In 2019, the pilot project to establish a record management system for administrative information datasets started in earnest under the leadership of the National Archives. Based on the results of the three-year project by 2021, the improved administrative information dataset management plan will be reflected in public records-related laws and guidelines. Through this, the administrative information dataset becomes the target of full-scale public record management. Although public records have been converted to electronic documents and even the datasets of administrative information systems have been included in full-scale public records management, research on the quality requirements of data itself as raw data constituting records is still lacking. If data quality is not guaranteed, all four properties of records will be threatened in the dataset, which is a structure of data and an aggregate of records. Moreover, if the reliability of the quality of the data of the administrative information system built by reflecting the various needs of the working departments of the institution without considering the standards of the standard records management system is insufficient, the reliability of the public records itself can not be secured. This study is based on the administrative information dataset management plan presented in the "Administrative Information Dataset Recorded Information Service and Utilization Model Study" conducted by the National Archives of Korea in 2021. A study was conducted. By referring to various data, especially public data-related policies and guides, which are being promoted across the government, we would like to derive quality evaluation requirements in terms of records management and present specific indicators. Through this, it is expected that it will be helpful for record management of administrative information dataset which will be in full swing in the future.

According to a recent survey, over 18,000 government information systems have numerous different functions and characteristics. Although every dataset that is created and maintained in government information systems is declared as a collection of records according to the Public Records Management Act, current electronic records management policies cannot cover dataset records management. This study suggests the policy directions for dataset records management at the national level. It emphasizes the necessity to preserve the appearance and behavior (function) of database systems to ensure the authenticity of dataset records. In addition, this study investigates "emulation" as a representation and long-term preservation methodology for dataset-type records. It also suggests a dataset records model.

This study aims to design the metadata elements for managing and maintaining digitized records resulting from digitization. The digitized records were first defined and characterized, then assigned as copies and surrogates for source records. Next, the factors to be considered when designing metadata elements for digitized records were determined by comparing standards from different countries like the United States and the United Kingdom. As a result of the comparison, establishing a relationship between digitized records and source records, expanding the automatically extracted metadata elements following resource characteristics, and creating metadata for digitization processes and projects were set to be the key tasks of metadata design for managing digitized records. Furthermore, the metadata elements for digital records and digitization processes were designed individually, and the elements to be added for each entity were proposed by referring to standards from other counties.

The purpose of the study is to propose the necessity of management and long-term preservation of dataset as records. Although government and corporate bodies produce various dataset in the regular course of the business, dataset have been stored and managed in the information system. Dataset as records should be captured into the record management system and managed in the overall system. They can provide a evidence of the decision-making process of the government and fundamental information of the process. If agents do not perform the right management, dataset records will disappear in the future.
The new environment for records managements requires the revolutionary transition from paper-record management to electric-record management. Capturing contents, contexts, and structure informations of the electric records to preserve the evidentiality, authenticity, and reliability is the outstanding issue. The recordkeeping metadata has been placed at the center of the current issue. This study focused on the establishment of the structures of recordkeeping metadata for current and semi-current stages in the life cycle of records. The reason concentrated on current and semi-current stages is that the authenticity of the record is concerned as the evidence of the business processes. Current and semi-current stages are where the records is able to be produced, captured and managed in the business context. The metadata can be collected and preserved with authenticity. This study explained the relations between entities concerned with producing records and proposed the metadata elements by establishing data model.

It is necessary to recognize the urgency and importance of administrative information dataset management and study effective management measures and specific procedures applicable in practice. Particularly, identify dataset records and developing records schedule for records management needs to be presented in detail and specific. This study designed and verified an identification method and appraisal procedure of dataset records in public administrative information systems dataset operating in public institutions. In addition, this study presented the role of the participants including the records center in the appraisal process. Metadata is a crucial component of record management, playing a vital role in properly managing and understanding the record. In cases where automatic metadata assignment is not feasible, manual input by records professionals becomes necessary. This study aims to alleviate the challenges associated with manual entry by proposing a method that harnesses ChatGPT technology for extracting records management metadata elements. To employ ChatGPT technology, a Python program utilizing the LangChain library was developed. This program was designed to analyze PDF documents and extract metadata from records through questions, both with a locally installed instance of ChatGPT and the ChatGPT online service. Multiple PDF documents were subjected to this process to test the effectiveness of metadata extraction. The results revealed that while using LangChain with ChatGPT-3.5 turbo provided a secure environment, it exhibited some limitations in accurately retrieving metadata elements. Conversely, the ChatGPT-4 online service yielded relatively accurate results despite being unable to handle sensitive documents for security reasons. This exploration underscores the potential of utilizing ChatGPT technology to extract metadata in records management. With advancements in ChatGPT-related technologies, safer and more accurate results are expected to be achieved. Leveraging these advantages can significantly enhance the efficiency and productivity of tasks associated with managing records and metadata in archives.

Metadata standardization of resources, having a heterogeneous metadata structure for each presidential archive and presidential library and museum is preferentially required for utilizing and sharing presidential records. An integrated operation model of metadata to manage various types of presidential records is then needed. The purpose of this study is to create a design principle of integrated metadata, and to suggest relationships and attributes of metadata, needed for developing integrated metadata operation system on presidential records. The design principle includes "creation of relationship among presidential records", "design of each entity, applicable multiple entity data model", "design to describe various types of presidential records", "design to reflect lifelong management on records of holding institutes", and "designing hybrid metadata for long term preservation". Metadata element set consists of elements for common attributes with all types of presidential records for a unique attribute for a specific presidential record and for reference information among different records related to the production of presidential records.

This is a study based on the discussion of current electronic recordkeeping Metadata Standards. These standards form the basis for the International Standards. By analyzing ISO 23081, as well as the Metadata Standards used in Australia, England, and in the public records of Korea, the following were observed. This study puts forward the Metadata elements that apply to current electronic records and recognize their relevance and importance. Those elements can be used as the basis for establishing a future Korean Electronic Records Metadata Standard.
