A Comparative Study on National Electronic Records Management Strategies (국가 전자기록 관리전략에 관한 비교 연구)

  • The work environment that produces and preserves records is changing in the digital transformation era, going beyond the new technologies of the Fourth Industrial Revolution. The electronic records management strategy in the archives must be prepared according to the technology, policy, and environmental changes related to overall records management of the era. Based on this, the basic environment in which the public can access records can be created by preserving the value of records. This study analyzes the direction of changes and strategies of records management in the digital environment and the direction of electronic records management strategies of the National Archives & Records Administration (NARA) in the United States, the National Archives of Australia (NAA), and the National Archives of Korea (NAK). Based on the analysis, the study suggests policies, facilities, and personnel elements as the core of the national electronic records management strategy and direction in the digital era.

A Study on the Strategy of Securing the Archival Budget through Qualitative Research Method (기록전문직의 기록관리 사업예산 확보 전략 연구)

  • The purpose of this study is to explore a budget-securing strategy to enable archival professionals in public institutions to continuously secure the budget for records management projects. This study is an analysis of the results of in-depth interviews with 14 archival professionals who have worked for public institutions and secured budgets for records management projects. As a result of the analysis, 4 upper categories and 10 categories are extracted as factors influencing budget securement. The top four categories are the job environment of archival professionals, umbrella organization and organizational culture, business and budget characteristics, and system and social environment. As the budget-securing strategy for archival professionals, a total of 3 categories and 13 strategic codes are derived. The three categories are utilizing individual-centered competencies, establishing organization-centered relationships, and finding external environment-centered triggers. This study emphasized the perspective of archival professionals and suggested implications such as the role of archival professionals and the direction of improvement in securing budgets.

Rebuilding Standardization Strategies for Records Management (기록관리 표준화 전략의 재구축 방안)

  • In Korea, a master plan for records management standardization has been established and implemented by National Archives of Korea in a short manner comparing with other countries which pursued the standardization gradually in a long-range policy. But many standards developed under the plan has being criticized in terms of standards quality and their effectiveness by records managers in public sectors. According to the needs of systematic standardization strategy development to overcome the problems, it proposes a model for developing standardization strategy for records management, which is considering strategic goles, principles and 4 strategy areas to be reformulated. This model suggests the directions to select appropriate targets and priorities to be standardized, and to improve standardization procedure and policy framework as standardizing strategy's key points.

A Study on Strategic Management Model of National Defense Records Centers (국방기록물관리기관의 전략적 운영모형에 관한 연구)

  • A total of 133 defense records centers exist in the country, and checking their common problems, as well as the inherent problems and strategies of individual archives, is necessary to solve them. The Strategic Management Model of the defense records centers is a tool developed to check the archives' operational problems and solve them strategically. The researchers tried to help the military records centers in checking the problems and obtaining the strategic judgment of the commander to improve their work process. This study proposes the use of the model in individual defense records centers that establish midand long-term development plans with policy agencies, such as the Ministry of National Defense, to establish a records management policy and improve the said records centers. Based on literature studies, 67 items were developed in seven areas, reflecting the characteristics of experts' verification, statistical analysis, and defense records centers. This study also proposes the improvement of the records centers' strategy by citing cases that exhibit the use of the strategic operation model by the Ministry of National Defense.

A Recording Strategy Proposal for the Post-Management of the Pyeongchang Winter Olympics (평창동계올림픽 사후관리를 위한 기록화전략 제안)

  • The purpose of this study is to present a plan to collect records for the post-management of the Pyeongchang Winter Olympics, which was held in February 2018. To achieve the research objectives, the value and types of records of the 2018 Winter Olympics follow-up records were identified, and the cases of mega sports event follow-up were selected and analyzed. Based on this, the following three measures were presented to collect records related to the Pyeongchang Winter Olympics. First, records were collected based on collection methods over time. Second, records were collected based on the object and subject of recording. Third, records were collected based on subjects related to the Pyeongchang Winter Olympics. The study's result can be used to establish a Pyeongchang Winter Olympics memorial hall and to prepare a collection plan for follow-up management after holding a domestic mega sports event.

  • Since 1990s, major corporations and public organizations have actively implemented their own knowledge management, by which they develop new businesses and enhance organizational efficiencies. However, their knowledge management processes are sometimes isolated or mismatched with their record management systems and reveal many problems to operate and maintain them effectively. This paper analyzes the current status and problems of corporate knowledge management. Next, it proposes the necessity and the methods to integrate knowledge management and records management in order to transform corporate records as useful knowledge resources. Aligning corporate record management strategies with knowledge management policies enables to improve the management of corporate electronic records. Especially, the implementation of record retention schedule based on the life cycle management of records is emphasized as a KM governance strategy and method to manage corporate records effectively.

A Preliminary Study on the Development of the COVID-19 Documentation Strategy for University Archives (대학기록관의 코로나19 도큐멘테이션 전략 개발을 위한 예비연구)

  • This study aims to develop a COVID-19 documentation strategy for university archives, which will act as a response system to infectious diseases. The study applied the phases of "documentation area definition and preliminary analysis" and "documentation strategy drafting" described in Heckman's documentation strategy model. In defining the documentation area and doing preliminary analysis, the author analyzed the cases of COVID-19 documentation projects at overseas university archives and conducted interviews with stakeholders. In drafting the documentation strategy, the author interviewed three archivists working in university archives. From these findings, the documentation strategy plan was developed and revised based on the feedback from archivists. The strategy plan covers the documentation purpose, subject/functional area, group, reference information, and major considerations. The findings of this study might be useful for figuring out ways to secure records related to COVID-19 or other infectious diseases in university archives.

  • This is a preliminary study to suggest the directions of strategic planning for archival information services in the National Archives of Korea(NAK). It has three parts. Firstly, it articulates the concept and the process of strategic planning and analyses the archival service strategies for NARA(US) and TNA(UK). Secondly, regarding our conditions, it suggests strategic goals, action plans and principles for the archival information services of NAK. Thirdly, it evaluates the current archival information services of NAK based on the suggested goals and plans and points out the aspects that is to be more strengthened to achieve these goals.

Improvement Strategies for the Standard Records Management System of Korea (표준기록관리시스템의 개선전략 연구)

  • The current study aims to propose strategies for the improvement of the Standard Records Management System of Korea. Here, benefits from the system and reasons of underusage were derived based on the results taken from the analysis of interviews and answers to open-ended questions in the system usage survey. Issues related to the nine main functions of the system were also reviewed in the process. With this, the improvement strategies related to the aforementioned issues are categorized as (1) simplification of functionalities, (2) quality assurance of records and metadata, (3) strengthening user assistance and communication, and (4) trust building between the National Archives of Korea and records centers of public institutions.
