The Effect of Public PMO Service Quality on Customer Satisfaction and Reuse Intention (공공 PMO 서비스 품질이 고객만족과 고객충성도에 미치는 영향)

  • After the revision of the Software Promotion Act, small and medium-sized enterprises (SMEs) with little experience in e-government projects began to participate in public projects. Accordingly, the government introduced the public Project Management Office (PMO) in July 2013 to reduce the risks and secure the quality of informatization business, and the public PMO is still spreading. However, the public PMO service currently experiences sluggish business, such as low-priced orders, due to cut-throat competition, and thus needs improvement plans. In this research, we establish a research model for quality factors of public PMO services that can be considered for the improvement plans, measure and evaluate quality factors based on the model, and then analyze the impact of service quality on customer satisfaction and customer loyalty. For that, we measure quality factors using the SERVPERF model for those who have used public PMO services, establish a structural equation research model, and empirically analyze and evaluate the impact of quality factors. Lastly, we suggest improvement plans and implications for public PMO services.

우리의 문화경제학적(文化經濟學的) 과제(課題)와 대응방향(對應方向)

  • 전통적(傳統的)인 좁은 경제학(經濟學)의 시각(視角)을 벗어나 여기서는 "러스킨"의 정치경제학(政治經濟學)과 "센"의 복지경제학(福祉經濟學)을 접목시킨 문화경제학(文化經濟學)의 정립(定立)을 시도하였다. 문화경제학(文化經濟學)은 인본주의(人本主義)에 입각하여 국민(國民)의 행복하고 건강한 삶을 뒷받침하는 것을 목적(目的)으로 과학(科學) 위에 서고 기술(技術)을 관리하며 일정한 수준의 도의문화(道義文化)를 필수요건으로 한 법(法)과 행위(行爲)의 시스템의 전개(展開)를 연구대상(硏究對象)으로 삼는다. 따라서 이러한 시각(視角)에서는 재화(財貨)의 소유(所有)보다 삶을 더 중요시 한다. 먼저 "러스킨"의 정치경제학(政治經濟學)과 "센"의 복지경제학(福祉經濟學)의 이론적 특징을 살펴본 후 삶의 질(質)을 향상시키는 데 있어서 법질서(法秩序)와 행위(行爲)와 수용능력(受容能力)과 도의문화(道義文化)의 중요성(重要性)을 부각시킨 후, 이러한 이론적(理論的) 시각(視角)을 우리나라의 대중교통생활(大衆交通生活)에 적용하여 구체적으로 대중교통망(大衆交通網)의 과학성(科學性), 교통질서(交通秩序)와 운전행위(運轉行爲), 그 사회적(社會的) 비용(費用)과 그 분담(分擔), 교통(交通)서비스의 수용능력(受容能力) 등 문화경제학적(文化經濟學的) 과제(課題)를 제기(提起)하였다. 이러한 예시적(例示的) 과제(課題)는 우리의 교통생활(交通生活)뿐만 아니라 정치(政治), 경제(經濟), 사회(社會), 언론(言論), 문화(文化) 등 모든 분야(分野)에 있어서 정도의 차이는 있으나 유사한 문제점(問題點)을 안고 있을 것으로 예상(豫想)된다. 여기서 대응방향(對應方向)으로서 제시된 경제사회질서(經濟社會秩序)의 확립(確立), 사회적(社會的) 보상체계(報償體系)의 합리화(合理化), 수용능력(受容能力)의 순화(淳化)와 배양(培養), 도의문화(道義文化)의 함양(涵養) 등은 결코 새로운 것은 아니지만 문화경제학(文化經濟學)의 시각이 도입되어야 이러한 대응(對應)이 경제학(經濟學)의 틀에 수용(收容)될 수 있으며 이러한 시각(視角)의 원용(援用)은 우리 경제(經濟)가 당면한 경제적(經濟的) 난제(難題)들을 근본적(根本的)으로 해결하는 데 새로운 접근(接近)의 모색을 가능케 할 것으로 생각된다.

  • 한국전통식품은 우리나라의 풍토와 생활 습관 속에서 형성된 일상 음식, 궁중 음식, 절기 음식, 대가 음식 등의 풍부한 소재와 조리방식, 건강기능적 우수성에 대한 과학적 근거가 밝혀짐으로서 산업적으로도 차별성과 경쟁력이 있다. 또한 종교, 문화, 역사, 관광. 전기전자, 기계 등 21개 연관 산업이 융합된 분야로서 정부주도하 추진된 한식세계화 사업의 성과가 부진한 이유도 다양한 분야의 콘텐츠를 적절히 활용하거나 접목하지 못한 점이 크다. 따라서 본 연구분야는 식품기술, 식문화 등 융복합콘텐츠 개발과 global Contents Management System(gCMS)과 다매체 연동형 콘텐츠 활용 시스템 구축하기 범정부적 국가차원의 연구이며 한국식품의 세계화 비전을 달성하고 동시에 국가신성장동력 창출에 필수적인 연구사업이다.

Digital Image as Scientific Evidence: A Theoretical Inquiry of the Roles of Digital Technologies in Visualizing Risk (과학적 증거물로서 디지털 이미지: 위험의 시각화에서 디지털 영상기술의 역할과 위치)

  • This paper is a theoretical inquiry of the changing roles of digital technologies in the representation of risk. Critically examining existing perspectives on risk society and risk communication, this paper argues that digital technologies and images in risk communication have been relatively understudied. Having said that, this paper suggests that Actor-network Theory provide useful theoretical tools for current studies on how digital technologies affect contemporary risk communication practices. Furthermore, this paper examines varied recent studies investigating how digital technologies of visualization are at play in risk communication practices. In doing so, this paper demonstrates how digital images and technologies interrupt the processes that scientific evidence is presented and facts are constructed in varied contemporary scientific reasoning. It will focus on the emerging mode of seeing and visual regime made possible by the increased usage of digital image and technologies, which are characterized by networked connection, sensor, computerized algorithm, and increased storage space. Finally this paper will discuss on the implications on future studies on the roles of digital images and technologies in risk communication practices in Korean context.

사례를 통해 본 독점금지법 vs 지적재산권

  • MP3, DVD, P2P 등 디지털 매체기술의 발달은 디지털콘텐츠의 창작과 유통을 급속도로 증가시켰고 일반 공중은 다양한 창작물에 쉽게 접근할 수 있게 됐다. 반면 이러한 기술의 발전은 원본과 거의 차이가 없는 복제물을 쉽고 빠르게 비용을 들이지 않고 재생성하게 하였고, 또한 디지털콘텐츠는 한 번 전송되고 나면 그 침해를 막기가 거의 불가능하기 때문에 저작권자의 이익을 저해하는 사례가 점차로 증가되고 있다. 이에 저작권자들은 자신들이 창작한 저작물을 무단복제로부터 보호하기 위해 암호화기법, 디지털워터마크 등 기술적 조치(technological measures)를 개발해 저작물에 대한 접근을 제한하기 시작했다. 이러한 움직임과 더불어 접근제한시스템에 대한 법적 보호의 필요성이 제기됐고, 저작권자의 허락없이 기술적 보호조치를 무력화하거나 침해하는 행위를 금지하는 입법이 이뤄졌다. 그러나 기술적 보호조치를 보호하게 되면 전통적으로 인정해 온 저작물에 대한 일반인의 접근을 차단하게 되므로 저작권법의 근본적인 입법취지인 과학기술의 발전과 문화증진을 저해하게 될 것이라는 비판도 강력히 맞서고 있다. 이하에서는 기술적보호조치에 관한 사례들을 소개하고 기술적 보호조치의 개념, 관련 법률조항 및 주요 법적 쟁점 등을 중점적으로 살펴보도록 하겠다.

Research about CAVE Practical Use Way Through Culture Content's Restoration Process that Utilize CAVE (가상현실시스템(CAVE)을 활용한 문화 Content의 복원 과정을 통한 CAVE활용 방안에 대한 연구)

  • Virtual reality that we have seen from the movies in 80's and 90's is hawing near based on the rapid progress of science together with a computer technology. Various virtual reality system developments (such as VRML, HMD FishTank, Wall Type, CAVE Type, and so on) and the advancement of those systems make for the embodiment of virtual reality that gives more sense of the real. Virtual reality is so immersive that makes people feel like they are in that environment and enable them to manipulate without experiencing the environment at first hand that is hard to experience in reality. Virtual reality can be applied to the spheres, such as education, high-level programming, remote control, surface exploration of the remote satellite, analysis of exploration data, scientific visualization, and so on. For some connote examples, there are training of a tank and an aeroplane operation, fumiture layout design, surgical operation practice, game, and so on. In these virtual reality systems, the actual operation of the human participant and virtual workspace are connected each other to the hardware that stimulates the five senses adequately to lend the sense of the immersion. There are still long way to go, however, before long it will be possible to have the same feeling in the virtual reality as human being can have by further study and effort. In this thesis, the basic definition, the general idea, and the kind of virtual reality were discussed. Especially, CAVE typed in reality that is highly immersive was analyzed in definition, and then the method of VR programming and modeling in the virtual reality system were suggested by showing the restoration process of Kyongbok Palace (as the content of the original form of the culture) that was made by KISTI(Korea Institute of Science and Technology Information) in 2003 through design process in virtual reality system. Through these processes, utilization of the immersive virtual reality system was discussed and how to take advantage of this CAVE typed virtual reality system at the moment was studied. In closing the problems that had been exposed in the process of the restoration of the cultural property were described and the utilization plan of the virtual reality system was suggested.

  • As the variety of scientific technology has grown repeatedly since the 19th century, innovative technology is developing high-level in healthcare field. The system to improve patient's satisfaction for silver generation introduced in domestic medical process result from promotion of convergence technology. But utilization of small and medium hospital is inevitable with maintain limited performance around existing large hospitals and high cost service system. Therefore phenomenon that weakness of patient's satisfaction and service accessibility for silver generation occurs. This study propose the design method that Android-based low-cost smart medical treatment information service system to improve accessibility to user of small and medium hospital for effective patient's satisfaction services management and medical services.

Application and Development Strategies of a Secure Real-Time Operating System in Weapon Systems within the Defense Sector (국방분야 보안 RTOS의 무기체계 적용 및 발전 방안)

  • As cyber threats increase in the defense sector, the security of weapon system software is becoming increasingly important. Currently, most of the embedded software installed in domestic weapon systems operates based on foreign real-time operating systems(RTOS) that have no security. As a result, the localization and security enhancement of embedded software for weapon systems have emerged as urgent tasks. This study aims to propose the application and development strategies of secure RTOS for weapon systems. To this end, we examined the technological trends of domestic and foreign RTOS and secure RTOS, and analyzed the problems of current embedded software in weapon systems. The results revealed major issues such as low localization, vulnerability to cyber attacks, difficulty in maintenance, increased costs, and loss of opportunities for accumulating technological capabilities. An investigation of the current status of embedded software applied to existing weapon systems found that embedded SW are in operation across all fields, including maneuver, firepower, protection, command and control, communication, naval vessels, and aircraft. Among them, 99% rely on foreign RTOS such as VxWorks. A review of the core functions and applicability of secure RTOS to weapon systems suggests that it can be applied to key areas requiring real-time performance and security, such as fire control, navigation devices, and flight control in existing and future weapon systems. However, ensuring performance and reliability, securing verification and compatibility, and systematic government support were raised as prerequisites.

  • 스마트폰, 아이패드, 갤력시S, 탭 등 비약적인 과학기술의 발전으로 생활수준이 향상함에 따라, 한강 르네상스 및 4대강 살리기 사업, 각종 생태하천복원 등 새로운 수변문화공간 구축을 위한 공공 사업에서 첨단무선통신기술을 융합한 신개념의 서비스와 문화가 요구되고 있다. 서울시, 서울인근 지역의 강, 하천에 유량이 유입되는 주요지점에 수중환경감지 센서설치. 주변오염지역 감지 및 수중환경 생태를 실시간 감지하여 이상 징후(BOD, COD, DO, 전도, 탁도 등)발생이 예상되는 주변 오염원인 공장, 폐기처리장, 폐수처리장 등의 시설물을 D/B 관리하여 오염원 관련 피해주민에게 실시간 공지하여 대형사고 예방 및 청정하천 수중환경유지를 목표로 한다. 본 논문에서는 수중환경(하천, 호수, 강 등)대한 지능적이고, 효율적인 관리를 위해 센서수중환경에 적합한 4세대 센서 보드 설계 및 블록다이어그램 설계, 통신기술, 인터페이스 개발을 통해 수중환경에 적합한 센서 및 데이터 획득기술 개발한다.

Analysis of Students' Socioscientific Decision-Making from the Nature of Technology Perspectives (과학·기술관련 사회쟁점(SSI)에 대한 학생들의 주요 의사결정 논점의 기술의 본성(NOT)적 해석)

  • Since socioscientific issues (SSI) reflect various characteristics of new technologies designed to meet the incessant human needs in the contemporary society, this study explores the feasibility of adapting nature of technology (NOT) to analyze students' socioscientific decision-making. To achieve the aim, forty-five college students enrolled in a liberal arts course on science and technology studies participated in the study and responded to a GMO (golden rice) scenario in a written form. Four major viewpoints were identified from their writing: 1) is the technological artifact able to solve a societal problem?, 2) are there some alternatives to solve the societal problem?, 3) what kinds of side effects or flaws could turn up during distribution and consumption of the technological artifact?, and 4) can we cope with the technological uncertainty? We revisited the viewpoints within the NOT framework (technology as a 'fix,' cultural context and role of values, technological trade-offs, technology as a system, and technological progression). As a result, unlike NOS, NOT were quite explicitly represented in their decision-making and students' level of understanding on NOT varied. It indicates that NOT can be a promising construct for cultivating informed SSI decision-making.
