Differential Levels of Governance and Its Impact on Urban Park Management and Users' Satisfaction - The Case of Sheffield District Parks, UK - (도시공원관리 거버넌스 구축정도에 따른 이용자 만족도 차이 - 영국 셰필드 지구공원을 대상으로 -)

  • In the late 1980s, a financial crisis and Compulsory Competitive Tendering (CCT) in green space services brought with it a profound impact on the quality of parks in the UK. Such government projects, e.g. Urban Task Force (1999) and Public Parks Assessment (2001), aimed to raise the awareness of the severity of the declining standards of urban parks. Since the late 1990s, the UK governments (The New Labour (1997-2010) and The Conservative Government (2010-2019)), have often adopted community-led governance schemes to enhance the quality of parks and address problems derived from the financial crisis. Accordingly, community groups, notably 'Friends of', enlarged their involvement in the decision-making process of park management. However, there is little empirical evidence concerning the impact of community-led governance on park management, in particular, the effect on the users' perceptions of park use. This study explored the context of community-led park management to reclassify the level of build-up of governance underlined by 'A Ladder of Citizen Participation'. In addition, questionnaire surveys were conducted around two Sheffield district parks, which are located in deprived areas. As a result, community involvement in the status quo of UK urban park management has changed its form of governance based on the extent of involvement in the decision-making process. The forms of governance could be categorised in three levels: general, active, and predominant governance, where the extents of decision-making and sharing responsibility vary. The results obtained through the questionnaires show that one park (active governance), which has a stronger tendency of sharing responsibility to get involved in park management, had better contribution to park management and positive impacts on users' satisfaction than the other park (general governance). The findings highlight that stronger governance in partnerships with the non-public sectors can shed light on current and future park management through a shift in sharing responsibility for park management.

A Study on the Convergence of Renovation Measures for Urban Ecological Park Considering the Thermal Environment in Summer - With a Case of Gildong Ecological Park - (여름철 열환경을 고려한 도시생태공원 리노베이션 방안 융합 연구 - 길동생태공원을 사례로 -)

  • This study recent changes in urban thermal environment caused by climate change generate diverse problems such as urban heat island effects, heat wave, and drought. Under this condition, with the increased perception and expectation of the quality of life, the urban citizens' desire for outdoor activities is increasing. This study conducted the thermal environment analysis focusing on the urban ecological park used by many urban citizens, and also suggested the renovation measures for urban ecological park considering the thermal environment. As the research site, the ecologically-favorable Gildong Ecological Pak with diverse space composition was selected. The measuring items were measured and analyzed by dividing them into thermal environment index and thermal comfort index. In the results of analysis in each type of park space, the forest zone showed the most favorable result. Based on such results, total three kinds of renovation measures for urban ecological park considering the thermal environment were suggested. Through this, the urban ecology park renovation plans were presented in three ways. The results of this study are meaningful in that it can be used as a base material for creating an ecological park considering the thermal environment.

Qualitative Equity of Neighborhood Parks in Daegu According to Socioeconomic Status (사회경제적 지위에 따른 대구시 근린공원 질적 가치 형평성)

  • In terms of environmental justice, urban parks play a pivotal role in imperative amenities allowing for physical activity. The reasonable distribution of urban park services must be considered in terms of community demand and the context of the park. The purpose of this study is to analyze the inequity of qualitative park service according to the socioeconomic status(SES) in Daegu. The qualitative service was assessed for 82 neighborhood and walking-distance parks by utilizing the NGST(Neighborhood Green Space Tool). The inequity was analyzed by SES variables(ratio of basic living recipients, ratio of single-parent families, average housing sales, dilapidated dwelling ratio, and park area per capita). The features of the qualitative equity in Daegu is as follows. First, urban park planning in Daegu is in parallel with the development of residential areas rather than the local policy. The development pattern of parks stretching from center of the city to outskirts clearly dissociates the city based on socioeconomic status. The parks in the center are relatively old and poorly managed. Second, overall neighborhood parks lacked recreational facilities. The facilities are significantly influenced by the housing values around them. The lower the recreation facility score, the higher the floor gradient of the urban parks constraining physical activities. Third, the quantitative supply of parks has nothing to do with the quality of the urban parks. Green space distribution is highly dependent on natural park areas, so the park area per capita cannot be a standard for assessing qualitative equity.

Differences in Park Use Behavior and Perception between Groups by Frequency of Visit through Comparison of Yangju Urban Parks in 2014 and 2020 (2014년과 2020년 양주시 도시공원 이용빈도별 집단 간 이용행태 및 인식차이 연구)

  • This study was conducted to see the differences of park users by classifying them with their park use frequency in terms of park use, management policy and perception, using the same survey results conducted in 2014 and 2020. Research was conducted on urban parks in Yangju, South Korea, and 740 in 2014 and 431 in 2000 survey results were used. After classifying the high-use and low-use groups according to park use frequency, this study compared the demographic differences and park use method differences according to the group, the recognition differences for the future park management direction between the two groups were analyzed and compared using statistical analysis by year. The results showed that the park's quantitative expansion and accessibility improvements were the most important issues in 2014, while the importance of park management, such as checking and improving aging facilities, providing various programs, and creating a themed neighborhood park that could reveal the identity of the area, was increased in 2020. Despite recognizing the importance of persistent management in the case of high-use groups, the results showed that they were less willing to participate in park management programs compared to less-use groups, which showed the need for a discussion of how to involve high-use groups for long term park management. This study contribute the body of literature that it seeks to understand differences of park user in terms of their park use frequency. However, in future studies, analyzing the differences of park users through a short-term study is required.

  • 서울시는 국가의 수도로서 이제 6n년의 역사를 맞이하였다. 뛰어난 산수와 자연 경관을 가진 서울시의 자연은 근세이후 도시의 발전에 따른 점차적으로 훼손되어 왔으며, 특히 1960년대 이후의 도시성장기에 시행된 개발 위주의 도시 정책은 공원 녹지의 잠식을 가속화시켜 본래의 자연은 양적, 질적 측면에 많은 피해가 발생되었다. 또한 도시 정책의 부분으로서 공원 녹지 정책은 개발 위주의 도시 정책에 밀려 제기능을 발휘 할 수 없었으며, 정책에 있어서도 목표와 미래 방향에 대한 뚜렷한 비전을 제시하지 못하였다. 현재 공원 녹지와 관련된 정책 환경을 볼 때, 각종의 도시개발 사업, 지방 자치제 시행에 따를 도시의 난 개발은 부족한 공원녹지를 더욱 잠식하는 위협요소가 되고 있으며, 토지수요에 대한 공급의 한계 상황에 직면해 있는 시점에서 개발론자 들은 공원 녹지를 개발의 주요대상으로 인식하는 자세를 견지하고 있다. 그러나 최근 들어 지구 환경의 문제의 대두, 환경에 대한 시민의 관심, 정책 집행자들의 환경 보전과 관리의 움직임이 나타나기 시작하고 있어 서울시의 공원 녹지의 미래 전망을 밝게 해주는 긍정적인 요소가 되고 있다. 2000년대를 바라본 현시점에서 도시의 기간 요소로서 공원 녹지는 단지 존재만의 가치가 아니라 적정한 기능을 부여하고 이용의 활성화를 통한 공원 녹지의 새로운 탄생이 요구되고 있다. 이것은 공원 녹지정책 측면에서 공원 녹지의 양적 측면에서의 풍요로움과 질적 측면에서의 기능성의 회복과 도시 구성적 측면에서의 공원 녹지의 네트워크의 구성이라는 3가지의 정책 이슈를 제기한다. 양적 측면에서 녹의 풍요로움을 확보하기 위해서는 기존의 공급 지표 위주의 정책보다는 공원 녹지의 총량적인 관리 체제를 통한 전 도시적 차원의 공원녹지 관리 시스템이 필요하며, 공원 녹지로서 잠재 가치를 가지고 있는 새로운 유형의 공원 녹지의 조성과 각종 개발사업에 대한 공원 녹지의 잠식 방지를 위한 명확한 사회적인 공감대의 형성이 요구된다. 질적 측면에서는 공원 녹지의 기능성의 회복이라는 측면과 시대에 부합되는 새로운 기능 및 가치의 부여가 필요하며, 이를 위해서는 공원의 매력, 공원의 시설기능 증진, 녹지의 질의 향상 및 녹지 가치의 증진에 대한 다양한 시책이 요구된다. 구성적 측면에서는 공원녹지의 개별적 존재보다는 공원 녹지를 상호간 유기적인 계통을 확보하여 공원 녹지의 네트워크를 형성하여 도시 속의 산재된 고립된 섬으로서의 공원 녹지가 아닌 시민생활에 늘 가까이 있는 생활 속의 공원녹지로 재편되어야 한다. 이러한 정책의 의제는 양적 측면에서 보전(CONSERVATION)과 창출(CREATION), 질적 측면에서 쇄신(RENOVATION)과 복구(RESTORATION), 그리고 구성적 측면에서 공원 녹지의 연결(CONNECTION)과 시민 참여에 의한 운동(MOVEMENT)이라는 정책 개념의 구현을 통해 가능하다. 이러한 정책 개념과 의제를 가지고 서울시 공원 녹지 정책을 구체화시키기 위해서 푸르름의 새로운 탄생이라는 기치 아래 풍요로운 서울, 사랑 받는 공원, 생활 속의 녹지의 3대 목표, 공원 녹지의 보전, 잠재 공원 녹지의 창출, 공원의 활성화, 녹지의 복구, 경관 보전 및 복구, 공원 녹지의 네트워크, 도시 녹화의 7대 과제를 설정하고 미시설 공원 녹지 집행, 개발 사업시 공원 녹지의 확보, 환경 녹지의 총량 보호 관리, 도시 소공원 개발, 역사 문화 공원 조성, 하천 공간 복원, 공원 시설 기능 개선, 이용 프로그램 개발, 공원 관리 개선, 환경 피해 녹지의 회복, 도시 환경 림 조성, 녹지 기능 증진, 도시 자연 경관 보전, 공원 녹지체계 구성, 공원 녹지 공급 균형, 주변 환경 녹화, 가로 녹화의 17개 시책을 제안하였다. 이러한 정책사업의 원활한 추진을 위해서는 기존의 관주도의 일방적인 공원 녹지 행정이 아닌 시민의 참여를 통한 시민이 함께 하는 정 책 사업의 추진이 요구되며, 특히 민간 부문의 적극적 인 참여를 유도하기 위한 방안이 동시 에 강구되어야 한다. 또한 공공에서는 정 책 집행을 위한 조직과 행정의 개편, 예산의 확보 방안을 적극적으로 검토해야 한다. 현재 서울시는 지방자치제 시행에 따라 시 행정에 있어 많은 변화가 예고되고 있으며, 공원 녹지는 새로운 환경 변화에 부합되는 적절한 도시요소가 될 것으로 추정된다. 서울시 하천 복개의 금지, 하천공간의 복원에 대한 움직임, 환경 녹지 복구를 위한 사업의 시행, 민간부문의 환경 운동의 활성화 등 바람직 한 현상이 전개되고 있어, 공원 녹지는 미래의 도시 관리 에 있어 주요 관심사가 될 것이다.

Development of Index of Park Derivation to Promote Inclusive Living SOC Policy (포용적 생활 SOC 정책 추진을 위한 공원결핍지수 개발 연구)

  • In order to resolve the imbalances in the supply of living SOCs according to socio-economic status, location, and population groups, the discussions on inclusive city policies are expanding. The purpose of this study is to propose an Index of Park Derivation (IPD) as an alternative indicator for the promotion of an inclusive urban park policy that can be applied in the 7 major metropolitan cities to select a region with a relatively high park needs. The main research results are as follows. First, the concept of an inclusive urban park policy is defined as "a policy to supply to manage high-quality park services with priority given to areas with low socio-economic and environmental status, such as a large amount of elderly, children, low-income families, areas vulnerable to disasters, such as heat and fine dust, and population groups." Second, we developed the index of park derivation (IPD), which is a combination of 17 variables including park service level, demographic characteristics, economic and educational level, health level, and environmental vulnerability. The variables that constitute the index of park deprivation (IPD) can be applied to SOC policies outside the parks, such as sports facilities, daycare centers, kindergartens, and public libraries. Third, applying index of park deprivation (IPD) to 1,148 Eup/Myeon/dong areas of the 7 metropolitan cities resulted in areas with relatively high park service needs. This study implies that the central and the local government suggest an alternative index to promote an inclusive urban park policy based on statistical and geographical information and data that can be easily accessed and utilized.

Basic Study for Multi-purpose Park Model Development -Focusing on Analysis of Actual Condition of Children's Park- (다목적공원 모형개발을 위한 기초연구 -어린이공원 이용실태분석을 중심으로-)

  • This study suggests that the diversity of parks is necessary because the number of children, who are the main users in children's parks, is decreasing and the use of parks by older people is increasing. In particular, the present aging society is trying to propose a multi-purpose park to solve the problem of the elderly leisure. To do this, this study surveyed domestic and foreign children's parks and selected study sites to understand the usage patterns of children's parks. As a result of surveying the location of the park to select the study sites, most children's parks were found mostly in single family housing areas and multi-family housing areas. As a result of the survey, it was found that the children's parks consisted of streets and areas by the 'City Parks and Greenery Act' and they were uniform. This paper presents basic data for the development of a model for producing a multipurpose park that can be used for children's parks by the elderly. The subjects of this study were selected from 7 districts of Daegu city, which were classified into single family housing areas and multi-family housing areas. As a result, the arrangement of various facilities in the children's park is insufficient, and it was uniform without a design motive and contents. Therefore, the utilization rate of various age groups could be increased by developing a multi-purpose park model for a children's park.

International Cooperation Plan for DMZ World Peace Park: Focusing on NGO's international solidarity and support (DMZ 세계평화공원 조성을 위한 국제공조 방안: NGO의 국제연대 활동과 지원을 중심으로)

  • The purpose of this study is to analyze the roles and functions of NGO 's International Solidarity in the establishment of' DMZ World Peace Park ', the mechanism of operation, and the policy formation of NGO' s international solidarity. The establishment of the DMZ World Peace Park is a matter that can be achieved as a result of dialogue efforts between the two parties based on the agreement between the DPRK and the ROK government, but should take a more relaxed approach to the process issues in order to achieve such results And should be done in a long-term, step-by-step plan. In the process of realizing this, South Korea's own efforts alone are difficult, and it is necessary to seek various channels of dialogue with the international community so that North Korea can have dialogue negotiations. This will be the role of NGO, It should be noted. As a result, in order to establish 'DMZ World Peace Park', it is necessary to establish concrete road map of DMZ World Peace Park. In the first stage, it is necessary to organize and operate 'DMZ World Peace Park Promotion Committee' under the directorship of the President or Prime Minister, It is necessary to select candidates, to appeal to North Korea and to support the international community, and to participate voluntarily by the private sector. Phase 2 requires final settlement. Phase 3 will require a step-by-step road map, such as rapid construction of the Peace Park, expansion of peaceful use of the DMZ, and expansion of ecology, history and cultural tourism in the DMZ border area.

Study of Fish Monitoring for of Exotic Fishes Management of Ecological Park at Nakdong River 2 (Daejeo Ecological Park) (낙동강 생태공원 지역 외래어종 관리를 위한 어종 모니터링 연구 2 (대저생태공원))

  • Influx of exotic fishes is the problem of fish management. The reason why interest on river environment was increased. Recently, River project was conducted to consider environmental function on the ecosystem and Eco-Diversity. Therefore, farmlands structure along the river was removed such as vinyl greenhouse. Daejeo ecological park was built in 4 River project. Daejeo ecological park have significance habitat for migratory birds and eco-diversity. In spite of nature river improvement, ecological system in river will be break down by exotic fishes. This study was conducted to investigate analyze the fish faun and prevailing species occupancy in Daejeo ecological park. This data will be used to make the management plan of exotic fishes in ecological park around Daejeo ecological park.
