Project Informations Classification System for Civil Works (토목공사용 정보분류 코드체계의 개발)

  • Project Informations Classification System (PICS) can be utilized as a springboard for advanced construction management techniques because it marries informations to networks and maintains a disciplined cost control. The present study attempts to develop a PICS which can be applied in construction management techniques. The frame work largely consists of the three parts such as: (i) development of the tentative Work Breakdown Structure with three divisions, facility calssifications, functional classifications and work classifications, covering the whole areas of civil works, (ii) development of the integrated informations system including the other informations in cost estimating and network scheduling, (iii) construction of relational database system for computer application. The system suggested in the study is found useful for the systematic and uniform management of construction works in the various stages.

법령과 고시 - 표준시장단가(실적공사비) 제도 관련 계약예규 개정

  • 국가 발주 공사는 3월 1일, 지방자치단체 발주 공사는 3월 9일 예정가격을 작성하는 사업부터 표준시장단가 제도가 적용된다. 대한설비건설협회(회장 이상일)를 비롯한 건설관련 유관단체에서는 실적공사비의 불합리한 공사비 산정 기준 및 운영관행에 대해 폐지 건의를 지속적으로 해왔다. 정부는 이같은 건의를 받아들여 지난해 12월 17일 실적공사비 제도개선을 위한 공청회를 개최하고 개선안을 발표했으며, 이번 계약예규 개정을 통해 개선됐다. 이에 따라 실적공사비 제도를 대체하는 새로운 공공공사비 산정 방식인 표준시장단가 제도가 지난 3월 1일부터 시행에 들어감에 따라 기획재정부는 국가계약예규를, 행정자치부는 지방계약예규를 개정해 각각 지난 3월 1일과 3월 5일 공포하고 시행에 들어갔다. 각 개정 계약예규는 실적공사비의 명칭이 표준시장단가로 변경됨에 따라 용어를 수정했고, 실적공사비 제도 적용배제 범위를 신설했다. 또한 적용배제 공사범위는 300억원 미만 공사 중 100억원 미만 공사는 실적공사비(표준시장단가) 적용을 폐지하고, 100억원 이상부터 300억원 미만 공사는 2016년 12월 31일까지 한시적으로 적용하지 않는다. 정부는 100억원~300억원 공사에 대한 '실적공사비 적용 배제제도' 연장 여부를 2016년 하반기에 실적공사비 현실화 수준 등을 평가하여 재검토할 예정이다. 한편, 표준시장단가 제도는 공사비를 산정할 때 현행 계약단가 외에도 시공단가와 입찰단가 등 다양한 시장 거래가격을 반영하는 제도로, 지난 1월 22일 국가정책조정회의를 거쳐 확정된 '공공건설 공사비 적정성 제고방안' 후속조치의 일환으로 공공공사비 예정가격 산출방식의 하나인 실적공사비제도를 개선한 것이다.

  • The purposes of this study is to survey unfair aspect of specific provisions in the construction contract. The research method of this stud)'includes judicial precedents and a questionnaier survey. The result of thus study are as follows: 1) unfair payment condition gives increase to faulty construction. 2) shift of the responsibility gives increase to delay, 3) adjusted contract sum gives increase inappropriate compensation to contractor.

  • To reduce uncertainties and make rational plans, the presumption of contingency against a failure of projects and an occurrence of unpredictable risks is important with accurate estimations as the work progressing. Therefore, if the presumption of contingency reflecting uncertainties carries out at a decision making point of time, be able to prepare for risks. The purpose of this paper is to present a management process of contingency through the performance analysis of project. In the cost planning phase, this study offers a process which is predictable contingency and predicts the range of fluctuation of the cost, laking an advantage of EVM in construction phase. With reflecting the results from this procedure, this study presents a process, rationally manageable contingency.

  • The purpose of this study is to identify the risk factors, analyze the risk factors and make a risk check list of survey in road construction. Generally. the risk management is consisted of 3 steps: risk identification, Risk analysis, Risk hedge. This study is focused on the identification of risk and analysis of risk. To identify the risk factors of survey, we used the specifications of road construction, law of survey, and check list of road construction. This study provides the risk check list of survey for road construction. This research was undertaken to analyze risk factors being determine by the FGI(Focus Group Interview) method with survey specialists.

  • In the construction project, construction supervisor influences greatly the construction managements such as process management, quality management, safety management, and cost management. Therefore, from the first stage of the project, the managing activities of the supervisor are consistently needed. But the assesment of supervisor's work and cost has not been made enough in the public construction project. And there have been doubts as to whether a supervisor can take a consistent managing activity from the early stage of the project. Accordingly, the works between Korean supervisor and foreign supervisor in their public corporations are analyzed and compared in this paper. And the evaluation is made each of the cost for supervisor and the cost for engineer as a substitute of supervisor in construction project. This study is believed to contribute to improving the supervisor's work and reducing the personnel expenses and construction indirect cost.

  • This study proposed cost prediction equation model by considering duration, construction, size, actual cost with the subway construction started by the actual cost system which was introduced since 2004. Costs - scale exponent n(confidence range: 0.5 to 0.7) for cost prediction of subway construction was drawn total cost(0.713), net cost(0.77) in point of the 11 subway construction data. The cost prediction equation model of the subway construction which was presented in this study is able to effectively apply to business planning, preliminary investigation, feasibility study, basic design stage to estimate the approximate cost in the future.

대순 『전경』의 '공사(公事)'개념에 대한 고찰

  • '공사(公事)'는 『전경』이 담고 있는 매우 중요한 종교 문화적 현상이다. 그리고 그 속에는 매우 깊은 사상적 의미가 내포되어 있다. 대순진리회 공사개념의 연원은 중국 고대의 경전과 문헌에서 그 단서를 찾아볼 수 있으나, 그것은 결코 단순히 중국의 것을 답습한 것이 아니다. 강성상제와 도주 조정산께서는 '묵은 하늘'의 음양 혼란 시대에 공사를 행하였기 때문에, 도수를 바로잡는 공사는 근본부터 바로잡는다는 의미가 있으며, 새로운 시대를 의미하는 '개벽'도 이에 포함된다. 중도, 화평, 공정은 질서가 바로 잡힌 사회의 시작을 의미하며, 이는 새로운 생활을 창조하는 데 있어 중요한 현실적 의의를 지닌다. 전체적으로 볼 때 대순진리회의 공사는 사회의 변화와 사회적 요구에 응답하여 생겨난 종교문화 활동이다. 이러한 종교문화 활동은 일종의 기호로서, 상징성을 갖춘 의식을 거행하는 것이다. 공사는 명부의 한을 해결하는 것으로부터 시작되는데, 이는 근본을 중시한다는 의미이며, 태초로 거슬러 올라가 사회를 다스리는 커다란 방향을 전개한다는 것이다. '역도(逆度)'를 조정하는 공사에서는 사회적 관점에서 보자면, 역사가 남긴 문제에 대해 고민하고 해결하려는 태도를 뜻한다. 이는 민생문제를 매우 중시하였음과 인간의 도에 대해 경외심과 존중을 표현하고 있음이 나타내며, 결국 '보세(普世)'의 의미를 지닌다고 볼 수 있다. 공사를 실천하는 방법은 '신생활법'이며, 이는 인(仁)과 인류와 동물에 대한 자비심을 강조하며 '삼계개벽'의 개혁정신과 창조적 사고를 나타낸다. 이로써 '통달(通達)'과 '대도(大道)'의 정신을 나타내었다. 이로 볼 때, 인간의 삶을 인도하며, 궁극적으로는 지상천국을 건설하고자 하는 정신이 공사의 개념 속에 분명하게 드러나 있음을 알 수 있다.

Road Construction Cost Estimation Model in the Planning Phase Using Artificial Neural Network (인공신경망을 적용한 기획단계의 도로건설 공사비 예측 모델)

  • Construction cost estimation in planning phase which calculates the cost for performing construction tasks is used for various ways. Meanwhile, in the case of road construction, the existing cost estimating method in early phase based on numerical mean value of the past is not accurate to be used. This paper propose neural network model for estimating road construction cost in planning phase to solve the limit of current cost estimating method. The model was designed using past road construction bidding records, and variables of model were optimized through trial and error. The estimation result of the model was compared with regression analysis and government's standard and it was verified that the model is better in accuracy. It is expected that the proposed model will be used for road cost estimation in planning phase.

  • On public constructions, that the first planed projects delay than the scheduled completion day occurrence frequently because gap between the scheduled construction durations and the actual construction durations. These facts connect with not only problems of the construction during as the construction delay but also brought about the distribution costs increase as the failure of facility use plan and the people discomfort weight, failure of the production and the supply using facility then tremendous loss of each part etc. For reduce these loss, it must improve accuracy of the scheduled construction duration estimating when it order. This study try contribute to a successful manage of public project and reduce the construction duration extension frequent of the construction during, and then ensure the suitable construction duration by present the estimation model of the scheduled construction duration that include the construction duration correct element using as an index on the scheduled construction duration estimation.
