Traditional village forests called Dangsan forests represent unique cultural landscape as a national cultural asset in Korea with a history of more than several hundred years. Cultural heritage can retain their value when they are fully sustained their authenticity and management scheme. The Dangsan forests established in a large area have been designated as a natural monument by Cultural Heritage Administration. Small scale Dangsan forests, however, are not introduced to the public and on the verge of disappearance. Dangsan forests have a value as a core landscape element in rural landscapes of Korea. The two villages at Ijeon-ri, Cheongsong-gun have small Dangsan forests where Dangsan ritual is performed. At one of the villages, there is Jusanji Reservoir designated for Scenic Site # 105, from which the water is used for growing crops. In this study, the landscape characteristics of the Dangsan forests were investigated including rice paddy field, stream, and the Jusanji Reservoir. A conservation measure of rural landscape for sustainable management scheme was suggested by designating 'Conservation area of agricultural landscape ecology'. Dangsan forests, especially where they are in small scale like those of Ijeon-ri, tend to be neglected. The Dangsan forests ought to be recognized for their value and by providing a management scheme including neighborhood elements such as farm fields and streams they can be revitalized to be core areas for conservation of rural landscape.
Because the result of environmental pollution of one state is not limited to the national border but spills over into neighboring countries or global environment either directly or indirectly, international discussions on environment are crucial in domestic environmental law and policy. International environmental law demands differential obligation between developed and developing countries in the principle of 'common but differentiated responsibility'. The common but differentiated responsibility is the principle that draws distinction between developed and developing countries about global environmental issues, while recognizing the common responsibility of environmental protection for all nations. Environmental technology transfer or financial support from developed countries to developing countries, for example, has been discussed. The problem is the status of Korea. Korea's international environmental policy will be different by the distinction of responsibility for international environmental protection according to the status of developed and developing countries. International communities have never established a clear standard distinguishing developed from developing countries in any international laws. The WTO entrusts each country to decide whether it is a developing country or not. In the international environmental law, the status of a country is determined by the ability to negotiate. The status of Korea, thus, cannot be fixed in general international law. Rather, the Korean government is able to choose its own status strategically, It can be a policy choice to insist that Korea's developing country so as to reduce the burden of international responsibility. But, considering an economic indicator and environmental pollution indicator at which Korea ranks about 10th, the reality of Korea is much closer to a developed country. Positive policies such as development of environment-friendly technologies and products should be preferred to defensive assertion of developing country.

For the last few decades, forest resources in Korea have continuously increased in terms of their stocks. However, due to the low profitability of timber harvesting in Korea, their economic values have not been well recognized. Furthermore, their economic values have not been counted in national statistics associated with forest resources such as the Forestry Household Economy Survey or the National Accounting. This research fundamentally aimed at building a forest valuation system or a procedure that enables one to evaluate the national-level economic values of timber assets in Korea. For this research, it is necessarily required to understand the principles of appraisal methods and any issues raised in their practical applications. Thus, a comprehensive review of appraisal methods utilized in Korea and other countries was conducted in this research. Also, the current valuation system of the National Forests in Korea was investigated. Through the review and the investigation, it was found that an alternative consists of two appraisal methods, the 'Capitalized Income Value' method adopting the Internal Rate of Return (IRR) for the below-rotation age forest and the 'Derived Residual Value' method for the above-rotation age forest, could be the most acceptable for evaluating timber assets of forestry households derived from the Forestry Household Economy Survey in Korea.
Piracy is the enemy of the human race. Pirates commit acts of murder, robbery, plunder or other villainous deeds at sea, cruelly against humanity. The Republic of Korea(ROK), as a big maritime country, is obliged to suppress piracy under international treaties it ratified, including the UN Convention on the Law of the Sea and the two 1988 Conventions against maritime terrorism The Korean government is recently taking a positive attitude towards the regional cooperation which is necessary for the suppression of piracy in the waters of Southeast Asia In spite of the effects of international cooperation to prevent piracy, it is recently on an increasing trend every year. Such circumstances may have a bad effect on the sound development of world economy by means of trade at sea as well as treat to the safety of crews and safe operation of ships. This paper aims to suggest the countermeasures against piracy in terms of criminal law, civil law and international law in order to secure safe operation of vessels at sea.
The contents and results of teaching should be evaluated periodically and intermationally in the age of globalization. The Third Internatinal Geography Competition, held from August 13 to August 19,2000 in Seoul, was a good opportunity to compare the level of achievement in geography among Korean students with that of other countries. Students from 13 countries competed with one another by demonstrating their geographical knowledge via three kinds of test. The aim of this study is to evaluate the international level of high school students in geography education in light of the result of the competiton. Four specific contents ate analysed here: 1)the process and result of the competiton, 2) the analysis of test scores of all students, 3) the international comparison of achievement level of the Korean students, and 4)the evaluation of the examination items and their comparison with those of the first competition. The result of this study will help to evaluate ths competitive achievement of geography education in high school. Although the Korean studenrs scored high marks overall, their were relafively weak in the fieldwork assignment. This shows that instructions in geography are unbalanced.
Food safety management should be based on scientific evidences. FAO and WHO presented risk analysis as one of four principles in food safety management. WTO also admits the self safety regulation only when it is made on the basis of risk assessment. Without scientific analysis, tracing and eliminating the cause of food poisoning is impossible. Research and development plays a key role to produce scientific evidences. The Korean government ran over 40 programs in 11 agencies from 2008 to 2010. However, there is no statistics on food safety R&D at present. In this research, food safety projects conducted from 2008 to 2010 are listed up by means of analysing National Science and Technology Information Service (NTIS). The analytical criteria are the name of programs, national standard classification of science and technology, and keywords. As result, Korea Food and Drug Administration, Ministry for Food, Agriculture, Forestry and Fisheries, and Rural Development Administration play major role in the food safety R&D. The portion of more than one year projects should rise up in order to achieve the data for risk assessment, which is strongly required to improve. Besides, the research should be deeper so as to publish more SCI papers. The R&D portfolio should be changed in direction to raise up the portion of biological hazards such as norovirus. In order to do so, a large number of food safety programs should be emerged. The categories of food safety management and the hygiene/quality management of the agricultural and livestock products in the national standard classification of science and technology should be emerged because they are set up reflecting agencies' interests in spite of few differences between them.
This paper attempts to explore the development of the media labor movement and its tasks. Due to the unique characteristics of information delivered by media, the media labor movement under the authoritarian regime was oppressed and regulated by the government. As democratization has proceeded, the state's oppression and regulation of media has been weakened. However, media workers should wage the struggle for union recognition and independence of editorship simultaneously. Because media unions as labor market organizations also seek for job security and wage increase, we need to understand both political dimension and economic dimension of union activities in media industry. While state's control over media has been diminished in the late 1900s, competition in media industry has been intensified. As small number of media corporations monopolizes the media market, the ecology of media has been completely transformed. Unions in media industry should respond to the change of the media ecology and should build solidarity among media workers at the same time. The achievement of the public nature of media as a part of democratization and building union federation of media industry as a response to the marketization of media still remain as an epochal task for media unions. Like the case of "Hope Bus" in the strike in Hanjin Heavy Industrial Corporation, solidarity between citizens and striking workers should be strengthened.
This paper examines the situation and tasks of competitive systems of EU transport market focusing on railways. Recently, the EU transport market has changed radically, thanks to an increasingly competitive rail market. The European Commission has stimulated the creation of a competitive environment that will enhance the position of rail. Some scholars have insisted that the rail market is more monopolistic than competitive. However, the case of UK rail privatization suggests this is not the case. Moreover, some countries have a rail market that is more competitive. We draw on a wide range of sources including statistics and analyses of recent phenomena. These demonstrate the emergence of competitive markets in EU rail and the difficulty of developing a competitive market. With regard to the adoption of the competitive market, we examine three things. First, we observe recent cases and trends in competitive markets. Second, we compare the result of competitive markets and non-competitive markets within EU nations. Third, we demonstrate factors of formation of competitive markets and the possible expansion. We identified differences within open market policies amongst EU nations. Although a competitive EU rail market may have some difficulties, it will steadily begin to overcome technological differences and a lack of funds, because EU countries have a common goal, which is to develop the railways, solving, wherever possible both environmental and energy problems. Through this analysis, we found that the free market in EU rail will be extended to deliver efficiency and quality service.
This study is designed to find out the protection system of intangible cultural property as the current national policy and analyze the foundational problems in order to suggest the future vision in a way of transmitting the traditional cultural heritage to the descendants, based on the policy support for the intangible cultural property under the control of Commission for Ibuk 5-do (5 Northern Provinces of Korean peninsula). The research issue is first, the aging of the holders of the important cultural properties in Ibuk 5-do and the overcoming of the incomplete transmission system. The second issue is the protective policy of the transmission from the national perspective and the justification of the government's financial support. The third issue is the development of cultural contents by using the intangible cultural properties in Ibuk 5-do and the suggestion of the creative development for the resourcing of culture. As for the research methods, reference research and analysis on interview data and data from the related entities was done were analyzed and the results were actively adopted. The research results showed the followings to be required; first, the aged holders of the cultural properties shall be treated well and at the same time, the holders recognized to hold the transmission ability shall be dually designated. Second, the training system for the younger generation to keep the traditional cultural heritage shall be established; Third, the educational program and school education shall be extended so that the importance of the transmission of the intangible traditional cultural properties in Ibuk 5-do (northern 5 provinces of Korea) shall be recognized; Fourth, the recording system shall be constructed and its application system shall be required. In the end, in order for such development methods to be implemented effectively, active government support is desperately required.
This study presents the problems in the records management of special project teams at J University. Methods for the improvement plan were also proposed in this study. To achieve these objectives, five special project teams from J University, which were supported by the Ministry of Education, were selected. To collect relevant information, twelve staff members and experts were then interviewed. The records produced by the projects should be managed as evidence of the project evaluation and transparent budget execution. Proper management can be a good material for research. However, the management of project teams is vulnerable in comparison with the records of other universities. The main reason is that although the project team produces various types of records, it has not been recognized as the Department of Processing. Another reason is that the project teams are temporary institutions and do not possess authority over the entire project process. To solve the aforementioned problems, this study proposes improvement plans in the following aspects: institutional, cognitive, administrational, and systemic. In the institutional and cognitive aspects, policy and regulation were set up. In the administrational aspect, the relation and role of each element were defined. In conclusion, the plans for building the Combined Archives System were suggested. In addition the methods on how to connect with the KORUS-which will be introduced in 2017-and the system currently being used are proposed.
