Most national highways are paved with asphalt. Since increased traffic volume and high temperature have reduced the service life of pavements, modified asphalt pavements or stone mastic asphalt (SMA) have gradually been adopted. However, pavement engineers have difficulty to select pavement types due to lack of standard specifications for these new pavement types. In this study, service lives of general asphalt pavements based on traffic volume were analyzed using the inventory data of pavement management system (PMS) collected for last 10 years. The results showed 9.5 and 5.6 year average service lives for new constructed pavements and overlays, respectively. The traffic volumes for the design life of 10 years was presented based on confidence levels using service life distributions of current pavements. For the confidence level of 90%, 2,300 ESAL was obtained; 1,500 ESAL for the confidence level of 80%. This indicates that modified asphalt pavements should be considered for sections with the higher traffic volume.
Warm-mix asphalt(WMA) technology has been developed to allow asphalt mixtures to be produced and compacted at a significantly lower temperature. The WMA technology was identified as one of means to lower emissions for $CO_2$ and has been spread so quickly in the world. Recently, two innovative WMA additives has been developed to reduce mixing and paving temperatures applied in asphalt paving process in Korea. Since the first public demonstration project in 2008, many WMA projects have successfully been constructed in national highways. In 2010, the WMA field trial was conducted on new national highway construction under Dae-Jeon Regional Construction Management Administration. The two different WMA loose mixtures(WMA and WMA-P) and a HMA mixture were collected at the asphalt plant to evaluate their mechanical performance in the laboratory. The Third-scale Model Mobile Loading Simulator(MMLS3) was adopted to evaluate rutting resistance and moisture damage under different traffic and environmental conditions. In this study, plant-produced WMA mixtures using two WMA additives along with the conventional hot mix asphalt(HMA) mixtures were evaluated with respect to their rutting resistance and moisture susceptibility using MMLS3. Based on the limited laboratory test results, plant-produced WMA mixtures are superior to HMA mixtures in rutting resistance and the moisture susceptibility. The WMA additive was effective for producing and compacting the mixture at $30^{\circ}C$ lower than the temperature for the HMA mixture.

Currently the reasonability of threshold values for rutting and cracking does not clearly defined at the Pavement Rehabilitation Decision Tree on national highway PMS(Pavement Management System). The goal of this study is to provide the reasonable threshold values for the national highway asphalt concrete pavement rehabilitation. To achieve this goal, test section that represents typical asphalt concrete pavement of national highway was selected and pavement export were participated. Pavement condition survey has been conducted and pavement performance data at the selected roadway section were analyzed. From this study, reasonable threshold values of Pavement Rehabilitation Decision Tree were suggested based on the pavement expert's engineering judgement. In terms of crack repairs, the application of overlay after cutting is required to deteriorated area where existing crack ratio is over 35% and just overlay is required to where crack ratio is over 20%. On rutting, rut depth over 13mm is required to overlay after cutting and rut depth over 10mm is just needed to overlay.
Special pavement test sections were selected to develop a distress prediction model on asphalt pavement of National Highway. Experimental design was conducted for the selection of LTPP sections on in-service pavement(new and overlaid pavement) using several variables affecting pavement performance. Preliminary sections that satisfied the design template were chosen from the national highway database, and final selection was fixed through field inspection. The number of monitoring section is 95 including 47 overlaid pavement. A pavement distress data such as crack and rutting were collected for two years. An interim pavement performance analysis was peformed to show feasibility of performance monitoring program. Data related pavement such as traffic, weather, material characteristic and crack etc. should be collected for next project years and distress prediction model will be developed through the statistical analysis.

As road noise became an issue, low-noise pavement (LNP) has emerged. The noise difference from general asphalt pavement (GAP) is a measure to explain the noise reduction of LNP. On the other hand, even for GAP, noise varies with the performance years (PY) and pavement condition. This study evaluated the representative noise value (RNV) by the speed and PY of GAP. Sections of 49selected from the National Road Pavement Management System, and the noise was measured at speeds from 50km/h to 80km/h at every 10km/h using the Close Proximity Method (CPX). Because the noise immediately after construction differed from the other, it was treated separately, and some outliers were removed. The noise increased with increasing PY. In addition, the noise increase by speed showed a reliable trend at all noise levels. The RNV for each speed and PY was obtained through analyses of the PY and speed. The average noise difference between the initial construction and the six-year-paced pavement was approximately 6dB. When evaluating the noise reduction of LNP, it is necessary to use RNV rather than the noise of old pavement. The RNV of GAP is necessary for a relative comparison with LNP and studying the road noise characteristics for each GAP type.
The objectives of this paper are to develop the structural condition evaluation technique using Falling Weight Deflectometer deflections and propose the structural condition criteria for asphalt pavements. To figure out correlation between surface deflections and critical pavement responses, the synthetic database has been established using the finite element pavement structural analysis program. A regression approach was adopted to develop the pavement response model that can be used to compute the stresses and strains within pavement structure using the FWD deflections. Based on the pavement response model, the procedure for assessing the structural condition of pavement layers was proposed in this study. To validate the condition evaluation procedure for asphalt pavements, the FWD test, dynamic cone penetrometer test, and repeated triaxial compression test were conducted on 11 sections of national highway and 8 sections of local road. Test results indicate that the tensile strain at the bottom of AC layer and AC elastic modulus were good indicators for estimating the stiffness characteristics of AC layer. For subbase layer, the BDI value and compressive strain on top of the subbase layer were appropriate to predict the structural capacity of subbase layer. The BCI value and compressive strain on top of the subgrade were found to be good indicators for evaluating the structural condition of the subgrade. The evaluation criteria for structural condition in asphalt pavements was also proposed in this paper.
In Korea-LTPP(Long Tenn Pavement Performance) project, the full depth asphalt pavement test sections are constructed on the national highway to evaluate the structural capacity of asphalt pavement reinforced with glass fiber. Truck loading test and FWD test were performed to measure the structural capacity of test sections. Test results showed that the reinforcement of glass fiber installed at between surface and intermediate asphalt layer decreased the strain at the bottom of surface layer and moved up the stress neutral axis in asphalt layer. As a result, the tensile stress was developed at the bottom of intermediate asphalt layer of reinforced asphalt pavement, while the compressive stress was developed at the bottom of intermediate asphalt layer of unreinforced asphalt pavement. On the other hand, the tensile strain at the bottom of asphalt base layer didn't show a difference between glass fiber reinforced and unreinforced pavements. From the FWD test, it was shown that the surface deflection of asphalt pavement reinforced with glass fiber decreased 24 percents comparing to that of unreinforced asphalt pavement. This shows that the reinforcement with glass fiber appears to improve the rutting resistance of asphalt pavement.

A development of regression model for asphalt concrete pavements using Falling Weight Deflectometer deflections is presented in this paper. A backcalculation program based on layered elastic theory was used to generate the synthetic modulus database, which was used to generate 95% confidence intervals of modulus in each layer. Using deflection basins of FWD data used in developing this procedure were collected from Pavement Management System in flexible pavements. Assumptions of back-calculation are that one is 3 layered flexible pavement structure and another is depth to bedrock is finite. It is found that difference of between 95% confidence intervals and modulus ranges of other papers does not exist. So, the data of 95% confidence intervals in each layer was used to develop multiple regression models. Multiple regression equations of each layer were established by SPSS, package of Statics analysis. These models were proved by regression diagnostics, which include case analysis, multi-collinearity analysis, influence diagnostics and analysis of variance. And these models have higher degree of coefficient of determination than 0.75. So this models were applied to predict modulus of domestic asphalt concrete pavement at FWD field test.

An extensive effort is actively being made to implement permeable pavement systems in urban or residential areas of South Korea in order to achieve efficient water circulation system based on low impact development (LID) design concept. This study aims to establish the design factors and procedure for permeable asphalt pavements structural design. Based on the review of previous studies, the 1993 AASHTO design method is found to be adequate for permeable pavements structural design. In this study, the design program based on 1993 AASHTO design procedure in conjunction with domestic roadway design standards was developed to accommodate the characteristics of permeable asphalt pavements. Primary design parameters such as structural layer coefficients of permeable materials were successfully quantified based on literature reviews and parallel analyses. Comparable design thicknesses were obtained between the developed permeable pavement design (PPD) program and Korea pavement research program (KPRP) under different levels of traffic and subgrade load bearing capacity.
In Korea, Expressway and National Highway System has been continually managed by their own pavement management system. The pavement condition evaluation system has not been developed for the municipal roads except for Seoul city. Therefore, this study focuses on analyzing the characteristics of distress in major city's pavement and developing the pavement condition index for the municipal PMS. Panel rating and pavement condition survey for the selected pavement sections were conducted for developing pavement condition index. Municipal level pavement condition index(MPCI) was developed by statistical analysis. Also, a sensitivity analysis for each independent variable of the MPCI and comparison with other pavement condition indicies, such as SPI and HPCI, were performed.
