  • It is very important to protect life, property at sea and marine environments from any pollution AIS, which was been carried out July 1st, 2002 by SOLAS ch. 5, is an communication system to enhance navigational safety by transmitting and receiving vessel information automatically. In this paper, we investigated the positive factors expected by introducing AIS. For this, ship's collision accidents were analyzed. Finally, we suggest methods to solve several problems related to operation in AIS.

  • 최근 조선기술의 발달과 해운업체의 요구로 선박이 점차 고속화 대형화됨에 따라 선박의 통항량은 매년 증가하고 있으며, 해양사고의 위험도 함께 높아지고 있다. 따라서 전세계 대부분의 국가에서 해양사고를 미연에 방지하고자 해상교통관제 시스템을 설치 운영하고 있는 실정이다. 그러나 그러한 안전장치에도 불구하고 해양사고 발생하였다면 VTS는 보고체계에 따라 사고내용을 신속하고 정확하게 전파하는 등 초동조치를 취하여 더 이상 사고위험이 진행되지 않도록 하여야 한다. 하지만 각종 사건이나 사고가 발생하면 상황 보고 및 지휘 체계는 아직 팩스나 구두보고에 의한 방법이 주로 사용되고 있어 신속하고 효율적인 사고처리업무를 저하시킨다. 이 연구에서는 팩스나 구두보고 등 그동안 사용되었던 사고처리체계의 문제점을 보완하고 해양사고를 효율적으로 관리하기 위한 해양사고관리시스템을 제안하고자 한다.

우리나라의 공역관리 개선방안

  • 우리나라가 관할하는 공역의 넓이는 약 40만$\textrm{km}^2$로 주한미군이 1952년부터, 국방부가 1958년부터 관리해 오다가 1995년에 건설교통부가 공역관리 업무를 인수하였다. 우리나라의 공역(대구 FIR)에는 비행금지구역, 비행제한구역, 위험구역, 경제구역, 훈련구역, 군작전구역 등 무려 114개의 특수목적 공역이 설정되어 있어 민항공기의 운항이 자유롭지 못하다. 또한 내륙을 중심으로 14개의 접근관제규역이 설정되어 있고 각기 관할구역에 대하여 배타적인 권리를 행사함으로써 신공항건설에 따라 운항이 필요한 소요공역 확보에도 애로가 많은 실정이다. 항로는 국내항로 5개, 국제항로 11개 등 모두 16개의 항로를 운영하고 있으나 대부분 한 개의 항로를 양방향으로 운영하고 있어 교통량 처리가 어려운 실정이고 항공교통량 전체의 75%가 수도권으로 집중되는 현상이 나타나 안전도 확보에도 지장을 주고 있다. 우리나라는 군사적 특수성 때문에 군의 작전비행 활동이 상당히 많으나 관제 및 비행절차에 관한 규정을 군과 민이 각각 달리 운영하고 있는 문제점들이 있다. 금번 세미나에서는 군의 작전활동을 유지하면서 민 항공의 안전성, 경제성 등을 확보하기 위하여 1)국제민간항공기가 제정한 공역등급화(ATS Air Space Spacification)방안, 2)접근관제구역의 조정개선 방안 3)특수공역의 합리적 운영방안, 4)항로의 적선화, 복수의 일방통행 항로 확보 및 국제연결 항로의 다양한 방안, 5)군민간의 관제규정의 일원화 방안 등을 제안하고자 한다.

Design of Disaster Control System based on 4S Kernel Component (4S 핵심 컴포넌트 기반의 재난재해 시스템 설계)

  • The 4S represents four systems that are commonly related to spatial information: GIS, GNSS, SIIS, ITS. The 4S technology that integrates the four systems gets more and more interests recently. In this paper, we adopt component paradigm to 4S system, apply it to the disaster control field, and design a system based on component architecture. There are many application areas to which the 4S technology can be applied. but the disaster control system is one of the most typical fields. We apply 4S technology to the disaster control fields, including fire, flood, and typhoon. Because of the characteristics of disaster control system that handles large-volume map data, component-based 4S system will take considerable effects on the improvement of disaster control works. The core functions that are common to all disaster control fields are included in 4S kernel component because of the consideration of time performance. Remaining non-common functions are implemented as separate components named as work-specific components. In our suggested system, a vehicle named as 4S-Van collects real-time information on the spot of disaster and sends image and location information to control center via wireless transmission. The control center analyzes the information together with its own spatial database or map, which was not possible in the conventional disaster control works. The control center can get desired information by sending a request of re-transmission to 4S-Van. Such method of real-time transmission supported by on-the-spot information makes the current situation judgment, decision making, and order issuance more exact, effective, and timely. The suggested system and method are expected to bring remarkable improvement on disaster control works.

  • Domestic CERTs are carrying out monitoring and response against cyber attacks using security devices(e.g., IDS, TMS, etc) based on signatures. Particularly, in case of public and research institutes, about 30 security monitoring and response centers are being operated under National Cyber Security Center(NCSC) of National Intelligence Service(NIS). They are mainly using Threat Management System(TMS) for providing security monitoring and response service. Since TMS raises a large amount of security events and most of them are not related to real cyber attacks, security analyst who carries out the security monitoring and response suffers from analyzing all the TMS events and finding out real cyber attacks from them. Also, since the security monitoring and response tasks depend on security analyst's know-how, there is a fatal problem in that they tend to focus on analyzing specific security events, so that it is unable to analyze and respond unknown cyber attacks. Therefore, we propose automated verification method of security events based on their empirical analysis to improve performance of security monitoring and response.

Risk Analysis of VTS operators for Small Vessels Using Collision Risk Assessment Model (충돌위험도 평가 모델을 활용한 소형선박에 대한 선박교통관제사의 위험도 분석)

  • The objective of this study was to analyze the risk of collision accidents to the VTSOs (Vessel Traffic Service Operators) as small ferries and fishing boats are expanded for monitoring targets. The VTSOs was surveyed, the scale of the small vessels defined and the course of general cargo vessels and small vessels along the Busan VTS area investigated for three days. From calculating the risk with CoRI, patterns of increased or decreased risk due to course deviation were similar, and there was no significant difference between the maximum values and the minimum values. In addition, most VTSOs responded that the minimum time required was approximately three minutes to safely instruct in encounter situation, however, the collision risk with a small vessel is very rapidly changing within the three minutes, which is likely to increase the workload and decrease the concentration of the VTSOs. The objective of this study was to investigate the effect on VTSOs with respect to the expansion of small vessels as collision risk, it is expected that it will contribute to the establishment of a suitable scale for the target vessels for VTS through the analysis of each index of the CoRI model and various case studies.

  • The Ringer's Solution used in medical institutions is one of the injections helpful for recovering the body condition from fever or dehydration by supplying the water to the body. The medical staffs frequently check the amount of Ringer's Solution prescribed for the relevant patient to check the time for replacing the Ringer's Solution. However, currently, many nurses experience the excessive workload because of the insufficient workforce and lots of workload assigned to each of the nurses; so the they cannot provide the high-quality medical services to patients and guardians. In order to solve this problem, this thesis designed and realized the Ringer's Solution replacement time control system through the non-contacting sensor, IoT device using WiFi, and OCS interlock. Thus, this study is expected to be able to efficiently operate the Ringer's Solution replacement work and also to provide the high-quality medical service to patients and guardians by automatically notifying the timing of Ringer's Solution replacement to medical staffs, and omitting the inefficient intermediate step in the past.

  • The existence communications of vessel focused on voice, FAX, ISDN, etc. using satellite on the existent most communications on the ships, and recently, the ships need high quality smart communication service environments. In the results of experiments using the existent system, it could access on board, but in the closed room of vessel, was impossible to access e-mail and smart apps except voice communication. In the present paper, we implemented a novel communication system that can access voice, text, e-mail, file, vessel monitoring apps, etc. It consists of a convergent communication terminal combined with satellite and communication for Smartphone, and smart communication environment on the closed room. As the results, we can access a variety of smart communication in anywhere on board.

On the Design of Extending Airspace for Improving Incheon International Airport Capacity (공역확장을 통한 인천국제공항 수용능력 향상에 관한 고찰)

  • In this paper, we propose a secure alternative for improving airspace capacity of Incheon International Airport. Since the direction of simultaneous independent approaches to runway 15/16 radar-guided approach for ILS approach procedures for the need to provide control services, in view of the radar is the smallest possible no-fly zone airspace propose the demilitarized zone (P-518) adjustment. If possible simultaneous independent approaches to secure a temporary increase in the holding area due to traffic, the military training airspace gradually secured a total of 10 miles by 5 miles, some military training airspace in Osan Approach Control is proposed to include in Seoul Approach Control.

A Study on Operational Benefits of ADS-B through experimental Flight Test in Tae-An Airport (비행시험을 통한 ADS-B 운영상의 효과에 관한 연구)

  • The flight test of ADS-B is to demonstrate operational benefits to air traffic controllers and pilots when other aircraft data including the aiming altitude is displayed on CDTI. Additionally, This ADS-B study is to provide first operational experience of ADS-B in ATCS environment of South Korea and provide practical information to ATCS before deployment of ADS-B in South Korea is considered. Participation in the flight test has been limited to 2 Aircraft of H University which are installed ADS-B equipment and the ground station has installed in Tae-An airport. This test have been experimented according to the pre-arranged flight procedures of Tae-An airport. As a result of the test, it has shown that the number of radio transmitting and the time of radio occupied between controller and pilot are remarkably reduced. Besides, as both pilot and air traffic controller are able to see the traffic information in the vicinity of the aircraft, the test has demonstrated that it is possible for ADS-B not only to decline the controller's workload, but also to enhance pilot situational awareness in the near future.
