제조업과 정보통신 산업 클러스터 특성 비교분석 - 국내외 사례연구를 중심으로 -

  • 본 연구는 정보통신 산업 클러스터의 사례분석을 통해 제조업과 비교.분석하여 정책적 방향을 제안하고자 한다. 국내외 정보통신 산업 클러스터의 사례로 미국의 실리콘밸리, 일본의 테크노폴리스, 중국의 중관촌, 스웨덴의 시스 타와 국내의 대덕 밸리를 중심으로 특성을 도출하고자 한다. 산업 클러스터는 마이클 포터의 연구를 시작으로 하여 OECD 에서 국가혁신체제의 주요 주제로 제안하면서 국가 경쟁력의 핵심으로 등장하게 된다. 정보통신의 발달은 지역에 기반한 글로벌 경쟁력을 가진 산업 클러스터에 대한 체계적인 연구와 이에 대한 정책개발의 필요성이 증대되고 있다. 정보통신 산업 제품의 특성상 기술혁신 속도가 빠르고 제품의 라이플 사이클이 제조업 제품에 비해 짧은 특징을 지니고 있어, 투자에 대한 위험 (risk)이 발생한다. 또한 지식창조산업으로서 생산위주의 제조업과는 다른 지리적, 공간적 특성에 차이가 있으며, 고급 인력기술자의 활용도가 높아 안정적인 환경이 요구된다. 따라서 통신, 교통 등의 물리적인 기반시설뿐만 아니라 정보통신 관련 업체간 연계와 독특한 사회.문화적인 분위기 등이 어울려져 있음을 살펴볼 수 있다. 이러한 정보통신 산업 클러스터의 특성을 통해 본 연구는 경제의 신 성장동력 중에 하나인 정보 통신산업의 경쟁력을 높이고 세계적 수출산업으로 육성, 정보통신 중심지로서의 역할 수행 및 동북아 경제 중심 실현을 위해 정책적인 제안을 한다.

Putting Seeds of Endogenous Development into the State-led Industrial Cluster : the Case of Gumi IT Cluster in Korea (국가주도형 산업집적지의 내생적 발전 가능성 - 구미 IT 클러스터를 사례로 -)

  • Although industrial complexes have played as an engine of the Korean economy for the last 40 years, the majority of industrial complexes shows limitations to the continuous growth such as a lack of innovation capabilities and social capital, conceived as a key to transforming into clusters of innovation. To overcome those problems, the Korean government embarked on the cluster policy from the mid 2000's, focusing on promoting the endogenous development capabilities of individual industrial complexes. Drawing upon the in-depth case study of the Gumi IT cluster, one of the representative large-scale industrial complexes in Korea, the authors conclude that the cluster policy has contributed to making the Gumi IT cluster enhance the capabilities of endogenous development through the facilitation of self-organizing learning communities within the cluster.

지역, 산업, 정책 클러스터의 생성배경과 특성

  • 국가혁신체계로서 클러스터의 중요성과 더불어, 향후의 방향에 대해 논하고자 한다. 본 연구의 목적은 클러스터의 지역, 산업, 정책적인 특성을 파악하여서 미래의 발전방향을 파악해보기 위한 것이다. 일반적으로 클러스터는 지역적으로, 산업적으로 확산되는 가운데, 정책적 지원을 통한 성장을 기대하고 있다. 지역, 산업, 정책 클러스터로 구분하여 살펴본 결과, 지역 및 산업 간의 연결과 정책적 촉진(facilitate)은 불가피한 것으로 나타났다. 다만 정책은 클러스터의 진화에 필요한 합리적이고 객관적인 기준설정에 의해 실행되어야 하고, 궁극적으로 시장의 자율적 역할이 극대화되는 방향으로 전개되어야 할 필요성이 존재하고 있다. 따라서 클러스터 진화과정에서 시장의 자율 즉 새로운 비즈니스에 대한 시장의 엄격한 평가가 진행될 수 있도록 진화시키는 것이 중요하다고 하겠다.

  • Recently, due to the global economic crisis and prolongation of slow growth period, many countries have proposed creative economy as an important policy for economic growth. Korea has also progressed important policies such as development of creative industries, start-up activation and employment creation through creative economy as a key policy. However, each country has a different definition of creative economy and detailed field to promote, and there is a lack of research on creative economy of industrial complexes and activation plans of creative industries. This study derived the priority order and importance of development plans to develop into creative clusters through AHP analysis base on Gumi National Industrial Complex that have had a significant role in the national economy since the 1970s. As a result, the creativity enhancing factor was the highest priority, followed by creative infrastructure and network. These results mean that it is necessary to promote creativity in order national industrial complexes to continuously lead national economy and for this purpose it needs to prioritize the development of creative human resources and to extend the creative R&D. This study can be provided to government and local policy makers and innovation agencies as basis data and practical policy guide to establish a successful creative cluster by deriving the priority order in reflection of both hardware and software policies such as infrastructure to develop national industrial complex into creative cluster.

  • In the glocalization a common phenomenon of several nations reveals knowledge innovation and growth by the important subject of region and state and is studied at theory and practice. the successful cases of regional development in an advanced country have leading innovation through regional innovation system and cluster. therefore we are necessary to analyse how the knowledge spillovers in innovative cluster as the reduced model of regional innovation system guide firm innovation and region growth. this article reviews theories and empirical studies of the knowledge spillovers in the regional innovation system and innovative cluster of innovative geography and proposes a new research issues for further explorations of the knowledge spillovers. Previous studies assist that knowledge spillovers exist in knowledge-based industries of specific local area and local innovation accomplishes through pure knowledge spillover. but limits of these studies include narrow region and technological area, few analytical variable and exclusion of rent knowledge spillover. therefore new research topics related with that exemplifies geographical dimension(concentration and decentralization), technological dimension(knowledge based industry), category of analytic variables(previous indicators, time, and social capital), conceptualization(appropriation means, markets for technology) etc.

  • This paper suggests a genuine method to estimate the agglomeration effects of Industrial Cluster focusing on the FOODPOLIS (KOREA NATIONAL FOOD CLUSTER). In this study, we will focus on two issues related to the clustering effect. First, Clusters affect productivity, and a cluster allows companies to operate more productively in inputs; accessing technology, human resource, information, services, and needed institutions. Second, we assume that the effects of Industrial Cluster can be estimated from measurement on differency of an added value between large-scale enterprises and smaller ones. To demonstrate effectiveness of this approach, the estimated effect was compared with that from the related study (A Mini-Cluster). Industry Clusters have been considered as critical factors for regional competitiveness and economic revitalization. For this, the government and local government should find a way and strategy to provide useful contents that can attract the participation of firms and to secure strategic positioning and competition strategies.

  • In this study, based on the results that cooperation increases innovation or increases innovation performance in the same region, the result is that the effects of cooperation in the same region will be more effective, thus starting with the assumption that the innovation performance will be higher. The analysis results showed that the collaborative experience in the same region greatly increases the results of innovation, indicating that the location of cooperative targets in cooperation could be an important decision factor. The implications of this result are that it could have a significant impact on a company's innovation performance. This means that the country's industrial policy should be established in the direction of cluster formation.

Interaction between Innovation Actors in Innovation Cluster: A Case of Daedeok Innopolis (혁신클러스터 내에서의 혁신주체들 간 상호작용의 변화: 대덕연구개발특구를 중심으로)

  • Various innovation theories, such as innovation system, innovation cluster, triple helix model, are different in their focus. However they all emphasize the interaction between innovation actors in order to generate, diffuse, and appropriate technological innovations successfully. This study analyzes how the interaction of innovation actors in Daedeok Innopolis has been changed since the introduction of innovation cluster policy like the designation of Daedeok Innopolis. Based on the analysis of survey data, Innopolis statistics, and patent joint-application data, we come to the conclusions that the Daedeok Innopolis has characteristics of multi-level governance structure, in which innovation cluster, i.e. Daedeok Innopolis, regional innovation system, and national innovation system directly overlap under the framework of innovation system. In addition, from the perspectives of triple helix model, we are able to verify that the inter-domain interactions between innovation actors, such as tri-lateral network, have been constantly increased in the Daedeok Innopolis. Based on our analysis, we identify some policy suggestions in order to strengthen the competitiveness of the Daedeok Innopolis as well as other innovation clusters in Korea. First, the network activities between innovation actors within innovation cluster should be strengthened based on the geographical accessibility. Second, private intermediate organizations should be established and their roles should be extended. Third, the entrepreneurial activities of universities within innovation cluster should be strengthened. In other words, the roles of universities within the Innopolis should be activated. Finally, the government should provide relevant policy supports to activate the interactions between innovation actors within innovation cluster.

Promotion Strategies for Regional Industries in Relation to a New Innovation City in Korea : A Case Study on the Gyeongbuk Innovation City (혁신도시와 연계한 지역산업 육성전략 : 경북 혁신도시를 사례로)

  • This study aims to present promotion strategies for regional industries by exploring the ways to build industrial cluster focusing on regional strategic industries of Gyeongsanbuk-do(province) which are related to innovation city, by taking Gyeongbuk innovation city as an example. This study presented the methods for linking with innovation cities that focus on regional strategic industries, along with the analysis on the linkage between regional industries and public organizations relocated to local regions. As to the methods for the linkage, methods to build clusters based on the characteristics of each industry, such as electronic information device, new material parts, biological oriental medicine, cultural tourism, eco-friendly energy, etc, which are strategic and leading industries of Gyeongsanbuk-do(province), were presented. It was inferred that the industries which have achieved fast growth such as IT and BT industries, required mutually interconnected collaboration through geographical proximity among related subjects, while sectors with mature technologies, such as automative parts, machinery, steel industries, etc, were found to require more extensive infrastructures like the support of transportation and distribution for promoting current clusters.

Analysis on the Difference in Perception Between Policy Providers and Users on the Factors that Activate the Innovation Cluster: Focusing on the Case of Daedeok Innopolis using AHP (혁신클러스터 활성화 요인에 대한 정책공급자와 수요자의 인식차이 분석: 대덕연구개발특구 사례에 대한 AHP 조사를 중심으로)

  • The innovation cluster is formed by cooperation and networking among a number of actors, including companies, universities, research institutes, government and other supporting organizations, but the main subject of innovation in the venture ecosystem, which can be said to be the core of the innovation cluster, is the enterprise. Therefore, enterprises in innovation cluster can be seen as a major user of the innovation cluster policy. In order for the policy to be executed smoothly, policy acceptance is important. However, existing research on policy prioritization tends to be centered on policy providers, so it is necessary to check them from the perspective of policy users. Accordingly, this study conducted discussions from a two-way perspective to establish the correct policy direction through a balanced perspective between a policy provider-centered top-down perspective and a policy user's bottom-up perspective. First, the factors for activating the innovation cluster (three factors in the first level and 14 factors in the second level) were derived through prior research and expert interviews. After that, the importance of the factors for activating the innovation cluster was analyzed using AHP (Analytic Hierarchy Process) for the policy provider group and the user group in the Daedeok Innopolis, a representative case of innovation cluster policy. As a result of analyzing the importance of the innovation cluster activation factors from the perspectives of policy providers and users, some similarities were also seen, but overall differences in mutual perception were found. It was found that the policy provider group focused on innovation creation factors, while the policy user group viewed innovation creation, clusters, and industrial location factors from a more balanced perspective. This study is meaningful in that it deals with both perspectives in a balanced way by expanding the targets from the existing policy provider-centered research to policy users. In addition, practical contributions exist in the aspect of providing basic data so that policies can be carried out based on corporate needs in fostering innovation clusters.
