최근 기후변화의 영향으로 설계빈도 보다 높은 강우가 발생하고, 하천설계 기준을 초과한 홍수피해가 발생하고 있다. 현재 시행되고 있는 하천관리는 이수 및 치수 목적으로 제방, 보 및 낙차공과 같은 그레이인프라(Grey infrastructure)가 일반적이다. 하지만 그레이인프라를 통한 하천관리 방안은 이산화탄소를 배출하여 기후변화로 인한 극한 기상의 발생을 증가시키고 홍수피해를 가중시키는 등의 악순환이 반복되게 한다. 따라서 그레이인프라에 의한 하천관리 방안은 지속가능한 방안으로 채택할 수 없으므로 최근에 환경적, 사회적 문제를 생태계의 서비스를 통해 해결하고자 하는 자연기반해법(NbS, Nature-based Solutions)의 개념이 주목받고 있다. 이에 본 연구는 합천댐 직하류인 황강을 대상으로 자연기반해법을 활용한 하천관리 방안의 홍수저감 효과를 정량적으로 분석하고자 하였다. 자연기반해법 기술에 포함되는 범람원 굴착(Floodplain excavation)과 제방후퇴(Dyke relocation)를 황강의 홍수위험지역에 적용하였다. HEC-RAS의 부정류 흐름(Unsteady flow) 해석을 통해 하천 홍수위를 산정한 결과, 낙동강 합류점에서 5cm의 홍수위 저감효과를 확인 할 수 있었다. 본 연구의 결과를 통해 하천관리사업의 진행 시 기존의 하천관리 방법이 아닌 자연기반해법을 통한 관리 방안으로 도입할 수 있는 근거로 충분히 활용이 가능할 것으로 기대된다.

본 논문에서는 도서지역에 설치되어 운전 중인 내연발전기의 고장사례를 살펴보고 효율적인 관리방안을 제시함으로서, 불시고장으로 인한 전력공급 차질로 도서지역 주민의 민원 야기 예방 및 불편을 해소하는데 도움이 되고자 현장시험 방법 및 정비방안 등에 대하여 기술하였다.

본 논문에서는 물류유통 및 다양한 분야에서 각광받고 있는 RFID를 활용한 효과적인 기록관리 방안을 다루고 있다. 기록물이 지녀야 하는 4대 속성(진본성, 신뢰성, 무결성, 이용가능성) 및 기록관리의 체계성과 정확성을 보장할 수 있는 RFID를 활용한 기록관리 방안을 제시한다.

As the number of agent application grows, agent management scheme is required for the efficient manipulations of it. In this paper, we studied an agent management scheme for monitoring and control of the working of an agent. For efficient management of an agent, we investigated the characteristics of the agent, and defined management information according to the specification of the SNMP SMI standard. Implemented scheme uses agent master system for the efficient management of many agent applications. We applied the defined management scheme using agent system that we developed in our laboratory, and found that our scheme was efficient for the monitoring and management of the agent applications.

최근 국내·외에서 빅 데이터에 관한 관심이 높아지고 있으며 수자원 분야에서도 빅데이터 활용의 중요성이 강조되어 왔다. 물관리를 위해서는 기본적으로 물관련 기초데이터가 충분해야 하며, 최근 선진국에서 효과적인 통합물관리를 위해서 빅데이터를 활용한 유역관리 방안이 시도되고 있는 실정이다. 일본의 경우 물환경 데이터와 사회과학 데이터를 활용한 유역특성 파악한다. 다양한 방법의 유역특성을 분석하여 유역관리계획을 마련한다. 국내에서의 물환경 관리계획은 부하량을 기반으로한 수립으로 데이터의 다양상이 부족한 부분이 있다. 하천은 각기 다른 특성을 가지고 있다. 낙동강 유역은 22개의 중권역으로 이루어져 있으며 각 중권역은 다양한 문제점과 특성을 가지고 있다. 따라서 유역의 특성에 따른 유역관리방안이 필요하다고 판단된다. 본 연구에서는 데이터 분석을 활용하여 유역의 종합적 분석을 통해 유역을 진단하고자 한다. 또한 물관련 지표들을 활용하여 유역을 평가하고 시각화 그래프를 통해 유역의 기초자료들의 특성을 나타내고 결과를 통해 데이터 분석을 기반으로 한 유역특성을 분석하여 맞춤형 유역관리방안을 모색하고자 한다.

의료부분 정보보호의 중요성이 높아감에 따라 의료정보보호 관리와 관련된 체계적인 방안이 필요하게 되었다. 이러한 체계적인 방안을 일반기업의 정보보호 관리체계(ISMS)와 역량성숙도모델통합(CMMI)을 통해 의료정보보호관리 기준, 의료정보보호관리 프로세스, 의료정보보호관리 프로세스 성숙수준으로 구성된 의료정보보호 관리체계를 제시하였다.

국무총리실 산하 안전관리자문위원회(위원장 최동섭)는 지난 12월 6일 프레스센터 20층 국제회의장에서 안전관리 강화를 위한 정책토론회를 개최했다. 이날 토론회에서는 삼풍백화점 붕괴 이후 위원회가 모색해온 건설구조물 안전관리.석유화학 및 가스안전관리.해상안전관리.구조구난 능력향상 및 화재안전.안전문화 정착방안.안전관리 법령정비 및 조직 강화방안 등 6개 주제에 대한 개선방안의 발표에 이어 최동섭 위원장의 사회로 종합토론이 있었다. 본 호에서는 이날 발표된 내용들을 주제별로 요약 소개한다.

이 논문은 원자력발전소의 중대사고를 중지 또는 완화시키기 위하여 제시된 사고관리 방안의 실현가능성을 평가하기 위한 새로운 방법론을 소개하고 있다. 이 방법론은 사고관리 방안의 수행실패 요인으로 운전원 진단 및 의사결정 오류, 운전원 수행오류, 관련기기 실패로 인한 오류, 수행지연으로 인한 오류 등으로 나누고, 각각에 대하여 평가 방법을 제시하였다 .운전원 진단 및 의사결정 오류 평가시 고려하여야 할 주요 인자들을 제시하였으며, 수행지연으로 인한 오류 평가시에는 시스템 가용시간과 방안 수행 소요시간을 정의하고 각각에 대한 분포 획득 방법과 이를 이용한 평가 방법을 제시하였다. 제시된 방법론을 영광 3.4호기 공동범람 방안의 평가에 적용하였다.

This study examined the effectiveness of policy measures in a growth management plan by analyzing empirically the influence of regulations and incentives in a non-urban growth management plan of Sejong City using the binomial logistic model. The parcel unit data related development location of Sejong City from 2012 to 2017 was used in the model. The analysis showed that time regulation in the growth management plan has a negative (-) impact on the spread of development, which means it is effective in slowing urban sprawl by lowering the profits of developers. The time regulation applied in Sejong City needs to be used actively in other cities in Korea to prevent urban sprawl. Nevertheless, floor ratio incentives had no influence in inducing development within the growth management area, which means a new incentive policy to meet the local characteristics is needed to strengthen the effectiveness of the growth management plan. This study is meaningful because it attempted an empirical analysis of the effects of the growth management plan at The National Territory Act, and this study could encourage further studies.

Due to the massive increase of data that should be managed, the problems in data quality management have been issued. In addition the lack of integrated management of the data causes duplication of data, low qualify services, and, missing data. To overcome these problems, this study attempts to examine the way of the data qualify management. To do this, metadata was defined, and its current management status in various view points was analyzed, and finally the metadata management was applied to the container terminal. for the "A" container terminal, we performed data standardization, and reflected major constraints and developed the pilot metadata repository. The contributions of this study are in improvement of the data qualify in the container terminal, and its practical application with metadata management method. Limitations of this study is its partial implementation of the metadata management to the company and interoperability of the metadata management for business to business data integration for the future research.
