  • 최근 4차 산업혁명 시대 도래에 따른 빅데이터가 이슈화 되고 정부의 공공 데이터 개방? 공유 정책 등으로 정부의 R&D 정보화 서비스도 다양화되고 있다. 특히 해양수산 R&D사업은 해양이라는 공간적 제약으로 선박 및 특수 장비 등을 사용함에 따라 연구비 단가가 상대적으로 높은 실정임에도 해양수산 연구 자료 및 관측자료가 통합적으로 관리되지 않고, 사업별 기관별로 산발적으로 관리되고 있어, 이에 따라 연구 DB 통합관리의 수요가 제기 되고 있다. 이에 해양수산 R&D사업에서는 사업별 통합 DB 구축사업이 진행되고 있고, '관할해역해양정보 공동활용시스템(JOISS)'이 대표적이라 할 수 있다. JOISS는 2012년부터 시작된 '관할해역 해양정보 공동활용체계 구축'과제를 통해 자료 표준화 연구와 함께 해양과학조사 분야의 R&D과제들과 실시간 해양관측망으로부터 산출되는 데이터를 수집하고, 정보서비스를 구현한 시스템이다. 2016년 1차 시스템 구축을 완료하여 현재 서비스를 진행하고 있다. 한편, 해양관측 데이터 수집 공유 서비스 외 해양수산 R&D사업과 연계된 다양한 정보들을 나누고 소통하는 온라인 장을 구현하기 위해 '해양수산 R&D 지식정보 시스템(OFRIS)' 개발사업이 별도로 진행되고 있다. OFRIS는 해양수산 R&D사업을 통한 데이터의 원할한 수집 및 품질관리 등의 문제를 보완하고, 그 외에도 사업별로 분산 관리되고 있는 R&D 관련 정보를 연계하고, 기술공급자와 수요자를 직접 연결해 주는 '개방형 기술 정보 중개 시스템'으로의 역할, 국내외 해양수산 R&D관련 정책 연구 산업 동향을 엄선하여 제공하는 등 해양수산 R&D 종합 포털로서 기능구현을 목표하고 있다. 2017년 말 1단계 개발 완료를 앞두고 있으며, 1단계에서는 시급성 높고, 수요가 많은 (1) R&D동향, (2) 과제이력, (3) 연구성과, (4) 기술거래, (5) DB공유 등 5대 기능을 우선 구현하고, 2단계에서는 통계자료 생산 및 분석 기능 강화, 3단계에서는 해양수산 산업통계, 인력, 교육 등의 정보를 서비스하는 포털로 확장할 계획이다. JOISS, OFRIS를 개발하는 과정에서는 해양수산 R&D의 정보를 수집 관리 하는데 있어 다양한 현안 문제 등이 도출되었으며, 그 중에서도 연구자들의 자발적 데이터 제공 협조, 데이터의 표준화 및 품질검증, 구축된 데이터의 활용 및 피드백 등에 대해 구체적이고 현실적인 대응 방안이 요구된다.

  • This paper develops the argument that the 'Healthy Cities Approach' extends beyond the boundaries of officially designated Healthy Cities and suggests that signs of it are evident much more widely in efforts to promote health in the United Kingdom and in national policy. It draws on examples from Leeds, a major city in the north of England. In particular, it suggests that efforts to improve population health need to focus on the wider determinants and that this requires a collaborative response involving a range of different sectors and the participation of the community. Inequality is recognised as a major issue and the need to identify areas of deprivation and direct resources towards these is emphasised. Childhood poverty is referred to and the importance of breaking cycles of deprivation. The role of the school is seen as important in contributing to health generally and the compatibility between Healthy Cities and Health Promoting Schools is noted. Not only can Health Promoting Schools improve the health of young people themselves they can also develop the skills, awareness and motivation to improve the health of the community. Using child pedestrian injury as an example, the paper argues that problems and their cause should not be conceived narrowly. The Healthy Cities movement has taught us that the response, if it is to be effective, should focus on the wider determinants and be adapted to local circumstances. Instead of simply attempting to change behaviour through traditional health education we need to ensure that the environment is healthy in itself and supports healthy behaviour. To achieve this we need to develop awareness, skills and motivation among policy makers, professionals and the community. The 'New Health' education is proposed as a term to distinguish the type of health education which addresses these issues from more traditional forms.

The Sexual Health for the Elderly in the Characteristics and Factors: Based on the WHO Sexual Health (WHO 성 건강에 근거한 노인 성 건강 특성과 영향요인)

  • The purpose of this study is to identify the characteristics and factors of each area by considering the gender health of the elderly as the integration of mental, physical, emotional, and social gender health based on the WHO gender health. The sexual health of the elderly is significantly different by gender, academic background, and region, and there is a clear difference in mental, physical, emotional sexual health and social sexual health. The mental, physical and emotional sexual health of the elderly in urban areas, those with high education and male is high, but the elderly in the rural areas, those with low education, and female are high in social sexual health. The factors affecting sexual health are as follows. Mental sexual health was positively influenced by satisfaction of sexual life and sexual knowledge. Physical sexual health was positively influenced by life and spouse satisfaction, and emotional sexual health was positively influenced by sexual relationship, spouse satisfaction, sexual life satisfaction and sexual knowledge. Social sexual health has a negative (-) effect on spouse satisfaction and sexual relationships. Integrated sexual health in old age can affect subjective health and quality of life, leading to successful aging. Sexual health education is needed to form a safe and healthy sexual life and interpersonal relationship. The 'sex' that appears as a cumulative trajectory of life should be accompanied by the accurate sexual health awareness and sex education that encompasses all generations. Therefore, in the composition of sex health education program, it is necessary to reflect the components that can enhance the sensitivity of adulthood to strengthen understanding and communication of spouse.

What Hinders the Transition from Benefits Recipiency to Labor Market in the Korean Social Assistance Program? : In the case of working-age recipients (근로연령대 수급자의 탈빈곤 : 노동시장통합 결정 요인에 관한 연구)

  • This study is to identify the factors deterring or precipitating the exit from welfare recipiency to labor market in the Korean social assistance program. The results from the empirical analyses of the Korea Welfare Panel Study(KOWEPS) show that the duration dependency is not due to increasing welfare dependency with duration, but to the fact that longer stayers have many vulnerable conditions to escape from poverty. Particularly, the main factors determining the transition from recipiency to labor market are not individual or household characteristics such as human or social capital. Those having adolescents of secondary education in their households or participating in some effective labor market program such as job placement service tend to have significant effects on the exit rates from recipiency. That means that the institution-related factors such as the education and health supports combined with benefits and the effective labor market programs are important in the translation from recipiency to labor market of working-age recipients in the Korean social assistance scheme.

Structural relationship among Self-efficacy, Entrepreneurial Motivation and Entrepreneurial Intention in the Public sector (공기업 직원의 자기효능감, 창업동기, 창업의지 간의 구조 관계 분석)

  • The purpose of this study is to analyze the structural relationship among such variables as self-efficacy, entrepreneurial motivation and entrepreneurial intention in the public sector. In order to achieve the purpose, this study had specifically questions as follows: The first was to examine the effect of the self-efficacy on the entrepreneurial motivation in the public sector. The second was to examine the effect of the self-efficacy on the entrepreneurial intention in the public sector. The third was to examine the effect of the self-efficacy on the entrepreneurial intention according to the entrepreneurial motivation in the public sector. The fourth was to examine the effect of entrepreneurial motivation on the entrepreneurial intention in the public sector. A questionnaire was used as the research instrument. A total number of 257 employees in the public sector responded to questionnaire. In order to estimate the hypothesized structural equation model, the collected data were analyzed by AMOS 17.0, a statistical program for structural equation modeling. The major findings of this study were as follows; First, the self-efficacy was found to have a direct effect on the entrepreneurial motivation in the public sector. Second, the self-efficacy was not found to have a direct effect on the entrepreneurial intention in the public sector. Third, the indirect effect of the entrepreneurial motivation between the self-efficacy and the entrepreneurial intention proved positive in the public sector. Fourth, the entrepreneurial motivation was found to have a direct effect on the entrepreneurial intention in the public sector.

  • Hazard are defined here as threat to life, well-being, material goods and environmental from the extremes of natural processes or technology. The challenges of natural and technology in increasing the exposure of people and property to risk pose a dilemma for any government seeking the fullest protection for its people and their property. As society progresses and as technology improves and becomes ever more intricate and far reaching, the human species is confronted with increasingly diverse and numerous catastrophic events. Not so infrequently, unfortunately, the impact of either a man-made or natural disaster is compounded by the fact that policy makers have neither prepared themselves or the public to respond appropriately to a disaster once the tragedy has struck. Many concerns have been raised for importance of emergency management after 1990's numerous urban disasters in Korea. Emergency management is the discipline and profession of applying science, technology, planning, and management to deal with extreme events that can injure or kill large numbers of people, cause extensive damage to property, and disrupt community life. When the primary function of private security is to protect lives and property of clients, emergency management should be included in the security service and many countermeasures should be carried out for that purpose. The purpose of this study is to establish ways and means needed to improve the private security emergency management system in Korea. This study is spilt into four chapters. Chapter I is the introduction part. Chapter II introduces the reader to a private security and emergency management theory, and Chapter III deals with the establishment of an effective emergency management system in Korea private security, Chapter IV is a conclusion. Policy makers and private security industry employers in Korea has not concerned with the importance of training and education by lack of recognition and has been passive about qualified guards. And the authorities supervising and the administrating the guards has not recognized the importance of private security and has neglected the training of the guards. In theses contexts, private security should develop and maintain a educational program of emergency management to meet their responsibilities to provide the protection and safety of the clients. Today's modern corporate security director, is, first of all, a competent, well-rounded business executive and, second, a 'service expert'. And, emergency management personnel in private security industry need continuous training.

Learning from the USA's Single Emergency Number 911: Policy Implications for Korea (미국 긴급번호 911 운영시스템에 관한 연구: 긴급번호 실질적 통합을 위한 정책 시사점 제시 중심으로)

  • In Korea, a single emergency number, such as 911 of the USA and 999 of the UK, does not exist. This issue became highly controversial, when the Sewol Ferry Sinking disaster occurred last year. So, the Korean government has planned to adopt a single emergency number, integrating 112 of the Police, 119 of the Fire and Ambulance, 122 of the Korean Coast Guard, and many other emergency numbers. However, the integration plan recently proposed by the Ministry of Public Safety Security seems to be, what is called, a "partial integration model" which repeals the 122 number, but still maintains 112, 119, and 110 respectively. In this context, the study looks into USA's (diverse) 911 operating system, and subsequently tries to draw general features or characteristics. Further, the research attempts to derive policy implication from the general features. If the proposed partial integration model reflects the policy implications, the model can virtually operate like the 911 system -i.e. a single emergency number system - creating inter-operability between responding agencies such as police, fire, and ambulance, even though it is not a perfect integration model. The features drawn are (1) integration of emergency call-taking, (2) functional separation of call-taking and dispatching, (3) integration of physical facilities for call-taking and dispatching, and (4) professional call-takers and dispatchers. Moreover, the policy implications derived from the characteristics are (1) a user-friendly system - fast but accurate responses, (2) integrated responses to accidents, (3) professional call-taking and dispatching & objective and comprehensive risk assessment, and finally (4) active organizational learning in emergency call centers. Considering the policy implications, the following suggestions need to be applied to the current proposed plan: 1. Emergency services' systems should be tightly linked and connected in a systemic way so that they can communicate and exchange intelligence with one another. 2. Public safety answering points (call centers) of each emergency service should share their education and training modules, manuals, etc. Common training and manuals are also needed for inter-operability. 3. Personal management to enable-long term service in public safety answering points (call centers) should be established as one of the ways to promote professionalism.

스마트 시대에서의 실감 미디어 기술 동향

  • 실감 미디어(Realistic Media)란 사용자 만족을 위해 몰입감과 현장감을 극대화 할 수 있도록 현장의 모든 감각의 정보를 전달하는 매체를 의미하며 실감미디어 기술은 고품질의 시각, 청각 정보는 물론 촉감 등 다감각 정보의 생성, 처리, 저장, 변환, 전송, 재편등에 관한 기술로 정의할 수 있다. 무선 네트워크 기술의 발전과 스마트폰 시장의 급격한 성장에 따라 다양한 실감미디어 서비스들이 출현하고 서비스되고 있어 실감미디어 산업은 국내 뿐만 아니라 세계적으로 급격하게 성장하고 있다. 우리 정부에서는 미국, 일본, 유럽 등의 기술을 따라잡고 독자적인 기술력을 마련하기 위하여 '기가코리아(2012)' 사업을 필두로 다양한 정책 사업을 진행 중에 있는대 현 시점에서는 해외 기술에 비하여 2-3년의 격차가 존재하고 있으나 무선 인프라, 스마트폰 기반의 콘텐츠 시장 형성 등 기반 인프라가 우수하고 방송, 교육, 광고, 공공 서비스 등 타 산업분야와 융복합 등 기반 기술 확보부분에서 기술 선점 가능성이 남아있으며 다양한 분야로 사업 확대가 용이하여 시장성이 높아 차세대 전략 산업으로 주목받고 있다. 최근 미디어 서비스에 대한 사용자의 요구사항 변화는 단순 시청의 단계를 넘어 미디어 미디어 서비스의 부가 정보를 얻고자 하며 직접 미디어 서비스에 참여하기를 원한다. 특히 실감미디어 분야에서 2D 미디어에서도 3D 입체 미디어화가 급속도로 진행되고 있으며 3D 입체 미디어를 기반으로 실감체험을 가능하게 하는 4D미디어를 선호한다. 대표적인 사례가 아바타 4D 영화의 흥행이라고 볼 수 있다. 앞으로도 4D 미디어를 소화해낸 사용자는 오감과 감성에 기반한 미디어 서비스를 지속적으로 요구할 것이며 이러한 요구에 맞추어 실감미디어 산업의 빠른 변화가 진행되고 있다. 이미 영화 산업은 3D 산업으로 진입해 있으며 4D 산업으로 급속히 변모중에 있고 스마트 시장의 등장에따라 스마트 기기 및 인프라를 기반으로 실감미디어를 제공하는 서비스 시장 역시 급속도로 성장하고 있다. 이에 본고에서는 실감미디어 산업의 시장규모와 앞으로 어떻게 발전할 것인지를 알아보며, 어떠한 형태의 실감미디어 콘텐츠 서비스가 존재하고 있는지 알아보고자 한다. 또한 국내외에서 적용되는 실제 사례를 분석하고, 마지막으로 실감미디어 콘텐츠 산업의 경쟁력 강화를 위한 시사점을 제시하고자 한다.

The development of the comics studies in Korea (우리나라 만화 연구 경향 분석과 향후 과제)

  • This paper explores the research trends in the area of the comics studies in Korea. In this article, the 664 academic articles are examined in terms of the characteristics of the researchers, the field of comics studies, the research theme and the research methodology. This study is on the basis of the recognition that there have been no consensus on what the core essence of comics studies is. As a result, there are a few articles on the academic identity of the comics studies. The comics studies have not consider the distinctive characteristics of the Korean comics significantly. In Korea, over 50% of the academic articles on the comics have been published by comics scholarships in the field of pedagogy and human sciences. Since the 1990's, comics studies have started to consider the value of the comics positively. The comics text studies also have increased since the 1990's in Korea. The comics studies on the comics policy and comics industries have been increased since 2000. The rise of comics studies is concomitant with the increased awareness of comics in Korea. The article concludes that the comics studies need to become an independent academic discipline in the future. The interdisciplinary studies on the comics is necessary to study the diverse aspects of the comics. In addition, the infrastructure for the comics studies should be established in order to improve the comics studies.

Different Abortion Approaches in Europe and Women's Health: Implications for Korean Abortion Debates (유럽 각국의 낙태 접근과 여성건강 - 한국 낙태논쟁에 대한 함의 -)

  • For the last several months, abortion debates have sparkled in Korea. The government has escalated the need of active punishment of illegal abortions to solve low fertility problems, while some obstetricians and gynecologist have proclaimed stoppage of illegal abortions suing colleague doctors who has conducted illegal abortions. Women's rights groups and researchers have also responded to the abortion debate claiming that women's decisions over their pregnancy are important in making of abortion policies. To contribute to Korean abortion debates, his paper aims to analyze European experiences of abortion polices in relation to the consequences on women's health. For the analysis of European abortion experiences, three countries - Ireland, U.K, and Netherland -are chosen. These three countries are selected since their legal and social acceptance of abortion and the level of safe abortion system are different. Each country is reviewed by national abortion policy, legal regulation, medical system and the role of civil society. The analysis shows several implications for abortion debates occurring in Korea. Various systematic policy mechanisms - abortion on women' request, abortions without complicated doctor's referrals, transparent and anonymous counseling and information provision regarding abortion, training and education for medical professionals to guarantee high quality abortion, abortions funded publicly for women to improve their access to abortions, steady monitoring and auditing abortion procedures and outcomes for safe abortion and so on - are required in Korean society. Two track procedures - safe abortion on women's request and prevention of unwanted pregnancy - are needed for reproduction of healthy women and society.
