Evaluation of the Preservation Functions in Standard Records Management System for Public Agencies (표준 기록관리시스템의 전자기록 보존 기능 평가 연구 - 문서보존포맷변환 기능을 중심으로 -)

  • This study evaluated the implementation of preservation functions and the degree of implementation in standard records management systems (SRMS) for public agencies. For evaluation, it identified digital preservation activities by analyzing legislation and standards for public records management, especially functional requirements for records management system. Compared to these, it pre-evaluated the functions that SRMS claims to be implemented. It was found that preservation functions implemented in SRMS mainly focuses on migration to standard format. A checklist was made based on the adjusted scope by reflecting the result of pre-evaluation and was distributed to record managers who work for public agencies. This study found that the preservation functions were relatively compliant with the functional requirement for records management system for public agencies, but the way of implementation hardly support records managers of public agencies. The preservation functions of SRMS must be improved or be reconsidered based on the results and further studies.

  • This study seeks to analyze the concepts of authenticity and reliability of records and apply them to the criteria for judging authoritative records subject to legal management. While reliability is determined by the degree of completeness and control in the records creation stage, authenticity is ensured by preventing manipulation and tampering that occur after records creation. Authoritative records with reliability in the creation stage are legally subject to management, so such records can be subject to punishment if they are destroyed because of negligence. It is necessary to take active measures to ensure reliability, continuous authenticity after creation, and complete records creation by controlled procedures and methods before records capture. The lack of such an evidential characteristic does not mean that it is not a record, and such records are also created in reality, managed in a system, and delivered to the next generation as a representation of social memory and activities.

  • This study aims to analyze the court ruling on "Inter-Korean Summit Meeting Minutes Deletion," identify how the established requirements, concept, and scope for the records prescribed in the Public Records Management Act are applied in actual cases, and summarize the future tasks. It analyzes the "approval theory" as the point of establishment for records by the ruling means and how the meaning of approval is determined, and examines the difference between the e-jiwon System and the On-Nara System to understand the meaning of ruling clearly. Moreover, it analyzes how the "Invalidity of Public Documents Crime" in Article 141 in the Criminal Act influences record management. Based on such comprehensive case analyses, the study proposes what tasks the administrative agencies such as the National Archives of Korea and the Ministry of the Interior and Safety should perform.

  • This case study aims to describe the principles and methods of records management applied to the systematic management of records in the KDI School of Public Policy and Management, and the process of its practical implementation. It provides more extensive coverage than most existing studies on records management, dealing with all procedures from the theoretical modeling to the records management system building. The School has built the Records Center that can integratively manage its administrative records and archives that have been erratic and unsystematic over the years. As a result, the introduction of records management has become a basis for succeeding the achievements of the KDI School and its history as well as supporting administrative and knowledge resources. As well, it is intended to be a guide for other schools or institutions when building the records management system.

  • A records management agency assessment must reflect the possibility of actual situations including conditions and implementation. Institutional evaluation systems and indicators tools to improve records management. However, the reality is difficult if they are not conducted through the resources and efforts of the organization. The 2017 evaluation system of the National Archives of Korea and the index, which was published in March 2016, are expected to be highly difficult to perform as the frontline field tasks of the institution for a year. It is composed of indices with questionable effectiveness that are difficult to implement on the field. Some of these include the following: three training sessions for more than 10% of all employees, submission of document archive pictures of all schools, submission of the index items of all documents, increasing the utilization level of the standard record management system for the electronic documents that have not been transferred for several years, the transfer of non-electronic documents of all institutions, reclassification of non-disclosed records, etc. It recognizes the fundamental problems of the records management system and the 2017 evaluation indicators that the National Archives has mentioned about operations. As such, now is the time to reflect the years of experience in the field to amass knowledge that will help improve records management.

A Study on Records Filing Systems (문서기록물의 파일링시스템에 관한 연구)

  • This study reviews various kinds of records filing systems, which function as a basic fundamental to effective records management. The purposes, methods and characteristics of Alphabetic, geographic, numeric, subject, and combined filing systems are examined. The alphabetic filing method uses letters of the alphabet to determine the order of names of people and companies. In subject filing the subjects are filed in alphabetic order. In numeric filing, numbers representing names or subjects are used. When records are requested by place or location rather than by individual or business name, geographic filing is advantageous.

  • The development of IT technology that has come to symbolize the fourth industrial revolution, the introduction of online government, and the change in environment has caused radical changes in record management. Most public institutions under the government make use of information systems that are objects of information protection such as electronic document system, document management system, and Onnara system. Further, protection and access control of record information through physical environment and electronic system in a user-centered record management environment is an essential component. Hence, this study studies how professional records management professionals in public institutions recognize safe protection and access management of record information, deriving areas that require improvement and providing a discussion and suggestions to bring about such improvement. This study starts by examining laws and policies on information protection in Korea, analyzing items on access control to compare them with laws and policies, as well as the current situation on records management and derive implications. This study is meaningful in that it aims to substantialize records management by suggesting areas of improvement necessary for the protection and management of record information in public institutions and providing professionals with tangible authority and control.

Historical Observation and the Characteristics of the Records and Archives Management in Korea (한국 기록관리의 사적 고찰과 그 특징)

  • This paper introduces the characteristics of the records and archives management of Korea from Joseon dynasty to now. This paper also explains historical background of making the records and archives management in Joseon dynasty. This paper introduces the process of establishment of modern records management system by adopting records management system and public administration of USA after liberation in 1945. The Joseon bureaucrats established systematic methodologies for managing and arranging the records. Jeseon dynasty managed its records systematically since it was a bureaucratic regime. It is also noticeable that the famous Joseonwangjosilrok(Annals of Joseon dynasty) came out of the power struggles for the control of the national affairs between the king and the nobility during the time of establishment of the dynasty. Another noticeable feature of the records tradition in Joseon dynasty was that the nobility recorded their experience and allowed future generations use and refer their experiences and examples when they performed similar business. The records of Joseon period are the historical records which recorded contemporary incidents and the compilers expected the future historians evaluate the incidents they recorded. In 1894, the reformation policy of Gaboh governments changed society into modernity. The policy of Gaboh governments prescribed archive management process through 'Regulation(命令頒布式)'. They revised the form of official documents entirely. They changed a name of an era from Chinese to unique style of Korean, and changed original Chinese into Korean or Korean-Chinese together. Also, instead of a blank sheet of paper they used printed paper to print the name of each office. Korea was liberated from Japanese Imperialism in 1945 and the government of Republic of Korea was established in 1948. In 1950s Republic of Korea used the records management system of the Government-General of Joseon without any alteration. In the late of 1950's Republic of Korea constructed the new records management system by adopting records management system and public administration of USA. However, understanding of records management was scarce, so records and archives management was not accomplished. Consequently, many important records like presidential archives were deserted or destroyed. A period that made the biggest difference on National Records Management System was from 1999 when was enacted. Especially, it was the period of President Roh's five-year tenure called Participation Government (2003-2008). The first distinctive characteristic of Participation Government's records management is that it implemented governance actively. Another remarkable feature is a nomination of records management specialists at public institutions. The Participation Government also legislated (completely revised) . It led to a beginning of developing records management in Republic of Korea.

A Study on Database Design Model for Production System Record Management Module in DataSet Record Management (데이터세트 기록관리를 위한 생산시스템 기록관리 모듈의 DB 설계 모형연구)

  • RDBMS is a widely used database system worldwide, and the term dataset refers to the vast amount of data produced in administrative information systems using RDBMS. Unlike business systems that mainly produce administrative documents, administrative information systems generate records centered around the unique tasks of organizations. These records differ from traditional approval documents and metadata, making it challenging to seamlessly transfer them to standard record management systems. With the 2022 revision of the 'Public Records Act Enforcement Decree,' dataset was included in the types of records for which only management authority is transferred. The core aspect of this revision is the need to manage the lifecycle of records within administrative information systems. However, there has been little exploration into how to manage dataset within administrative information systems. As a result, this research aims to design a database for a record management module that needs to be integrated into administrative information systems to manage the lifecycle of records. By modifying and supplementing ISO 16175-1:2020, we are designing an "human resource management system" and identifying and evaluating personnel management dataset. Through this, we aim to provide a concrete example of record management within administrative information systems. It's worth noting that the prototype system designed in this research has limitations in terms of data volume compared to systems currently in use within organizations, and it has not yet been validated by record researchers and IT developers in the field. However, this endeavor has allowed us to understand the nature of dataset and how they should be managed within administrative information systems. It has also affirmed the need for a record management module's database within administrative information systems. In the future, once a complete record management module is developed and standards are established by the National Archives, it is expected to become a necessary module for organizations to manage dataset effectively.

A Study on Category Analysis and TOC-based Structuralization of Research Records in Atomic Energy Field (원자력분야 연구기록물의 체계 분석과 TOC 기반 구조화에 관한 연구)

  • Many researches have been processing on research records management and way of service for efficient usage of various records from R&D process. Especially, a study on type analysis and structured method of research records is very important for efficient knowledge transfer system. This study, as a basic study for integrated research record management system, is about how to structuralize records efficiently reflecting features of research records. First, analysis and systematization of broad records type made from atomic energy technology R&D process were conducted. Second, efficient methods for contents structuralization in terms of usage to maximize usage of research records were studied. This research tried to structuralize all records based on TOC enable to link, search and use of data for reflecting of integrated and systematic structure which is a feature of research record.
