Case Studies on the Failure of Commercialization of Technology (기술사업화 실패 사례연구)

  • This study aimed to identify the factors of failure in cases where there was feasibility but was not successful in commercializing technology. For the study, 92 feasibility reports for new technologies were collected, and among these 4 studies that showed definite failure in commercialization of technology were analyzed in depth. Further analysis was based the factors pointed out by previous frameworks such as 1) discussion on success or failure in commercialization of technology, 2) that of venture company, and 3) valuation of technology studies. Previous studies pointed out success and failure factors as lack of funding, uncontrollable accidents, managing ability, inability for mass production and so forth, which had little difference to the pre-feasible evaluation of four cases. However, real reason was the lack of understanding technologies such as composition of technologies, production technologies required by stages, and lack of understanding of floor technologies. The misunderstandings were occurred regardless of CEO's experience and expertise. We did not touch the evaluation model of pre-feasibility studies, although we dealt with the failure of the pre-studies. The reason we do not generalize the results of this study is the fact that we dealt with only small cases.

  • The main characteristic of technology commercialization by technology-intensive SMEs is that its success is highly uncertain due to the low maturities of their technology and market. Therefore, in order to find out more effective policy, it is essential to understand the technology commercialization in terms of the institutional support system including innovation policy, rather than an individual firm's strategy. Focusing on the Daeduk Innopolis, where many technology-intensive firms agglomerate, this paper explores SMEs' behavior for technology commercialization and the innovation system in the regional level. Then it points out the limitations and problems of the technology commercialization system in Daeduk innopolis, which might be closely related to the 'system failure' in the transition period. Based on the results of this innovation system approach, this paper also suggests some policy directions and agendas for overcoming those system failures in technology commercialization.

The Impact of Technological Competitiveness in the ICT Convergence Technology on Corporate Diversification (ICT 융합기술에서의 기술경쟁력이 기업 다각화에 미치는 영향)

  • This study suggests an integrated model composed of factors of industrial environments and technology capacity for corporate diversification decision based on industrial organization theory and resource based perspectives. We examine the proposed model using patents and financial data of 272 applicants for 6 years (2010~2015) in the smart factory ICT convergence technology (application and platform field) sectors. The result of analyzing the fixed effect panel model shows that technological competitiveness has a positive effect on corporate diversification. Also, the additional result of analyzing the two-stage least square fixed effect model indicates that the convergence patent ratio increases technological competitiveness. Based on the results, we provide implications for corporate diversification strategies and government R & D policies for commercialization of corporate convergence technology resources and competencies.

An emperical study on a cause of the gap between technological success rate and commercialization success rate on the government-funded R&D projects of SMEs (정부지원 중소기업 R&D과제의 기술적 성공률과 사업화 성공률 간 격차요인에 관한 실증연구)

  • In this study, we analyzed causal relationships between technology orientation and technological performance, between technological performance and commercialization speed on the government -funded R&D projects in 2009 for searching the cause of the big gap between technological success rate and commercialization success rate. In the result, technology orientation affected negatively on the technological performance, but the technological performance affected positively on the commercialization speed. These results mean that low technology oriented projects are easy to reach the selling step of products faster but they are not easy to attain a balanced income and outgo in contrast to the firms' own R&D. we found it was caused by a defect in the government's R&D support and management system.

  • Since recent construction projects become larger and complicated, the level of difficulty of management skill is rising, and the risk is increasing accordingly so the necessity of improving management skill of projects is increasing. In order to solve this problem, Construction Management system was preferentially introduced in construction projects but in case of domestic construction industry, separate contracts by business boundary are being made so the actual state is that the function of the Construction Management system is not properly operated over the overall projects. The partial operation of Construction Management system like this may impose many restrictions on converged and combined projects such as smart grid and intelligent buildings etc. in the future. For improvement of management skill of domestic construction projects, the competence of project management skill by work areas that can overcome heterogeneity of the current project management skill shall be secured, and any factor that impedes cooperation ability shall be found and that shall be solved. Therefore, the difference of work competency of project management system of construction and electrical construction is to be analyzed by utilizing IPA model in this study, and a plan to introduce the project management system of electrical construction for efficient operation of projects is to be looked into.

  • 과학기술처(최형섭장관)는 1977년도 전국민의 과학화 추진계획을 3월25일 발표하였다. 1973년 박정히 대통령의 유시에 따라 추진되어온 이 운동은 그 목표를 첫째 과학기술에 대한 국민들의 인식앙양에 두고 있으며 둘째 전국민의 사고와 생활습성을 과학화 하고 셋째 과학기술개발에 전국민의 역량을 집결 참여시키는데 두고 있다 또한 이 운동은 정부, 과학기술계, 산업계, 매스콤 등 범국민적 참여하에 새마을운동과 상호 유기적인 협조로 추진되고 있으며 년차별 시행계획과 실천 등은 과학기술처가 총괄하게 되어있으며 구체적사업은 제시된 방향(과기처 발표) 따라 기관이나 부처별로 추진된다. 한편 과기처는 각부처에 5개항의 협조요망사항을 전달한바 있다 그 내용을 보면 소속훈련기관에 과학화 과정의 설치와 교육자료의 상호교환, 각종행사에 있어 연구기관 및 산업관찰 권장, 잡지 등에 과학화 정신 반영과 모든 제품의 용도 효능 생활소비품등을 상술한 과학적 판단자료 제공을 장려하도록 되어있다

An Exploratory Study on Factors Impacting the Public Technology Commercialization in Korean SMEs (우리나라 중소기업의 공공기술 사업화 영향요인에 관한 연구)

  • This paper investigates the success and failure factors of technology commercialization for SMEs developing public sector technologies. The 2014 Korea Technology Transfer Commercialization Status Report states that only 30% of the technologies that are transferred are being used and the rest are neglected. The objective of this paper is to determine the relationship between quantitative variables and the success rate of technology commercialization of 1,222 SMEs in Korea by using three analyzes (cross tabulation, process and logistic) methodologies to increase the success of public technology commercialization. The outcome shows that the number of successful technology deployment cases and the number of IPR registration cases have a positive impact on the success rate of public technology commercialization. The statistical outcome also verifies that unnecessary technology development, more attempts and failures of technology development, and longer lead time in the planning phase have a negative impact on the success rate of the public technology development and commercialization. For policy implications, the government should be selective in supporting public technology commercialization and development for SMEs as not all technology attempts exert positive effects.

  • In a rapidly changing environment, such as globalization, technology-based startups are attracting attention as a new growth engine that creates jobs and added value and promotes national competitiveness. At present, countries around the world recognize the development of technology-based start-up companies as a major policy task and strive to make policy efforts to revitalize start-ups and strengthen innovation capabilities of companies. Especially, in order to secure superiority in the fierce market competition, it is becoming more and more important for the growth and development of technological start-up companies that pioneer new markets and energize the economy based on original and innovative technologies. Therefore, it is necessary to study systematically and plan for survival and growth of technology start-up companies. The purpose of this study is to investigate the entrepreneurial spirit of Innovation, Entrepreneurship, Risk Sensibility and Technology Innovation Capacity, R&D ability, Technology Accumulation Capacity, Technology Innovation System, The results of this study are as follows. the effects of marketing ability on technical performance and financial performance are examined. First, the CEO 's entrepreneurial spirit has an effect on the technical performance and financial performance of the management performance. Second, the technology accumulation ability and the R & D capability have a positive effect on the technical performance. Finally, it was found that the ability to commercialize the technology commercialization capacity affects both technical performance and financial performance. The policy implications that can be gained through this are as follows. First, by strengthening cooperation between universities and research institutes, related technology entrepreneurship education programs should be upgraded so that technology entrepreneurs or preliminary entrepreneurs can capture business opportunities and secure market price competitiveness. Secondly, R & D for the purpose of start-up should be developed and marketable technology should be developed and linked to direct start-up. Third, it is necessary to activate the program to match the company with the honorary retirement manpower of large enterprises and SMEs, which have more experience in field experience than the founders.

An Analysis on the Effects of University Capacity and Resources on the Professor Startups' Performance (대학의 역량과 내외부 자원이 교수창업 성과에 미치는 영향)

  • The purpose of this study is to investigate the factors that affect professor startups and their performances in Universities in Korea. We included 5 categories of factors: University's size and reputation, University's technology commercialization staff number and startup deregulation, University's resources for research and technology commercialization, University's patents and professors' publication, and student startups. We analyzed 150 Universities, using Korean government's Academyinfo database, and additional data for University ranking and government's projects for University startups. Our analysis shows that Universities' fund amount for research and technology commercialization, Universities' amount of patents give a positive impact on Universities statistically significantly, while Universities' size or reputation does not. In addition, the amount of patents and startup projects funded by the government give a significantly positive impact on the annual sales of the professor startups. Furthermore, student startups are in a positive relationship with professor startups and their sales, showing a synergy effect between the two startup groups in Universities. The result implies that Universities and government need to focus on supporting patenting activities, providing technology commercialization funds, and collaboration activities between professors and students for their startup activities.

Improved Model for Index of Construction Engineer's Competency Evaluation System in Domestic Construction Management (국내 건설사업관리 기술인력 역량평가 개선모델(I2CEC))

  • The ICEC (Index of Construction Engineer's Competency) quantifies the competence of construction engineers using such parameters as experience, education, and qualifications and assigns four technical grades (expert, advanced, intermediate, and beginners) to construction engineers according to their scores for the efficient management and loading of technical personnel. However, as of 2020, the seventh year since its implementation, ICEC has shown many problems in its application, unlike its intended purpose. So institutional supplementation is required to provide improvement measures that can cope with the changing labor market environment and complement the current ICEC. Therefore, this study examined the current status of the career management system after the introduction of the ICEC, suggested a career index proportional to the competence of construction engineers from the beginner to the expert level, and developed an effective capability evaluation model I2CEC. The improved model presented in this study provides a means to comprehensively judge the performance, experience, and the professional work abilities of construction management engineers. Furthermore, the results of this study are expected to contribute to the development of efficient manpower and career management systems for enhancing the competitiveness of the domestic construction industry.
