Exploring an Equitable Allocation Framework for Domestic GHG Emissions Reduction (온실가스 감축 할당의 형평성 분석)

  • It is important to consider an equitable allocation framework for domestic GHG emission reduction. First, the study established criteria and indicators for the National Allocation Plan (NAP) based on the principles of cost-efficiency and social-acceptance, and performed a case study of the sectoral effort sharing method, using the effort sharing index. The equity analysis of effort sharing based on sectoral preferences and inter-sectoral equity using a Lorenz Curve are performed. The equitable method is more likely to be suitable than the economic one which considers just reduction potential. Equitable effort sharing reflects a higher level of equity than economic effort sharing. At the same time, the equitable effort sharing method is essential for reflecting equity and establishing criteria for equity because evaluation with the equitable effort sharing method depends in particular on the weight of equity criteria. The result suggests the importance of consideration of equity and the establishment of equity criteria. In conclusion, it is critical to consider not only cost-efficiency but equity in policy decision making in terms of the sectoral effort sharing for national GHG reduction target.

  • Because of the oocIear family due to the rapid industrialization and the growth of husband and wife bah working, the base of the tradition that the parents, all of the famly or the hamet oonmunity bring up the infants together in the important time to the infarts has been collapsed in Korea. Because working mothers camot bring up their children by themselves they got stressed and housewives do not have the oonfidence in rearing their infants and the fathers are isolated from home and the chikten instead of being exempted from the responsibility of rearing children. Therefore the common and comprehensive rearing system should be made for solving the child-rearing problem. For solving these problems and for the desirable infant-rearing and education, the joint irlart rearing, whidl compensates for the life, education and furthermore the sdlool edJcation through the volur1ary participation, has been prepared altematively. Compared to the traditional rearing system, joint infant-rearing is not only operated by the residents with the dues paid by the union members but also makes children experience the life force of natu"e in themselves. So the preparation of the standard of the suitable environment design for the joint infant-rearing is required which is diffrent from the traditional standard of the environmertal facilities for the traditional rearing system. The concept of joint infant-rearing was defind in this study through the reference and the ooncept of infant edJcation which is in operation suocessfully in Italy and Sweden in order to understand how the ooncept of infant education has changed as the ages have dlanged. And the basic principals for the formation of physical envirorvnert and the spare design and the envirorYnertal oondition for the practical environmental design was also studied through the reference. And after study about the concept. figure and physical environmental suggestion, the concept, standard and element of joint infant-rearing environment design was suggested. And as the final conclusion, the design requirement of the envirorvnertal design for the joint infant-rearing was suggested.

A Study on Rhetorical Expression of Public Information Design -Focus on Information Design Case for Seoul Public Transportation- (공공정보디자인의 수사학적 표현에 관한 연구 - 서울시 대중교통 정보디자인 사례를 중심으로 -)

  • Although the volume and complexity of available information have increased, our ability to process such volume of complex information has not been met with corresponding development. Information designers have been given the responsibility to address such unbalanced progress by developing effective visual systems to deliver and communicate such information to the masses in a manner that is quick and easy to process and understand. This study originated in recognition of these issues. This study seeks to find a solution to these issues in rhetorics in order to proliferate visual communications in recognition of the increasing importance of information and visual communication. Rhetorics, a field of study with a long history of analyzing the delivery of communication, provides numerous possibilities for the re-establishment of importance placed on visual information communication. Included in this study are (i) a thorough analysis of the principals of expression and logic offered by rhetorics, as applicable to information design (ii) a proposal to the solution to the above-mentioned issues encompassing the rhetoric process and methods of expression of information design and (iii) the practical application of these design principals to social activities. In order to provide an example of the practical use of the rhetoric methodology Presented in this study, we applied the rhetoric methodology to the 'Information Design for Public Transportation of Seoul.' and developed a new map and a guidebook. The raw data necessary for the foregoing were obtained through the analysis of the information designs that are currently in use in connection with mass transportation in Seoul and the survey evaluation conducted among Seoul residents. We modulated the infrastructure of Seoul by using 48 TAZs, computed the routes that are most likely to be used, and proposed the predictable information analysis process. The design proposed on this study encompasses color coding and use of combined information, and application of style and sequential information analysis process.

  • The secret sharing is the basic concept of the threshold cryptosystem and has an important position in the modern cryptography. At 1995, Jarecki proposed the proactive secret sharing to be a solution of existing the mobile adversary and also proposed the share renewal scheme for (k, n) threshold scheme. For n participants in the protocol, his method needs O($n^2$) modular exponentiation per one participant. It is very high computational cost and is not fit for the scalable cryptosystem. In this paper, we propose the efficient share renewal scheme that need only O(n) modular exponentiation per participant. And we prove our scheme is secure if less that ${\frac}\frac{1}{2}n-1$ adversaries exist and they static adversary.

Is Civic Service the Real Antipode of Volunteer Work? - Focusing on AmeriCorps and Senior Corps in the United States (시민서비스는 자원봉사의 대척점에 있는가? - 미국의 AmeriCorps와 Senior Corps를 중심으로)

  • Recently interest in civic engagement and civic service is increasing. However, in Korea, few studies have focused on civic service. This might be on account of general awareness that civic service is fundamentally different from the basic spirit of voluntary work, while interest in paid volunteer work is on the rise. Thus, it is necessary to examine whether civic service is the real antipode of volunteer work. Under this kind of critical viewpoint, this study aims to analyze civic service based on the attributes of voluntary work and civic service. The major findings are as follows. Firstly, contrary to common belief, civic service has not been established to go beyond the principle of voluntary and unpaid characteristics of volunteer work. Rather, some voluntary work has broken out of principle of voluntary activities. Secondly, civic service and volunteer work might be characterized as different not due to spontaneity and unpaid service but the structural characteristics of the goal, continuity and formality. Furthermore, the reason for the soft landing of civic service in the United States is not because they have supported the reimbursement of expenses and the provision of stipends. Rather, it is because their long-term activities have promoted real community development for the purpose of finding solutions to social problems, and they have derived a sense of pride and satisfaction from social recognition and rewards for their contributions.

Two Concepts of Liberty in Liberalism (자유주의적 자유의 두 가지 개념 - 롤즈와 킴리카의 논의를 중심으로)

  • In this paper I will undertake three tasks: first, to identify the difference between John Rawls's liberal conception of liberty and Will Kymlicka's; second, to briefly examine the problems with liberal conception of liberty; finally, to propose a certain alternative that will be able to make liberal conception of liberty more meaningful In Kymlicka's view, Rawls seems to fail to make the best defence of freedom of choice because he wants to explain of individual freedom on the basis of Kant's moral theory about liberty. Kymlicka thinks that it is not a desirable way of defending liberal conception of liberty. According to his liberal theory, Rawls's defence of freedom of choice might make us think that we should have our freedom of choice for its own sake because freedom is the most valuable in the world. So Kymlicka wants to provide stronger argument to defend freedom of choice in liberalism. He insists that it is our projects and tasks that are most important things in our lives. Furthermore, he argues that we should conceive our freedom of choice as a precondition for pursuing those projects and practices that are valued for our good lives. Now I want to look at two concepts of liberty in liberalism with Rawls's theory and Kymlicaka's. In this paper, I shall look at criticisms of the liberal account of freedom of choice. These would give us a certain chance for understanding true freedom.

The Development and Reformation of China Mothernity Insurance - Related to the Family Plannings - (중국생육보험의 발달과 개혁 - 계획생육과 관련하여 -)

  • Being the most populated country in the world, China's one-child policy is its basic national policy. This basic national policy is implemented together with the Maternity Insurance, which is one of the five main social insurances in the Chinese society. The Maternity Insurance is society's way of recognizing women's contribution towards child- bearing and is of utmost important significance. However, with regard to women who are not living within the city or are not working, not only are they not the target for one-child policy, they are also unable to receive the social benefit from the Maternity Insurance. Among the conditions for payment of the Maternity Insurance is the adherence to the one-child policy. Ultimately, working women living in towns and cities adhering to the one-child policy will have a positive influence on the Maternity Insurance. However this places a restriction on reducing the discrepancies to benefit from the Maternity Insurance. On the contrary, women from the villages and those moving between towns and cities are those who really need the Maternity Insurance and yet are unable to benefit from it. While we improve on the Maternity Insurance to include this group of women, we have to at the same time consider the effect it has on the one-child policy. The reformation of the Maternity Insurance has to embody the principle of a harmonious society. It has to have a certain order in the country's national policies, so as to be included in the economic policies of towns and villages.

Die politische Diskussion des Patientenrechtegesetzes in Deutschland und die wesentliche Regelungen (독일의 환자권리법에 대한 입법정책적 논의와 중요내용)

  • Mit dem Patientenrechtegesetz, das im $Fr{\ddot{u}}jahr$ 2013 in Kraft treten soll, $f{\ddot{u}}rt$ der Gesetzgeber eine jahrzehntelange Diskussion um die Rechte von Patientinnen und Patienten zu einem guten Ende. Demnach geht es darum, Transparenz ${\ddot{u}}ber$ die bereits heute bestehenden, umfangreichen Rechte der Patientinnen und Patienten herzustellen, die $tats{\ddot{a}}chliche$ Durchsetzung dieser Rechte zu verbessern, zugleich Patientinnen und Patienten im Sinne einer verbesserten Gesundheitsversorgung zu $sch{\ddot{u}}tzen$ und insbesondere im Fall eines Behandlungsfehlers $st{\ddot{a}}rker$ zu $unterst{\ddot{u}}tzen$. In Verfolgung dieser Zwecke $schl{\ddot{a}}gt$ die Bundesregierung ein Artikelgesetz vor, dessen wesentliche Teile das BGB und das Recht der sozialen Krankenversicherung betreffen. In das BGB soll ein neuer Abschnitt ${\ddot{u}}ber$ den "Behandlungsvertrag" $eingef{\ddot{u}}gt$ werden. Als Standort ist der ${\ddot{U}}bergang$ vom Dienstin das Werkvertragsrecht vorgesehen, der um die neu zu schaffenden Vorschriften der ${\S}{\S}$ 630 a bis 630 h BGB erweitert wird. Die acht Paragrafen enthalten im Kern eine Kodifikation der von der Rechtsprechung entwickelten $Grunds{\ddot{a}}tze$ zur Arzthaftung. Der Beitrag stellt die bisherige politische Diskussion des Patientenrechtegesetzes vor (II). Im Anschluss daran wird die einzige wesentliche Neuerung des Gesetzes $n{\ddot{a}}her$ untersucht und werden Regelungsziel und Grundkonzept der Kodifikation einer $Pr{\ddot{u}}fung$ unterzogen (III). $Schlie{\ss}lich$ werden einen politischen Ausblick auf die neuen Herausforderungen und die Bewertung der $gegenw{\ddot{a}}rtigen$ Lage und der erwarteten Entwicklung gezogen (IV).

Water Related Disaster Risk Reduction Education & Training Program for Official Development Assistance (공적개발원조를 위한 물관련 재해위험경감 교육훈련프로그램 연구)

  • 본 연구는 공적개발원조 사업 중 하나로 개발도상국의 실무자 및 정책결정자의 물 관련 재해위험경감 역량 강화를 위한 교육 훈련 프로그램을 검토하고 개발하는데 목적이 있다. 특히, 물 관련 재해에 대한 구조적, 비구조적 대응방식을 균형있게 논의하고 지방정부 및 관련기관과의 협력, 지역사회기반의 재해경감정책 등 새로운 대응방식관련 교육 프로그램을 검토한다. 2000년-2006년 기간 Emergency Disasters Database (EM-DAT)에 기록된 전 세계 2,163건의 물 관련 재해는 총 29만 명 이상의 인명피해와 4,220억 달러의 재산피해를 초래하였다. 이런 재해는 개발도상국이나 선진국 모두에게 치명적이지만 특히 재해대응역량이 부족한 개발도상국에 막대한 손실을 초래하여 국가개발과 존망에 큰 위협이 되고 있다. 그럼에도 불구하고 대부분의 개발도상국은 재해관리를 간과하여 빈곤의 악순환에서 벗어나지 못하고 있는 실정이다. 본 연구는 2005년 효고행동강령(Hyogo Framework for Action: HFA)의 기본원칙, 2011년 중간평가 검토, 2015년 이후 제시될 새로운 재해위험경감 정책의 틀 속에서 재해위험경감 교육 프로그램을 연구하고자 한다. 이를 위하여 개발도상국 공무원을 대상으로 공적개발원조 프로그램을 운영한 천안의 중앙민방위방재교육원과 일본 고베시의 JICA 등을 방문하여 물 관련 재해 대응의 실질적 개선방향을 모색하였다. 물 관련 재해대응을 위한 교육 프로그램 대상은 실무자와 정책결정자로 설정하고 예방/대비/대응/복구의 유형에 따른 교육과정을 검토한다. 재해 대응 역량강화를 위하여 댐이나 제방 등 홍수위험관리기술과 같은 구조적 방식뿐만 아니라 근본적인 재해위험경감을 위한 홍수위험도 분석과 관리, 도시홍수위험경감계획, 관련 법규제정, 지역홍수위험경감과 민관협력 등과 같은 비구조적 방식에 대한 교육도 포함한다. 이런 측면에서 한국의 경제발전 경험과 물 관련 재해관리 경험을 정책, 사업, 사례와 연관시켜 교육을 진행하고 장단점 비교를 통하여 개발도상국 현지에 적합한 모델을 모색한다. 또한 재해발생시 피해규모를 최소화하게 하는 초동대응을 위해서 행정뿐만 아니라 지역, 시민, 기업 등 다양한 이해 당사자와 주체가 참여하는 종합대책교육을 포함한다. 사회경제발전의 지속을 위해서는 재해에 대한 관리가 매우 중요하다. 특히 인간의 삶에 너무도 익숙하지만 홍수, 가뭄 등으로 치명적인 피해를 야기하는 물 관련 재해에 대응하기 위해서는 물 관리와 관련 재해에 대한 전반적인 이해가 필수적이다. 따라서 한국의 물 관리 경험에 기초한 재해위험경감 교육과 훈련은 개발도상국의 효과적인 재해관리를 가능하게 할 것이다.

Experimental study on debris reduction facilities verification for small bridge and culvert (소교량 및 암거 대상 유송잡물 저감시설 검증실험)

  • 홍수 시 하천을 따라 유하되는 유송잡물(잡목, 생활쓰레기 등)은 구조물에 집적이 이루어지며 이로 인해 물의 흐름을 방해하고 구조물 주변의 지반을 약화시키거나 월류로 인해 심각한 피해를 야기 시킨다. 교량의 경우 유송잡물의 집적은 교각의 항력을 증가시켜 전도파괴를 유발시킬 수 있으며, 교각주변 흐름교란을 통한 하상세굴로 인해 기초부를 파괴시키기도 한다. 또한 통수단면적 증가로 인해 높아진 수위는 제방을 월류시켜 재산 및 인명피해를 유발하기도 한다. 암거의 경우 유송잡물을 포함한 토사로 인해 단면폐색 및 침식으로 암거의 파괴를 발생시키고 이로인해 도로의 단절을 가져오기도 한다. 이러한 유송잡물에 대한 차단대책은 현재 까지 유지관리를 통한 방법만이 최선책으로 제시되고 있다. 본 연구는 국외에서 소개되고 있는 유송잡물 피해저감시설을 대상으로 축소모형실험을 통해 효과를 확인하고 이를 통해 저감시설의 효율에 대해 소개하고자 하는 것이 주목적이다. 유송잡물 저감시설은 교량의 경우 수직분리대 방법, 우회말뚝 방법, 스위퍼를 이용한 방법으로 소개하고 있으며 이들 방법의 특징은 유송잡물 우회를 통해 집적을 저감하는 방식이다. 암거의 경우 수직분리대 방법, 스크린 방법, 우회스크린을 이용하는 방법 등이 있으며 수직분리대는 교량과 마찬가지로 우회방식을 기본방식으로 스크린 방식은 유송잡물의 차단을 원칙으로 하고 있다. 실험의 결과는 교량과 암거의 차단시설 유무에 따른 유송잡물의 집적률을 대상으로 하였다. 차단시설이 없는 경우 교량에서의 집적률은 97.9% ~ 99.2%의 집적률로 나타났다. 수직분리대의 경우 유송잡물 집적률은 49.3%, 우회말뚝은 0.0% ~ 4.2%의 범위로 매우 높은 차단효과를 보이고 있었다. 스위퍼방식의 경우 집적률은 5.3% ~ 20.9%로 나타났다. 이러한 결과로 판단하였을 때 차단시설 설치로 인한 교량에 대한 직접적인 차단효과는 수직분리대 < 스위퍼 < 우회말뚝 순으로 높은 차단효과를 보이는 것으로 나타났다. 그러나 우회말뚝에서의 집적률이 한계치를 넘어선다면 유송잡물로 인해 흐름교란, 수위 및 하상변동, 말뚝의 유실 등으로 인한 피해가 예상된다. 암거대상 유송잡물 차단시설 실험결과는 수직분리대의 경우 type과 투하방법에 따라 차이가 있지만 집적률은 14.7% ~ 64.9%의 범위로 나타났다. 스크린과 우회스크린 방식은 유송잡물의 우회가 아닌 차단이 목적이므로 유송잡물 집적에 의한 수위상승이 우려되는바 수위영향을 검토하였다. 검토결과 스크린 설치로 인한 수위상승이 우회스크린보다 높게 상승하는 것으로 나타났다. 이러한 결과는 스크린의 형태적인 측면에서 2면을 통해 집적되는 특성을 갖는 우회스크린이 통수단면적을 많이 확보하기 때문이다. 따라서 국부적인 수위상승으로 인한 피해를 저감하기 위해서는 설치여건이 허용된다면 통수단면적 확보가 유리한 우회스크린 설치가 유리할 것으로 판단된다.
