 도입, 관련 교육에 관한 이론적, 실무적 체계 마련 등 전자상거래 보안전문가 자격인증제도의 기반을 연구함으로써 국내 전자상거래 보안 수준을 향상시키고 나아가 전자상거래 발전에 기여하게 될 것이다.

The existing test-based qualification system does not sufficiently reflect the demand for skills in industries and there exist concerns regarding its efficacy. In response, an innovative national technical qualification system, which uses a course-based qualification system, has been introduced to supplement the test-type qualification system. This study investigates the impact of the national technical qualification system on companies' decisions concerning employment by analyzing survey data from companies that employed persons who obtained course-based qualifications. Analysis results found the degree of company demand for skills had a positive impact on overall employment decisions. Especially, it was highly likely for those companies that experienced loss due to the lack of technology in the past to decide continued employment and expansion of employment. This suggests that it is necessary to design the national technical qualification system in response to the demand for technological skills of each industry in the future.

The study aims to explore whether the management and operation of national technique qualification system has a suitable role division between the government and non-government and to design plans for building it. To do so, a direction for role division between the government and non-government was investigated in the management, national technique qualification system. In addition, limitations in the operation of government-centered qualification system were pointed out by analyzing the present status on the management and operation of national technique qualification system and plans for role division between the government and non-government were proposed in the management and operation of qualification system. Various methods were applied to this study as its methodology: the collection and analysis of the relevant literatures, surveys targeting companies(internal qualification managers) and associations by industrial classification(owners' groups) as respondents, holding expert consultations for setting a direction in dividing roles between the government and non-government, interviews with companies and associations by industrial classification for gathering their opinions, forming and operating a collaborative research group consisting of specialists in qualification system.

VTS가 설치 및 운영되기 시작하여 해양사고의 수가 감소하였으나 최근 VTS 관제범위 내에서 주목할 만한 해양사고가 발생하고 있다. 이 연구에서는 VTS의 역량강화를 위한 방안으로 해상교통관제사 자격제도를 도입하는데 있어서 필요한 직무분석을 실시하고 자격을 갖추는데 필요한 지식과 기술에 대한 비중을 분석하였다. 현재 관제업무에 종사하고 있는 해상교통관제사를 대상으로 설문조사를 실시하고 결과를 분석하여 해상교통관제사의 자격제도, 교육훈련 및 평가제도의 연계방안을 수립하는데 도움이 되고자 한다.

비파괴검사 기술의 레벨 향상과 안정화를 통한 시간적 재현성이 있는 비파괴검사 결과의 확보를 위해서는 비파괴검사 기술자의 자격 인정 및 인증(nondestructive testing qualification and certification of personnel)제도의 확립이 매우 중요하다. 비파괴검사 결과에 대한 유효성은 비파괴검사을 실시하는 사람의 능력이나 비파괴검사에 대한 책임을 지고 있는 사람의 능력에 크게 의존한다. 1974년부터 원자력 선진국들이 중심이 되어 수행된 PISC 프로그램(program for inspection of steel components) 및 EPRI 등에서는 순회시험 (piping inspection round-robin: PIRR trial) 결과 기존 비파괴검사 방법은 모의 시험편에 있는 상당히 큰 결함도 탐지하지 못하거나 정확한 결함크기를 측정하는데 실패한 경우가 있으며, 검사자의 기량 또는 신체조건에 상당한 차이가 있는 것으로 나타났다[1]. 국제표준화기구(ISO)의 비파괴검사 기술자의 기량인정 및 인증에 대한 국제규격안 DIS(draft international standard) 9712에서는 비파괴검사를 기획 실시 감독 감시 평가를 하기 위한 적절한 이론적 및 실무적 지식을 필요로 하는 기술자의 능력을 평가하고, 문서화하는 방법을 제공하는 절차를 제시하고 있다. 국제표준화기구에 의한 비파괴검사 기술자의 기량인정 및 인증에 대한 국제통합을 추진하는 동기는 제 3자에 의한 체계적인 인증시스템을 가지고 있지 않은 나라와 새로운 NDT 방법에 대해서 인증제도를 적용할 때 세계적인 공통성을 갖도록 유도하기 위함이다. 현재, 우리나라 비파괴검사 기술자의 기술자격 인증제도는 국가기술자격법에 의거하여 한국산업인력공단에서 주관하여 기술사, 기사, 산업기사, 기능사로 구분하여 실시하고 있다. 국제표준화기구의 비파괴검사 기술자의 자격과 인증에 대한 국제 통합화(안)[2]이 거의 마무리 단계에 있고 일본을 비롯한 많은 나라가 국제규격을 기초로 한 새로운 인증제도를 발족시켜 거의 시행 단계에 있다. 반면 국내에서는 한국비파괴검사학회(KSNT)에서 비파괴검사 기술자의 자격인정 및 인증제도의 개선방향이 제시된 바 있고 [3], 표준화위원회에서 나름대로 준비를 하고 있으나 아직 구체적인 실천단계에와 있지 못하다. 본 고에서는 최근 대폭수정 보완된 ISO/DIS 9712 국제규격(안)을 회원들에게 소개하고, 우리나라의 향후 대응방안에 관한 회원 여러분의 의견 수렴에 도움을 주고자 ISO/DIS 9712(1997)를 번역하여 제공한다.
