민간 중심 벤처 생태계 활성화 위한 벤처 투자 시장의 자율 규제 방안 연구

  • 우리나라에서는 벤처생태계의 구성이 태생적으로 정부 주도로 법제화된 정부자금의 지원이 기초가 되어 이루어지면서 공적 자금의 정책적 목적에 따라 운영되어왔다. 따라서 벤처투자기구에 대해서 이해상충 가능성 배제, 고도의 윤리성, 공정성 및 투명성 등을 요구하는 등 강한 규제가 반영되게 되었다. 이러한 공적규제가 일면 타당성이 있을 수 있으나, 공적규제 위주의 관리감독 체계는 규제의 영향을 크게 받는 한국 벤처투자 시장의 성격상 민간자금의 유입을 제한할 수 있다. 민간 중심의 벤처투자 시장으로 전환하기 위해서는 공적규제를 강화하기보다는 자율규제 영역을 확대하여 업계의 전문성과 효율성에 친화적인 규제 환경을 조성할 필요가 있다. 따라서 본 연구에서는 벤처투자 시장의 자율규제 가능 영역을 살펴보고, 벤처투자기구의 운용사 관점에서의 자율규제 방안을 제시하였다. 구체적 방안 중 하나로는 출자자 사이의 자치적 규범이라고 할 수 있는 규약의 표준이 참여자의 전문적인 식견을 최대한 반영하여 마련된 것이므로, 펀드 결성 이후 출자자 사이의 규약을 둘러싼 분쟁이 발생하는 경우 이를 자율적으로 해결할 수 있는 1차적인 분쟁 조정 절차를 마련해 볼 수 있다.

The Analysis of the current state and components of Korea's National Debt (한국의 국가채무 현황과 구성요인 분석)

  • The purpose of this study is to examine the current status and components of Korean National Debt and to analyze the effects of each component on National Debt. In the Korean Statistical Information Service (KOSIS), we searched for data such as General Accounting Deficit Conservation, For Foreign Exchange Market Stabilization, For Common Housing Stability, Local Government Net Debt Public Funds, etc that constitute National Debt. The analysis period used a total of 23 annual data from 1997 to 2019. The data collected in this study use the rate of change compared to the previous year for each component. Using this, this study attempted index analysis, numerical analysis, and model analysis. Correlation analysis result, the National Debt has a high relationship with the For Common Housing Stability. For Foreign Exchange Market Stabilization, Public Funds, etc., but has a low relationship with the Local Government Net Debt. Since 1997, National Debt has been increasing similarly to the For Foreign Exchange Market Stabilization, For Common Housing Stability and Public Funds etc. Since 2020, Korea is expected to increase significantly in terms of For Common Housing Stability and Public Funds, etc due to Corona19. At a time when the global economic situation is difficult, Korea's National Debt is expected to increase significantly due to the use of national disaster subsidies. However, if possible, the government expects to operate efficiently for economic growth and financial market stability.

Empirical Analysis on Use of Mortgage Loan in Beijing of China (중국 베이징 도시가구의 주택담보대출 이용실태 분석)

  • The objective of this study was to empirically analyze how Chinese urban residents use mortgage loan in their purchase of houses. For the research purpose, 205 households were surveyed on use of housing finance in Beijing, using prepared questionnaires in advance. The survey result showed that 39.5% of the respondents used mortgage loan in their housing purchase in Beijing. Most of the mortgage loan users got their loans from four state-owned commercial banks. This implies that the government could effectively govern the housing market by managing qualifications and interest rates under the government control. The households who did not use mortgage loan raised the fund mostly from own capital and their parents' money. In general, it was found that the Chinese, besides mortgage loan from commercial banks, rarely depend on outside sources. The dichotomous logistic analysis by logit model showed that socio-economic variables such as age, income, housing price and entry into the housing provident fund had significantly positive effects on the use of mortgage loan in the purchase of housing.

  • 공적개발원조(Official Development Assistance; 이하 ODA)는 세계 평화와 인류 공영에 이바지하기 위하여 개발도상국 또는 국제기구에 공여하는 증여(Grant) 및 양허적 성격의 차관(Concession Loan)으로(한국환경산업기술원, 2013), 당해 사업의 추진방식은 크게 양자간 원조와 다자간 원조 방식으로 구분된다. 양자간 원조는 공여국으로부터 수원국으로 원조자원이 직접 전달되는 방식인 반면, 다자간 원조방식은 IMF, ADB, IBRD, WB, EBRD, IDA 등 국제개발은행(MDB, Multilateral Development Bank) 및 UN 등에 출자 또는 출연됨으로써 간접적으로 원조자원이 전달되는 방식이다(오지택, 2012). 그리고 양자간 원조방식은 프로젝트 참여 국가를 제한하느냐, 제한하지 않느냐에 따라 구속성 원조(tied)와 비구속성(un-tied) 방식으로 구분된다. 그런데 이러한 양자간 ODA 원조 방식에 변화의 바람이 일고 있다. 국제 사회에서는 ODA 원조의 효과성 제고라는 명분하에 공여국들에게 원조방식의 비-구속성 원조를 촉구, 그 규모가 빠르게 증가하고 있다. 즉 ODA 비구속성 원조를 중심으로 한 또 하나의 시장이 성장하고 있는 것이다. 이에 본 논고에서는 ODA, 특히 물 관련 ODA 자금의 미래 성장 가능성을 살펴보고, 나아가 시장 분포, 프로젝트 특성 등을 살펴보고자 한다.

Accordingly, the national interest about how to protect the of the high-technology industry enterprises has become contentious social issue. The U.S. and advanced countries promote the policy to protect The United State's Economic Espionage Act(EEA). The Korea reaching to high level a field at IT, Shipbuilding, Steel, Automobile Industry and huge capital investment to high-technology & development. But, systematic industry security activity not an unfold. So private investigator collect the evidence and information of business case for prevent danger is efficient. The private investigator system, deal with the matter efficiently, will good system to prevent economic loss of business, state and nation through make a good use in business crime that machinery of law difficult to intervene. This article countermeasure about industry spy through make a good use of private investigator.

A Study on the relationship analysis between the K-REITs loaning rate and interest rate variables (K-REITs의 차입이자율과 금리 변수 간 관계 분석)

  • This study analyzed the long term relationship between the K-REITs' lending rate and interest rate variables based on ARDL (autoregressive distributed lag) and also examined the short term relationship based on the ARDL-ECM model. In the results of the empirical test, there is a co-integration relationship among the K-REITs' lending rate, 3 year government bond (rate), 3 year government bond (rate), corporation bond (rate) (AA-, 3year) and general fund loan rate. This means that the K-REITs' lending rate is related to the long term interest rate. The corporate general fund loan rate has a significant correlation with the K-REITs' lending rate in the long term relation and short term adjustment process. The establishment of a management plan by the REITs considering the trends in the corporate general fund loan rate in the decision making process for finance sector borrowings can be practically helpful for the K-REITs.

  • Service firms have always been relationship oriented. the nature of service businesses is relationship based. As service finns, like banks, insurance finns, have grown, The masses of consumers have made the establishment of true relationships more difficult. Understanding the motivations of consumers to engage in relationships with marketers is important for both practitioners and marketing scholars. To develop an effective theory of relationship marketing, It is necessary to understand what motives consumers to reduce their available market choices. This article focuses on the development of the successful relationship strategies in domestic banks. The results of this study show the four types of relationship strategies - social bonds, structural bonds, financial bonds, and other bonds. Although the effectiveness of these strategies differs as the types of performances, All four types of relationship strategies are essential for building and maintaining relationships with customers. Totally, the order of influences on the performance is as follows; financial bonds, structural bonds, and social bonds.

  • The purpose of this study is to find out the way to improve the funding system of Korean animation, which will lead the establishment of virtuous circle of Korean animation industry. The funding structure of Korean animations in the period of 2005-2009 is analyzed to find out that the funding surveyed to find out that the domestic funding source for Korean animation has reached its limitation. Without any active involvement of public fund, this will result in the shrink of Korean animation industry with heavy reliance on foreign capital and limited quality of Korean animation. This is not only a serious problem of Korean animation industry, but also the problem of Korean cultural identity and variety because it is related with the diminish and degradation of Korean children and family content. Meanwhile, in France and Canada, which are the major co-production partners of Korean animation, the animation production is being activated by the full support of government fund system, because the animation is regarded as the important genre which plays a critical public role in establishing the cultural identity and variety of such countries. Improvement of Korean animation funding system is not pursued by more injection of public fund into the industry. It should be designed to facilitate the investment from the private sector by improving the profitability of Korean animation. This goal can be achieved by public fund with annual budget of 25 billion Korean Won supporting the distribution and production of Korean animation. Discussion should be needed for securing the funding resources such as establishment of new animation fund or utilization of existing fund.

The Scale of Households in Negative Housing Equity and Policy Direction (하우스푸어 규모 추정 및 정책 방향에 대한 고찰)

  • After global financial crisis, the ratio of household debt to GDP was decreasing in other advanced countries such as the U.S., and the U.K. and so on. But, in Korea, household debt (of which residential mortgage loan account for a large part) ratio is still increasing. This paper focuses on the scale and characteristics of households in negative housing equity (those are called House-poors in Korea), and also the socio-economic backgrounds of the formation process. In financial perspective, the problem of negative housing equity depends on financial debt repayment capability. We used DSR (Debt Service Ratio) and LTA (Loan to Asset ratio) as financial indicators to evaluate the debt repayment capability. The critical value of DSR is assumed as 40%, and LTA 100%. The socio-economic backgrounds of the House-poors are as follows : increasing households debt dependency, over lending competition of financial institutions and unreasonable loan in household economy, instability of real estate market, week regulation on mortgage loan. Finally, this paper suggests some implications about the range and the target of public intervention.

Analysis of Competency Assessment Using BSA for ODA Loan Construction Projects (BSA기법을 활용한 ODA건설사업 역량 요인 도출 및 분석)

  • Recently, with achieved US$ 500 Billion international cumulative construction order, the Korean government presented overseas construction industry visions for international orders of US$ 100 Billion and entering the top five countries in global construction market. Also, Korean companies are developing strategies for expansion of international markets. However, ODA loan projects are low risk for the Korea Construction companies trying to advance their overseas business. This study provides data-based advice on securing competence for Korean construction companies entering the global market through the ODA loan projects. To analysis construction firm's competitiveness for ODA loan project, FGD was utilized and BSA model was applied to the valuable analysis. Competencies highly assessed were construction quality control, relationship building through high-level diplomatic activities, and project management. Competencies requiring urgent improvement were handling risks of local countries, financing projects, and developing know-how within participating companies.
