A Study on Curricula Development to Accommodate Both Course-Based National Technique Qualification Program and NCS Based Certificate Program of Work and Study in Parallel: A Case on the Qualification of Mechanical Design Engineer (일학습병행제 NCS기반자격과 과정평가형 국가기술자격 연계 과정 개발 연구: 기계설계기사 자격 사례)

  • This study includes the possibility of organizing courses that can accommodate both NCS-based and course-based qualifications program in terms of contracting departments operating a college-based work and study in parallel system, examining and comparing differences between the two qualifications. Based on the case study of mechanical design engineer based on the job of machine design, curriculum that meets both composition regulation is developed. The author predicts future operational differences and problems and suggests several ways to overcome them. In conclusion, a few words have been added to modify the composition regulations to help the professional educational institute that simultaneously operates a work parallel system and a course evaluation type as to develop the field-oriented curriculum minimizing the gap between provider-centered education and consumer-centered qualifications, and maximizing the performance of training and education.

  • Supply deficit of lead commodities and environmental pollution can be simultaneously resolved through the recovery and recycling of waste lead. The recent recovery of lead through recycling of the lead battery waste is a positive development. To maximize the effect of lead recovery and recycling in the future, the updated status of the lead material flow should be recognized. However, such an analysis at the preliminary stages may be cumbersome owing to the complexity and diversity of emission sources and material streams. At this stage, a preliminary screening by domestic lead flow using public information should be feasible. Therefore, in this study, using the data from the UN Comtrade and domestic PRTR (Pollutant Release and Transfer Register) databases, the amounts of lead import, emission, and transfer were identified and cross-checked with the domestic lead flow described in the National Material Flow Analysis database. The lead flow for major categories such as waste lead-acid batteries showed a rough consistency between the databases.

  • With the recent COVID-19 situation, countries are seriously feeling the need for medical personnel and their technologies. PDepending on the aging society, the number of medical staff is actually decreasing, and in order to solve this problem, research is needed to replace the part that does not require high expertise among actual medical practices performed by doctors. This paper describes and proposes actual research methods related to unmanned medical systems that use various deep learning image processing-based technologies to check the recovery status applicable to rehabilitation areas where medical staff should face patients directly. The proposed method replaces passive calculations such as a protractor or a method of drawing a line in a photograph, which is the method used for actual motion comparison. Since it is performed in real time, it helps to diagnose quickly, and it is easy for medical staff to provide necessary information because data on the degree of match of motion performance can be checked.

  • The transition to wartime operational control during the term of office, which was the promise of the Moon Jae Inn administration, fell through. More than 70 years after it was transferred during the Korean War in 1950, the policy of converting wartime operational control has been repeatedly decided and reversed several times. This conversion of wartime operational control is a national policy directly related to our security, and it is most important to understand the determinants of the administration's conversion to wartime operational control. This paper selects two cases of adjustment of wartime operational control policy during the Lee Myung Bak administration in 2006 and 2010 during the Roh Moo Hyun administration as the subject of the study and expects to gain not only policy predictive power but also successful policy execution at the time of the two administration' policy changes.

Assessing Possible Tax Plans on Nuclear Electricity Generation in Korea (원자력 발전에 대한 과세방안 연구)

  • In Korea, nuclear power plants are major sources of electricity supply with relatively low costs. Despite the importance and scale of nuclear electricity generation, the Korean tax and levy system is less organized than those in other countries, such as France and Japan, where nuclear power plants also play significant roles for electricity supply. Countries impose tax on nuclear electricity generation roughly in three ways: tax on nuclear reactors; tax on uranium fuel; tax on electricity from nuclear power plants. The Korean government may consider taxing nuclear electricity generation based on uranium fuel or electricity generation. If taxing on uranium fuel at the rate of 90 KRW per milligram of uranium, the Korean government can collect additional tax revenue of 430 billion KRW. If taxing on electricity from nuclear power plants at the rate of 11 KRW per kilowatt-hour, the government can collect additional tax revenue of 1,600 billion KRW.

  • Entering the era of low growth due to changes in social and economic conditions, most cities across the country are actively promoting urban regeneration. Although urban regeneration is a project with huge national finances, a clear evaluation system has not yet been established. In order to ensure the sustainability of urban regeneration, it is necessary to secure the validity of urban regeneration policies and establish a reflux system to supplement the policies. The purpose of this study is to derive the limitations of the existing comprehensive performance evaluation and to develop an improved urban regeneration policy comprehensive performance evaluation technique based on spatial big data. The urban regeneration comprehensive performance evaluation technique differentiated the areas affected by the urban regeneration project and the surrounding areas based on the type of urban regeneration project and the presence or absence of large cities and middle cities. The effects of urban regeneration were quantitatively verified through relative comparison between the areas affected by urban regeneration projects and the surrounding areas of population, society, economy, industry, physical and environmental evaluation indicators.

Accuracy Analysis of Ultra-high degree Earth Gravitational Model EGM2008 in South Korea (남한지역에서의 초고차항 중력장모델 EGM2008의 정확도 분석)

  • High-resolution, high-precision ultra-high degree earth gravitational model are significant for the development of geodesy, geophysics, geodynamics and oceanography. In this research, we introduces the ultra-high earth gravitational model EGM2008 recently announced by U.S. NGA, reviews the issues and status of the ultra-high degree gravitational model development, and analyzes the accuracy of the gravitational model in Korea. First, EGM2008 is compared with the gravitational model EGM96 and Korea high-precision hybrid geoid model KGEOID08. In addition, the absolute accuracy is evaluated by ellipsoid height and orthometric height of a satellite geodetic reference point. Overall, the results show a similar accuracy between EGM2008 and KGEOID08. Thus, EGM2008 will be helpful for the future development of regional geoid and analysis of global gravity field.

  • 1973년 기상관측 이후 5년에서 7년 주기로 전국적 및 국지적 가뭄이 반복되고 있으며, 2010년을 기점으로 매년 가뭄이 발생하는 등 지역적 가뭄의 발생빈도도 증가하고 있다. 이러한 가뭄은 특히 농작물 생육 및 수확과 같은 농업 부분에서 가장 큰 영향을 미치고 있으며, 가뭄의 선제적인 대응을 위해서는 시공간적인 진행 상황이나 강도를 객관적인 기준을 통해 파악해야 한다. 가뭄의 경우 2016년 범부처 가뭄예·경보제를 시범 운영하여 2017년부터 본격적으로 시행하고 있으며, 매월 시군별 지역에 대한 농업용수의 가뭄 상황을 4단계 (관심, 주의, 경계, 심각)로 구분하여 발표하고 있다. 농업가뭄의 경우 저수지, 양수장과 같은 농업수리시설의 능력에 대한 의존도가 높아 가뭄이 발생했을 경우, 용수공급시설에서 용수공급이 가능한 물의 양을 파악하여 가용용수 능력을 평가함으로써 농업가뭄에 대응할 수 있는 정도를 파악해야 한다. 현행 농업용 저수지 물 관리 운영의 경우 과거 경험에 의존하는 실정으로 용수관리 및 물 관리자의 개인 역량에 따른 편차가 발생하고 있다. 또한, 전국 모든 농업용 저수지에 평년 저수율을 적용하여 가뭄단계를 산정하기 때문에 개별저수지의 특성을 반영하지 못하는 한계를 갖고 있다. 본 연구에서는 가뭄예·경보를 위한 농업용 저수지 저수율의 가뭄단계별 기준을 개선하고자 한국농어촌공사 관할 농업용 저수지 3,400개를 대상으로 백분위수 (Percentile)를 적용한 저수지 이수관리 기준을 제시하고자 한다. 또한, 빈도분석 및 연속이론 (Run theory)을 적용하여 과거 및 현행 가뭄 판단 및 이수관리 기준들의 가뭄에 대한 선제적 대비능력 및 민감성을 비교·분석하고자 한다.

Molecular Genetic Evaluation of Korean Native Pig Populations Based on Microsatellite Markers (초위성체 표지를 이용한 한국재래돼지 집단의 분자유전학적 고찰)

  • The study was conducted to select and optimize microsatellite (MS) markers for evaluation of Korean native pig (KNP) populations in order to provide standard for the classification and breed definition of the indigenous breeds. The study also aimed to characterize and classify each KNP populations. A total of 648 pigs from 17 pig populations including six KNP, four Chinese native pig and four commercial pig populations were analyzed with 26 MS markers. KNP populations formed separate cluster from those of Chinese native pig and introduced pig populations. Expected heterozygosity (He) of KNP populations were 0.48~0.55 except two populations with 0.65. Genetic distances between KNP populations were relatively shorter: 0.12-0.34. Among six KNP populations, three showed high genetic uniformity, two showed lower uniformity and one showed high level of impurity and heterozygosity. The results can be used to evaluate and manage animal genetic resources at national scale.

  • In the mid-2000s, Web 2.0 appears and is becoming a general cultural code with the keyword of participation, sharing, and openness. Web 2.0, in which consumption is being transformed by the participatory web culture, has evolved. However, associated with the evolution of Web 2.0, several significant concerns appears in a society. Among them, this study will focuses on the cyber-ethics issues. There are limitations to solve the cyber-ethics problems only in the technical and legal approaches. Therefore, the current article intends to consider comprehensively the antecedents of cyber-ethics such as individual characteristics, social influence, and cultural characteristics. Specifically, (1) Do individual characteristics(i.e., self-efficacy, locus of control) affect cyber-ethics in the Web 2.0 environment?, (2) Do social influence(i.e., subjective norm) have an effect on cyber-ethics?, (3) Do cyber -ethics have an impact on user participation in the Web 2.0 services(i.e., retrieval and creation)?, finally (4) Do international cultural difference have a moderation effect on the relationship between cyber-ethics and user participation? For testing empirically the hypothesized research model, this study collected questionnaires in South Korea as well as U.S.A. The results showed that individual characteristics and social influence affect cyber-ethics toward user's creative activities in Web 2.0 sites.
