Economic Effect Analysis of Pyongyang's 50,000 Housing Units Construction Project (평양 5만세대 주택건설계획의 경제적 효과 분석)

  • At the 8th Party Congress in 2021, North Korea announced a plan to build 50,000 housing units in Pyongyang, and this paper analyzes the economic effects and related informal costs of of the project. Currently, Pyongyang is experiencing a significant housing shortage. It is estimated that the number of households in Pyongyang increased by 184,000 between 1994 and 2020, while the estimated new housing supply during the period was only 30,000. Pyongyang's 50,000 housing units construction project is characterized by the goal of improving the living conditions of workers, the application of the new city construction method, and the largest state-led housing construction since the Arduous March. The project is expected to generate economic effects such as increasing workers' motivation to work, increasing tourism resources, and generating income from related industries. On the one hand, a significant portion of the construction cost of the 50,000-unit housing project in Pyongyang is passed on to companies and households in the form of informal cost such as quasi-taxes and manpower mobilization. In addition, there may be congestion in the power supply and sewerage facilities that occur when moving in. If these costs are not taken into account, the feasibility of a housing construction project may not be properly assessed, making it difficult to sustain it in the long term.

Effects of Alcohol Exposure on Ship Operational Ability (알코올이 선박운항능력에 미치는 영향)

  • It has been estimated that up to $80\%$ of all marine accidents have human elements as a cause. t of these, human elements of crew fatigue is main causes of marine accident. Crew fatigue involves sleep, schedule. workload. off-time. alcohol health and stress. With a ship handling simulator, the effect of alcohol on ship operational performance is studied for each 0.05 and $0.08g\%$ blood alcohol concentrations. A main effect for alcohol was found indicating that ship operational performance was significantly impaired by this alcohol relative to performance in the non-alcohol condition. The results of this research can be applied to minimize marine accidents as basic data.

Consciousness of Fire Officers and Improving the Working Conditions (소방공무원 의식과 처우개선에 관한 연구)

  • This research intended to show a reasonable way to improve working conditions of fire officers in Korea. It shows that fire officers have dignity of their social roles even though they have the unfairness in a work time, rewards, promotions and opportunities of overseas training compared with those of other government officers. The unfairness needs to be solved. In addition, there are more demands in fire fighters, but part of a regional government system already composed of 64.06% of fire officers, which means, there are too many fire fighters in one regional government. Therefore, it is difficult to employ more fire fighters. This is one of barriers to prevent from improvement of the working conditions. To improve the working conditions and to overcome the barriers, there are important solutions to counter the problems. Those are application of alternative policies and systems. Compared with the employment system and workload of fire officers in USA, Japan and other advanced countries, it is necessary to introduce alternative policies which include operation of partial three-shift system, expansion of oversees training, expansion of rotational-off system and improvement of employees' welfare policies.

A Study on Considering Non-Working Days for Determination Normal Project Duration in the Railway Bridgework Construction (철도 교량공사의 적정공사기간 산정을 위한 비작업일 산정에 관한 연구)

  • Recently, despite a decrease in the number of working days and an increase in the number of non-working days due to an increase in the abnormal climate and the revision of the Labor Standards Act, a standard construction period reflecting this has not been established. For this reason, even if the appropriate construction period is calculated at the site, there is a situation where delays occur due to unexpected circumstances. Therefore, this study proposes a method of calculating the number of non-working days for railway bridgework construction that reflects changes in construction conditions and climate change and reflects this to railway bridgework construction, and the number of working days was calculated. As a result, the number of non-working days by region and month in Korea was derived, and through this, the necessity of regulations and standards for appropriate construction periods reflecting regional characteristics and characteristics of each construction type was presented.

  • In order to secure construction quality and safety and prevent cost disputes, the importance of calculating 'the appropriate construction period' has recently emerged. It is necessary to analyze a considerable amount of historical data to establish the standard for calculating the construction period. However, many experts are raising questions about the use of past data due to changes in the construction business environment, such as shortening working hours, reinforcing quality regulations, and changing climate conditions. In addition, the possibility of errors increases when calculating a uniform construction period using historical statistics because the work order and productivity are very diverse according to construction conditions. Therefore, through this study, a new solution to change from the method of analyzing past data to the method of reviewing current production data through an active 'transformation of thoughts' was proposed through this study. In other words, the process of reviewing and calculating 'the appropriate construction period' was institutionalized by introducing 'process management experts' and 'construction experts by type of construction' in the design stage.

A Study on the Experiential Cognition of Child Care Teachers' Rights (보육교사의 권리에 대한 경험적 인식 연구)

  • Objective: Social attention is paid to the issues concerning child care teachers' work multisibility and ambiguous legal status. Child care teachers are employees based on the "Labor Standards Act" and the "Child Care Act". They also play the role of kindergarten teachers based on the "Childhood Education Act" because of the Nuri curriculum. Based on the main tasks of the child care teachers who protect and nurture infants and toddlers, the Nuri curriculum education for infants is conducted. However, the duties and rights of child care teachers are disproportionate because there are many areas where teachers' professional roles do not suit their legal rights. Methods: The purpose of this study is to investigate how teachers perceive their own rights through field experience using qualitative method based on interpretative epistemology. Participants were 61 child care teachers working in the metropolitan area and used protocol description and focus group interview (FGI) for data collection. The collected data were derived as a central theme according to the data analysis method proposed by Creswell (2013). Results: Participants in the study described the 'Right and autonomy of education as a professional occupation', 'Right to request for improvement on working conditions, guarantee of living and to request for welfare system' and 'Right to guarantee of a teacher's status and adjustment of grievance.' They pointed out poor working conditions and welfare benefits at daycare centers, and emphasized that education and autonomy are necessary conditions to be strengthened for quality child care activities. On the other hand, they did not realize that 'Right to guarantee of a teacher's status and adjustment of grievance' was their right. And they have endured the infringement of this right. Conclusion/Implications: This study reveals the gap between teachers' responsibilities and rights, indicating the urgency of institutional arrangements. It is discussed that the social expectation for strengthening personality and professionalism as an infant and child specialist is increased and a practical alternative for the improvement of the right of teachers working in the child care field is needed considering the change of values about work.

Effect of Job Fit and Organizational Justice on Job Commitment of Social Enterprise: Moderating Effect of Emotional Leadership (사회적기업의 직무 적합성과 조직 공정성이 직무 몰입에 미치는 영향: 감성적 리더십의 조절효과)

  • A social enterprise is an enterprise that pursues a social purpose with financial resources obtained through its own profit-making activities.. In a rapidly changing market environment, it is becoming increasingly difficult for social enterprises to maintain sustainability. Due to the poor and limited resources of social enterprises, the core competency of human resources is the most important point. In order for social enterprises to maintain their sustainability, it is very urgent to create conditions so that workers can stably commit themselves in their work. Therefore, this study tried to increase the sustainability of social enterprises by empirically analyzing the factors that affect job commitment among workers of social enterprises. As factors affecting job commitment, job fit and organizational justice factors were derived. In addition, the moderating effect of emotional leadership was also analyzed in the relationship between them. For this, a questionnaire survey was conducted on employees of social enterprises and 260 valid samples were used for the analysis. The empirical analysis results were as follows. Job knowledge, job skill, job experience, job desire as sub-factors of job fit, and distributive justice, procedural justice, which were sub-factors of organizational justice, had a significant positive (+) effect on job commitment. The impact of influence was in the order of procedural justice, job experience, job desire, distributive justice, job skill, and job knowledge. On the other hand, the significance of interactional justice was not tested. Emotional leadership was analyzed to play a moderating role between job knowledge, job skill, job desire, distributive justice, procedural justice and job commitment. However, moderating effect were not tested between job experience, interactional justice and job commitment. The results of this empirical study expanded the scope of existing job-related studies by empirically analyzing the factors affecting job commitment within the category of social enterprises at the academic level. At the psychological level, job experience was found to be one of the most important factors among various influencing factors. Significant implications necessary for future training for workers and implementation of various systems were presented.

The Effect of Hand Grip Force on the Activity of Shoulder Muscles in the Patterns of Arm Position (팔자세의 유형에서 손의 쥐기 강도가 어깨근육의 활성도에 미치는 영향)

  • This study is intended to provide a basic clinical data useful for preventing shoulder injuries related to occupation and curing them, by measuring the shoulder muscle activity of normal adults in an arm posture type of a wide shoulder joint angle, according to several differences of hand grip force. In order to examine the shoulder muscle activity during hand grips at a variety of intensity, according to the arm posture type, MVCs of all subjects were measured, and %MVCs of anterior deltoid, supraspinatus, the upper trapezius and infraspinatus at 0 degree, 90 degrees and 160 degrees of shoulder angle were yielded according to the grip force in an arm posture type, changing the maximum grip force into 30%, 50% and 90%, randomly. When measuring the hand grip at 30%, 50% and 70% of the maximum grip force to compare %MVC of each group depending on the arm posture type, there were no significant differences of muscle activity at 0 degree of shoulder angle among anterior deltoid, supraspinatus, the upper trapezius and infraspinatus, but there were significant differences of it among them at 90 degrees and 160 degrees of should angle(p<.001). According to the results of post-hoc test, also, anterior deltoid had the highest muscle activity, whereas the upper trapezius had the lowest muscle activity.

Associations between Physical Factors and Working Conditions and Occupational Injuries among Korean Workers (한국 근로자에서의 물리적 인자 및 근무여건과 직업성 손상 간의 관련성)

  • Objectives: The aim of this study is to evaluate the association between physical factors, working conditions and occupational injuries among Korean workers. Methods: We used data from the 2nd Korean Working Conditions Survey, conducted in 2010. A total of 7,114 workers over 15 years of age were selected from among 10,019 Korean workers. The participants were interviewed using questionnaires. A multiple logistic regression model was used to analyze the associations among physical factors, working conditions and occupational injuries. Results: After the adjustment of socio-demographic factors, the odds ratio of injuries through physical factors such as vibration (adjusted Odds Ratio [aOR] 4.037, 95% CI 2.30-7.09), noise (aOR 4.562, 95% CI 2.64-7.89), high temperature (aOR 3.262, 95% CI 1.86-5.73), and low temperature (aOR 3.358, 95% CI 1.76-6.41) were greater in the exposed group than in the non-exposed group. The odds ratios of occupational injury(aOR 5.272, 95% CI 3.19-8.7 for very high speed work, aOR 3.303, 95% CI 1.95-5.60 for tight deadlines, and aOR 3.641, 95% CI 1.72-7.70 for not enough time to work) increased with increased work demands. Conclusions: In this study, physical factors such as vibration, noise, and high and low temperatures were significantly correlated with occupational injuries according to the increase in exposure intensity(p for trend <0.001). Also, working conditions such as high-speed work, tight deadlines and insufficient time to work showed significant associations with occupational injuries(p for trend<0.001).

A Study of Unemployment Duration: A Survival Analysis Using Log Normal Model (실업급여 수급권자의 실업기간과 재취업에 관한 실증연구: 모수적 생존모델(Log-Normal Model)을 이용한 분석)

  • In Korea, little is known about unemployment duration and exit rate from unemployment. This paper empirically examines the duration of unemployment using data for the years 1996 and 1997 on unemployed individuals who are eligible for unemployment insurance benefits in Korea. A parametric survival model (log-normal model) is adopted to identify factors predicting transitions to reemployment. Factors that affect unemployment duration are sex, age, employment duration (year), prior salary, region, prior employment industry, cause of unemployment, officially determined unemployment benefit duration, degree of benefit exhaustion, and amount of benefits for early reemployment. However, education is not statistically significant In degree of benefit exhaustion, the exit rate from unemployment decreases as benefit exhaustion is approached. In amount of benefits for early reemployment, the exit rate from unemployment increases as amount of benefits increases. Hazards for reemployment gradually increase until 80 days after unemployment and gradually decrease in the following period. Thus, we find that distribution of hazards for reemployment has log-normal shapes between inverted U and inverted L This paper takes advantage of a unique analysis about unemployment duration and exit rate from unemployment in the Korean Unemployment Insurance system which functions as the most valuable social safely-net mechanism in the recent national economic crisis. Indeed, this paper provides a basic knowledge about realities of unemployed individuals in the Unemployment Insurance system and identifies research areas that require further study.
