A Study on Development Direction of Urban Planning Simulation System for Adapting to Heavy Rainfall Disaster Driven by Climate Change (기후변화에 따른 폭우재해에 적응하기 위한 도시조성 시뮬레이션 시스템 개발방향 연구)

  • 기후변화의 영향으로 폭우발생 빈도 및 강도는 최근 들어 급증하고 있다. 빈번히 발생하는 대형 폭우에 의해 도시는 홍수와 산사태 등 많은 자연재해가 발생하고 있다. 최근 도시에서 발생한 대형 폭우재해의 1차적인 원인은 도시방재시설물 설계빈도를 상회하는 집중호우이지만, 방재를 고려하지 않은 도시계획 및 설계가 피해를 가중시킨 것으로 판단되고 있다. 대형화 및 일상화되어가는 폭우재해에 적응하기 위해서는 하수관거, 제방 등 전통적인 방재시설물 설계기준을 상향조정하는 구조물적 대책뿐만 아니라, 도시의 토지이용, 공원, 녹지, 광장, 도로 등의 구성요소를 활용하여 우수유출 저감 및 지연시켜 최대홍수량을 낮추는 비구조물적 적응방안도 필요하다. 기후변화에 따른 폭우재해에 도시차원에서 효과적으로 적응하기 위해서는, 다양한 폭우재해 적응 도시계획 및 설계기법을 개발하고, 그 효과를 시뮬레이션 할 수 있는 시스템 개발이 필요하다. 본 연구에서는 기존에 개발된 홍수 및 산사태 관련 시스템들과 연계하고 정부의 다양한 부처에서 구축된 DB를 최대한 활용하여 폭우에 의해 발생하는 도시 홍수와 산사태 피해지점과 피해 영향권을 분석뿐만 아니라 폭우재해 적응 도시계획 및 설계기법을 효율적으로 적용할 수 있는 관리지역을 도출하고, 관리지역에 폭우재해 적응 도시계획 및 설계기법 적용시 효과를 분석할 수 있는 기후변화 폭우재해 적응 도시조성 시뮬레이션 시스템 개발방향을 제시한다.

Destination Management Strategy Based on the Importance-Performance Analysis -A Case Study in Kangwon-do Province, Korea- (중요도-성취도 분석을 기초로 한 관광지 관리 방안에 관한 연구 -강원도 소재 관광지를 중심으로-)

  • The purpose of this study is to develop effective destination management strategies for three typical tourist destinations in Kangwon province based on the importance-performance analysis. The results show that overall performance levels of 21 management attributes in three destinations is relatively low, compared to the importance levels of the attributes. 6 attributes place in Concentrate Here, 4 attributes in Possible Overkill, 6 attributes in Keep Up Good Work, and 5 attributes in Low Priority. There is no significant difference in the importance level among three destinations, while performance levels are the lowest at Naksan & Kyungpo beaches, and highest at Ganhyun area. Findings of the survey expect to be used as fundamentals in management policy making process for each destinations.

Geoheritage Values of the Geological Outcrops Distributed in the Dusong Peninsula Geosite of the Busan National Geopark, Korea (부산국가지질공원의 두송반도 지질명소에 분포하는 지질노두의 지질유산적 가치)

  • The social demands to conserve the geological outcrops with important scientific values are increasing. Accordingly public programs such as national geopark are recently established. In this study, outcrops with geological values in the Dusong Peninsula geosite of the Busan National Geopark are investigated in details with a discussion in the aspects of geoheritage values. The Dusong Peninsula is located in the late Cretaceous Dadaepo Basin interpreted as an intra-arc pull-apart basin extended in the Cretaceous Yucheon Subbasin. In this area, a number of noticeable geological records, such as andesitic sills, lower Dadaepo Formation, paleo-seismites, clastic dikes, compound calcrete deposits, syn-depositional normal faults, and unconformity between basin-fill and basements, are observed. Considering their unique geological significance, the strategic plans for their conservation and management should be urgently provided.

Temple Forest Vegetation Structure of Cultural Heritage Site in Mt. Gyeryongsan National Park - Focused on Donghaksa, Gapsa and Sinwonsa - (계룡산국립공원 공원문화유산지구 사찰림의 식생구조)

  • This study was carried out to provide basic information for the ecological preservation management of temple forest (Donghaksa, Gapsa, Sinwonsa) by investigating the ecological characteristics of vegetation structure of the Cultural Heritage Site in Mt. Gyeryongsan National Park based on the Braun-Blanquet vegetation survey method from September 2018 to May 2019. As a result of hierarchical cluster analysis, the forest vegetation was classified into 3 vegetation units (Zelkova serrata - Akebia quinata - Kerria japonica community, VU1; Quercus serrata - Callicarpa japonica - Carpinus cordata community, VU2; and Pinus densiflora - Prunus sargentii - Fraxinus sieboldiana community, VU3). The indicator species of each vegetation unit were 12 taxa, 8 taxa, and 6 taxa, respectively. The result of the importance value analysis showed that Z. serrata had the highest importance value in all vegetation units, and the result of the species diversity analysis showed that the species diversity of VU3 was 0.939, which was relatively higher than other vegetation units. The result of the CCA of correlation between vegetation units and abiotic environmental factors showed that VU2 had a negative correlation with altitude, and biotic environmental factors had no significant correlation with vegetation units.

Crop Loss Survey by Wildlife in National Parks of Korea (한국 국립공원 내 야생동물과 농작물 피해)

  • Crop loss and damage by wildlife are becoming more serious to residents inside and around National Parks of Korea annually. It could be caused by small size of Parks, which is couples of ten $km^2$ only, and more than a third of total parks' areas are belonging to privates. Wild boar (Sus scrofa) is one of the most harmful pests in nationwide. Treading down crop field using as bedding or resting site are major damaged types and foraging behavior is following. Besides of boars, Korean water deer (Hydropotes inermis), racoon dog (Nyctereutes procyonoides), and badger (Meles meles) are another serious pests. Mainly, farm products planted in upland, such as corns, sweet potatoes, cabbages, etc. are harmed easily, a rate reaches up to 76.9% of whole losses. 92.4% (n=187) of interviewees, who are mostly seniors, cultivate small crop fields smaller than 1 ha. Crop damage would be started from June to late November, time differences are happened due to latitude, climate condition, and crop differences of National Parks. Dusting animal repellents are easier and widespread methods to prevent animal foraging to crop fields and installing noisy makers using gun powder and setting up scarecrows are traditional methods for repelling animals. Nevertheless, effects of these self-defence are turned out to be useful soon after labors done only. Since legal compensation for crop damages by wildlife are not prepared systematically so far, crop loss are rarely reported to local government by most farmers. Systematic and objective methods for quantifying of crop loss by wildlife and population managements system should be offered urgently to well-managed animals habitat and residents' living inside National Parks.

Biological Impact Prediction and Biological Basic Management by Development of Deokjin Park, Chonju City (전주시 덕진공원의 개발이용에 따른 생물학적인 영향예측과 기초관리방안)

  • To know of the biological basic method that can improve the environment of the organisms that inhabit at Deokjin Park. We studied the flora and the fauna in Deokjin Park on June, 1996. The study was surveyed and researched according to the items floras, phytoplanktons, insects and vertebrates. The floras are composed of eleven varieties, one forma, eighty-three species, eighty-four genera and forty-nine families. In the lake of Deokjin Park, the dominant species were Nelembo nucifera and Spirodela polyrhiza. The authors thought that those species be artificially excluded in winter for the improvement of the quality of water. The phytoplanktons were composed of forty genera, eighteen families, ten orders and six classes. Among those, Anacystis(=Microcystis) and Anabaena that make eutrophication, were distributed in the lake of Deokjin Park. The fauna of insects were composed of forty-one species, thirty families and eleven orders. The authors observed seven species of fish, two species of amphibian, three species of reptile, seven species of the bird and one species of mammal. Among those, Bull-frog and Blue-turtle as exotic species must be excluded by artificial methods for the other native organisms of the lake of Deokjin Park.

Inhabitat Status and Gastric Contents of Invasive Fish Species and the Effect on Fish Fauna at Three Reservoirs in National Parks of Korea (국립공원 3개 저수지에 서식하는 생태계교란 어종의 서식양상과 먹이생물, 어류상에 미치는 영향)

  • This study was conducted to elucidate the impact of invasive species, Micropterus salmoides and Lepomis macrochirus in Geumgyeji, Samgaji and Naejangji reservoirs of National Parks, Korea in 2020. In the Geumgyeji, 1,221 individuals of 11 species in 7 families were collected including M. salmoides (relative abundance, 96.3%) and L. macrochirus (0.3%), M. salmoides fed mainly on Rhinogobius brunneus (IRI, 37.2%), Odonata (25.6%), Megaloptera (11.6%), and M. salmoides (7.0%). In the results of Samgaji showed that 854 individuals of 10 species in 5 families were collected including M. salmoides (60.8%), and M. salmoides fed mainly on Decapoda (shrimp, 33.6%), Odonata (34.4%), R. brunneus (21.2%), and Zacco platypus (6.1%). In the Naejangji showed that 1,075 individuals of 13 species belonging to 7 families were collected including L. macrochirus (38.1%) and M. salmoides (9.5%), and L. macrochirus fed mainly on Branchiopoda (77.5%), Diptera (9.8%), Decapoda (4.0%) and M. salmoides fed mainly on R. brunneus (73.3%), Decapoda (21.2%). M. salmoides of Geumgyeji and Samgaji were apparently introduced more than a 10 years ago. The fish population declined rapidly since the introduction of M. salmoides. L. macrochirus of Naejangji was introduced more than 20 years ago, which increased its relative abundance to 40%. M. salmoides was introduced five to six years ago, and the fish species and population declined rapidly since the introduction of M. salmoides. Finally, we discussed the inhabitat status and management of M. salmoides and L. macrochirus in the National Park.

The Study on Satisfaction of the Damage Compensation Caused by the Released Asiatic Black Bear (반달가슴곰 피해에 대한 보상 만족도 연구)

  • This study was carried out to review the satisfaction with compensation for damage caused by the released Asiatic Black Bears into the whole area of Jirisan National Park and to offer basic data for reasonable conflict management with local community. A questionnaire survey was conducted from Jun. 2007 to Dec. 2007 on 93 subjects who got their compensations for the bear damage from 2004 until 2007. The results stayed at a middle level of satisfaction with the proper damage indemnity program with as mean $3.14{\pm}0.85$ points on the basis of 5 point scale. The satisfaction with compensation was found to have a significant correlation with the factors, such as income levels, whether to agree to restoration project, compensation money and compensation procedures. The compensation plan through the Animal Damage Compensation Consultation Committee was accepted positively(mean: $3.3{\pm}0.9$); however, to the compensation plan for the 80% compensation of actual amounts of bear damage, was acknowledged negatively(mean: $2.6{\pm}1.11$).

Distribution and Management of Naturalized Plants in the Eastern Area of Jeollanamdo, Korea (전라남도 동부지역의 귀화식물 분포 및 관리방안)

  • This study was carried out to investigate the distribution status and urbanization index of the naturalized plants. For this purpose, 7 cities and counties in the eastern area of Jeollanamdo were selected and investigations were conducted on a total of 14 sites, during the period of March 2006 to November 2008. The naturalized plants were identified as 123; 22 families, 75 genera, 118 species, and 5 varieties. As for the urbanization index, Suncheon city had the highest level of urbanization (33.45%) and Gurye county the lowest level of urbanization (20.21%). Classification families were as follows: Compositae 40 kinds (30.1%) Gramineae 17 kinds (12.8%) and Leguminosae 14 kinds (10.5%). Major communities of naturalized plants consisted of 20 communities including Erigeron annuus community, Erigeron canadensis community, Alnus firma community, Amorpha fruticosa community, Oenothera odorata community, Bidens frondosa community, Coreopsis tinctoria community, Ambrosia artemisiifolia var. elatior community etc. Invasive naturalized plants consisted of 5 taxa: Ambrosia artemisiifolia var. elatior, Ambrosia trifida, Eupatorium rugosum, Paspalum distichum var. indutum and Paspalum distichum. The distributional characteristics of naturalized plants were divided on the basis of six areas associated with ecological characteristics of a habitat.

Assessment of Dam-Wetland Functions and Economic Value using HGM and CVM (HGM과 CVM을 이용한 댐습지의 기능 및 가치평가)

  • 최근 환경에 대한 관심이 증대하면서 생물다양성, 홍수조절, 온실가스 저감 등 다양한 기능을 수행하는 습지에 대한 보전 및 복원을 위한 많은 노력들이 진행되고 있다. 습지 보전 및 복원을 위한 다양한 방안 중 하나가 댐 및 주변지역을 습지로 조성하여 활용하는 방안이라고 할 수 있으며, 이를 위해서는 댐 및 주변지역의 습지로서의 활용을 위한 특성 파악이 우선적으로 이루어져야 한다. 따라서 본 연구에서는 댐 주변지역에 조성된 습지와 댐 저수지 자체를 모두 포함하여 댐습지라고 정의하고, 댐습지가 지니고 있는 습지의 기능 및 경제적 가치를 추정하고자 하였다. 본 연구의 대상지역은 기준습지와 대상습지로 구분되며, 기준습지는 우포늪과 보령댐, 대상습지는 용담댐이다. 댐습지의 기능평가는 수문지형학적 특성을 고려하는 HGM(Hydrogeomorphic Method)을 이용하였으며, 가치평가는 조건부가치측정법(CVM)을 이용하였다. 기능평가 결과는 우포늪과 보령댐을 각각 기준지역으로 선정하였을 경우로 구분하여 나타낼 수 있다. 자연습지인 우포늪을 기준지역으로 선정하였을 경우에는 댐의 주목적과 관련이 있는 수문학적 기능이 높게 평가되었으나 습지 내에서 진행되는 생지화학적 기능과 다양한 식물 종에 대한 서식처로써의 기능은 다소 미흡한 것으로 평가되었다. 보령댐을 기준지역을 선정하였을 경우에는 일부 기능을 제외하고 대부분의 기능이 유사한 것으로 평가되었다. 조건부가치측정법을 이용한 용담댐의 경제적 가치평가는 댐습지 생태공원조성에 따른 훼손된 습지의 보호, 희귀생물종의 보호, 휴양 및 여가기능 제공을 주요인으로 설정하고 설문조사를 수행하여 가치를 추정하였다. 그 결과 용담댐의 총 가치는 우포늪의 가치와 비교하였을 때 우포늪의 35~41%에 해당하는 것으로 추정되었다. 본 연구에서 수행된 댐습지의 기능 및 가치평가 결과는 댐이 단순히 이 치수 측면으로만 이용되는 것이 아니라 생태학적으로도 활용성이 있다는 사실을 나타내고 있다. 이를 통해서 향후 댐의 친환경적 활용 방안 및 댐습지 관리 방안에 중요한 기초자료로 활용될 수 있을 것으로 판단되며, 댐에 대한 긍정적인 인식 증진에도 많은 도움이 될 것으로 판단된다.
