국내 방산 부품.소재 국산화개발 활성화 방안으로 방산 연구개발 측면에서는 정책 일관성유지와 투자의 확대, 국내 여건에 부합되는 전략 수립, 국제협력 연구개발의 강화를, 방위산업 측면에서는 방산업체의 경제력 강화, 국산화개발에 따른 경제성 보장, 방산물자의 수출촉진을, 기술정보 측면에서는 정보 획득체계의 강화와 기술정보의 공유를 제시하였다. 이러한 제반 개선 방안은 당장 시행이 어려운 분야가 많겠지만, 부품.소재 개발이 장비개발보다 용이하다는 인식을 불식하고 부품.소재 국산화 개발의 중요성을 인식하여 부품.소재 국산화개발을 위한 정부의 강력한 국산화 의지가 필요하다.

서울대는 10월 11-12일 도쿄대, 시드니대, 베를린훔볼트대, 베를린기술공대, 미국 라이스대, 국제연합대학 총장/부총장이 참석하여 "2007 세계 대학총장 포럼"을 개최하였다. 서울대 개교 61주년 기념행사로 열린 이번 포럼은 "21세기 연구 중심대학들의 글로벌 비전과 전략"이라는 주제로 대학의 발전을 위한 구체적인 비전 수립 및 각 대학의 발전방안을 공유하며, 교류협력을 모색하는 기회가 되었다. "대학교육"에서는 이 세미나의 발표내용을 요약하여 게재한다.

현재까지 제3세계 국가들은 주로 미국과 소련의 무기체계를 표본으로 삼아 자국의 전장개념에 맞는 무기체계를 개발해 왔다. 여기에는 전술용 유도탄과 전략용 유도탄이 포함되어 있으나, 앞으로 이들 국가들에서의 유도탄 개발은 상당한 제한을 받게 될 것이다. 그동안 아르헨티나, 브라질, 중국, 이집트, 인도, 이란, 이라크, 이스라엘, 리비아, 북한, 파키스탄, 사우디아라비아, 남아프리카, 시리아, 대만 및 예맨 등과 같은 나라는 자체 연구개발, 해외구매 또는 국제적 연구개발 협력체계를 통해 탄두와 전술탄도탄 체계를 확보해 왔다

국내의 자동차 제작은 짧은 기간에 상당한 생산수준을 이룩하고는 있지만 경험과 기술축적은 그 성장세를 따르지 못하고 있는 것이 사실이다. 일본의 경우와 같이 자동차 각 사의 기술 및 정보 교환이 활발하지 못하고 기초적인 설계방식에 눈을 돌릴 여유가 없었음을 인정하지 않을 수 없다. 근간에 자동차 5개사가 모여 자동차기술연구소를 설립한다는 소식이 고무적이기도 하지만 각자의 사심을 버리고 서로 협력하여 좀더 넓은 안목으로 국외로 시야를 돌려 지금이라도 국제 적인 경쟁력을 키워 나가야 할 때라 생각한다. 이러한 관점에서 국내의 상황에 적절한 설계 및 해석의 연구에 역점을 두고 활발한 연구가 이루어져야 하겠고 이에 필요한 강도해석의 기준을 설정하는 것도 시급한 과제라고 아니할 수 없다.

광산업에 대한 정부 지원의 법적 제도적 기반이 되는 '광융합기술 개발 및 기반조성 지원에 관한 법률'(광융합기술개발법)이 지난 9월 21일 시행에 들어갔다. 광융합기술개발법은 정부 차원으로 광융합기술 진흥과 경쟁력 강화를 위한 종합발전계획을 수립하고 광융합기술 정책연구 및 정책수립 지원, 연구 개발 지원, 광융합기술 표준화, 전문인력 양성, 국제협력 및 해외시장 진출 지원 등을 추진하는 내용이 담겼다.

This article identifies the nature of international relations and education and examines their potential. To achieve this goal, international relations and education can be found in supporting economically deprived regions and contributing to the development of the world based on mutual understanding. Next, the current status of international education exchanges was examined by the Ministry of Education, the National Institute for International Education, and the Gyeongnam Office of Education's International relations and Education Center. The status of international relations and education shown in these three subjects is active in practice, but there was also a limit to theorizing about them and making explanations or predictions. Based on this, the possibility of international education exchanges was discussed by the government or education office, which can bring about educational autonomy, contribute to the growth of the country through support for resource-poor countries, limited development assistance, poor academic development.

Today's society is against the backdrop of rapid development and rapid change. As an important social entity, universities are inevitable to strengthen international exchanges and cooperation to meet changes in society. International exchange and cooperation will be one of the five new professions of universities following talent training, scientific research, community service, cultural transmission and innovation. The study explores various aspects of Qingdao University's international exchange and cooperation status, including organizational operations, international projects, international academic exchanges, and international cooperation schools, and presents problems and implications. To better achieve international exchange and cooperation of universities in the future, we would like to provide a useful reference. The focus is on enriching vocational theory of higher education and further supplementing related theoretical systems such as international exchange and cooperation and internationalization of higher education.

13억의 인구와 370만 평방마일의 영토를 가진 중국은 공산주의 경제체제에서 자본주의 경제체제를 도입하여 시장개방, 자유경쟁 경제방식으로 전환함에 따라서 급격한 경제성장을 이루어 국제통화기금(IMF)의 1993년 보고에 의하여 국내총생산액(GDP)가 1조 6천억$로 미국, 일본에 이어 세계 3위의 경제 성장을 이루어 경제강대국으로 부상하고 있고 아울러, 무한히 넓은 땅덩어리와 천연 및 인적자원을 기초로 한 앞으로의 성장잠재력이 크게 기대되어 미국, 일본을 비롯한 선진국이 중국에 대한 투자를 다방면으로 검토하기 시작했고 생명공학분야도 예외없이, 연구분야에는 포장시험, 임상시험 등 실용화 연구에 중국측 강점을 이용한 협동연구, 중국정부 자체가 상업화 가능성이 높다고 판단하는 Torch High Technology Development Center에의 외국기업이나 연구소의 참여 등으로 확대되고 있다. 산업계는 벤쳐 케피탈의 활성화를 통한 첨단기술에 대한 투자를 적극적으로 실시하는 한편, 제약 및 생명공학분야의 합작투자를 통해서 외국의 기술, 장비, 자본 및 노하우를 도입하고 있다. 우리나라는 여러 산업 분야에서 대중국 투자 또는 협력이 활발히 이루어지고 있지만, 생명공학 분야는 그렇지 못한 것 같다. 연구개발의 국제경쟁력은 우리나라의 자체 연구개발도 중요하지만, 아울러, 외국에 대한 연구 동향을 파악함과 가능한 분야에 대한 투자와 협력을 통한 공동관심과제의 도출은 중요한 의미를 갖는다. 이러한 배경에서 중국의 Biotechnology분야에 대해서 서로의 이해증진과 공동연구 분야의 도출가능성을 타진하기 위해서 한국미생물학회 한국산업미생물학회가 중국의 Chinese Society for Microbiology의 공동 주최로 중국 상해에서 금년 4월 2일에서 4월 3일까지 2일동안 제 1회 한.중 생명공학 심포지움이 개최되었다. 필자는 심포지움에 발표자로 참석하였다가 심포지움 후, 방문했던 연구소인 Shanghai Research Center of Biotechnology, Shanghai Institute of Industrial Microbiology 및 Scientific Research Institute of Food and Fermentation Industry을 소개하고저 한다. 짧은 기간의 방문이라 주로 해당연구소의 자체소개 자료를 중심으로 방문하면서 느낀점을 기술하고저 한다.

The purpose of this study was to suggest strategies of team project based learning for undergraduate students by exploring the effects of perceived usefulness on satisfaction in team project-based learning. Also, this study investigated the effects of autonomy support, self-efficacy for group work, and perceived interaction on perceived usefulness. The findings of this study revealed that perceived usefulness affects satisfaction in team project-based learning. Moreover, the results showed that autonomy support and self-efficacy for group work influence perceived usefulness. The findings of this study imply that perceived usefulness is critical team project-based learning is critical to successful learning. Additionally, autonomy support and self-efficacy for group work enables users to perceive usefulness in team project-based learning.
