A Study on Practical Education System for Coastal Pollution Control Volunteers (해안오염방제 자원봉사자에 대한 실용적인 교육제도 연구)

  • Purpose: The Taean oil spill in 2007 taught us a great lesson and is a representative example of a social disaster. It was overcome through the dazzling dedication and service of volunteers. However, behind the volunteers, they were directly or indirectly exposed to the spilled oil, resulting in health problems such as headaches and safety accidents. Safety accidents were caused by unsafe behavior, and unsafe behavior was caused by lack of safety awareness or ignorance. We want to find an education and training program to systematically raise safety awareness for volunteers in connection with the Occupational Safety and Health Act. Method: The occupational safety and health law, the laws related to coastal clean-up, and the unsafe behavior factors in the statistics of occupational accidents in the past year were mainly identified. Result: The contents of education and training hours to be provided for volunteers involved in coastal clean-up were presented in comparison with workers under the Occupational Safety and Health Act. Conclusion: Safety and health education for volunteers and volunteer managers is directly related to safety awareness and can prevent unsafe behavior.

Problems of Government Crisis Management System and Its Improvements: Focusing on Park Geun-hye Administration (정부 위기관리시스템의 문제점과 개선방안 : 박근혜 정부를 중심으로)

  • This study is intended to comprehend the level of Crisis management through the review of the government Crisis management system, to draw its problems and improvement methods, and to present implications on the establishment of effective Crisis management systems for the future. For this, the condition of operating Crisis management system was analyzed based on legal system, organizations and networks through the major disaster cases during Park Geun-hye administration period. The result of the study showed that there was lack of the interconnectedness among laws in the legal system, manuals and disaster preparation training. The Crisis management organizations had such problems as inappropriate response to crisis, perfunctory re-organization and lack of organizations' functions. The problems in the networks were relations between central and local governments, lack of cooperation and association among each division, and operation methods. The presented improvements for the above problems were the comprehensive revision of legal system, securing responsiveness of Crisis management organizations and the establishment of organic network system.

  • Stable economic growth and job creation through the attracting companies is a major challenge for local governments. Companies are asked to select a place to invest and finally considering the conditions. Local governments will take advantage of a variety of incentives to attract companies the means to overcome the unfavorable position relative to conditions. Investment incentives should be applied differently depending on the investment objective, investment, corporate investment period. However, Local governments has developed a similar promotion activities through support under the same legal system. This does not result in a substantial investment activities. In this study, we derive the Introduction of differentiated support system for Gangwon Province. In particular, logistics and waste water treatment cost support, upward adjustment of training subsidies were looking for concrete improvements in the investment support system.

건축실무 전문화에 관한 UIA 국제 표준안(Ⅱ) - 부록

  • WTO 세계무역기구의 발족과 더불어 국가간의 개방과 정책에 따라 건설시장은 물론 사회 전 분야에 걸쳐 새로운 시도가 이루어지고 있다. 건축 관련 부분은 민간사업뿐 아니고 정부 조달시장까지도 개방되어 정부부처나 지방 자치단체에서 구매하는 물품(설계 및 시공 포함)에 외국업체가 참여하고 있는 실정이다. 그러나 건축 설계의 경우 "서비스 무역에 관한 일반 협정"에 의해 원칙적인 기준만 체결되어 있을 뿐 상호인증에 관한 세부사항은 서로의 제도가 동일하거나 합의한 나라를 제외하고는 당사국간의 상이한 제도와 운영체제로 인하여 실용화되고 있지 않고 있다. 국내에서는 지난 4년간 "국가를 상대로 하는 계약에 관한 법률"을 제정하고 건설제도 기획단을 운영하여 시장개방에 대처해 왔으나 국제적인 건축 설계 관련 단체인 UIA와는 의견 교환이 없었다. 특히 상호인증에 따른 기본 요건으로 대두되고 있는 건축교육, 실습 및 훈련, 건축사 자격 등에 대한 우리의 입장을 정리하여 국제적으로 대응할 필요성이 요구되고 있으며 건축설계 관련자들에게 매우 중요한 관심사의 하나로 되어 있다. 따라서 이러한 문제를 논의하기 위해 국제건축가연맹(UIA)에서는 용역실무협의회를 설치하여 이미 2년여에 걸쳐 인정방법에 대한 세부사항을 검토하고 있으며, 올해(6월) 북경 총회에서 상호인정 표준안을 공포할 예정이다. 이와 관련하여 건축3단체(대한건축사협회, 대한건축학회, 한국건축가협회)주관으로 건축사자격 상호인정에 대한 공동 대응책을 논의하고자 건축계와 정부가 함께 참석하여 토론회를 개최한 바 있으며, 또한 본협회 국제위원회에서 한국측을 대표하여 지난 98년 12월에 열린 UIA 용역실무위원회(PPC)에 참석하여 상호인정에 대한 우리측 입장을 개진한 바 있다. 이에 본지에서는 문호 개방에 따른 한국건축의 현안에 대한 현실적이고 구체적인 문제점이 검토되고 아울러 우리 건축계의 입장 정리와 실질적인 의견을 수렴하고자 UIA 국제 표준안 전문에 이어 부록을 정리하여 게재한다.

A Study on Effects of Internal Marketing on Secretaries' Job Satisfaction and Organizational Commitment in IT Companies (IT기업의 내부마케팅이 비서직의 직무만족과 조직몰입에 미치는 영향에 관한 연구)

  • The purpose of this study was to analyze the effects of internal marketing on job satisfaction and organizational commitment of secretaries working in IT based companies. Especially, to analyze the effects of internal marketing on secretaries in IT companies, this study has adopted job specialization rather than the comprehensive market point of internal customers. Through the analysis, the following results were obtained: firstly, internal marketing factors such as effectiveness of communication, various compensation systems, and chance of educational training have positive effects on job satisfaction and organizational commitment. Secondly, job satisfaction has no impact on organizational commitment. To be able to satisfy external customers through internal marketing, communication skills has be to improved between the workers in the company, and also various compensation systems and educational training should be provided more extensively. The secretary in the company is considered a vital link between the company and customer service. In this view, the result of this study is expected to provide some managerial strategies to decision maker in the company to establish a way to increase the satisfaction and needs of internal customers in applying internal marketing.

  • This study aims to analyze the current status of timber production operation and the effects of the forestry mechanization projects on timber production. In order to increase the domestic timber production, it is necessary to propel forestry mechanization project, improve policy and institution, broaden forest-road network, enlarge the number of forest workers, enhance timber production and supply system, provide forestry machines, establish forest operation system, and train forest workers. In addition, the reestablishment of policy goals, the consistency of policy, and the rearrangement of laws and institution are considered more important. To improve the results and effects of forestry mechanization project, it is necessary to drive of forestry mechanization project, the spread of forestry machines, the cultivation of trainer ability, the development of training materials, and the teaching of field skill. In order to meet timber buyersí preference, timber needs to be produced through whole tree logging operation system. Expanding the proportion of domestic timber among total timber demand in Korea requires price competitiveness, and the supply ability of high quality product from the perspective of length and width.

  • The purpose of this paper is to review the effects of the $4^{th}$ Industrial Revolution on job competency development by the Transitional Labor Market(TLM) model, and suggest job competency development policiy in the rea of the $4^{th}$ Industrial Revolution. The $4^{th}$ Industrial Revolution will create new jobs, destroy many current jobs, and will fundamentally change employment pattern, contents of jobs and ways of works. In these circumstances, we will confront more risks in each stage of labor market transition. To minimize the risks of TLM, we should reform education and develop life time career and job competency. We have to train high level talented persons to lead the $4^{th}$ Industrial Revolution. We have to retrain employed people to adjust new technology and to enhance employability and adaptability. We have to train vulnerable groups so that they may adjust new circumstance. Government should develop life time job competency development open platform.

Suggestion of Challenges and Improvement Direction for the Degree-Linked High-Skilled Professional Course in Accordance with the Full Expansion of the Work-Study Combination PBL (일학습병행 PBL 확대에 따른 학위연계형 고숙련마이스터 과정의 과제와 개선방향 제안)

  • After the work-study combination PBL method was first introduced into the P-Tech type in 2018, it was introduced into the degree-linked high-skilled professional course in operation as a pilot project in 2020, and ever since each department has reorganized the standard completion system to meet the PBL operation regulations and developed and operated PBL-based learning and training courses accordingly. With the expansion of the work-study combination PBL in 2021, the operating regulations were revised more elaborately. This paper examined the characteristics of the work-study combination PBL, the PBL operation regulations for each degree-linked high-skilled professional course, and the most recently implemented PBL operation regulations in detail through literature research. Based on this research, it introduced the development process and the result of the PBL-based standard completion system by the IT Convergence SW Engineering Department of KOREATECH and the result of the survey conducted to verify the suitability of the standard completion system after an operation and presented the challenges and improvements required for the degree-linked high-skilled professional course in relation to the changing operation regulations for the work-study combination PBL. This study is expected to provide universities with a reference to the development of training courses to smoothly apply the work-study combination PBL. It is also expected to contribute to the establishment and steady expansion of a unique PBL system that reflects the characteristics of work-study combination by presenting discourses on how the work-study combination PBL should develop, including high-skilled professional courses.

A Survey Study on the Performance of Cyber Trade of Korean Traders (사이버무역에 관한 무역업계 실태(實態) 조사(調査))

  • [ $\Box$ ]무역업계는 인터넷의 발전에 따라 급속히 사이버화 하고 있는 무역환경에 적극적으로 대응하기 위해 사이버무역의 도입과 활성화를 위한 움직임을 급속히 확대하고 있는 것으로 나타났다. - 조사대상업체의 절반이 넘는(51.8%) 업체들이 자사제품 홍보, 거래선 발굴, 오퍼 및 거래협상 둥 각종 무역업무에 인터넷을 이용하고 있는 것으로 나타났다. - 그러나 무역업계의 사이버무역 활용은 아직 초기단계 수준으로, 이용업체의 절반이상(57.3%)은 작년(1999년) 이후에 처음으로 사이버무역을 시작하였으며 사이버무역에 의한 수출비중도 10% 미만(1999년: 8.8%)의 낮은 수준인 것으로 조사되었다. - 반면, 향후 무역업계의 사이버무역 도입 확대와 수출비중 증가는 가속화될 것으로 나타나, 2000년에는 사이버무역 비중이 전년보다 두 배 이상 늘어난 18.7%에 달할 것으로 예상되었으며, 특히 중소기업의 경우 사이버무역 비중이 상대적으로 대기업보다 커질 것으로 전망되었다. $\Box$ 무역업계가 사이버무역을 도입하는 이유로는 "해외시장 개척효과" 때문이라는 응답이 가장 많았으며, 다음으로 "수출업무 신속화률 통한 인건비 절감"과 "광고비의 절약" 등의 효과를 염두에 두고 있는 것으로 나타났다. - 따라서 여러 수출단계 중에서도 "해외거래선 발굴", "해외시장정보의 수집", "자사 제품의 해외 홍보" 등 주로 시장개척과 마케팅단계에서 사이버무역이 가장 많이 활용되고 성과도 큰 것으로 나타났다. - 시장개척과 마케팅을 위하여 약 40%의 무역업체가 무역거래 알선 사이트를 이용하고 있으며 특히 중소기업의 활용이 두드러진 것으로 파악되었다. - 반면, 사이버무역 활동이 애로를 겪고 있는 수출단계로는 "대금결제, 물류 유통", "신용조회", "거래계약 체결" 등의 순으로 조사되었는데, 이는 국제적 인증제도의 미비, 신용조사에 대한 공신력 부족 둥이 주된 요인인 것으로 분석되었다. $\Box$ 한편, 무역업계는 사이버무역의 필요성과 활용성과에 대해 긍정적인 인식을 갖고 있으나, 사이버무역을 활성화하는데 필요한 인프라로서 사이버 무역 전문인력이나 인터넷 통신환경 등은 아직 만족할 만한 수준이 못 되는 것으로 조사되었다. - 사이버인력 부문에서는 무역업무 종사자 중 인터넷 활용직원의 비율이 50%가 되지 않는 업체가 전체의 절반을 넘고 있으며, 특히 중소기업의 인터넷 활용 직원의 비율이 대기업에 비해 낮은 것으로 나타났다. - 향후 무역업체가 10명의 무역인력을 채용한다고 가정할 경우, 평균 4.5명을 사이버무역 전문인력으로 채용할 계획이라고 밝히고 있으며, 중소기업(4.7명)이 대기업(3.4명)보다 사이버무역 전문인력에 대한 수요가 더 큰 것으로 나타나 이에 대한 대책이 시급한 것으로 파악되었다. - 인터넷 전용선 설치비율도 전체적으로 40%대에 그치고 있으며, 특히 중소기업의 경우 전용선 이용비율(38.5%)이 대기업(80%)의 절반에도 못미치는 열악한 수준에 있어 중소기업의 사이버 무역이용에 하나의 걸림돌이 되고 있는 것으로 조사되었다. $\Box$ 사이버 무역활성화를 위해 가장 시급한 과제로는 "사이버무역 전문인력 확충을 위한 체계적 교육 및 훈련제공"과 "사이버무역 관련법규 및 제도의 마련"으로 나타나, - 정부나 유관기관이 앞장서서 사이버무역 관련 교육프로그램의 개발, 자격시험제도의 도입 등과 아울러 대외무역법 둥 관련법률 및 제도를 정비해 줄 것을 무역업계에서 기대하는 것으로 지적되었다.

The Factors Influencing of Professional Consciousness of Long-term Care Workers (요양보호사의 직업의식과 영향요인)

  • The purpose of this study was to propose basis data to nursing intervention development in order to raise the professional consciousness of long-term care workers grasping influence factor and professional consciousness. The subjects were about 185 long-term care workers at D megalopolis and 4 cities of 3 provinces from November to December, 2009. The data were analyzed using the SPSS program for descriptive statistics, t-test, ANOVA, Pearson's correlation coefficients and multiple regression. The correlated factors of professional consciousness included self-efficacy(r=.420, p=.000), sense of the calling(r=.636, p=.000), education training effectiveness(r=.441, p=.000), internal locus control(r=.378, p=.000), and external locus control(r=-.356, p=.000). Factors influencing of professional consciousness of them were to show in order of sense of the calling(B=.329, p=.000), education training effectiveness(B=.250, p=.000), internal locus control(B=.216, p=.000), external locus control (B=-.165, p=.002), consideration and opplicable job choose characteristic(B=.207, p=.004), these variables accounted for 57.5% of the variance of professional consciousness. Further research needs to develop well organized educational program, training of enhancing internal locus control, and clear examination about roles and tasks of long-term care workers. Also, it suggests education and research that can enhance professional consciousness by utilizing these factors.
