This paper is aims to build the advancement structural model of GICOMS through identification of required system and improvement for implementation of e-Navigation. We derived nine improvement subject for model of advanced GICOMS through the analysis of problems for GICOMS and brainstorming with expert in the maritime safety. And we analyzed the structure of nine improvement subject using by FSM(Fuzzy Structural Modeling) method, and proposed a structural model that to grasp the correlation between elements. As a result, we found out that "advancement of GICOMS" is the final goal, and "improvement a system of information production", "improvement a scheme of information providing", "linkage between GICOMS and VTS" and "building global networks for safety cooperation" are located lowest level. Especially, "advancement of GICOMS" is influenced by "advancement function of VMS" and "Activation of usage" on middle level. We suggested that utilizing state-of-the-art IT facilities, equipment and expertise to improve and enhance the user-centered transition such as maritime workers for advancement of GICOMS based on proposed structure model.
Environmental regulations in the world has been strengthened. International Organization for Standardization (ISO) that international standard for social responsibility in the ISO26000 was published on November 01, 2010. CSR is rapidly changing in global environment. In the meantime, domestic companies such as donations to the required activities ought to be stayed. Strengthening the competitiveness of enterprises in the management tools that should be taken as the movement is taking place. The domestic small and medium-sized corporate social responsibility (SMEs CSR) activities have also taken many changes. In particular, multinational corporations and large companies within the supply chain, B2B companies in partnership appears to have a significant impact on business. In this study, in changing environment for domestic SMEs CEO survey results are based. These days open source softwares are being introduced and applied in many countries in the world. Especially, both government and private companies tend to become an spearhead in vitalizing the open source software. In this paper we try to check the degree of vitalizations in open source GIS software and to draw implications in vitalizing ecosystem of open source GIS software. Key players of open source GIS software ecosystem are government, private companies, academic and research institutes, and nonprofit foundations. Government does not have very little policies related to the investment and the support of open source GIS software. Private companies related to the open source GIS software are very few in the number and do not have any clear business model to make a profit. Academic and research institutes are weak in using the open source GIS software, which can be an major obstacle to cultivate software developers. OSGeo Korean branch, established in 2009, is the only nonprofit foundation in Korea which makes an effort to vitalize the open source GIS software, but its results are not very strong up to now in view of both quality and invigoration. In order to vitalize the open source GIS software ecosystem, lots of efforts of key players are needed. Especially, government efforts are very important because it can provide a trigger in vitalizing the open source GIS software ecosystem. The tasks that government should propel are R&D investment, test bed projects in the area of public sector, professional manpower training, and international cooperation and marketing.

International societies are currently working together to achieve the Climate-Smart Agriculture (CSA) initiative which aims the triple wins: (1) sustainably increasing agricultural productivity and incomes; (2) adapting and building resilience to climate change; and (3) mitigating greenhouse gases emissions. In terms of its scope and context, CSA follows the '3Nong (三農)' vision cast about 200 years ago by Dasan Jeong Yak-Yong who emphasized the triad of governance, management and monitoring towards comfortable, profitable and noble agriculture. Yet, the CSA provides the practical aims that facilitate the development of holistic indicators for quantitative evaluation and monitoring, on which decision-making support system is based. In this study, we introduce an agent-based model, i.e. Mathematical Programming Multi-Agent Systems (MP-MAS), as a tool for supporting the decision-making toward CSA. We have established the initial version of MP-MAS adapted for domestic use and present the preliminary results from an application to the rice farming case in Haenam, Korea. MP-MAS can support both farmers and policy-makers to consider diverse management options from multiple perspectives. When the modules for system resilience and carbon footprint are added, MP-MAS will serve as a robust tool that fulfills not only CSA but also Dasan's '3Nong' vision of sustainable agricultural-societal systems.

This article aimed to suggest a program for environmental protection and sustainable development in southwest Primorskii Krai of the Russian federation by analysis of Natural conditions, natural resources and current economic activities. Issues relating to protecting unique biodiversity toward economic development are examined. Special attention is given to functional zoning of the Russian part of lower Tumen River drainage. Functional zoning is key to protecting the unique biodiversity found in wet and marshlands of the lower Tumen River. Recommendations for acceptable economic activity are provided. The major components for a Sustainable Development Program in this area are: to define economically effective and ecologically acceptable types of regional activity (aquaculture; deer farming; recreation) and effective forms of territorial organization; to determine the restrictions on regional industrial and economic development; to organize rational regional land use by carrying out functional zoning and by coordinating this activity with all land users, including restructuring existing protected territories into a single system and include it into an international biospheric network.
Regulatory barrier is considered most challenging out of all FinTech barriers, which many technology innovators have always experienced. Even though technological solutions promise customers accessibility to more cost-effective and secured financial services, it is quite challenging to create regulatory environment that enables innovation FinTech industry. Especially, a common challenge FinTech innovators and business face is regulatory uncertainty and confusion rather than any particular regulation. Since many FinTech models are continuously introducing new innovative ways in providing financial services, significant confusion could be raised in applying principles of existing law and regulations. In addition, it is uncertain whether or not applying complex regulatory compliance model intended for large financial institutions to small start-ups is appropriate since most existing regulations and rules are established and introduced without considering innovative tools such as mobile instruments, e-trade, and internet. Therefore, new mechanism to access to regulatory information in a more cost-effective, quick and immediate way should be created. Regulators, technological innovators, and financial customers should cooperate each other to find out appropriate solutions for those issues. Many regulators are introducing regulatory sandbox which provides service providers with opportunities to test their innovations, during the test, providing regulators with enough time to understand risks of innovations. However, regulatory sandbox is not a panacea for all challenges to FinTech innovations. Therefore, regulators should make comprehensive and multidimensional efforts including regulatory sandbox in supporting FinTech ecosystem.
The aim of this research was to identify the issue of the work permit system and consciousness of the people on the system, and to suggest some ideas on the government policies on it. To achieve the aim of research, this research used text mining based on social data. This research collected 1,453,272 texts from 6,217 units of online documents which contained 'work permit system' from January to December, 2020 using Textom, and did text-mining and social network analysis. This research extracted 100 key words frequently mentioned from the analyses of data top-level key word frequency, and degree centrality analysis, and constituted job problem, importance of policy process, competitiveness in the respect of industries, and improvement of living conditions of foreign workers as major key words. In addition, through semantic network analysis, this research figured out major awareness like 'employment policy', and various kinds of ambient awareness like 'international cooperation', 'workers' human rights', 'law', 'recruitment of foreigners', 'corporate competitiveness', 'immigrant culture' and 'foreign workforce management'. Finally, this research suggested some ideas worth considering in establishing government policies on the work permit system and doing related researches.

This study carried out a human risk assessment of Cu, Pb, Zn and Ni contained in soil contaminated by improperly buried heavy metal wastes in railway sites. The purpose of the human risk assessment is to derive the need for soil remediation and factors that should be considered during soil remediation. Risk assessment was performed in accordance with the Environment Ministry's Risk Assessment Guidelines. The results of the human risk assessment of contaminated heavy metal soil contaminated by improperly buried waste in the railway site were presented after the process of determining exposure concentration, calculating exposure, and determining carcinogenic hazards. The heavy metal content of soil is 621.3 Cu mg/kg, 2,824.5 Pb mg/kg, 1,559.1 Zn mg/kg and 45 Ni mg/kg, which is the exposure concentration of the target contaminant. The results of human exposure according to exposure pathways were high in the order of soil outdoor dust >soil ingestion >soil contact, and Pb >Zn >Cu >Ni were higher in order of contaminant. The carcinogenic and noncarcinogenic risks of soil contaminated with heavy metal waste were higher than the allowable carcinogenic risks (TCR> $10^{-6}$) and the risk index (Hi < 1.0) suggested by USEPA. Therefore, the site needs to be remediated.

Currently, we stand between computers as creative tools and computers as creators. A new genre of movies, which can be called a post-cinema situation, is emerging. This paper aims to diagnose the possibility of the emergence of AI cinema. To confirm the possibility of AI cinema, it was examined through a case study whether the creation of a story, narrative, image, and sound, which are necessary conditions for film creation, is possible by artificial intelligence. First, we checked the visual creation of AI painting algorithms Obvious, GAN, and CAN. Second, AI music has already entered the distribution stage in the market in cooperation with humans. Third, AI can already complete drama scripts, and automatic scenario creation programs using big data are also gaining popularity. That said, we confirmed that the filmmaking requirements could be met with AI algorithms. From the perspective of Manovich's 'AI Genre Convention', web documentaries and desktop documentaries, typical trends post-cinema, can be said to be representative genres that can be expected as AI cinemas. The conditions for AI, web documentaries and desktop documentaries to exist are the same. This article suggests a new path for the media of the 4th Industrial Revolution era through research on AI as a creator of post-cinema.
