A Study on Developing the Key Factors of the Oral Collection in National Representative Library (국가대표도서관의 구술 컬렉션 핵심 요소 개발에 관한 연구)

  • This study was carried to analyze the current status of oral history collections of national libraries in foreign countries and to derive key factors to consider when building oral collections in National Library of Korea(NLK). The Library of Congress, the British Library, and the National Library of Australia regard oral records as a national heritage that should be passed down nationally and those have been utilized and preserved successfully. Based upon the analysis of the oral collections of these national libraries, several key elements - legislation, organization, collection policy, services, collection, education and collaboration, funding and sponsorship-to consider when building an oral history collection for the first time in the NLK were suggested.

Current Transmission of Intangible Cultural Property in Ibuk 5-do and Proposal for its Development (이북5도 무형문화재의 전승현황과 발전방안)

  • This study is designed to find out the protection system of intangible cultural property as the current national policy and analyze the foundational problems in order to suggest the future vision in a way of transmitting the traditional cultural heritage to the descendants, based on the policy support for the intangible cultural property under the control of Commission for Ibuk 5-do (5 Northern Provinces of Korean peninsula). The research issue is first, the aging of the holders of the important cultural properties in Ibuk 5-do and the overcoming of the incomplete transmission system. The second issue is the protective policy of the transmission from the national perspective and the justification of the government's financial support. The third issue is the development of cultural contents by using the intangible cultural properties in Ibuk 5-do and the suggestion of the creative development for the resourcing of culture. As for the research methods, reference research and analysis on interview data and data from the related entities was done were analyzed and the results were actively adopted. The research results showed the followings to be required; first, the aged holders of the cultural properties shall be treated well and at the same time, the holders recognized to hold the transmission ability shall be dually designated. Second, the training system for the younger generation to keep the traditional cultural heritage shall be established; Third, the educational program and school education shall be extended so that the importance of the transmission of the intangible traditional cultural properties in Ibuk 5-do (northern 5 provinces of Korea) shall be recognized; Fourth, the recording system shall be constructed and its application system shall be required. In the end, in order for such development methods to be implemented effectively, active government support is desperately required.

A Study on Improving Methods of Legal Deposit and Compensation of Books in Korea (도서의 납본과 보상제도 개선방안에 대한 고찰)

  • Legal deposit is a system that a person who publishes in the country a work shall deposit a certain copies of publications in designated libraries or institutions in order to preserve and transfer national knowledge and culture heritage. Under "Libraries Act" and "National Assembly Library Act", depositors shall present books to the Library and the Library shall properly compensate him/her for such copies presented. This study focuses on presentation and proper compensation of books. This study has reviewed laws and regulations about them in major countries and our country, and analyzed the current status and some problems of our country. This study has analyzed the constitutionality of legal deposit, the refusal of copies presented, and the meaning of proper compensation through analyzing cases on legal deposit. Based on these analyses, it has proposed the modification of regulations on presentation and proper compensation of books, the establishment of specific rules on proper compensation, and the penalties on unfair presentation.

A Study of Intangible Cultural Heritage Communities through a Social Network Analysis - Focused on the Item of Jeongseon Arirang - (소셜 네트워크 분석을 통한 무형문화유산 공동체 지식연결망 연구 - 정선아리랑을 중심으로 -)

  • Knowledge of intangible cultural heritage is usually disseminated through word-of-mouth and actions rather than written records. Thus, people assemble to teach others about it and form communities. Accordingly, to understand and spread information about intangible cultural heritage properly, it is necessary to understand not only their attributes but also a community's relational characteristics. Community members include specialized transmitters who work under the auspices of institutions, and general transmitters who enjoy intangible cultural heritage in their daily lives. They converse about intangible cultural heritage in close relationships. However, to date, research has focused only on professionals. Thus, this study focused on the roles of general transmitters of intangible cultural heritage information by investigating intangible cultural heritage communities centering around Jeongseon Arirang; a social network analysis was performed. Regarding the research objectives presented in the introduction, the main findings of the study are summarized as follows. First, there were 197 links between 74 members of the Jeongseon Arirang Transmission Community. One individual had connections with 2.7 persons on average, and all were connected through two steps in the community. However, the density and the clustering coefficient were low, 0.036 and 0.32, respectively; therefore, the cohesiveness of this community was low, and the relationships between the members were not strong. Second, 'Young-ran Yu', 'Nam-gi Kim' and 'Gil-ja Kim' were found to be the prominent figures of the Jeongseon Arirang Transmission Community, and the central structure of the network was concentrated around these three individuals. Being located in the central structure of the network indicates that a person is popular and ranked high. Also, it means that a person has an advantage in terms of the speed and quantity of the acquisition of information and resources, and is in a relatively superior position in terms of bargaining power. Third, to understand the replaceability of the roles of Young-ran Yu, Nam-gi Kim, and Gil-ja Kim, who were found to be the major figures through an analysis of the central structure, structural equivalence was profiled. The results of the analysis showed that the positions and roles of Young-ran Yu, Nam-gi Kim, and Gil-ja Kim were unrivaled and irreplaceable in the Jeongseon Arirang Transmission Community. However, considering that these three members were in their 60s and 70s, it seemed that it would be necessary to prepare measures for the smooth maintenance and operation of the community. Fourth, to examine the subgroup hidden in the network of the Jeongseon Arirang Transmission Community, an analysis of communities was conducted. A community refers to a subgroup clearly differentiated based on modularity. The results of the analysis identified the existence of four communities. Furthermore, the results of an analysis of the central structure showed that the communities were formed and centered around Young-ran Yu, Hyung-jo Kim, Nam-gi Kim, and Gil-ja Kim. Most of the transmission TAs recommended by those members, students who completed a course, transmission scholarship holders, and the general members taught in the transmission classes of the Jeongseon Arirang Preservation Society were included as members of the communities. Through these findings, it was discovered that it is possible to maintain the transmission genealogy, making an exchange with the general members by employing the present method for the transmission of Jeongseon Arirang, the joint transmission method. It is worth paying attention to the joint transmission method as it overcomes the demerits of the existing closed one-on-one apprentice method and provides members with an opportunity to learn their masters' various singing styles. This study is significant for the following reasons: First, by collecting and examining data using a social network analysis method, this study analyzed phenomena that had been difficult to investigate using existing statistical analyses. Second, by adopting a different approach to the previous method in which the genealogy was understood, looking at oral data, this study analyzed the structures of the transmitters' relationships with objective and quantitative data. Third, this study visualized and presented the abstract structures of the relationships among the transmitters of intangible cultural heritage information on a 2D spring map. The results of this study can be utilized as a baseline for the development of community-centered policies for the protection of intangible cultural heritage specified in the UNESCO Convention for the Safeguarding of Intangible Cultural Heritage. To achieve this, it would be necessary to supplement this study through case studies and follow-up studies on more aspects in the future.

  • The seventh year of implementing online material deposit demands a systematic collection, legal and regulatory improvements, and the establishment of a long-term strategic plan for online material collection. In this study, we aimed to propose an online material collection strategy and a long-term roadmap for preserving online resources as national intellectual and cultural heritage for future generations. To achieve this, we analyzed the status of domestic and foreign libraries, related laws and regulations, and the types and collection status of online materials. Based on this analysis, we proposed practical collection standards and methods. Ultimately, a long-term roadmap and implementation plan were suggested. The long-term development plan for online material collection established a phased, concrete implementation strategy. This includes the foundation-building phase of online material collection, followed by the expansion phase, and finally reaching the maturity phase.

A Study on the Current Status of Musa basjoo Planting in Folk Village and Traditonal Temple (민속마을과 전통사찰 경내의 파초(Musa basjoo)식재 실태)

  • The study on Musa basjoo planting in traditional gardens in of folk villages and traditional temples was conducted to identify the phenomenon of Musa basjoo planting which frequently appears in paintings and literatures of the late Joseon dynasty and how the cultural custom is being handed down. The result of the study is as follows. As a result of studying state-designated folk villages 6 sites, the custom is being handed down in a few limited gardens including Asan Oeam Village and Seongju Hangae Village. In case of Oeam Village, there are three gardens where Musa basjoo was planted including Seolimbang, Vice Minister's Residence, and Geonjae House where Musa basjoo withered now. In case of Hangae Village, it was found in Bukbi House, Hahoe Residence and Gyoridaek Jinsa's Residence and most of them were planted in front of guesthouses and main building with the assemble-planting method. Musa basjoo planting was confirmed in 39 traditional temples and it was found that Yangsan Tongdosa Temple and attached hermitage Geukrakam are currently prevalent in Musa basjoo planting. Musa basjoo was planted on either side of the stairs of Buddhist sanctums for Buddha and Avalokitesvara Guan Yin of main temples and gwaneum temples with the assemble-planting method and it has a tendency of pair planting. Considering that Musa basjoo is a southern plant, most of Musa basjoo planting was distributed around Jeollanam-do and Gyeongsangnam-do, which is closely related to the isotherm distribution of the Korean Peninsula. Especially, it was found that planting flora was centered on $12^{\circ}C$ of Warmth Index $100^{\circ}$ and annual average temperature.

A Search for the Origins of Traditional Arirang Songs in Seoul Area (서울지역의 전래 아리랑 노래의 시원(始原)에 대한 탐색)

  • Background: Arirang is a UNESCO Intangible Cultural Heritage and intangible cultural property No. 129. However, research on the origin of Arirang in Seoul is still narrowly conducted, and it is necessary to investigate it academically. Purpose: This study is to clarify the research on the origin of traditional Arirang in Seoul area on a theoretical basis. Methods: I searched various documents to find the source of Arirang in Seoul. Results: The record of 'Arirang' was first confirmed as 'Arirang Taryeong(song)' in 'Hanyang-ga' in Maecheonyarok (Maecheon's history) by Hwang (1894). After that, Hulbert (1896) published the first modern sheet music and lyrics of <A-ra-rung> on music paper. In addition, Lee Sang Jun (1914) edited <Old Korean Folk Songbook, First volume> and recorded the lyrics and score titled 'Arirang Taryeong' on page 25 and the long Arirang Taryeong. Conclusions: Literally, the origin of 'Arirang in Seoul' is 'Arirang Taryeong' first recorded in 'Hanyang-ga' of Maecheonyarok. Arirang song, which originated in Hanyang, can be called Seoul Arirang. It is suggested that Seoul Arirang has a very high value as a protected cultural heritage of Seoul because of its historical and cultural characteristics.

A Comparative Study of Consumer's Hype Cycles Using Web Search Traffic of Naver and Google (웹 검색트래픽을 활용한 소비자의 기대주기 비교 연구: 네이버와 구글 검색을 중심으로)

  • In an effort to discover new technologies and to forecast social changes of technologies, a number of technology life-cycle models have been developed and employed. The hype cycle, a graphical tool developed by a consulting firm, Gartner, is one of the most widely used models for the purpose and it is recognised as a practical one. However, more research is needed on theoretical frames, relations and empirical practices of the model. In this study, hype cycle comparisons in Korean and global search websites were performed by means of web-search traffic which is proposed as an empirical measurement of public expectation, analysed in a specific product or country in previous researches. First, search traffic and market share for new cars were compared in Korea and the U.S. with a view to identifying differences between the hype cycles in the two countries about the same product. The results show the similarity between the two countries with the statistical significance. Next, comparative analysis between search traffic and supply rate for several products in Korea was conducted to check out their patterns. According to the analysis, all the products seem to be at the "Peak of inflated expectations" in the hype cycles and they are similar to one another in the hype cycle. This study is of significance in aspects of expanding the scope of hype cycle analysis with web-search traffic because it introduced domestic web-search traffic analysis from Naver to analyse consumers' expectations in Korea by comparison with that from Google in other countries. In addition, this research can help to explain social phenomina more persuasively with search traffic and to give scientific objectivity to the hype cycle model. Furthermore, it can contribute to developing strategies of companies, such as marketing strategy.

Development of Evaluation Indicators for Maintenance and Preservation of Agriculture and Rural Heritage (델파이 기법을 이용한 농업·농촌유산 유지·보전 평가지표 개발)

  • The purpose of this study is to develop the evaluation criteria for the maintenance preserve of agriculture and rural heritage. The major steps for this study are 1) drafting the evaluation criteria for maintenance preservation of agriculture and rural heritage 2) verifying the evaluation criteria, and 3) determining the weighting values of the confirmed evaluation criteria. First, to derive the evaluation criteria for maintenance preservation of agriculture and rural heritage, the researcher reviewed the literature on the evaluation of agriculture and rural heritage, including research on the indexes of agriculture and rural heritage, the degree of the maintain preservation of heritage. A total of 31 evaluation criteria were selected. Second, to verify the selected 5 evaluation items and 31 evaluation indexes, the Delphi Method was implemented. Using traditional 3-step Delphi Method consisting of close-ended forms, with a panel of 41 experts, the researchers verified 5 evaluation items 31 evaluation indexes, two for each evaluation area validity. The confirmed evaluation areas are 5 items of management plan, management support system, surroundings of heritage, local network, heritage utilization and 31 criteria were preservation maintenance, performance plan, resident community composition, monitoring, act of parliament fulfillment, ecosystem management, landscape harmony, restoration and transmission plan and enhancement of residents' capability, etc. in the order. Through maintenance preservation evaluation index of agriculture and rural heritage, it can be utilized as sustainable development of plural resources.
