Ten Years since Chernobyl Accident: a Review of Radiological Cosequences (체르노빌 원전사고 10년의 회고)

  • Many information channels have dealt with the radiological consequences of the Chernobyl accident in different voices ever since the time of the accident. Large differences in the data about the amount of released radioactivity, losses of life, environmental effects and economic damage confuse the information receiving group. The intention of this paper is to provide an insight to the consequences of the accident through review of the reports and articles on the given issue and the scientific background. The formal reports reviewed include those from IAEA, EC, OECD/NEA, the governments of the two most-affected countries; Belarus and Ukraine. Much consideration was paid to make the text as plain as possible.

  • 비파괴검사 기술의 레벨 향상과 안정화를 통한 시간적 재현성이 있는 비파괴검사 결과의 확보를 위해서는 비파괴검사 기술자의 자격 인정 및 인증(nondestructive testing qualification and certification of personnel)제도의 확립이 매우 중요하다. 비파괴검사 결과에 대한 유효성은 비파괴검사을 실시하는 사람의 능력이나 비파괴검사에 대한 책임을 지고 있는 사람의 능력에 크게 의존한다. 1974년부터 원자력 선진국들이 중심이 되어 수행된 PISC 프로그램(program for inspection of steel components) 및 EPRI 등에서는 순회시험 (piping inspection round-robin: PIRR trial) 결과 기존 비파괴검사 방법은 모의 시험편에 있는 상당히 큰 결함도 탐지하지 못하거나 정확한 결함크기를 측정하는데 실패한 경우가 있으며, 검사자의 기량 또는 신체조건에 상당한 차이가 있는 것으로 나타났다[1]. 국제표준화기구(ISO)의 비파괴검사 기술자의 기량인정 및 인증에 대한 국제규격안 DIS(draft international standard) 9712에서는 비파괴검사를 기획 실시 감독 감시 평가를 하기 위한 적절한 이론적 및 실무적 지식을 필요로 하는 기술자의 능력을 평가하고, 문서화하는 방법을 제공하는 절차를 제시하고 있다. 국제표준화기구에 의한 비파괴검사 기술자의 기량인정 및 인증에 대한 국제통합을 추진하는 동기는 제 3자에 의한 체계적인 인증시스템을 가지고 있지 않은 나라와 새로운 NDT 방법에 대해서 인증제도를 적용할 때 세계적인 공통성을 갖도록 유도하기 위함이다. 현재, 우리나라 비파괴검사 기술자의 기술자격 인증제도는 국가기술자격법에 의거하여 한국산업인력공단에서 주관하여 기술사, 기사, 산업기사, 기능사로 구분하여 실시하고 있다. 국제표준화기구의 비파괴검사 기술자의 자격과 인증에 대한 국제 통합화(안)[2]이 거의 마무리 단계에 있고 일본을 비롯한 많은 나라가 국제규격을 기초로 한 새로운 인증제도를 발족시켜 거의 시행 단계에 있다. 반면 국내에서는 한국비파괴검사학회(KSNT)에서 비파괴검사 기술자의 자격인정 및 인증제도의 개선방향이 제시된 바 있고 [3], 표준화위원회에서 나름대로 준비를 하고 있으나 아직 구체적인 실천단계에와 있지 못하다. 본 고에서는 최근 대폭수정 보완된 ISO/DIS 9712 국제규격(안)을 회원들에게 소개하고, 우리나라의 향후 대응방안에 관한 회원 여러분의 의견 수렴에 도움을 주고자 ISO/DIS 9712(1997)를 번역하여 제공한다.

경.중수로 연계 핵연료 주기 (DUPIC)관련 핵물질 보장조치 (Safeguards)

  • 경·중수로 연계 핵연료 주기 (Direct Use of Spent PWR Fuel in CANDU : DUPIC ) 기술개발의 핵물질 보장조치(Safeguards)는 경수로 사용후 핵연료를 중수로에 재 활용하기 위한 DUPIC 공정에 대한 최적 보장조치 시스템을 구축하여, 국제 원자력 기구(IAEA) 및 국제 원자력 사회에서 핵 투명성확보 및 신뢰도를 향상시키는 것을 기술개발의 목적으로 하고 있다. DUPIC 공정은 고립된 차폐시설내의 고준위 방사선장 하에서 가동되므로 타 시설에 비해 핵 물질 전용 가능성은 희박하지만, 전 공정이 원격제어 되야 하고, 조업조건이 정복해야 하므로 기존의 보장조치 기술보다 더욱 발전된 계량관리시스템, 측정시스템 및 감시시스템 등을 개발하여야 한다. 이를 위해 본 연구에서는 각 항목에 대한 요소 분석 및 각 항목별 향후 연구방향에 대해 분석하였다. DUPIC 공정 전반에 대한 핵물질 계량관리를 위해 물질수지구역 (Material Balance Area : MBA) 및 주요측정 지점 (Key Measurement Point : KMP )을 설정하여 각 측정지점별 측정방법 및 재고검증(Inventory Verification) 방법을 분석하였다. 최적 측정시스템을 개발하기 위해 적용 가능한 비파괴분석 방법들을 분석한 결과, 핵분열성 물질 함량을 정량적으로 측정할 수 있는 수동적 중성자 측정법이 가장 적합하다는 결론을 얻었다. 또한, 감시시스템을 개발하기 위해 전용전략의 주요 요소 및 전용경로 등을 분석하였으며, 핵물질 및 시설에 대한 물리적 방호체제를 DUPIC시설에 적용하기 위하여 물리적 방호에 필요한 방호체제 요소를 분석하여 DUPIC 시설을 위한 가상적인 방호체제를 구축하였다.

  • The continuous expansions and development of nuclear power have led to generation of the significant volume of spent fuels and radioactive wastes. And so, safe and effective management of the spent fuel has been becoming internationally sensitive and significant issue since the early 1990s. Especially, more importance would be added in the view point of international politics, because of recent political changes in the countries of Eastern Europe including dissociation of the former Soviet Union and the difficulties faced by the nuclear industries worldwide. Accordingly, this paper is proposed to show an overview of national strategies and Policies on the spent fuel management, that are being assessed and carried out worldwide at this time. The overview is based on recent developments of the national strategies, their implementations and some related experiences presented in IAEA International meetings and some technical papers.

  • The current IAEA programs for $2008{\sim}2009$ and the resultant prospects for the applications of radioisotopes and radiation have been presented, thus providing a condensed understanding of the Agency's programs for an effective and efficient deployment of the respective national R&D projects in Korea. The considerable and beneficial advantages of Korea's participation in the IAEA programs have been reviewed and their immediate relevance has been emphasized. Also a strategic approach for an enhancement of Korea's active participation in these programs and their efficient implementation has been established.

  • This paper presents the overall attributes of the current IAEA programs and their future prospects in the arena of applications of radioisotopes and ionizing radiation, thus dealing with the demand to achieve a condensed understanding of the Agency's programs for an effective and efficient deployment of the respective national R&D projects in Korea. The considerable and beneficial advantages of a participation in the IAEA programs have been reviewed and their immediate relevance has been emphasized. A strategic approach for the enhancement of an active participation in the program and its efficient implementation has also been established. It is anticipated that the proposed recommendations such as the long term strategy and the applicable guidelines will be useful in formulating a nuclear policy for the further development of the international cooperative projects in the future.

  • The objectives of this paper are to present the general features of the current IAEA programs and their future prospects in the fields of the nuclear fuel cycle and the related materials technologies thus responding to a need to achieve a consolidated understanding of the Agency's programs for an effect ive implementation of the respective national R&D projects in Korea. During the development of the Agency's programs for 2005-2007 in the aforementioned fields. it is foreseen that an considerable attention will be attributed to the concepts, models and opportunities for optimizing the fuel cycle, mining the raw materials, re-using the materials and reducing the waste arisings (e.g. through Partitioning and transmutation), all of which, will Include an enhanced consideration for proliferation and security concerns.
