10 Debating Points in Performance Management On the Job Training (공공부문 성과관리 현장실무교육을 위한 10가지 쟁점: 실무 성과관리 교육내용 구성을 위한 제언)

  • This study argues that traditional 'On the Job Training(OJT)' for performance management in the public sector has paid little attention to the innate nature of public performance management, while mainly focusing on introducing new techniques and differentiating new ones from existing ones. This neglection leads us to commit repetitive errors in practice and misunderstandings about the nature of public performance regardless of the introduction of new techniques. This study emphasizes that on the job training for performance management in the public sector should be able to foster critical thinking and debates over important issues to overcome the problems mentioned above. From such a point of view, 10 important debating points for training and education are suggested to balance both theoretical and practical perspectives in public performance management. Finally, this study maintains that the necessary first step for successful performance management is public employees' correct understanding on the nature of public performance management rather than on a new technique itself.

A Study on the Scheme for Operation of Reading Classroom Program in Public Libraries : A Case Study of Public Libraries in Pusan (공공도서관 독서교실 운영 방안 - 부산지역 공공도서관을 중심으로 -)

  • This study aims at presenting the scheme for operation of reading classroom programs through analysis of present situation of reading education programs in public libraries. To collect data for analyzing the present situation, the plan and its report in relation to operation of reading classroom programs in 22 public libraries, implemented in winter, 2007, were used. In addition, questionnaire surveys to the librarians in charge of reading classroom programs in 22 public libraries were also carried out. As the remedies to problems of the program operations were presented in identification and participation, contents of education, manpower, reeducation of librarians, budgets, facilities, and work structure. The scheme for operation of reading classroom programs for keeping the characteristics and tradition of public libraries needs to develop an operation manual for reading classroom programs.

  • The object of this paper is to observe concepts and forms of public art projects that have been performed so far since 2000 by the domestic Non-Government Organizations (NGO) and the Government. For public art to improve social awareness of practical power to change human life and the environments of social, political, cultural and economic by providing a smooth communication flow to the community and help them reach a new level. Therefore, in this paper, we try to find out the status and diagnosis of domestic public art projects and make recommendations that public art should focus on community not itself for the future direction.

An analysis on Television news frame on irregularities at private schools (사학비리에 대한 텔레비전 뉴스 프레임 분석)

  • In this study, we analyzed the television news frames related to private school irregularities. Television broadcasting stations have not dealt with underlying problems of private school irregularities, but their reporting have been focused more on stating the situations. While Public announcing frame, Interference and solutions frame, Moral hazard frame and Protests and strikes frame have been applied in reporting, Autonomy highlighted frame and Publicity highlighted frame which are fundamental to the existence of private schools hardly appeared. In particular, the adhesion between private schools and political power has been continuously pointed out to be a cause of raising problems, whereas articles with such perspectives were hard to find. As a result, television broadcasting stations are required to change the way in reporting of private school irregularities in order for a lively discussion about them as the social agenda.

  • This study examines the current state of library related data opened through public data portals, and analyzes how much data is being utilized according to the type of releasing organization, and open level. In addition, we analyzed the subject cluster of data and the centrality of data by performing PathFinder Network analysis using keywords assigned to data by dividing the releasing subject into local government and national/public institutions. Based on this, the subject area of library - related data disclosed by local governments and national/public organizations is understood. And identify the main open body that should be opened first by linking with data utilization analysis result and then suggest implications for future improvement in connection with library big data business.

A Study on Humanities Programs in Public Libraries : Observations and Reflections (공공도서관 기반 인문학 프로그램에 대한 현상적 연구)

  • This study attempts to investigate the current situation, limitations and improvement strategies of humanities programs in public libraries. Specifically, this study also surveys such humanities programs open in public libraries and compared strengths and weaknesses of the programs. For the study the researcher participated in such humanities programs for the observation. For the interview, data were collected from public librarians who are in charge of such humanities programs. Supplementary data were also collected through qualitative interviews and brain-storming discussions with public librarians and program participants. For the suggestion, future strategies to improve the quality of such programs and to cope with changes of user demands and future trends, the researcher put the emphasis on the networking with local art/cultural communities, proactive marketing strategies, practical program management strategies, and program development on the basis of user needs.

An Analysis on the Perception of Public Librarians about Lifelong Education Tasks: Focus on Incheon Metropolitan City (공공도서관 사서의 평생교육업무에 대한 인식 연구 - 인천지역을 중심으로 -)

  • This study analyzes on the perception of public librarians about lifelong education tasks in public library using Mann Whitney U-test, Spearman rank-order correlation coefficient, Multiple regression analysis. At the same time, analysis about re-education needs using Analytic Hierarchy Process is conducted. As result, at first, 87% of respondents feel moderate or difficult about lifelong education tasks, especially on planning task. At second, librarians who have qualification about lifelong educator feel easier (P=0.04) than others, in detail, task about lecturer liaison (P=0.04) and planning (P=0.05). Adding that, the career experience and the job difficulty of librarians has negative relationship (R=-0.217). Especially scheduling (R=-0.33) and progressing (R=-0.22) tasks show statistically meaningful. At third, as the result of Multiple regression analysis, tasks about planning (P=0.04) and library marketing (P=0.05) are selected as meaningful elements which effect overall difficulty of life long education job. As final, 91% of librarian need retraining for life long education function, as result of spearman (R=-0.210), the more librarians feels difficult about life long education jobs, the more they need retraining. Anyway, as the result of priority of retraining subjects through AHP technique, user communication (CU P=0.310), planning (PL P=0.246), library marketing (LM P=0.173) are in weight order. CR ratio shows 0.146 with permissible degree.

Design and Implementation of IPTV based interactive public services of Converged Broadcasting and Telecommunications (IPTV기반 방통융합 양방향 공공서비스 설계 및 구현)

  • Since the specifications of public services in broadcasting-telecommunication convergence environment are not standardized, the public services should be developed and presented by each IPTV service provider, and therefore it is worried that public organizations and IPTV service providers may invest in the public services redundantly, which are managed inefficiently. To resolve those problem, in this paper, the service and network interfaces among multiple public organizations and multiple IPTV service providers and the interactive VOD-type public service providing system of one source multi-use based on ACAP-J are proposed. The proposed system can be utilized in the standard platform of the evolved new public services. And the used technologies can be utilized as a guide for the development of new services.

A Study on the Designation Plan for Public Domain of Library (도서관 공공도메인 지정방안에 관한 연구)

  • The domain name should be registered and used with the minimum length in consideration of the user's web accessibility and convenience. In addition, it is necessary to increase the status and authority of the library by allowing the type, region, and characteristics of the library to be known only by the domain name, and to consider the convenience of users. In this study, the situation of the state designated second-stage public domain and the second-stage public domain of educational institutions of similar character and size to the library are analyzed, and problems with the domain of libraries that do not have the second-stage domain are identified. Finally, second-stage public domains of national library (nl), public library (pl), and small library (sl) are proposed for each type of library, and the university library (lib. university domain) and school library (lib. School domain) proposed to use as the second-stage domains of the educational institution. The purpose is to allow users to intuitively know that these domains are libraries, to identify the type of library, and to know the characteristics and regions of the library. To this end, a joint effort by the academic community, the library community, and the Library Information Policy Committee is needed.

A Comparative Study on the Operational Status of the Reading Marathon Competition in Public Libraries (공공도서관의 독서마라톤 대회 운영 현황 비교 연구)

  • The purpose of this study was to explore tasks for improving performance skills by comparing and analyzing the current status of reading marathon competitions operated in public libraries, and to provide guidelines for institutions to operating of this competition in the future. In order to achieve the research purpose, the competition status information collected in 2021 for five public libraries operating reading marathon competitions from before the COVID-19 pandemic were collected and the contents were compared and analyzed. As a result, the average period for five public libraries running a reading marathon was 10 years, and the average period for each year was 5.87 months. In addition, children had the highest rate of completion, and as compensation for completion, certificates were issued and the number of loans increased the most. However, the competition managers complained of difficulties in securing and increasing applicants and calculating the distance reached, so based on the analysis, they developed tasks to improve the performance of the reading marathon from several different solution suggestions.
