To improve the cost performance of construction sites, various systems and standards are constantly being developed and implemented. Although legal requirements for these system and standard improvements have been increasing, the cost efficiency performance of construction sites remains stagnant. We have digitized documents generated through construction supervision work at 39 building construction sites and proposed a model that can support decision-making in cost efficiency evaluation. This model selects key keywords that are considered to be highly related to cost efficiency by identifying the patterns and relationships of keywords through associated rule analysis and social network analysis using keywords derived from documents. In addition, it is expected to be used as a decision-making aid to determine the cost efficiency of a specific building construction site by establishing a logistic regression model using core keywords. As a systematic database of construction supervision documents and an integrated system of massive data generated by digital technology are established in the future, the accuracy and reliability of the cost efficiency evaluation model are expected to be reinforced.

많은 난관을 극복하고 조기착공에 성공한 후에, 우선적으로 고려할 사항은 주공정(Crtical Path) 을 관리하는 것이다. 주공정(critical Path)의 초기 작업에 필요한 자재, 장비, 인원의 준비를 재점검하고 하도급추진을 하는 한편, 계약서상의 요구조건, 승인사항에 미흡한 점이 없는지를 검토하고 보완한다. 계약서상의 요구사항을 미비하거나 무시했을 경우, 반드시 그에 상응하는 경제적 대가를 치루어야 한다는 것을 명심해야 한다. 시공을 하기 위해서는 자재승인 후 작업도면(Working Drawing/ Construction Drawing/ Shop Drawing)의 승인을 받고, 작업방법(Method Statement)을 제출하고, 설명화 Presentation) 및 시험시공(Demonstration 또는 Mockup)을 거쳐 감리자의 시공허락을 받아야 하며 각종 Test를 통해 품질관리를 실행해야 한다. 시공지는 시방서에서 요구하는 품질이 보장되는 범위 내에서, 최대한 공기를 단축할 수 있도록 공사초기부터 노력을 해야 하며, 공사의 모든 과정에서 항상 claim 여부, 공기내 준공, 하자 Zero, 최단 시일 내에 최대의 기성취하에 역점을 두고, 이에 장애요인을 해결하는 것으로 공사를 진행해야 한다.

지난 1998년 우원 콘서시엄(우원, 성아건업, 삼우공조)에게는 잊을 수 없는 행운의 해였다. IMF 이후 침체 일로를 걷고 있던 설비건설업계에 260억원이라는 사상 유례없는 최대금액으로 독립발주된 새국립박물관 기계설비공상 입찰에 국내의 기계설비 제작∙시공업체 21개 콘서시엄이 참여하여 경쟁하였기 때문에 누가 이 공사를 맡게 될 것인가가 초미의 관심사였다. 그런데 우원 컨소시엄이 적격심사 대상으로 선정되었다는소식을 듣게 되었다. 최초인 만큼 주변에서는‘과연 설비 전문건설업체가 무사히 공사를 마칠 수 있겠는가?’하는 우려의 눈초리도 있었다. 따라서 (주)우원을 비롯한 시공업체들은 이러한 우려를 없애기 위해 더욱 열심히 계획하고 실행하고 검토하고자 노력하였다. 공사 초기에는 각각 독립발주된 건축, 전기, 정보통신 분야의 시공자간 대화가 단절되어 어려움도 많았으나 발주처 담당자와 책임감리자들의 중재 노력에 힘입어 시간이 지나면서 공동목표를 인식하고 서로를 이해하면서 성공적으로 공사를 마칠 수 있었다.

As performance measurement is important for systematic management, the key indicators for performance measurement have been consistently researched in the construction industry. However, there are only a few cases in which performance measurement is performed because it requires strenuous efforts to collect data for measurement. Unlike the public sector, which has been collecting project data through laws, the private sector has very little data to measure performance. In contrast, supervision work concerns important data necessary for the performance management on building construction sites in accordance with the Building Act. Therefore, in this study, we used the data from supervisory reports to measure the performance of private building projects. First, we derived 6 performance areas and 15 indicators through a few rounds of expert group discussions and 2 surveys. Then, we identified the performance indicators with high feasibility of data collection and computed their degree of significance via the analytic hierarchy process. It is expected that the performance indicators and their computational processes derived in this study can be used to systematically measure the performance and aid the speedy diagnosis of private building construction sites.

The building below standard scales to be built only by constructive report to authorities. Construction law 8 illustrates that supervision should be deployed in all the construction sites at the building which is found to have more than 3 floors and also to have more than $200m^2$ of total squares in especially outside area of city plan zone. Such a small construction is have a important and the most basic meaning. Many problems were found to occur in all the constructive places which were out of the limit of this law. The construction sites were found to be controlled by public official's visiting without supervisors and designers of architecture. Technique of construction in architecture was found to be not different from that of 1980. The security of employees in construction on sites has a serious problem. Because of choosing all the materials of the building without a reasonable point. All the building were found to have a law material about inside and outside aspects. The purpose of this study are to examine existing law about a small project and than to analyze the situation of constructive control through questionnaires and interviews with all the supervisors. Based on the data base of engineers who had a great experience in construction sites, The purpose of this study is also to suggest and advise the method of controlling all the items in architecture through on and off line.

국가에서는 수해예방 및 주민들의 삶의 질 향상을 위해 다양한 하천사업을 수행한다. 국토교통부의 경우 매년 막대한 예산을 투입하여 하천정비 및 재해복구사업 등을 추진 중에 있으나, 체계적인 공사관리와 산출물의 전산화를 위한 시스템은 부재한 실정이다. 현재 건설사업정보시스템(건설CALS)을 통해 하천공사에 관한 정보를 확인할 수 있으나 총 공사비, 참여업체 등 기본적인 정보만을 제공하고 있으며, 공정관리 및 예산정보에 관한 상세한 내역을 확인 및 관리할 수 있는 기능은 부재하다. 이러한 문제를 해결하고자 본 연구에서는 하천사업(공사)관리시스템의 필요성을 제시함과 동시에 우선적으로 하천사업 공종 표준화를 수행하고자 한다. 현재 건설공사표준품셈을 통해 건설공사의 공종을 확인할 수 있으나 '제2장 하천공사' 내에는 사석, 돌망태, 하천호안공에 관한 정보만을 담고 있다. 하천공사 공종 표준화를 진행하게 될 경우 공종별 공사 세부정보에 대한 관리가 가능해지며, 현재 하천을 관리 중인 국토교통부, 지방국토관리청 및 지자체 등 하천사업을 수행 중인 기관의 시스템 활용도를 제고할 수 있다. 하천사업 공종표준화를 위해 우선적으로 현재 건설공사표준품셈, 도로대장 전산화 입력지침 등기 수립된 지침 및 기준을 통해 건설토목공사 시의 공종을 조사·분석한 후, 하천공사 준공보고서 및 감리보고서 등 공사 관련 자료를 활용하여 하천공사에 주로 수행되는 공사들에 관한 종류를 도출하였다. 이후 건설토목공사 공종과의 비교·분석을 통해 하천공사에서 주로 수행되는 공종을 도출·표준화하는 작업을 진행하였다. 본 연구에서 제시한 하천사업 공종의 경우 향후 하천사업(공사)관리시스템 개발에 활용이 가능하며, 하천공사 관리의 효율성을 극대화할 수 있다.

정부에서(건설부)제안한 건축법 중 개정 법률안이 지난번 임시국회 때, 국회건설위원회에서 일부수정 채택하고, 국회법사위에 회부했는데 오는 정기 국회에서 통과될 것이 거의 확실시 되는 바, 동 건설법 개정안에서 제53조(면적, 높이 및 층수의 산정 등)의 2항 신설로 협회 총회에서까지 수차 논란되었던 정화조 설계는 오물 청소법 제14조의 규정을 적용 받지 않도록 규정함으로서 부당한 규제가 없어지게 된 점과 제6조(건축물의 설계 및 감리 등)에 제7항을 신설하여 공사감리자에게 불이익을 줄 수 없도록 규정한 것과, 대체적으로 회원업무에 불리한 방향으로 개정되지 않은 것을 다행으로 여기며, 본 협회에서는 건설위원회에서 채택한 동 건축법 개정 법률안과 본 협회에서 정부에 건의한 동법 개정안의 내용을 동시에 게재하여 봅니다.

The type and proportion of construction work varies depending on the stage of progress, and the frequency of inspection and defect occurrences are different. If it is determined to be defective after the inspection, a delay may occur, and additional manpower and resources are required. Therefore, it is necessary to prevent these risks by classifying, deriving, and managing key management woks according to the progress. This study aims to contribute to the efficiency of the supervisor's inspection work by identifying the types of construction that should be managed intensively for each construction progress and deriving the time when defects occur frequently in each construction type.

우리나라 공공건설공사에서 불필요한 행정업무·제도·환경 등을 개선하기 위해 발주기관은 건설현장 담당자를 통해 관련 개선사항들을 보고·취합하고 있다. 그러나, 현재 업무개선 노력들은 발주기관에서 건설현장으로 지시하는 수직구조로 되어 있어 업무개선결과에 대한 정보 공유와 활용이 이루어지지 않고 있는 실정이다. 따라서, 본 연구에서는 건설현장 감리원들의 업무개선 아이디어를 온라인으로 평가하고 이를 전체 건설현장에 공유할 수 있는 창구를 마련하고자 한다. 이를 위하여 국토해양부 지방국토관리청 및 관할 건설현장에서 사용중인 건설사업관리시스템에 개선 아이디어 평가·공유 기능을 구축하고자 한다.

The introduction of digital technology for supervision work can be explained as an important key to improving construction productivity. In this study, effective digital technologies at construction supervision work is analyzed in terms of productivity improvement. And through questionnaires, effective technology introduction strategies is devised.
