New Approach in the Treatment of Intertrochanteric Fracture Using a Cephalomedullary Nail (골수정을 이용한 대퇴골 전자간 골절의 새로운 치료 경향)

  • A gamma nail has been used to treat intertrochanteric fractures since 1988. Although such cephalomedullary nails have mechanical advantages over extramedullary fixation devices, such as sliding hip screw, their beneficial effects on treating the Arbeitsgemeinschaft für Osteosynthesefragen/Orthopaedic Trauma Association (AO/OTA) 31-A1 and 31-A2 fractures are still controversial. During their 30-year history, many problems have been overcome, and new types of cephalomedullary nails have been introduced in clinical practice. New cephalomedullary nail systems facilitate nailing procedures and enhance the purchase capability of the femoral head by a lag screw. On the other hand, the failure rate still depends on the hands of the orthopedic surgeons. This review article focused on the basic principle of medial support and restoration of a medial buttress during the treatment of trochanteric fractures using a cephalomedullary nail.

A Study on Developing Facet-based Subject Headings of Oral History Records Use: Using Oral History Records of Knit Business in Haebangchon (구술 기록의 활용을 위한 패싯 기반 주제명표목 개발에 관한 연구: 해방촌 니트 사업 구술 기록을 대상으로)

  • This study develops a methodology for facet-based subject headings for the subject access to oral history records collected by such a project of the knit business in Haebangchon. First, the concept and characteristics of oral history records and their contents were investigated, and the meaning of facets and subject headings applied to such content was examined in the literature review. Second, the basic facets of oral history records were created based on 5W1H that reflected the narrative feature of oral history. Third, 540 subject-related terms were selected through an analysis of the transcript written based on oral history interviews with one interviewer and seven interviewees linked to the knit business in Haebangchon. Fourth and last, subject headings were proposed with the selected subject-related terms categorized in facets with various relationships. These facet-based subject headings will improve the subject access and use of oral history records.

  • The Global Cybersecurity Index (GCI) developed by the International Telecommunication Union (ITU) is used to diagnose a country's cybersecurity development level and to strengthen its cybersecurity capabilities. This paper analyzes GCI and tries to suggest a way to strengthen its effectiveness. In addition, we analyze the GCI version 1~GCI version 4 evaluation index in advance, and examine the development plan through SWOT analysis. Through this, basic principles for GCI improvement and utilization will be established, and new indicators related to the GCI version 5 questionnaire will be discovered and suggested. This paper is expected to be used as basic data for GCI performance analysis and improvement plan. In addition, it is intended to contribute to enhance the effectiveness of GCI and the nation's cybersecurity capabilities by proposing more advanced proactive and reactive indicators to be applied to the future GCI evaluations. This paper is an improvement and development for the research result of [1].

Proposed Improvements for Type Approval and Inspection Systems of Marine Pollution Prevention Materials and Chemicals (해양오염방제 자재·약제 형식승인 및 검정 개선방안에 대한 연구)

  • Through the revision of the Framework Act on Administrative Regulations (July 17, 2019), the government minimized regulations and applied the comprehensive negative regulation principle to enhance economic vitality. However, a legally mandatory certification system has been applied to marine pollution prevention materials and chemicals, and inspection is conducted every time a product is sold, suppressing the autonomy of manufacturers. In addition, the majority of manufacturers of marine pollution prevention materials and chemicals are small businesses; therefore, they take the approach of producing small quantities of products whenever a buyer requests an order. Consequently, the need for deregulation was raised to ensure autonomy of the market and industry, and improve efficiency in accordance with the current trend of approval, performance test, and inspection systems for marine pollution prevention materials and chemicals. In this study, problems within the current system were identified and improvement plans are proposed through comparison and analysis of domestic and foreign systems.

International Cooperation Development with Recipient Countries by Catalytic Aid (촉진적 원조를 통한 수원국과의 개발협력에 관한 연구)

  • ODA is an effort and action of international community to keep human rights by eradicating poverty. UN declared MDGs (Millennium Development Goals) during 2001 and 2015. As a follow-up action, UN sets up SDGs (Sustainable Development Goals) during 2016 and 2030. SDGs expands the concept of ODA. SDGs includes cooperation development over the scope of ODA by mobilizing various financial resources from public sectors and private sectors. It will overcome the limitation of traditional ODA and be 'AID and beyond'. Catalytic aid is appropriate for the concept of SDGs. Cooperation development by catalytic aid focuses on building economic infrastructure and production facilities rather than humanitarian aid, which will establish a sustainable development basis for recipient countries. This study suggests to make a PPP business by linking KSP(Knowledge Sharing Program), to objectify criteria of priority recipient selection and aid allocation, to adapt grant and concessional loan complexly according to the business, to support realization of CSV(Creating Shared Value) by establishing SPC(Special Purpose Company) and to construct a PCSD(Policy Coherence for Sustainable Development) system to fulfill the fore-mentioned strategies.

  • 하천기본계획 수립이나 생태하천 조성사업 등 다양한 하천사업에서 하천측량은 대상 하천의 지형 현황과 과거 사업이후의 변화량을 확인할 수 있는 중요한 요소이다. 국내 측량 기준인 공공측량작업규정(국토지리정보원)에서 하천 측량은 육지부에서는 횡단측량을 수부에서는 수심측량을 실시하고 수심측량은 음향측심기 사용을 원칙으로 한다. 국내 대부분의 수심측량은 단빔 음향측심기를 사용하고 있는 실정이며 일부 수심 확보 구간 또는 연구목적으로 멀티빔 음향측심기를 적용한 사례가 일부 보고된 바가 있다. 최근 수심측정이 가능한 항공수심측량(Airbone LiDAR Bathymetry) 장비 중 핵심계측기기인 Green LiDAR 센서 국산화 및 경량화에 관한 연구가 진행중이다. 이에 본 연구는 국내 하천 여건에서 개발 센서가 어느 정도의 활용성을 확보할 수 있는지를 검토하였다. 우선 환경부가 운영중인 수질자동측정망 71개 지점의 정기측정성과 중 탁도에 관한 일자료를 확보가 가능한 45개 지점을 대상으로 G-LiDAR 센서의 SD(Secchi Depth)를 기준으로 가용계측일을 산정해 보았다. 분석기간은 '12. 7.부터 '19.12.까지이며 분석기간중 SD 1.5m(1.94 NTU 추정) 기준을 만족하는 기간은 한강 2.07년, 낙동강 0.64년, 금강 2.21년, 영산강 2.71년으로 나타났다. 또한 지점별 가용기간 분석결과 분석기간인 7.33년 동안 탁도 기준이하인 운영 가능 기간은 연중 평균 80여일(2.74개월)로 나타나 제한적이나마 활용이 가능할 것으로 확인되었다. 향후 현장조사를 통해 공공측량 성과와 대상수계의 탁도 실측자료와의 연계분석을 통해 정확한 활용성 검토를 수행할 예정이다. 향후 적용 센서의 개발 성능목표를 달성한다면 하천내의 다양한 분야에서 활용이 가능할 것으로 기대된다.

  • With increasingly sophisticated cyber threats, accelerating cloud adoption, and the adoption of remote and hybrid work environments due to the COVID-19 pandemic, the traditional security model, in which many businesses implicitly trust everything within their boundaries, is changing without boundaries, allowing data and users The concept of zero trust is getting more and more attention as the fact that it is not suitable for today's increasingly decentralized environment has been highlighted. Zero Trust is a cyber security model on the premise that 'no one trusts'. In principle, there is no safe area or user in the entire system, and internal users are also verified. is a way As telecommuting becomes commonplace due to the COVID-19 pandemic, and existing cyber security measures are facing limitations, Zero Trust technology is drawing more attention. Accordingly, it is expected that the Korean government will also check the status of acceptability of the domestic public and private sectors and tasks that need improvement when introducing Zero Trust with reference to the NIST standard. In this paper, the basic principles, philosophy, and considerations of Zero Trust and Zero Trust are explained, and practical basic measures to strengthen security by combining Zero Trust technology are presented.

Endovascular Treatment of Cerebral Aneurysms: Technical Options in Coil Embolization (뇌동맥류의 혈관 내 치료: 코일색전술의 기술적 선택)

  • Since the endosaccular coil embolization technique was introduced as an alternative for treating selected patients with aneurysms, it has become a mainstay of treatment for cerebral aneurysms. In lesions with a neck larger than the aneurysmal body, an irregular shape, or arterial branches incorporated within the sac, endovascular treatment using detachable coils are traditionally contraindicated because of technical difficulties. Coil embolization has evolved as a result of both the development of related devices and the introduction of technical improvements using various devices. Use of various technical and device options can make endovascular treatment of cerebral aneurysms safer and can widen the treatment indications. Various technical options, including the technical modification of device-assisted techniques, will be presented, and the related practical points will be discussed in this issue.

  • As various state restrictions on individual freedom were imposed during the COVID-19 pandemic, concerns have been raised that excessive infringements on fundamental rights were indiscriminately permitted based on the public interest of preventing infectious diseases. Therefore, the question of how to set acceptable limits of liberty restrictions on individuals has emerged. However, since the phenomenon of infections spreading to the population is only predicted statistically, how to deal with the risk of the infected individual as a subject of legal analysis has become a problem. In the absence of a theoretical framework of legal analysis of risk, the risk of infected individuals during the pandemic was not analyzed strictly, and proportionality review of infection prevention measures was often only an abstract comparison of the importance of public interest and individual rights. Therefore, this research aims to conduct a theoretical review on how risk can be conceptualized legally in a public health crisis, and to develop a theoretical framework for proportionality review of the risk of liberty-limiting measures during a pandemic. Chapter 2 analyzes the legal philosophical concepts of risk, which are the basis for liberty restrictions during a public health crisis, and applies and extends them to the pandemic. Chapter 3 reviews previous studies related to liberty restriction measures in the context of the COVID-19 pandemic, and points out they have a limitation that specific criteria for the proportionality review of public health measures in the pandemic have not been presented. Accordingly, Chapter 3 specifies the methodological framework for proportionality review, referring to the theoretical discussion on risks in Chapter 2. Chapter 4 reviews the legitimacy of gathering restriction orders, applying the theoretical discussion in Chapter 2 and the criteria for proportionality review established in Chapter 3. In particular, Section 4 examines logic of proportionality review in judicial precedents over the ban on gathering restrictions implemented in the COVID-19 pandemic. In analyzing the precedents, the logic of proportionality review in each case is critically reviewed and reconstructed based on the theoretical framework presented in this research.

Problems of administrative area system in Korea and reforming direction (한국 행정구역체계의 문제점과 개편의 방향)

  • Sevaral problems of administrative area sysem in Korea have been brought up for a long time. Because its frame has remained since Chosun and Japanese colonial period in spite of changing local administrative environment in accordance with rapid industrialization and urbanization. Recent reform of city (Shi)- county (Gun) integration is derived from this argument. But problems which permeate deeply overall system cannot be solved by partial reorganization of Shi-Gun. They may be rationalized only through the reform of the whole system. The aims of this study are to analyze problems of administrative area system entirelr and to discuss the direction of its reform from that point of view. Major problems of administrative area system are summed up into the followings. Firstly, it is found that administrative hierarchies are too many levels. Contemporary administrative hierarchical structure is 4 levels: regional autonomous government (Tukpyolshi, Jik'halshi, Do), local autonomous government (Shi, Gun), two leveis of auxiliary administrative area (Up, Myun and Ri). These hierarchies were established in late period of Chosun which transportation was undeveloped and residential activity space was confined. But today developing transportion and expanding sphere of life don't need administrative hierarchical structurl with many levels. Besides developing administrative technology reduces administrative space by degrees. Many levels of contemporary administrative hierarchical structure are main factor of administrative inefficency, discording with settlement system. Second problem is that Tukpyolshi and Jik'halshi - cities under direct control of the central government as metropolitan area - underbounded cities. Underbounded city discomforts residential life and increases external elects of local pulic services. Especially this problem is Seoul, Pusan and Daegu. Third problem is that Do-areas are mostly two larger in integrating into single sphere of life. In fact each of them consistes of two or three sphere of life. Fourth Problem is metropolitan government system that central city is seperated from complementary area, i.e. Do. It brings about weakening the economic force of Do. Fifth problem is that several cities divided single sphere of life. It is main factor of finantial inefficency and facing difficult regional administration. Finally necessity of rural parish (Myun.) is diminished gradually with higher order center oriented activty of rural residents. First of all administrative area system should corresponds with substantial sphere of life in order to solve these problems. Followings are some key directions this study proposes on the reform of administrative area system from that standpoint. 1. Principles of reorgnization -- integration of central dty with complementary area. -- correspondence of administrative hierarchical structure with settlement system. -- correspondence of boundary of administrative area with sphere of life. 2. Reform strategy -- Jik'halshi is integrated with Do and is under the contol of Do. -- Small Seoul shi (city) which have special functions as captal is demarcated in Seoul tukpyolshi and 22 autonomous distrcts of Seoul tukpyolshi is integrated into 3-4 cities. -- Neighboring cities (Shies) in single sphere of life are intrgrated into single city (Shj). -- Myun and Ri are abolished in rural region and new unit of local administrative area on the basis of lowest order sphere of life into which 3-4 Ries are integrated replaces them.
