Analysis on the EMC evaluating method for applying wireless communications in NPP (원전 내 무선통신 적용에 대한 전자파 적합성 평가방법 분석)

  • In this paper, we surveyed previous cases, network protocols (such as Wi-Fi, Zigbee, Z-wave, and WirelessHart) and propagation characteristics on the application of maintaining equipments for instrumentation and control (I&C) using wireless communication techniques inside the nuclear power plant (NPP). In addition, we compared and analyzed the difference of detailed regulations with respect to the electromagnetic interference (EMI) and radio frequency interference (RFI) in the Regulatory Guide 1.180 rev. 1 (RG. 1.180) for adopting the wireless communication techniques inside the NPP, and other regulations, such as MIL-STD 461E and IEC 61000-4, that are recognized in the KINS/RG-N03.09 (Rev. 2). Furthermore, we investigated evaluating factors about electromagnetic properties by considering indoor environments, wave scattering, shielding effectiveness, and the indoor wave attenuation model that were not included in the current electromagnetic compatibility regulation.

Local brands development and brand consulting framework for SMEs: Governmental supporting programs (중소기업의 현지브랜드 개발과 브랜드 컨설팅 프레임워크: 정부지원프로그램을 중심으로)

  • The brand consulting for paving the way for overseas-based companies to develop local brands includes many processes such as the analysis of local markets and consumers, the analysis of in-and-out circumstances including the diagnosis of corporate competence and resource, the establishment of brand strategies, the development of brand concepts, and the development of design, which should be performed before the eventual launch of overseas markets. So, the success of overseas-based brand consulting just depends on coworking(i.e., consortium) by brand experts from international marketing, design to local-overseas brand rights which have been barely touched upon by the brand experts. This study aims to present brand consulting framework and to support the development of local-fit brands when the small and medium industries, esteemed relatively less compatible than conglomerates, expand their business in the non-English-speaking countries. This study also includes the results of a demand inquiry on the local fit brand targeted for SMEs. As a brand consulting framework which has been performed at work sites through the accumulated many year's trial and error, it could be a significantly meaningful guidance for the brand experts who perform local-fit brands consulting and the SMEs who look for overseas-based brand consulting.

A Study on the Reliability Improvement Plan on Electric Leakage & Ground Fault of Low-voltage Electrical Line (저압전로의 누전.지락에 대한 신뢰성향상 방안에 관한 연구)

  • One of a large proportion among the causes of fire is electrical factors, and of fire by electric factors, the accident which accounted for over certain percentage is electric leakage and ground fault. In order to reduce the electric leakage and ground fault, the technical guidelines on the protection of ground fault in the low-voltage electrical line (KECG 1091-2011) was amended for reflecting recent international standard, IEC 60364-4-41, and new conservation methods, which improved the reliability by recovering the facility's all-time use operation and breakdown defect, was on the rise. Accordingly, in this paper, after grasping the fire's status for last 10 years and analyzing the risk of electrical fires, and as a way to improve the electric leakage and ground fault accident which accounted for more than certain percentage, the revision of KECG 1091-2011 will be reviewed. And then, after applying to the preventive conservation methods in order to enhance the protection reliability of electric leakage and ground fault detection, the problems at issue routine inspection scheme and durable years scheme in time-scheduled conservation method are listed, along with suggestion of the problem-solving scheme, and the leakage current integrated monitoring systems and digital electric leakage devices by status monitor conservation method will be proposed.

  • Abstract Social pathologic phenomenon such as low fertility, nuclear family and one person households seems to be on the rise as Korea moves towards being an aging society. We think many trouble is expected to be exit as aging society progresses, but there were few studies about an aging society, especially funeral culture. Appearance of the aging society in Korea similarly follows the course of Japan. So we studied about similar funeral culture of aging society in Japan and prepared for the funeral culture in Korea. This study will suggest a gaze on realistic objective point of view, through the way to illustrate exactly the concept of "funeral for family (家族葬)" among Japanese funeral culture(Syukacheu(終活), Chyokusou(直葬) and funeral for family(家族葬)) and will be expected to be an important guide for leading the funeral culture in Korea occur due to aging in future. And this study will give a chance to ruminate on our's funeral attitude about the deceased's dignity.

The Marrakesh Treaty and the Tasks of Library Services for Persons with Disabilities (마라케시 조약과 도서관 장애인서비스 과제)

  • For everyone, books are not only a passage to break down temporal and spatial barriers, but also a passport to the world. However, books are neither a passage nor a passport for persons with print disabilities. They are suffering from a severe book famine, with only 1-7% of alternative materials in accessible formats. The Marrakesh Treaty is an international agreement promoted by the WBU and WIPO to reduce such access gaps and inequalities. Accordingly, this study intensively analyzed and linked the global book famine and the Marrakesh Treaty for the persons with print disabilities including the blind and visually impaired, and suggested strategic tasks and implementation plans to strengthen the services of the disabled in domestic libraries. The government and libraries should concentrate all their competencies on improving awareness, inducing standardization of alternative materials in the publishing industry, amending and supplementing the copyright act and related laws, strengthening the digital file collection and service of the National Library for the disabled, and developing and applying library guidelines to implement the Marrakesh Treaty. This is because if food supports the body of the disabled, reading fosters their spirit. In order to solve the global book famine for persons with print disabilities, it is necessary to improve the publishing industry's cartels, copyright holders' barricades, and the weak platform of the library industry. All copyright holders, publishers, and libraries should participate in reducing the 95% gap in access between non-disabled and disabled people. That is the mantra of the book famine.

A Fundamental Study on Mode of Operation for Maritime Autonomous Surface Ship(MASS) - Based on review of IMCA M 220

  • As the development of the 4th industrial revolution in the maritime industry has accelerated, the technical development and progress of maritime autonomous surface ship(MASS), and the development of international regulations have been accelerated. In particular, the IMO Maritime Safety Committee(MSC) has established a road-map for the development of the non-mandatory goal-based MASS instrument(MASS Code) and started developing a non-mandatory MASS Code at MSC 105th meeting. Many countries are actively participating in the Correspondence Group on the development of MASS Code, and the development of detailed requirements for MASS functions in the MASS Code is underway. Especially, the concept of "Mode of Operation" for MASS functions was mentioned in the Correspondence Group for the first time, and it is expected that discussions on these modes will be conducted from the IMO MASS JWG meeting to held in April 2023. The concept of "Mode of Operation" will be useful in explaining MASS and MASS functions and will be discussed continually for the development of MASS Code. This paper reviews the contents of the IMCA M 220 document, which provides guidelines on operating modes, to conduct research on the benchmark for setting the operating modes of MASS.

EU's Space Code of Conduct: Right Step Forward (EU의 우주행동강령의 의미와 평가)

  • The Draft International Code of Conduct for Outer Space Activities officially proposed by the European Union on the occasion of the 55th Session of the United Nations Peaceful Uses of the Outer Space last June 2012 in Vienna, Austria is to fill the lacunae of the relevant norms to be applied to the human activities in the outer space and thus has the merit our attention. The missing elements of the norms span from the prohibition of an arms race, safety and security of the space objects including the measures to reduce the space debris to the exchange of information of space activities among space-faring nations. The EU's initiatives, when implemented, cover or will eventually prepare for the forum to deal with such issues of interests of the international community. The EU's initiatives begun at the end of 2008 included the unofficial contacts with major space powers including in particular the USA of which position is believed to have been reflected in the Draft with the aim to have it adopted in 2013. Although the Code is made up of soft law rather than hard law for the subscribing countries, the USA seems to be afraid of the eventuality whereby its strategic advantages in the outer space will be affected by the prohibiting norms, possibly to be pursued by the Code from its current non-binding character, of placing weapons in the outer space. It is with this trepidation that the USA has been opposing to the adoption of the United Nations Assembly Resolutions on the prevention of an arms race in the outer space (PAROS) and in the same context to the setting-up of a working group on the arms race in the outer space in the frame of the Conference on Disarmament. China and Russia who together put forward a draft Treaty on Prevention of the Placement of Weapons in Outer Space and of the Threat or Use of Force against Outer Space Objects (PPWT) in 2008 would not feel comfortable either because the EU initiatives will steal the lime light. Consequently their reactions are understandably passive towards the Draft Code while the reaction of the USA to the PPWT was a clear cut "No". With the above background, the future of the EU Code is uncertain. Nevertheless, the purpose of the Code to reduce the space debris, to allow exchange of the information on the space activities, and to protect the space objects through safety and security, all to maximize the principle of the peaceful use and exploration of the outer space is the laudable efforts on the part of EU. When the detailed negotiations will be held, some problems including the cost to be incurred by setting up an office for the clerical works could be discussed for both efficient and economic mechanism. For example, the new clerical works envisaged in the Draft Code could be discharged by the current UN OOSA (Office for Outer Space Affairs) with minimal additional resources. The EU's initiatives are another meaningful contribution following one due to it in adopting the Kyoto Protocol of 1997 to the UNFCCC (UN Framework Convention on the Climate Change) and deserve the praise from the thoughtful international community.

병원정보시스템 품질 항목에 대한 제안

  • 정보기술의 발달과 함께 소프트웨어 제품은 모든 산업에 필수요소가 되었고, 품질과 평가에 대한 관심도 점차 증가되고 있다. 하지만 일부 산업에서는 소프트웨어 품질 평가에 대한 사용자들의 만병 통치적 기대, 품질 표준의 부족, 측정을 위한 양질의 데이터 부족, 소프트웨어 분석과 디자인에 대한 공학적 한계로 소프트웨어 품질 평가에 대해 많은 문제점이 지적되고 있다. 국내에서도 의료산업 관련 정보시스템의 오류 및 사용자들의 운영 미숙은 매년 많은 금액의 사회적 비용을 증가시켰고, 병원정보시스템의 품질에 대한 관심을 초래하였다. 특히, 산업적 특성이 강한 병원정보시스템은 성공적 구축을 위해 사용자 중심의 소프트웨어 디자인과 다양한 전문가들의 지식 통합이 필요하며, 정보시스템 품질 측정으로 연구자들과 개발자들의 시스템 설계 혼란을 감소시키는 방법론이 필요하다는 연구들이 등장하고 있다. 대부분의 병원정보시스템이 단편적인 업무처리 위주로 개발 운영되고 있고, 장기적 경영전략이나 임상연구를 위한 분석적 정보처리 기능들은 결여되어 있다. 또한 소프트웨어 재설계나 추가적 개발 에 활용될 수 있는 객관적 품질 기준이 부족하고, 사용자들의 요구사항에 대해 소프트웨어 설계에 있어서 효율적으로 반영되지 못하고 있다. 이에 본 연구는 최근 발표된 병원정보시스템 품질 평가에 대한 연구 경향을 종합하고, 품질 평가에 대 해 효율적으로 활용되고 있는 사용성(Usability)을 기준으로 병원산업의 특수성을 포함한 품질 평가 방법과 품질척도를 제안하고자 한다. 국제표준기구(ISO:International Standards Organization)에서는 품질 특성을 기능성, 신뢰성, 사용성, 효율성, 유지 보수성과 이식성의 특성을 제시하고 있다. 특히 Folmer & Bosch(2004)가 정리한 ISO9126에서는 품질의 특성을 배움의 용이성, 운영의 용이성, 이해성과 매력성으로 분류하였고, ISO9241-11는 효과성, 효율성과 만족성으로 분류하였다. 또한 Shackel(1991)은 배움의 용이성(배움과 시간, 기억력), 효과성(오류, 직무시간), 유연성과 마음가짐으로 분류하고 있다(Shackel, 1991). Nielsen(1997)은 배움의 용이성, 기억의 용이성, 오류, 효율성, 만족성으로 분류하고 있고(Nielsen, 1997), Shneiderman(1998)는 효과성(직무시간, 배움의 시간), 효율성(기억의 지속시간, 오류), 만족도를 품질의 특성으로 분류하였다. 이와 같은 소프트웨어의 품질은 소프트웨어 계획, 개발, 성장과 쇠퇴의 모든 과정에 적용되며, 환경적 변화에 따라 사용자들의 정보욕구를 적절하게 반영하여 만족도를 높이 는 것이라고 요약할 수 있다. 그러나 현재까지 소프트웨어 품질 평가에 대한 연구들 은 보편적인 평가 항목들을 대상으로 측정하여 일반적인 품질기준을 제시하고 있고, 유사한 측정 내용들이 중복되어 있다. 이러한 경향은 산업별 특수성이 강한 소프트웨어에 대해서는 정확한 품질측정이 어려웠고, 품질측정에 대한 신뢰성을 떨어뜨리는 계기가 되었다. 이러한 한계를 극복하고자 나타난 방법론이 최종사용자들의 요구사항을 얼마나 적절하게 시스템에 반영했는지에 대한 사용성(Usability) 측정이다. 사용성에 대한 정의는 사용자들이 실질적으로 일하는 장소에서 직접 사용자들의 시스템 운용실태를 파악하여 문제점을 개선하는 것으로 요약할 수 있다. ISO9124-11에서는 사용성을 "어떤 제품이 구체적인 사용자들에 의해 구체적인 목적을 달성하기 위한 구체적인 사용의 맥락에서 효율성, 효과성을 만족함으로 사용될 수 있는 정도"로 정의하고 있다. 지난 10년간 병원정보시스템 평가에 대한 문헌들을 고찰한 결과 품질 측정의 효과는 정보화에 대한 동기유발과 의료품질을 높이는 게기가 되었으며, 질병에 대한 예방효과도 높은 것으로 조사되었다. 그러나 평가에 대한 인식의 문제, 평가 방법의 신뢰성 부족, 평가 지침과 부분적 평가에 따른 인증의 어려움 평가 결과에 대한 확산과 단편적 연구의 한계 등으로 연구결과에 대한 신뢰도와 활용도는 낮은 것으로 조사되었고, HIS에 대한 연구 빈도와 범위 가 매우 미약하였다. 특히, 품질속성은 같은 용어이지만 연구자에 따라 전혀 다른 측정 내용을 제시하고 있어 효율적인 품질 지표를 제시하는데 많은 혼란을 초래하고 있다. 이러한 품질 평가의 경향은 시스템 설계 및 개발자들에게 필요한 사용자들의 구체적이고 독특한 욕구나 병원정보시스템 환경의 특수성 파악에 한계를 보였으며, 평가 범위도 부분적으로 이루어져 전사적 시스템 설계 및 개발에 중요한 자료를 제공하지 못하고 있다. 이러한 문제점과 한계를 극복하고자 ISO와 같은 품질 표준 속성과 컨텍스트(Context)를 중심으로 사용자에 의한 평가 척도의 설정은 구체적이고 실용적이며 신뢰성 있는 평가 방법이 될 것이다.

A Study on the Food Consumption Rates for Off-site Radiological Dose Assessment around Korean Nuclear Power Plants (국내 원자력발전소 주변 주민의 방사선량 평가를 위한 음식물 섭취율 설정 연구)

  • The internal dose by food consumption mostly accounts for radiological dose of public around nuclear power plants (NPPs). But, food consumption rates applied to off-site dose calculation in Korea which are the result of field investigation around Kori NPP by the KAERI (Korea Atomic Energy Research Institute) in 1988, are not able to reflect the latest dietary characteristics of Korean. The food consumption rates to be used for radiological dose assessment in Korea are based on the maximum individual of US NRC (Nuclear Regulatory Commssion) Regulatory Guide 1.109. However, the representative individual of the critical group is considered in the recent ICRP (International Commission on Radiological Protection) recommendation and European nations' practice. Therefore, the study on the re-establishment of the food consumption rates for individual around nuclear power plant sites in Korea was carried out to reflect on the recent change of the Korean dietary characteristics and to apply the representative individual of critical group to domestic regulations. The Ministry of Health and Welfare Affairs has investigated the food and nutrition of nations every 3 years based on the Law of National Health Improvement. The statistical data such as mean, standard deviation, various percentile values about food consumption rates to be used for the representative individual of the critical group were analyzed by using the raw data of the national food consumption survey in $2001{\sim}2002$. Also, the food consumption rates for maximum individual are re-estimated.

Management and Regulation on the Minor Use of Pesticides in Korea and Foreign Countries (농약의 마이너 사용에 대한 국내외 관리 및 규제 현황)

  • A solution on pesticide minor use is being requested world widely on behalf of growers and for the appropriate measure for pesticide regulation. Presently, definition on "minor use" is different by country. And furthermore registration for pesticide use and the regulation approach are dependent on whether the crop is minor or major. For these reasons, management for pesticide minor use are more complicated and aggravated. This paper aimed to provide information on definition of minor use, minor use programs and regulatory incentives for minor use registration, with the purpose of supporting in developing a possible solution on minor use situation in Korea. In conclusion, two suggestions were made based on the worldwide information on pesticide minor use. First, a prudent consideration should be taken in defining minor use legally in Korea, which should include all situations regarded with minor use of pesticide, besides the use of pesticide on the crops cultivated in small area. Secondly, it is proposed to strengthen the present program, the "Ex Officio Registration" (implemented since 1998 in Korea, lead by the Rural Development Administration) by introducing a cooperative program like IR-4 Project of the USA, which is well known as an effective program for minor use solution as mentioned in the OECD guidance.
