A Study on the Improvement of Vocational Training Program in Digital New Technology of Government (정부의 디지털 신기술 분야 직업훈련 개선에 관한 연구)

  • In this study, K-Digital Training program, which is a representative government project of vocational training for new digital technologies in response to the 4th industrial revolution, is analyzed and an improvement model is suggested. The K-Digital training project is rapidly expanding, with the number of training operators increasing by 7.1 times and training course programs by 8.5 times within three years of implementation, but there is a severe problem in that education and training programs are concentrated in the metropolitan. To solve this problem, a shared training model is proposed. This model is a plan to maximize the use of local human and material resources, to respond to new digital technologies through systematic composition and operation, and to enhance the stability and reliability of education and training. In each region, a sharing and cooperation model in the form of a consortium is established that jointly utilizes resources scattered by various training institutions such as instructors, training contents, and training infrastructure related to digital new technology. In addition, a training certification evaluation system is introduced to increase the credibility of the rapidly developing digital new technology training.

  • 우리가 보유한 워게임모델 개발기술이 군사기술 선진국인 유럽국가(프랑스, 독일, 영국, 네덜란드 등)들과 비교해 볼 때 조금도 뒤떨어지지 않는다는 평가를 받을 수 있게 되었다. 현재 교육사 전력분석실에서는 축적된 워게임 모델 개발기술로 지난 '98년부터 추진해 온 대대전술기 및 연대전투훈련 모델을 통합하여 하나의 모델로 대대 및 연대 전투지휘훈련이 가능한 '전투21모델' 개발완성을 눈앞에 두고 있으며, 후방작전모델, 군수모델, 사단급 작계분석용 모델 등을 개발하기 위해 운용개념기술서, 요구사항 분석을 마치고 본격적인 개발을 추진하고 있다

  • 해상교통관제사의 역량기반 교육훈련의 실시를 위해 개인의 역량을 파악하고 조직이 요구하는 수준에 대하여 개인에게 필요한 맞춤형 교육을 실시하는 것은 해상교통안전을 증진시키고 조직 내 전략적 인적자원관리를 위해 중요하다. 본 연구에서는 신임 해상교통관제사의 역량기반 교육훈련 과정 개발을 위한 기초연구로서 국가직무능력표준(NCS, National Conpetency Standards)과 IALA 권고서 V-103/1에서 제시된 해상교통관제사의 직무역량을 통합하여 하나의 역량모델로 구성하고자 하였다.

  • 본 연구는 기존의 전통적인 교육훈련의 전이(transfer of training)모델을 e-Learning상황으로 재해석하여 기업이 e-Learning을 도입하고 운영함에 있어서 보다 실질적인 성과를 높일 수 있는 방향을 제시하며, 또한 오늘날 지식 정보화 사회에서 기업 경쟁력의 원천인 지식자본의 확대를 목적으로 하는 e-Learning이 되기 위해서 학습조직 요인의 중요성을 확인하고, 앞으로 기업이 학습조직의 향상 방향으로 e-Learning을 도입하고 운영할 수 있도록 시사점을 제시하고자 하는 것을 목적으로 한다. 이를 위해 먼저 기존의 전통적 교육훈련의 전이모델과 e-Learning의 성과에 관한 선행연구를 바탕으로 기업에서의 e-Learning의 학습효과 및 실무전이에 영향을 미치는 요인이 무엇인지 추출하는 연구모형을 통해 각 요인들 간의 상호관계와 실무전이에 대하여 학습효과를 매개로 하는 관계를 분석함으로써 e-Learning의 학습효과 및 실무전이에 관한 영향 관계를 보다 체계적이고 포괄적으로 밝히고자 하며, 다음으론 e-Learning이 기업 교육훈련의 학습효과와 실무전이에 영향을 미칠 때 학습조직이 상황적 요인으로 추가되면 e-Learning의 학습효과와 실무전이 성과를 Leverage할 수 있는지 각 요인별 조절효과를 검증하고자 하여 실증연구를 수행 중에 있다.

  • 가상학습은 지식 정보화시대를 맞이하여 국내외으로 새로운 교육훈련 패러다임으로서 시간과 공간을 초월한 얼린 학습공간으로 부각되고 있다. 특히 정보처리 기술의 급속한 발전으로 국내외 각종 정규·사회 교육기관에서는 인터넷을 이용한 가상학습 교육훈련을 전극 도입하고 있는 추세이다. 가상학습을 기반으로 하는 코스웨어 개발이냐 학습평가에 관한 연구는 많으나 품질평가에 관한 연구는 아직까지 미비하여 본 논문에서는 가상학습 지원시스템의 품질평가 모델을 제시하여 교육 현장에서 가상학습 지원시스템 구축 시 품질평가 기준으로 활용하고자 한다.

  • As the number of cyber threats to control systems increases, the need for control system cyber security is also increasing. Currently, various cyber security related education and control system education are being conducted. However, it does not fully reflect the characteristics of the control system and the characteristics of the participants. In this paper, we propose a training system and technique to enhance the control system cyber security capability. To this end, we analyze the limitations of existing security education. Based on the results, we develop a control system training environment model based on the IEC62443 Standard and develop an ARCH based training method.

  • This study analyzed various machine learning models that predict employment outcomes after vocational training using pre-assessment data of disabled vocational trainees. The study selected and utilized the most appropriate machine learning models based on a data set containing various personal characteristics, including trainees' gender, age, and type of disability. Through this analysis, the goal is to improve the employment rate and job satisfaction of disabled trainees using only pre-assessment data. As a result, it presents a universal approach that can be applied not only to people with disabilities, but also to vocational trainees from a variety of backgrounds. This is expected to make an important contribution to the development and implementation of tailored vocational training programs, ultimately helping to achieve better employment outcomes and job satisfaction.

  • The purpose of this study is to derive implications for establishing vocational training education policies in Korea by investigating COVID-19 countermeasures in the United States, Germany, Switzerland, Australia, the United Kingdom, and Singapore, which are representative vocational education training countries. The implications derived from the survey of leading countries in vocational education training are as follows. First, in order to respond to COVID-19, face-to-face vocational education training was quickly converted to online education. Second, the system was strengthened to overcome the crisis of the apprenticeship system, especially the British and Australian governments established a special budget for the apprenticeship system. Third, due to COVID-19, blended learning has become a new standard education model, accelerating the digitalization of vocational education training. Finally, leading countries in vocational education training are promoting the development of the edutech industry to support online education. This provides important implications for the direction of change in vocational education training in South Korea.

  • Nuclear education & training is an important issue for sustainability of nuclear energy and the safety of the nuclear power plant. The purpose of this paper is to present policy initiatives for establishment of the national nuclear education & training system. It analyzed current status of nuclear manpower and nuclear education & training systems of Korean nuclear organizations and government strategic plans for nuclear manpower education & training. The features of the current nuclear education & training in Korea are institutional diversification and decentralization in Industry-University-Research system. However, linkages and cooperation systematically integrated between institutions are very weak. In addition, duplicated education & training programs and resource allocation, and the resultant inefficiency have been raised as a problem. Therefore, this paper proposed the national nuclear education & training system model as a macro policy initiatives and construction of control tower that manage and adjust overall nuclear education & training.

Measuring the Professional Development Needs for Technical and Vocational Education and Training Staff in Nepal: A Look at Teachers' Perceptions (네팔 직업기술교육훈련 교사들의 교육훈련 프로그램 요구조사)

  • Promoting job growth and quality has been central to developing countries to reduce poverty for decades. In this regard, Nepal is not unique in its need to develop effective TVET programme as it is considered showing positive association with workforce development and productivity. While the copious academic literature has highlighted upon staff training programme in general education, it encounters lack of adequate attention in the field of TVET education. The purpose of the study is to identity and prioritise the professional development needs for the teachers of TVET sector in Nepal. A sample(N=317) of Nepalese teachers from seven provinces were asked to answer the scale. The Borich needs assessment model was employed to assess the perceived level of importance and present preferred training modules among 29 teaching subjects. Moreover, a quadrant analysis using 2×2 matrix was used as a diagnostic tool to denote overriding training topics. The result shows that following competence skills constructs were perceived to be in high need of enhancement as well as in existence of discrepancies: 'occupational characteristics of TVET trainer', 'training needs analysis and curriculum development', 'curriculum development based on national competence standard(NCS)', and 'Institution management evaluation'.
