A Study on User Preference Test for Development of Guidelines on Standardized Modes (항해장비 표준화모드 지침 개발을 위한 사용자 선호도 조사에 관한 연구)

  • Navigational equipment standardization mode is a function which is used to standardize key functions, screen display and operation method of major navigation equipment. This is aimed towards to quickly and accurately checking information relevant for safe navigation. Currently, the International Maritime Organization is working on the development of guidelines for the application of navigational equipment in the standardized mode to the task of NCSR Sub-Committee. This study was conducted to investigate users' opinions and preferences in the application of standardization modes and to reflect them in the development of guidelines. In addition, the test program was designed to investigate user preferences for ECDIS among the navigational equipment, such as the types of information and functions that are necessary or preferentially required to perform navigational duties, and the screen configuration. In the study, 333 preference surveys were conducted in 35 countries using a web - based test program. ECDIS users confirmed the content and screen layout of their preferred ECDIS information when conducting navigation duty. The results of the study are significant as they contribute to the development of effective guidelines by presenting user requirements to be considered in the standardization mode.

소 해면형 뇌증/양 스크래피 -병리학적 감별진단과 진단방법 국제표준-

  • 양의 스크래피(scrapie)는 우리나라에서의 발생보고가 없는 해외가축전염병의 일종이며, 동물의 전염성 해면형 뇌증(Transmissible Spomgifrom Encephalopathies; TSEs)중 역사가 가장 오랜 질병인데, 현재 영국에서 문제되고 있는 새로운 전염병인 소 해면형 뇌증(Bovine Spongiform Encephalopathy; BSE) 즉 일명 광우병(mad cow disease)과의 어떤 연관 가능성 때문에 수의학계의 관심의 대상이 되고 있는 질병이다. 일단 감염되어 발병되면 치료대책 없이 100$\%$ 폐사되는 세기의 불치병으로 알려진, 소 해면형 뇌증(BSE)은 영국에서 현재 사람의 크로이츠휄트-야콥병(Creutzfeldt-Jakob disease; CJD)과의 관련 가능성 여부를 놓고 독특한 문제가 되고 있는 세계적인 희귀질병이다. 이들 질병에 대하여는 아직까지 확실한 병인체가 밝혀져 있지도 않으며, 그렇기 때문에 면역 혈청학적 진단방법도 확립되어 있지 못할 뿐만아니라 예방백신의 개발 또한 불가능하다. 다만, 임상적인 병력과 임상소견, 뇌조직 표본에 대한 현미경 검사 또는 전자현미경 검사에 의한 특이소견 관찰 등 조직병리학적 진단만이 가능할 뿐이다. 본편에서는 소 해면형 뇌증(BSE)의 병리학적 감별진단과 관련, 지금까지 보고된 임상증상을 검토해보고, 우리나라에서 경험한 소의 광견병에 대한 조직병리학적 진단 재료를 근거로하여 감별진단을 위한 참고자료로 설명하고, 국제수역사무국(Office de International Epizooties; O.I.E.)에서 발생한 Manual of Standards for Diagnostic Tests and Vaccines for List A and B Diseases of Mammals, Birds and Bees(1992)(포유류, 조류, 꿀벌에 있어서의 A급 및 B급 질병에 대한 진단시약 및 예방백신에 대한 표준지침) 중에서 소 해면형 뇌증(B 83; p 742-747)과 스크래피(B 32; p 424-427)에 관한 내용 (Chapter 22, 205-215)을 기본자료로 제공하고자 한다.

  • The e-navigation in IMO(International Maritime Organization) has been developed as a strategy for user oriented service followed by HEAP(Human Element Analysing Process) to assess the solutions in view of human ergonomics. Although IMO already had an interim guideline for human element assessment, it did not include appropriate human elements for user-oriented assessment, therefore there should be a need for revising the human elements of current guideline for ergonomic assessment of e-navigation. We have developed user-oriented human element checklist, threat elements caused by human external condition and error elements originated by human itself in line with the e-navigation development concept of user-based approach.

  • 국제항해에 종사하는 500GT 이상의 상선에서는 SOLAS에 의해 2012년부터 ECDIS 사용이 강제화 됨에 따라 선박에서는 기존의 종이해도 대신 전자해도를 가지고 항해해야하는 극적인 변화를 맞이하였다. ECDIS는 H/W, S/W, data가 어우러진 복합전자장비로서 안전항해를 위해서는 ECDIS에서 제공받는 데이터의 신뢰성, 시스템 안전성을 확보하고 ECDIS에 대한 사용자의 올바른 이해와 숙련이 매우 중요하다. 하지만 선박에 새로운 항해 장비가 등장함으로서 예측하지 못한 다양한 문제가 식별되었고 또다른 문제가 추가적으로 발견될 수 있는 위험성을 내포하고 있다. 이러한 문제점을 보완하고 ECDIS 장비의 안정적인 선박 도입이 진행되도록 IMO에서는 식별된 ECDIS의 이상현상과 주의사항에 대한 회람문서가 하나의 통합된 문서로 발행되었다. 이 연구에서는ECDIS의 올바른 사용을 위해서 2015년 발행된 통합 ECDIS 회람문서 'ECDIS-Good Practice'를 바탕으로 선박에서 ECDIS를 안정적으로 사용하고 받아들일 수 있는 방법에 대해서 분석하였다.

  • 국가 사회 각 분야(정부, 공공기관 및 민간기관)의 정보보호시스템에 의한 정보처리 의존도가 증가하고 있으며 정보보호 수준강화를 위한 평가업무의 수요 또한 늘어가고 있다. 이에 발맞추어 현재 정보보호시스템 평가에 대한 상호인증을 위해 공통평가기준(CC : Common Criteria)과 공통평가방법론(CEM : Common Evaluation Methodology)을 사용하고 있다. 본 논문에서는 정보보호시스템의 신뢰성의 확보와 상호인증을 위한 지침으로써 CC와 CEM에 대한 변화과정 및 특징을 분석하였으며 앞으로 이를 반영한 국제동향에 능동적인 대처와 효율적인 평가에 기여할 것으로 기대된다. 또한, 평가참여자(평가신청자, 개발자, 평가자, 감독자 등)의 역할도 변화의 흐름에 유연하게 대응해야 하며 이러한 지식을 토대로 객관적이며 체계적인 평가계획을 수립하는데 이용할 수 있을 것이다.

  • Standards offer numerous opportunities and benefits not only to provide effective and efficient way for business goals internally, but also to increase company's competitiveness externally. However SMBs can't get have benefits from standards management due to lack of resources and awareness. The purpose of this study is to investigate the role of standard management in business hierarchy from SMBs' cases leading to raising the awareness and providing strategic implications for standards management. The utilization of Standards management was investigated by adopting Anthony framework and Miles and Snow typology targeting SMBs which have awarded the World Standards Day Prize. The results of case study indicated that standards can be used as not only a strategic tool for achieving business goal and but also an effective way for raising brand awareness in global market. This study has originality and practical value in that it enhances the awareness and provides strategic implications for standards management in global business environment.

  • The fisheries in East Asia are reviewed in conjunction with climate change and social-economic developments in the 20th century. About one third of the human population resides in this region, producing a large share of the world's fisheries products, consuming them, and contributing significantly to the international trade of the products. Ongoing local and global climate changes, as well as ocean warming and acidification, are anticipated to have significant impacts on fisheries. Frequent typhoons have brought untold calamities and miseries to coastal communities. The rate of environmental change is outpacing our ability to respond effectively. The science must now move beyond identifying issues and toward providing sound bases for the development of innovative solutions, including effective adaptation and mitigation strategies. Fisheries management plans must be made to consider both changes in climate and social systems. It seems logical that an international forum should be made available to coordinate scientific research, management, and conservation of the region's fishery resources.

  • Recently, two international standard organizations, ISO and OGC, have done the work of standardization for GIS. Current standardization work for providing interoperability among GIS DB focuses on the design of open interfaces. But, this work has not considered procedures and methods for designing GIS DB. Eventually, GIS DB has its own model. When we share the data by open interface among heterogeneous GIS DB, differences between models result in the loss of information. Our aim in this paper is to revise the design guidelines for geographic information databases in order to make consistent spatial data models, logical structures, and semantic structure of populated geographical databases. In details, we propose standard guidelines which convert ISO abstract schema into relation model, object-relation model, object-centered model, and geometry-centered model. Furthermore, we provide sample models for applying these guidelines in commercial GIS S/Ws. Building GIS DB based on design guidelines proposed in the paper has the following advantages: the interoperability among databases, the standardization of schema definitions, and the catalogue of GIS databases through.

Spirituality and Social Work Scholarship in Korea - A Content Analysis - (한국에서의 Spirituality와 사회사업에 대한 연구 동향과 전망)

  • There are emerging international trends in social work scholarship toward increasing attention to spirituality in research and publications. However, little has been published about this beyond the North American and European contexts. Therefore, this article explores the state of the art scholarly social work publications in an East Asian country, the Republic of Korea. First, a brief overview is given of the history and current situation of connections between spirituality and religions with social work in Korea. Then, results of a content analysis of Korean academic journal articles are presented to indicate the state of the art and implications for further work, including international collaborations. The content analysis revealed that there is relatively little empirical work in this area, although it has grown in recent years. Most of the empirical research is based on simple statistical methods while systematic qualitative studies are lacking. Conceptual work provides guidelines for various religious specific approaches to social work; development of approaches that are inclusive of diverse religious and nonreligious spiritual perspectives is just beginning. However, there are indications of the potential for a significant increase of scholarly work on spirituality and social work. International collaborations could facilitate this.

  • Artificial intelligence (AI) technology is rapidly spreading across various industries. Accordingly, interest in ethical issues arising from the use of AI is also increasing. This is particularly true in the healthcare sector, where AI-related ethical issues are a significant topic due to its focus on health and life. Hence, this issue aims to examine the ethical concerns when using AI tools during research and publication processes. One of the key concerns is the potential for unintended plagiarism when researchers use AI tools for tasks such as translation, citation, and editing. Currently, as AI is not given authorship, the researcher is held accountable for any ethical problems arising from using AI tools. Researchers are advised to specify which AI tools were used and how they were employed in their research papers. As more cases of ethical issues related to AI tools accumulate, it is expected that various guidelines will be developed. Therefore, researchers should stay informed about global consensus and guidelines regarding the use of AI tools in the research and publication process.
