지상(紙上) 블로그 - 서울특별시교육청 소속 도서관 및 평생학습관 변천 II

  • 1920년 종로도서관을 시작으로 서울특별시교육청 소속 공공도서관(평생학습관 포함)의 역사는 어언 90여년이 흘렀다. 그간 양적으로나 질적으로 많은 발전을 거듭하였고, 시설, 환경 등 하드웨어적으로나 업무, 이용, 프로그램 등 소프트웨어적으로 과거보다는 효율성, 편의성, 다양성, 복잡성 등이 높아졌다. 또한 과거 관료적 모습도 많이 사라지고 모든 부문에 있어서 이용자 중심으로 변모되었다. 자료조직, 대출 및 열람, 이용자서비스 등 도서관 운영에 있어서도 사회 전반적 발전 및 정보화와 더불어 모든 면에서 격세지감을 느낄 정도로 큰 변화를 가져왔다. 여기에서는 서울특별시교육청 소속 공공도서관 및 평생학습관의 변천 중 자료조직과 이용 부문에 대하여 현재와는 많이 달랐던 그 때 그 시절에 대한 기억들을 더듬어 보고자 한다.

  • <이 글은 College & Research Libraries 지에 금년 1월호에 실린 Professionalism Reconsidered의 전역이다. 필자인 Dr. Mary Lee Bundy와 Dr. Mary Lee Bundy와 Dr. Paul Wasserman은 School of Library and Information Services, University of Maryland의 교수이다.> 본고에서는 전문직으로서의 사서직 문제를 사서가 갖게 되는 세 가지 기본적인 관계, 즉 고객과의 관계, 소속기관과의 관계 및 전문직단체와의 관계에 입각하여 검토해 보았다. 그래서 사서직이 갖는 성격 중에서 전문성을 인정할만하다고 생각되는 여러 요소를 이미 확립된 전문직들이 갖는 전ㅁ누성의 표준에다 견주어 보았다. 이 비교의 결가 사서직은 아직 전문직의 유형에 속하기에는 먼 거리를 유지하고 있음을 알 수 있었다. 사서직이 전문직으로 발전하려면 사서가 현재 행하고 있는 봉사의 성격과 사서를 얽어메고 있는 여러 가지 관료적인 관계에 대한 변화가 와야 한다. 본고에서는 도한 전문직단체와 도서관학교가 사서직의 전문화과정에 끼친 공헌도를 분석해 보았다. 이 분야의 발전도는 사서직이 참다운 전문직의 칭호를 마침내 얻을 수 있을 것이냐 그렇지 못할 것이냐의 관건이 된다.

A Study on the Characteristics of Science and Technology Policy in Korea (한국 과학기술정책의 특성에 관한 시론적 고찰)

  • This article examines the historical and general characteristics of science and technology policy in Korea. Historical characteristics are analyzed through formation period, growth period, and transition period. Korea institutional sis for the promotion of science and technology was made from the initial stage of industrialization. As national R&D programs were launched, technological activities in the private sector were rapidly increased from the 1980s. Korea pursued new directions of science and technology policy with the formation of related laws and Plans from the late 1990s. General characteristics are analyzed by the concept of 'policy regime'. The prime policy goal of science and technology policy in Korea has been related to industrial development so far. In the policy means, input element has been increased focusing on the external aspects. Bureaucratic policy culture has dominated other cultures including economic culture, academic culture, and civic culture.

  • The present school is faced with the crisis of school collapse and classroom collapse under a bureaucratic and authoritative atmosphere. The method to respect individual opinions and to discuss with open mind is needed. The study is to establish the system of SDR and to make it possible to express the wholesome and various ideas of members by using it. SDR is related with the interruption DB to stop up unsound messages. The result of this study shows that SDR is very helpful to make a culture of discussion in a school in the respect of enlarged chances for teachers and students to participate, active and open participation, changing of attitude in achieving group goal and formation of desirable culture of discussion.

  • This study examined the impact of self-directed learning on job satisfaction, organizational commitment. Also, it verified moderating effects of organizational culture(centralization, decentralization) in the era of global competition. The results of this study are as followings: 1) self-directed learning(acceptance of responsibility for learning) is positively related to job satisfaction, organizational commitment, respectively. 2) centralization moderated on the relationship between self-directed learning(acceptance of responsibility for learning, self-confidence as a learner, future orientation) and organizational commitment. 3) decentralization moderated on the relationship between self-directed learning(future orientation) and organizational commitment. We discussed the implications of these of findings for both theory and practice.

The Analysis of Organizational Factors Affecting the Outcome of Federal FOIA Implementation for National Security (국가 안보를 위한 미국 정보 자유법 시행의 결과에 미치는 조직적 요인의 분석)

  • This article aims to identify organizational factors that influence the performance of implementation of the U.S. Freedom of Information Act (FOIA) and to investigate the strength and direction of their effects. Explanatory variables include administrative resources, organizational culture, litigation cost, and the complexity of FOIA requests. The study will analyze quantitative secondary data from official statistics of federal agencies and the 2006 Federal Human Capital Survey as well as qualitative data from semi-structured interviews of FOIA officers. The results of statistical analyses are as follows : FOIA funding significantly affects median processing time and number of requests pending. There is a significant relationship between bureaucratic culture and number of requests pending, but not between bureaucratic culture and number of requests pending. There exists a significant relationship between the cost of FOIA litigation to federal agencies and the performance of FOIA implementation. There exists a significant relationship between the complexity of FOIA requests and the performance of FOIA implementation. This study also has important implication in South Korea, which has been under a sharp confrontation with North Korea for more than 50 years. As illustrated by the conflict between people's right to know and national security during the investigation of recent Sinking of the ROKS Cheonan, efforts should be made to prepare legal and institutional mechanism for freedom of information policy which can maintain a balance between conflicting values as well as efficient information disclosure in Korea.

Educational Reforms under the Bologna Process in Former Socialist Countries: An analysis of educational policy transfer (체제 변환기 러시아 및 동구권 국가들의 교육 개혁이 정책 전이 논쟁에 주는 시사점: 볼로냐 프로세스를 중심으로)

  • The purpose of this study is to investigate the influences of educational policy transfer on transitional countries by analyzing the impacts of the Bologna Process on the educational systems of former socialist countries in Europe including Russia, Ukraine, and Hungary. For this purpose, documents published by European Union and its associated educational institutions, as well as academic institutions and scholars were analyzed to evaluate the changes made not only in the systemic level but also institutional and personal levels. The Bologna Process, instigated by the rise of knowledge economy and globalization, is purported to be the most influential educational reform conducted by the member countries since the formation of EU. However, unlike its original intentions to promote the voluntary participation of universities and students, the Bologna Process strengthened the structure of centralized bureaucracy in the educational systems, and restricted the freedom of professors, since most of the universities in these countries relied on governments for their funding. This indicates that in analyzing the influences of educational policy transfer in transitional countries, it is important to analyze the roles and motivations of actors participating in the decision-making processes. Moreover, Bologna Process reforms, made under the direction and control of government, were often turned into cases in which administrators hurriedly implement new policies against the will of faculty members and students, thus impeding the efficient localization of the reforms. This case, thus, implies that while educational reforms driven by policy transfer can change external systems and policies of universities, the fundamental reforms in the minds of faculty and inner workings of organization can only come about after a careful consideration of the societal and cultural values embedded within society.

Adolescent culture, socialization practices, and educational achievement in Korea: Indigenous, psychological, and cultural analysis (한국의 청소년 문화, 사회화 과정과 교육적 성취: 토착적, 심리적, 문화적 맥락에서의 분석)

  • This paper provides a theoretical and conceptual framework for understanding adolescent culture and educational achievement in Korea. In the first part of the paper, the authors outline a research paradigm in cultural psychology and adolescent culture. In the second section, the traditional family structure, the role of parents, and how they have been changed by modernization are outlined. In the third section, socialization practices and parent-child relationship are reviewed. In the fourth section, Western theories that have been developed to explain educational achievement and their limitations are examined. In the fifth section, factors that contribute to educational success of Korean students are presented. In the final section, the impact of centralized, standardized, and rigid educational system that is imposed on adolescents is discussed. The highly regulated and centralized bureaucracy restricts educational and career opportunities for adolescents and it is responsible for the high rate of violence, delinquency, and bullying in Korea. The need for encouraging civil society that allows for diversity of ideas and skills and at the same time maintaining strong relational bonds are discussed.

  • In theoretical term, cultural/institutional approach, the peculiarly of the later comers, such as Hong Kong, Korea, Twain, and the converging influence from Post-modernism underlie this paper. The first approach is influential in understanding the survival of many traditional values within most of the Hong Kong firms. The later comer one can be used to explain the fact that later comer enjoyed various synergy effects when their oriental values are combined with new practices. The last one is also quite useful for the explanation of why most modern firms exposed to a severe international competition adopted human resource management But problem is that these are subjected to severe criticism because of their downgrading nature against employees.

An Understanding of the Archival Management in Early Joseon Dynasty (조선전기 기록관리 체계의 이해)

  • In this article, I outlined the archival management system in Early Joseon Dynasty and examined the characteristics of the system. At first, I explained the three aspects of the archival management; the memory of the past, the documentation of the contemporary, and the vision of the future through the documentation. Secondly, I tried to understand the character of the Veritable Record and its compilation by the concepts of archival science such as 'authenticity', 'reliability'. In the memory of the past, the History of a Dynasty(Koryo-Sa) and the Comprehensive History of Eastern Kingdom were included. The arrangement of the past was accompanied with the systematic study of the domestic and foreign histories. At the beginning of the state building, there was many practical need to the experiences of government and social re-construction. It was also the process of the legitimacy establishment of the new dynasty. And the Bureaucracy promoted the development of the records and archival management system because it needed the continuity and evidence of business. The dualistic structure of the records and archival management system was the most unique character of this age. The management of general administrative records was not different from the modern one. But the historical drafts and the compilation of Veritable record were different. Here, I had to examine the characteristics of these procedures by the concept authenticity, reliability, and custodianship. In doing so, I suggested the need of conceptualization of the historical terms such as 'the primary sources' and 'the secondary sources' in historical study. The archival concepts will be the most useful means to that issue. Through the memory of the past and the documentation of the contemporary, they made visions of the future, new vision of the Literati Governance. In this tradition, in spite of the revision of the Veritable records by the new changed political party, both the orignal and the revised remained as the comparative evidence for the future generation in the name of the Black-Red Revised History.
